        농촌지역은 주민의 대부분이 농업을 생산하는 지역으로 최근 이촌향도현상, 도시화 등 사회·환경변화로 인해 농촌인구의 고령화가 심화되고 있으며, 도시지역과 달리 재난 발생 시 자체적인 예방, 대비, 대응, 복구 등의 재난관리 체계가 도시에 비해 효율적으로 구축되었다고 보기가 어려워 재난으로 인해 많은 피해가 발생하고 있다. 이러한 농촌지역은 대부분이 반복된 형식의 유사재난이 다수를 차지하고 있으며 특히 태풍, 집중호우로 인해 농작물 피해는 매년 발생하고 있다. 또한 농촌지역의 지리적 특성상 고립되거나 산악지역과 함께 어우러져 있는 경우는 화재(산불)나 기타 재난발생 시 의료·응급 및 소방기관이 내부로 신속하게 접근하여 대응하는데 많은 시간이 소요되어 초기대응이 어렵고 자체적으로는 재난안전 인프라가 부족하여 재난대응에 미흡한 부분이 존재하고 있다. 그리고 최근 소방서 건물만 남아 있고 근무 인력이 없는 ‘폐쇄 지역대’는 전국에 189곳이었으며 경북에서 63곳, 충남과 전남에서 각각 51곳과 37곳이 폐쇄되는 등 농촌지역의 소방서 지역대가 줄어들고 있는 실정이다. 이는 도시지역에 비해 농촌지역이 상당히 재난관리적 측면이 부족한 것을 알 수 있다. 이에 본 연구에서는 농촌지역의 재난안전마을 구축을 위해 농촌지역 재난안전마을 개념을 정립하고 농촌지역에 재난유형별로 발생현황을 조사하여 농촌지역 재난특성을 알아보았다. 이를 바탕으로 농촌지역 특성에 맞는 재난안전대책을 제시하였다.

        This, an association research for design-improvement and model-development of exhibition shops at rural tourism communities, is to secure objective data by analyzing customers' awareness-tendency of and demand for agricultural-specialty exhibition shops. Survey-questions for finding out consumers' awareness-tendency and demand were determined through brainstorming of a professional council, 30 rural communities of which visit-rate by consumers is considerably high were selected for the recruit of 200 consumers. For investigation and analysis, survey and in-depth interview were carried out at the scene with the application of frequency analysis and summarization of their opinions, which revealed that they have a strong will to visit the rural tourism communities for the purchase of agricultural specialties along with the experience of learning-program and on-the-scene direct dealing and that their viewpoint on the direct dealing at the scene was very positive. Also it was confirmed hat their satisfaction with the purchase of agricultural specialties by on-the-scene direct dealing, their pleasure at the purchase, their satisfaction with services and their intention for re-purchase of them were very high while their satisfaction with the exhibition shops was very low. With on-the-scene survey, the consumers' opinions could be listened to in depth. Almost all of them said their satisfaction with the trip to those rural tourism communities was considerably high since they could go to those communities themselves to relieve the stress from their modern life, to experience healing and to see the goods on the scene. Their satisfaction also was attributed to the fact that they have enough trust in purchase along with feeling the warm-heartedness of rural residents. As to their awareness of exhibition shops, they showed a positive response to the on-the-scene direct dealing at rural communities while they, thinking that the space in those exhibition shops was not sufficiently wide, demanded for more systematic counters in more accessible and affordable exhibition shops so that they might be more satisfied with the exhibition shops. Their demand for the necessity of exhibition shops selling agricultural specialties was found to be over 80%, which indicates that the necessity is very high. As to the suitability of function, they have the opinion that the business at those shops had better be focused on sales since they have the understanding of information when they take a trip to the rural communities, while there was another opinion: since agricultural products are seasonal items they should be exhibited and sold at the same time. More than 90% of the respondents had a positive viewpoint on direct dealing of agricultural specialties on the scene, which showed that their response to it was very high. They preferred the permanent shops equipped with roll-around table-booths. In addition, it was revealed that they want systematic exhibition shops in rural communities because they frequent those communities for on-the-scene direct purchase. The preferred type and opinion resulting from estimation of consumers' demands have been reflected for development of practical designs. The structure of variable principles has been designed so that the types of display-case and table-booth might be created. The result of this study is a positive data as a design model which can be utilized at rural communities and will be commercialized for the verification of its validity.

