The Korean government has been implementing international development cooperation projects on smart greenhouse for high-valued crops through the Agency of Education, Promotion, and Information Service in Food, Agriculture, Forestry, and Fisheries (EPIS). These projects have been carried out in four Asian countries – the Philippines, Cambodia, Vietnam, and Indonesia – since 2020. The main objectives of these projects are to enhance agricultural productivity, provide innovative capacity building, and establish effective marketing systems in collaboration with recipient organizations in each country. By focusing on medium- and small-scale farmers who are susceptible to climate shocks, these projects have successfully increased crop yields and the average income of farm households that have adopted advanced greenhouse facilities. This has been achieved through improved planting and marketing strategies for high-valued crops. In summary, these projects are playing a crucial role in the modernization of agriculture through the Vulnerable-Smart Agriculture (VSA) scheme, while also collecting policy data to effectively address climate change vulnerabilities. This is being done through a tripartite mechanism involving research, extension activities, and education, all aimed at promoting sustainable agricultural growth in developing countries.
Conservation of Arctic Flora and Fauna (CAFF) is the biodiversity working group of the Arctic Council. CAFF conducts Monitoring, Assessment, Policy, and expert group activities to preserve Arctic biodiversity and ensure the sustainability of biological resources and communicates the results to governments and indigenous peoples. The main tasks of CAFF consist of monitoring (Circumpolar Biodiversity Monitoring Program), assessment (Arctic Biodiversity Assessment) and strategic projects (Arctic Migratory Bird Initiative, AMBI). Korea has been directly participating in the AMBI since 2015 after acquiring observer status of the Arctic Council in 2013. The AMBI aims to preserve habitats on migration routes used by breeding birds in the Arctic and prevent illegal hunting. Thus, observer countries on migratory routes are directly participating in the project. When selecting priorities for participation in Arctic cooperation projects by 2030, Korea should consider continuing participation in AMBI and participating in the “CAFF Youth Program” in connection with the Arctic Academy program operated by Korea’s public institutes.
본 연구는 SDGs 지표 등 성과관리를 위해 활용되고 있는 지표 중 농촌개발 분야에 적용 가능한 지표를 선정, 초선 조사(baseline) 자료로 활용할 것을 권고함. 1. 성과관리의 목적은 사업 형성을 위한 초기조사부터 사업 후 지속적인 관리를 통해 대상국에 의해 운영되어 지속가능성을 높이고자 하는 것으로 향후 도전과제 임. 2. 농업 분야의 개발협력 사업의 성패를 판단하는 근거는 사업 후 지속적인 운영 여부라 할 수 있으며, 국제사회가 채택한 SDGs를 토대로 발굴 및 기획 단계에서부터 사후평가의 전 과정에서 SDGs 지표를 활용하는 성과관리 방안을 도입하여 지속가능성을 강화하고 효과성을 제고할 필요가 있음.
The purpose of this study is to find out the economic impacts of the CASSAVA project, IPM project, Post-Harvest project, and RICE project among 12 projects that are being worked on by the Asian Food & Agriculture Cooperation Initiative(AFACI) established in 2009. Reliable data such as FAO STAT etc. was utilized for the analysis on the economic impacts of each project and the data of an investigation on principal investigators of the nation who participate in each project was used for the analysis of the additional necessary information. According to the economic impacts analysis result, the economic impacts will occur and can be measured as an economic costs as follows: a total of $1,187,404 in Thailand for the next 19 years through the CASSAVA project, $2,358,299 in Indonesia for the next 18 years through the Post-Harvest project, $62,451,317 in Vietnam for the next 13 years through the Post- Harvest project and $60,629,555 in Nepal for the next 13 years through the RICE project. The AFACI project is a small project that annually supports each country that participates each project with approximately $ 10,000. Despite the small-scale project, the estimated result of economic impacts showed that great economic impacts occurred for its scale of the support. Thus, it is deemed that a search for ongoing methods that contribute to the role expansion of Korea and the agricultural development of the recipient country will be needed through the expansion and complementation of a low-cost and high efficiency Official Development Assistance(ODA) such as the AFACI project.
