최근 우리나라 학교의 안전을 지키지 위한 각종 사업이 진행되고 있다. 이러한 학교 안전 보강 사업은 크게 학교안전인력지원과 CCTV 시스템 공급이 주된 사업의 줄기로 파악되고 있다. 교육부와 교육청, 경찰 등의 노력으로 학교내에서의 폭력 관련 범죄는 상당한 효과를 보고 있는 것으로 파악되었다. 그러나 학교와 관련된 전체적인 형사범죄는 오히려 증가하고 있는 양상이다. 따라서 학교 범죄의 실효적 수단으로 앞에서 언급한 2가지 사업의 효과성을 높이기 위한 연구가 필요하며 이를 위해 보다 진보된 기술의 개발과 적용이 요구된다. 본 연구에서는 우선 안전인력의 효과성을 높이기 위한 현황파악과 이에 대한 실제적인 제언을 도출하고자 하였다. 또한 교육시설의 CCTV에 활용할 수 있는 최신 응용기술을 고찰하고 이에 대한 활용방안에 대한 논의흘 하였다. 마지막으로 CCTV를 운영하기 위한 학교 안전인력의 기본적인 업무범위와 특성 및 채용과 운영시 고려해야할 필수적인 수행능력의 정의에 대한 고찰을 하였다. 결과적으로 학교시설과 학생들의 안전을 증대시키기 위해서는 소프트웨어와 하드웨어의 통합이 필수적이며 특히 이를 운영하는 인적자원의 수준과 관리가 가장 중요한 것으로 제언되었다.

Today we live in a global village owing to the development of transportation and communication and almost one of ten couples in Korea are married with a different nationality every year. In addition, divorce cases between international marriage couples are increasing rapidly. As families form and dissolve across international borders, domestic family law does not adequately address the needs of parents and children with ties to multiple legal systems. The international parental child abduction exemplifies these complex issues. When the child has been taken or kept overseas by one of the parents, that child may suffer from linguistic, social and cultural barriers and the left-behind parent may have difficulties in finding or recovering a child. Accordingly, it is necessary that the international parental child abduction should be handled differently considering the differences with child kidnapping within the country. The international society(Hague Conference on Private International Law) adopted the “Convention on the Civil Aspects of International Child Abduction(Hague Child Abduction Convention)” in 1980 and South Korea acceded to the Hague Child Abduction Convention on December 13, 2012, whereby South Korea became the 89th contracting nation to the convention. However, considerable number of marriage immigrants in Korea came from countries such as China, Vietnam and the Philippines and these countries are not party to the Hague Child Abduction Convention. In this respect, the effectiveness of the international civil remedy through the Hague Child Abduction Convention is being questioned. The Supreme Court of Korea declared the defendant(Vietnamese female marriage immigrant) not guilty on June 30, 2013. The defendant took a 13 month old baby to her native Vietnam without husband’s consent and she was charged with kidnapping and transporting kidnapped person to foreign country. In this ruling, there was a fierce theoretical battle between Justices and 5 of 13 Justices wrote a dissenting opinion. As the divorce rate of multi-cultural family is raising, the number of korean parents who suffer from problems related to international child kidnapping by foreign spouses is on the increase. Under these circumstances, this Supreme Court judgement has a significant meaning. This paper reviews this Supreme Court judgement mainly with the established requirements of kidnapping minor and transporting abductee to foreign country.

해운산업이 발달하면서 해운업을 영위하기 위한 선박의 감항능력도 발달하게 되었다. 하지만 감항능력의 향상에도 불구하고 해상에서의 선박사고는 지속적으로 발생하고 있다. 대형 해양사고에 대한 대처방안의 일환으로 진행된 국제해사기구에서의 조사 및 연구는 선박의 물리적 감항성 이외에 선박을 운영하는 인적자원의 과실에 주목하게 되었다. 이러한 인적과실에 대한 대처방안으로 1994년에 '1974년 SOLAS 협약'의 부속서로 '국제안전관리규약'을 채택하게 되었다. 우리나라는 1999년에 'ISM Code'를 구 해상교통안전법(현 해사안전법)에 관련 조항을 신설하여 시행하고 있다. 최근 개정된 해사안전법에서는 해운선사가 선박의 안전운항 및 해양환경보호를 위한 안전관리체제를 수립하고, 이를 이행하기 위한 사업장의 인적 구성원들이 갖추어야 할 요건에 대해서 규정하고 있다. 하지만 선박소유자 또는 안전관리대행업자 등은 조문내용을 해석함에 있어 명확하고 통일된 의견을 내지 못하고 있어 혼란을 야기하고 있다. 이 논문에서는 해사안전법상 안전관리 책임자의 자격기준 등에 관한 법률상의 문제점을 살펴보고, 이에 대한 개선방안을 제시하고자 한다.