        This study strengthens importance of farm land has possessed rurality. Thus the amenities of farm village were offered to the symbolical attributes of rurality and it was extracted four amenities attributes for valuing the amenities. Possessing the importance of rurality for agricultural and rural development and rural tourism evaluated each attribute by Choice Experiment(CE) for sustainable development make full use of rurality. Applying for Conditional-Logit model estimated the value of attributes then consumer's benefit feeling form each attributes was offered to the value of a unit change. Through this study, I wish to apply for the direction of rural development as important material and the compensation in the operation of agricultural output offering social benefit as political reference materials.

        This study investigated the problem of the existing rural development plan where the opinions of local residents are excluded due to the lack of expert knowledge and limited participation and sought the village development plan driven by the voluntary participation of local residents by applying a rural forum targeting rural villages to solve the problem. As a result of the study, (1) the problem of the current village development plan should be made based on the participation of local residents, and (2) this problem has remained as an important challenge. Therefore, the village improvement activities that have reflected the opinions of local residents can be said to be (3) the process that seeks the change into the rural planning process led by local residents, and this study derived the ways to ensure the voluntary behavior of local residents, strengthen local residents' capacity to create on-going villages, and expand local residents' participation opportunities in the entire process of rural planning through the application of the rural forum. (4) Although it is generally difficult for local residents to propose opinions directly and exert influence in the rural planning and design process and it is not easy to reduce the difference in the perspective between the professionals and local residents, significance lies in the fact that local residents voluntarily determine the future of their region and derive the plan. Therefore, the experience of decision-making and consensus process through the rural forum can promote the sustainability of the village creation participated by local residents and the increase of local residents' role. This study took one village as an example to reflect the results applied to the rural forum, and it is difficult to determine that it has been fully verified with the method of residents' participation. Therefore, future studies to verify the effectiveness of village creation and seek the empirical utilization measures are needed more, and the operation of education programs and various support plans suitable to the capacity and level of local residents should be promoted rather than the traditional lecture-style stereotyped education in the future for sustainable rural development.

        This study has analyzed overseas projects of building rural communities using vacant houses. It is aimed at identifying the roles of NPO in the community-building projects and providing implications applicable to Korea. In recent years, there has been a spike in the number of vacant houses in rural areas. It is due to rapid urbanization and uneven distribution of the population across the country. Those are the reasons that prompted community-building projects. To solve the vacant house issue, there has been rising interest in building communities through vacant houses as rural resources and effectively integrating them as useful resources. However, the roles of key entity that pursues community-building projects using vacant houses have not been discussed sufficiently. Thus, this study deals with the 'Vacant House Recreation Project of NPO Corporation in Onomichi' in Hiroshima, Japan. Through the case study, the following are introduced as NPO's roles in community-building projects using vacant houses. First, pursuing promotion and attracting attention by making the utilization of vacant houses sensational; system improvement; offering information. Second, enhancing the perception of local residents by offering local services using vacant houses; offering community-building items. Third, forming a place of public discussion to solve conflicts during community-building projects using vacant houses; offering alternatives to building communities. Above all, such roles have led to the key status of NPO during its community-building projects using vacant houses. It offers the following implication for Korea: Future vacant house-related policies for rural revitalization should be done from community-building standpoint and include establishing the roles of NPO.

        The current rural conditions are undergoing the change from the past production-intensive structure to an integral and complex one of producing, processing, selling, touring and lodging owing to the changes of life-style, consumption trend and social environments. The rural area is developing into a community of rural tourism villages to grow into one management system along with the assistance of the government's various supporting projects. Through this, the rural designing has got to play a significant role as one of the factors of the enhancement of competitiveness and the increase of income. Therefore, those previous studies on the variety and possibility of rural development are being employed for the researches which are to develop techniques of branding, marketing and packaging. In particular, the researches for VI (Village Identity), BI (Brand Identity) and designs of landscaping, packaging of agricultural specialties and display stores, which definitely shows that the importance of rural designing, is being paid a lot more attention to. Thus, this study has verified the site commercialization and its effect by developing some practical designing with the focus of package design at rural tourism villages. The Okgye Village in Yoncheon was selected for study subject based on the result of status investigation. This study has analyzed such problems as lack of village identity, non-description of items and their indispensible marks which were seen their designs of village and packaging. The colors of major items and the village image being substituted into the image scale of IRI color were estimated so that the appropriate colors might be selected, along with which the shapes of major items were decided to be motif for the village symbol and design to be created. The designs of such major items as grains, greens and sauces were created with the consideration of the easiness of loading, the continuity of using and the aesthetics. For grains, those outer boxes which are possible for set-packaging and small-sized packaging have been developed. For greens were developed the boxes with the structure of the permeability for the persisten't quality as well as the possibility for packaging small amount. In case of sauces, those outer-boxes equipped with fixing tray were made with the transport-convenience taken into consideration. The sticker-label designs for all those three were also developed which stand for the village identity and are conveniently used in each farm family. When this development was applied at the sites, it was found that the satisfaction and reliability of consumers as well as the satisfaction of farmers were raised along with the increase by more than 30% after the improvement.