해사안전분야 국제협력사업을 성공적으로 추진하는 데 필요한 요소들을 제시하고 인도네시아 선박안전관리체계에 대한 취약성을 분석하였다. 현재까지 인도네시아 선박안전 및 해양환경보호 역량강화에 관한 국제협력사업의 추진현황을 소개하고 현지 여건을 고려하여 국제협력사업을 성공적으로 추진하기 위한 방안을 모색하였다.
국제해사기구(IMO)와 세계 해운계에서는 해양환경 보호 및 해상안전 확보를 위해 각종 국제협약을 시행하고 있으나 개발도상국에서는 이를 이행하지 못해 해양사고의 주요 요인이 되고 있다. IMO A그룹 이사국으로 부상한 우리나라는 해사안전기술 이전실적이 마마하여 해사안전기술 분야의 국제협력 사업 발굴 및 추진이 요구되고 있다. 국제협력 사업을 추진하기 위해서는 해사안전 분야의 중요도가 높고 개발도상국에서 필요도가 높은 기술을 선정하여 추진하여야 하는 등 선택과 집중이 요구된다. 따라서 해사안전기술의 우선순위 도출이 필요하며 이를 위해서는 해사안전기술의 평가요인을 도출하고 그 요인에 따라 대상 해사안전기술을 평가하여 우선순위를 결정하여야 한다. 이때 평가요인 간의 중요도를 나타내는 중요 가중치가 평가요인마다 상이하며, 요인간에 종속성이 발생하므로 이를 고려하여야 한다. 본 연구에서는 해사안전기술 평가요인으로 해사안전기술성숙도, 국제협력사업추진가능성, 해사안전기술중요도의 세 그룹으로 구분하고 각 그룹별로 세부 요인을 도출하였다. 또한 평가요인 간의 중요 가중치와 상관 가중치를 고려하기 위해 Fuzzy AHP 기법과 극한확률 이론을 사용한 평가모델을 개발하였다. 본 평가모델의 적용을 위해 해양안전정보 분야에 9개의 해사안전 기술을 선정하고 각 기술의 평가 점수를 계산하였다. 적용 결과 전자해도관련기술이 0.0139로 가장 우선순위가 높았으며 선박모니터링기술과 유류유출확산예측및대응기술이 각각 0.0133, 0.0132로 계산되었다.
This study is aimed at proposing the framework of international cooperation business in HRD KOREA. To achieve this goal I collected all of data that were used in process of international cooperation business in HRD KOREA and interviewed some people to get information from the people concerned. After that I analyzed data involved in using SWOT technique and proposed the framework of international cooperation business in HRD KOREA. The conclusions are as these. First, alliances must be vitalized between businesses besides between organizations. For example 'Developing of voluntary comeback program for foreigner' and 'Establishment of HRD KOREA Center' can be proposed as action plans for this strategy. Second, glocalization must be pushed ahead. For example 'Business career monitoring system for PMC' can be proposed as action plan. Third, building of preemptive base must be done. For example 'Standing of international HRD forum' can be proposed as action plan. Fourth, reinforcement of organizational competency must be done. For example 'The program for internationalization' can be proposed as action plan. Fifth, SBU(Strategic Business Unit) must be pushed ahead. For example 'Customer diversification portfolio' can be proposed as action plan.
The purpose of this study is to measure the cost-benefit of a road construction project in Vietnam through international development cooperation, which includes private grants and Official Development Assistance(ODA). In developing countries, it is difficult and costly to use data on markets, the CVM(Contingent Valuation Method) to measure the WTP(Willingness-to-Pay) as the benefits of road construction are used. A total of 232 villagers in 16 villages of Lao Cai Province in Northern Vietnam have been surveyed. It is found that the Benefit-Cost Ratio(B/C) in all 3 models are found to be well over 1.0, ranging from 2.8 to 3.64 with the discount rate of 0.06. These BC ratios imply the road construction project in Lao Cai can be justified. Also, it is found that the shortened travel time is the most relevant factor for WTP among direct benefits and the enhanced academic achievement of the children is the most relevant factor among indirect benefits, due to easier and faster access to schools, which in turn increase the school attendance rate. The result of this study can be used to justify other similar projects in Vietnam, even though the benefits may have to be reassessed in other countries.