The Korean language demonstrates some confusion in the number distinction of the first person possessives wuli ‘our’ and nay ‘my.’ Several studies have attempted to explain the reasons, but little research has investigated the acquisition and distribution of the two pronouns among children. Thus, this paper asks three questions: first, what pattern young native speakers of Korean such as elementary schoolers demonstrate regarding the usages of the two person possessives; second, when Korean speakers acquire the variations; third, whether or not such sociolinguistic factors as gender play a role in the distribution. This study investigates the patterns in the distribution of the wuli + NP and nay + NP that are produced by 60 elementary-school subjects through an oral Discourse Completion Test (supplemented with pictures). The data demonstrate that even the children make the wuli-nay distinction consistently, predominantly opting for the “canonical” forms. This study, therefore, empirically demonstrates that the number distinction between wuli and nay is prescriptive at best. However, the data do not present a clear pattern of age or gender influence on the distribution.

Online game industry in Korea is growing up. The growth of game industry brings new problem of Item fraud, stealing by hacking other’s game account, trade of online game accounts etc. Korea Supreme Court decided that a person who had sold his account of online game to others is not guilty when he changed the password of that account after trading game account.The buyer has illegal rights to access to a game accounts, even though he purchased a game accounts. On the contrary the seller has a rightful to access that account. Game service providers prohibit the account trade at their adhesion contracts. Though accounts trading is prohibited from adhesion contracts of online game, the effect of contract is valid to game user and service provider. The trading is a valid contract to the party concerned and the right to access is moved to the buyer entirely.The ‘information of others’ in the article 49 in Act on Promotion of Information and Communications Network Utilization and Data Protection, etc. is to be interpreted from the legality to access to the information not to the network of information service. That is not correct that the Seller who made account first in online game changed this password after trading game account, he is not guilty. Rather this is correct that he violates his contract because he blocked the buyer’s use of account including change of password, playing games, etc. Buyer has an information proprietary rights about games because he buys game account.

Working onboard large ocean-going vessels is one of many industries that is by its very nature extremely error-provoking. In industries such as aviation, nuclear power, healthcare and transport, the need for mental preparedness and professionalism are amongst the qualities essential for the management of complex hazardous systems. Recruiting, training, and more importantly retaining the right people to work in these industries is of paramount importance if safety is to be continuously improved and economic benefits realized. Through consideration of extant empirical literature this paper will explore the need for enhancing collaboration between shipping companies and maritime training insitutes in order to provide the industry with those most capable for the job. It will be concluded that by providing a strong maritime foundation from the outset of training, maritime academies in South Korea can provide shipping companies with a wealth of highly qualified, motivated officers who will contribute to safety and remain valuable assets within the industry for years to come.

본 연구는 빠른 속도로 발전하는 멀티미디어 정보 환경 중에서도 미국 방위산업체 정보기관의 감시 카메라 속 특정 인물을 색출하는 작업 상황을 가정으로, 사용자가 방대한 영상 데이터 기록물들 가운데 원하는 정보를 한 눈에 분석하고 검색해 낼 수 있는 효율적이고 만족스러운 멀티미디어 검색 환경에 대해 연구하였다. 이를 위해 첫 번째 실행된 실험에서 CAVE형 가상현실 공간 인터페이스를 검색환경으로 제안하고 데스크톱과 CAVE형 공간 인터페이스를 비교 평가하였다. 이 실험에 사용한 콘텐츠는 각 과제에 최적화되어 개발된 소프트웨어들과 데이터베이스를 사용하였다. 두 번째 실험은 CAVE형 가상현실 공간 인터페이스에서 검색의 효율을 높여주는 입력시스템에 대한 연구를 실행하였다. 특히, 인간의 움직임에 보다 가깝게 디자인되어 자연스럽게 조작할 수 있도록 설계된 제스처 입력시스템을 중심으로 CAVE형 가상현실 인터페이스에 적합한 3가지 입력시스템을 사용하여 검색 후 각 과제들에 대한 선호도와 만족도를 측정하였다. 또한 각 과제별 검색 수행 시간을 측정하여 효율성 높은 입력시스템을 분석하였다.