        This study analyzed the types of Rural Villages, divided the areas with six criteria such as geographical environment and selected three target areas to observe them. Through these target areas, it attempted to analyze the difference and correlation of satisfaction with the residential environment depending on the characteristics of the Rural Village. In investigating and analyzing the satisfaction of the residents in the Rural Villages, it divided it into 'satisfaction with rural village life', 'satisfaction with housing' and 'satisfaction with village environment,' and compared and analyzed them with the physical environment of the Rural Village. Based on this, according to the type of local Rural Village, it analyzed with what part there were high relations with resident's satisfaction with the Rural Village. As a result, there was no significant difference between groups by the Rural villages, but residents were more satisfied with the natural environment of the village rather than individual housing. The analysis of the correlation between satisfaction with Rural villages and various factors, the more distance there is between the individual housing and the meeting facility, the lower their satisfaction with the Rural village became. In the future, when a community center or meeting facility is planned, it would heighten the resident's happiness when it is located at the physical center of the village rather than at the entrance of it.

        This study aimed at setting up the grading indicator standards on development stages for phasing the continuous development process. To achieve the objective of this study, after referring to the proposed cases derived from the reference analysis, the development stages were classified. Also grading criteria of indicators according to development stages were established through the statistical analysis and expert group checking. Development stages of rural village were stepped into 4-stages through the reviews and analysis of reference literature ; preparation-entry-development-advanced stage. Reasonable achievement level of each development stage was established by considering the necessary development period and benchmarking reference target together. On the basis of these clear stepwise development phases, the grading criteria were proposed for determination of the incumbent development stages.

        This study aimed at setting up the evaluation indicators system by rural village types to identify systematically the multi-valuedness embedded in rural villages. AHP(Analytic Hierarchy Process) was used for evaluating the relative importance weight evaluation of each indicator and quantitative analysis of rural village through computer works. The importance weight of evaluation indicators was converted into the score on the basis of maximum 1,000 point to increase the practicality. As a result, characteristics of 5 rural village types(Basic life-supporting, Agricultural promotion, Marketing/processing oriented, Urban-rural communication, Life-style choice types) differed in score of classified indicators. Also, These results are expected to be possible to quantitatively evaluate characteristics by rural village types.

        This research aims to identify regional inequitable development through the analysis of facilities distribution pattern. This study describes the concepts underlying the application of the Gini's coefficient and decomposition method to measure the regional inequitable development in Sun-chang County, Jeonbuk Province, Korea. We used the facility data surveyed for three years, from 2010 to 2012 for facility distribution pattern that RDA surveyed. These data have been serviced on the web. The Lorenz Curve presents a graphical view of the inequitable facility distribution and the Gini's Coefficients quantifies the distribution pattern. And furthermore, Gini Decomposition represents intra regional inequalities. These applied techniques can describe how the local development affects other district and change regional inequalities.

        This study is to find out vitalization plan of rural village festival through field survey and in-depth interview. Festival vitalization plans were suggested for each of four steps. The results are as follows: (1) preparing stage : disambiguation of supporting festival, adjustment of selecting times & improvement of selecting index in supporting festival, support of planning & managing ability, and systematization of festival consulting team. (2) planning stage : supporting differentiated festival program development, and public relations of rural village festival. (3) operating stage : flexible utilization of supporting budget and systematization of festival supporters operation. (4) ending stage : holding a workshop to share successful festival cases.

        This study discusses developing historical trails and ecological trails in rural area. Since the leisure time and interests in environment and health have been increasing, the number of hikers who enjoy the beautiful landscape and regional culture through the exploration of natural regions has been growing. However, these various road haven't been related to the rural village in many cases, so it is necessary to make some alternatives for revitalizing the region and improving incomes of non farm. Therefore this study suggested the applications of rural trail plan that fits for a scale of the rural village and local characteristics. This research divided forms of the rural village road into type of the natural landscape resource (Gangreung Anbandegi Village) and that of the historical culture resource (Yongin Hakil Village) according to amenity resources of objective village. The plan for village road basically made by the best of valuable resources of village unit, connected existing 'Trail' of other departments to the village and suggested a case of plan applied to the field so as to emphasize characteristics of rural area. It should be possible to induce hikers to rural area and be suggested as a measure for improvement of village image, regional vitalization and incomes of non farm.

        Village community centers are public locations where residential members of communities gather for various group meetings, social support, public information and recreational activities. Since the residents voluntarily operate the facilities, a convenient access to the center is a very important criterion for choosing where such facilities should be distributed throughout the districts. In particular, it is highly desirable to locate them within walking-distances from the residential populations. In this work, we have evaluated the accessibility to the community centers in several rural areas based on the surveys that were collected from year 2005 to 2012. We used the collected rural amenity resource distributions of the area for the evaluating the accessibilities to village center. More specifically, we considered some factors such as residential district and fraction of elderly population in the vicinity.

        This study aims to analyze the affecting factors-construction of collaborative planning process and effect on Comprehensive Rural Village Development Project. To this end, targeting the 36 districts which were selected for 2004 Comprehensive Rural Village Development Project and completed their 2010 5-year projects, components of collaborative planning process and planning effect will be drawn and the affecting factors-construction of collaborative planning and effect on Comprehensive Rural Village Development Project will be analyzed below. According to the results of this study, the affecting factors of collaborative planning process of Comprehensive Rural Village Development Project on planning effect, The level of effect of individual component on endogenous variable appeared greatest mostly in the upper groups. In terms of the level of individual component effect, social learning process and interaction among participants affected greatest. The process of Comprehensive Rural Village Development Project is evaluated that it reflected collaborative planning theory of Healey enough. Therefore, in the course of Comprehensive Rural Village Development Project progress, collaborative planning model must pass social learning process and interaction among participants which are the most important components out of collaborative planning process as we saw in the upper groups. And in order to maximize the performance and results of Comprehensive Rural Village Development Project, the following sequential affecting factors model as Figure 7 must be suggested as optimal collaborative planning models of Comprehensive Rural Village Development Project. Based on the results of the study, the policy implication was drawn as follows. First, systematic supplementations in the form of a consultative body are required to perform Comprehensive Rural Village Development Project efficiently. Second, network needs to be built among different participants in Comprehensive Rural Village Development Project process. Third, systematic mechanism is required to improve social learning among different participants. Fourth, systematic rearrangement is required to guarantee the residents' realistic participation in the course of Comprehensive Rural Village Development Project process.

        In this study, the objectives are to provide rural experience tourism village business courses and development direction in between individual farmers and the village in base on rural development business of Hapjeon-village. The developmental process of a farm-stay village can be categorized into the period of six stages: 1) a conception stage 2) an adoption stage 3) a growth stage 4) an expansion stage 5) a stagnation stage 6) a recovery stage. Farm Stay Villages, Individual Farmhouses or Producer Groups can be placed in four different quadrant areas of a graph, depending on the pursuing direction and results of core values by having the X-axis for economic factors (public profits, individual profits) and by having the Y-axis for emotional factors (self-actualization, conflicts). The first quadrant area is designated for ideal individual farmhouses and producer groups for having achieved the status of economic self-reliant and high emotional satisfaction. The second quadrant is for ideal self-actualized communal villages having achieved the independent public interest and public profitable status. The third quadrant is reserved for villages experiencing communal conflicts and no economic self-reliant stagnant status. The fourth guardant area is allocated for individual farmhouses and producer groups having achieved self-reliant economic status, yet having communal conflicts. Using the aforementioned concept, the government shall design village development projects and prepare realistic and achievable goals and place them in as a systematic device in future projects.

        Rural villages have many problems such as the collapse of rural village communities with continued over-depopulation and aging, reduced functions of towns and villages, deteriorated services with changes in the structure of settlement class and decreased use of the facilities. they also have difficulties in maintenance in spite of the increase of the roles of rural village community facilities. Various plans for the utilization of community facilities to promote the vitality of rural villages and the revitalization of communities have been needed. Thus, this study aimed to offer basic data to seek for future plans to utilize community facilities and reconstruct communities through an analysis of the current uses of energy and community facilities in rural villages. The results indicated that the consumption of petroleum was highest in mountain villages at an average of 187,475 won/month(137ℓ), followed by fishing villages at an average of 144,142 won/month(104ℓ) and rural villages at an average of 126,070 won/month(93ℓ). The rate of utilization of community facilities was reversely highest in rural villages at 84.3%, followed by fishing villages at 61.1% and mountain villages at 40.7%. This research also found that households saved energy when they used community facilities and areas with a high rate of utilization of community facilities at a lower average temperature in winter. It saved approximately 33% energy compared to other areas. Finally, efficient and economical methods for community facilities in villages to be newly developed and the remodeling of existing facilities should been needed in the future to contribute to reconstructing rural village communities that face a crisis of maintenance or abolition.