본 연구는 원예치료 프로그램이 지체장애인의 자아존중감과 사회·심리·정서적 행동특성, 및 손 기능에 미치는 영향을 알아보고자 하였다. 목포 종합사회복지관을 이용하는 지체장애인 13명을 선정하여 10월 23일부터 12월 11일까지 매주 2회 1시간씩 총 15회에 걸쳐 원예치료 프로그램을 실시하였다. 원예치료 프로그램의 효과를 알아보기 위해 프로그램 전과 후에 자아존중감과 사회·심리·정서적 행동특성 검사지를 이용하여 측정하였고, 손 기능은 Purdue pegboard 도구를 사용하여 평가하였다. 또한 원예활동은 프로그램 전과 후에 원예활동평가표를 이용하여 평가하였다. 자아존중감은 프로그램 실시 전 26.0점에서 실시 후 31.3점으로 높아졌고, 통계적으로도 유의하게 나타나 원예치료 프로그램이 지체장애인의 자아존중감 향상에 효과적임을 알 수 있었다. 또한 사회․심리적 행동특성도 프로그램 실시 전 65.3점에서 실시 후 74.1점으로 증가하였으며, 정서적 행동특성의 경우에는 프로그램 실시 전 34.0점에서 실시 후 30.3점으로 낮아졌고 통계적으로 유의성이 있었다. 따라서 원예치료 프로그램은 지체장애인의 사회․ 심리․정서적 행동 특성의 변화에 효과적이었다. Purdue Pegboard 검사를 통해 평가한 결과, 원예치료 프로그램 실시 전보다 실시 후 오른손, 왼손, 양손, 및 조립 점수가 높아져 지체장애인의 손 기능이 향상되었다. 원예활동 평가에 있어서 참여성, 관심 및 조력성, 언어소통 능력, 자아개념 및 주체성, 욕구 충동적 적응력, 대인관계능력, 인지 및 문제해결능력, 운동지각능력, 숙련도와 직업적응력 등 9개 세부영역에서 실시 전보다 실시 후 향상되었고, 통계적으로도 유의성을 나타냈다.

2009. 9. 10. the Supreme Court of Korea made judgement that a transsexual person could be the object of rape, while the Supreme Court did not admitted it 13 years ago. However the judgement does not seem to apply to all transsexuals persons because the Supreme Court needs several conditions to admit a transsexual person as an object of rape. It requires that ① the person should be diagnosed as transsexualism patient by a psychiatrist ② the person should take psychiatric and hormone treatment for quite a long time but no improvement ③ the person should take sex reassignment surgery and have successful external shape of opposite sex organ ④ the person should be satisfied with the new gender and under the constant gender-identity have appearance of opposite sex ⑤ the person should be recognized as a woman(man) by people around her(him) ⑥ the trans-gender identity does not affect any status of other people. But, if the Court requires all of those conditions strictly, there would be few persons who could be the object of rape. In my opinion, if the person has diagnosed as transsexualism patient and took sex reassignment surgery and there are not any intentions to be exempted from military service, she(he) could be the object of rape. Eventually, as many western countries revised the criminal code, the object of rape could cover men as well as women, and the methods of raping should include anal and oral sex.

이 연구에서는 3D 1인칭 슈팅게임의 시각적 요소를 살펴보고, 그 고유한 특징으로 인해 새롭게 구성되는 주체의 문제를 검토하였다. 3D 1인칭 슈팅게임은 현실 세계에서 인간이 갖는 시각 경험을 재매개함으로써 게이머로 하여금 몰입감을 창조한다. 주관적 시점의 구성, 상대적으로 투명한 인터페이스의 설정 등은 3D 1인칭 슈팅게임의 영상이 지니고 있는 특징이라 할 수 있다. 이러한 게임의 시각적 요소를 통해 구성되는 주체는 영화에서 봉합과 같은 장치를 통해 형성되는 주체와 다른 것이며, 게이머는 주관적 시점과 자율적인 영상 구성을 통해 시선의 주체, 행위의 주체이자 서술의 주체가 된다. 그러나 3D 1인칭 슈팅게임에서 게이머는 완전한 의미의 말하는 주체가 아니라 시야의 제한으로 인해 불완전한 수준의 주체에 머무르게 된다.