        This study intends to establish a system to investigate and analyze various impacting factors to Rural Housings such as the relationship of characteristics of Rural Housings located in a Rural Village to the Village and a Unit Housing, to the External and Internal Spaces inside the Unit Housing and the Village, and to Living Characteristics of the Residents and Space from an integrated point of view. The results of this study are largely summarized as following four kinds. Rural Housing Survey System can be largely classified into three stages, and they are a Preliminary Survey, Basic Survey and In-depth Survey. Along with these, the scope of the survey contents can be divided into a survey result by a unit of village, of land, of housing, and of resident's opinion survey. Secondly, the surveys by village unit are on location properties, Village Identity, Street Network, Land Use, Landscape Features and Public Facilities, and consist of Literature, Discussion and Field Survey. Thirdly, the land Unit Surveys are on a Driveway, Gate Location, Housing Placement, Outer Space Design in a Yard and Outer Space Use Characteristics, and consist of Questionnaire and Field Surveys. For the fourth, the Housing Unit Surveys are on an Internal Space Design and Placement, and consist of Questionnaire and Field Surveys. Finally, the Resident Questionnaire Survey consisted of Entire Discussion Survey and a Household one, and then the Entire Survey was on the Village's History, Village's Characteristics, Cultivation Characteristics and Community Activities while an individual one was on Main Living Characteristics, Satisfaction and Utilization Characteristics.

        Environment-friendly agricultural products in villages for rural tourism not only are very crucial as a pull factor that attracts tourists but also can serve as a way out for the development of rural areas. Experiences of agricultural products and local dishes can revitalize rural tourism and act as attractors that draw tourists to farm villages for tourism consistently. This study examines factors affecting rural experience tourists’ purchase of environment-friendly agricultural products, thereby suggesting marketing strategies for promoting the consumption of environment-friendly agricultural products of villages for rural tourism.

        With the globalized coming of the knowledge-based society following the post-industrial period, both the crises and opportunities have been occurring together as non-special affairs, which is the same situation in Rural Korea. A crucial key for maximization of potentialities of emerging opportunities is to mobilize the multi-valuedness embedded in rural areas as one of new growth powers. In order to realize a variety of multi-valuedness of rurality, it should be needed to re-discover and re-evaluate rural resources by paradigm shift and to identify the multi-valuedness of resources systematically and scientifically. On the basis of this understanding, this study aimed at setting up the evaluation indicators system by rural village types to identify systematically the multi-valuedness embedded in rural villages in the initial step. Integrated evaluation indicators system was made with 4-level hierarchies; high-leveled one with 3 fields(society, environment, regional economy); middle-leveled one with 8 areas; lower-leveled one with 19 sub-areas; detailed indicators totally with 39 items. These indicators were divided into 12 basic indicators applied to all types and 27 specialized indicators determining the characteristics of village types

        The purpose of this study is to identify characteristics of the landscape changes in Gwangjyu city and Icheon city, the suburban areas on the outskirts of the Seoul metropolitan area, by focusing on the causes of the urban sprawl and the resultant morphological characteristics of landscape degradation. Particular attention has been given to the ‘advantages for developing suburb including geographical proximity and land price’, ‘institutional regulation such as land-use regulation’ and ‘community solidarity’ as drivers for possible introduction of external factors. The types of landscape change were divided into three, after having on-the-ground research on eleven chosen towns and interviews with head of a village: Overwhelming Change, Separated and Small-Scale Change. It was found that, in general, the quality of landscape was best for the small-scale change type, followed by separated and overwhelming change types. While the types of landscape change are correlated with the geographical proximity, its relevance with land regulation is relatively weak. The study found that imposing a land-use regulation as a means to prevent changes in suburban village landscape may not be fully effective. Also it analyzed that villages could better manage with keen interest the surrounding landscape if there is a high degree of solidarity within the village community. Therefore, the sense of community could play an important complementary role to land-use regulation which does not suffice in itself to manage suburban landscape.
