WDM(Wavelength Division Multiplexing) is called a wavelength division multiplexing optical transmission method and is a next-generation optical transmission technology. Case company F has recently developed and sold PLC(Planar Lightwave Circuit), a key element necessary for WDM system production. Although Chinese processing companies are being used as a global outsourcing strategy to increase price competitiveness by lowering manufacturing unit prices, the average defect rate of products manufactured by Chinese processing companies is more than 50%, causing many problems. However, Chinese processing companies are trying to avoid responsibility, saying that the cause of the defect is the defective PLC Wafer provided by Company F. Therefore, in this study, the responsibility of the PLC defect is clearly identified through estimating the defect rate of PLC using the sampling inspection method, and the improvement plan for each cause of the PLC defect for PLC yeild improvement is proposed. The result of this research will greatly contribute to eliminating the controversy over providing the cause of defects between global outsourcing companies and the head office. In addition, it is expected to form a partnership with Company F and a Chinese processing company, which will serve as a cornerstone for successful global outsourcing. In the future, it is necessary to increase the reliability of the PLC yield calculation by extracting more precisely the number of defects.
The papaer reviews four theoretical acceptance sampling plans as OC (Operating Characteristics) curve based inspection, rectifying inspection, switching inspection, and continuous inspection. In addition, the study presents practical limitations of theoretical acceptance sampling by attribute and by variable. Finally, following research also recommends the sampling inspection based on production technology. However, the inspection method requires quality expertise with various experience and implicit knowledge of the field.

This paper is to present design principle and operation strategy of acceptance control chart by the use of OC-Based sampling inspection for continuous data. The unified control limits for acceptance control chart when considering both APL(Acceptable Process Level) and RPL(Rejectable Process Level) are proposed. The control limits can be also extended to the acceptance control chart with unknown process standard deviation.

This paper focuses on the in-house reliability assurance plan for the bulk materials of each company. The reliability assurance needs in essence a long time and high cost for testing the materials. In order to reduce the time and cost, accelerated life test is adopted. The bulk sampling technique was used for acceptance. Design parameters might be total sample size(segments and increments}, stress level and so on. We focus on deciding the sample size by minimizing the asymptotic variance of test statistics as well as satisfying the consumer's risk. In bulk sampling, we also induce the sample size by adapting the normal life time distribution model when the variable of the lognormal life time distribution is transformed and adapted to the model. In addition, the sample size for both the segments and increments can be induced by minimizing the asymptotic variance of test statistics of the segments and increments with consumer's risk met. We can assure the reliability of the mean life and B100p life time of the bulk materials by using the calculated minimum sample size.
This paper is to propose various quality and reliability sampling inspection methods to perform the competitive global outsourcing strategy while purchasing and subcontracting. The study also represents implementation strategy which can be efficiently and effectively used in the enterprise. Quality sampling inspection schemes extend reliability inspection techniques with a little change.

우리나라에서는 일찍이 정부에 의해 품질관리(Quality Control)가 적극 추진되어져 범산업적으로 전개되어지고 있으며 선진각국의 ISO-9000 품질보증체제를 국내 KS 규격에 맞추어 국내 품질심사분야에의 본제도의 도입을 시행하여 생산현장의 근로자들 위주로 추진되어온 품질관리제도가 최고 경영진들을 비롯한 모든 종업원들이 참여하는 품질경영(Quality Management)체제로 바뀌어야만 하고 실정에 따라 정부에서도 선진회된 품질경영표준규격(ISO9000 시리즈, 국제표준화기구: 국제 무역 및 기술교류의 촉징을 목적으로 국제 규격을 제정 보급하도록 설립된 국제기구)을 도입하고 이를 전 산업에 확산․발전시키고자 ISO 9000시리즈를 한국의 산업 규격(KS9000)으로 채택하고 이 규격에 의한 품질 보증 시스템 인증 제도를 실시하고자 많은 노력을 기울였다. 그러나 2001년 새로은 ISO 규격이 국내 KS규격에 적용됨에 따라 약 2년이상의 시간이 지나도 국내 제조산업에서의 적용이 미비하다고 생각되는바 새로운 규격의 제조 현장의 도입의 시급함을 느끼며 광대한 KS규격 가운데 통계적 품질관리에서 사용되는 검정과 추정, 관리도, 샘플링, 실험게획법에 대하여 살펴보기로 한다.
Reliability assurance problem is an important issue in advanced company with good R&D capacity. In Korea, long-term and large-scale project for reliability improvement and certification have been conducted from 2000, 4 years ago. Generally, assurance is composed of system assurance and lot assurance. For reliability lot assurance. it is prerequisite to development reliability sampling plan with time-saving and minimum cost. In this paper, we aim to investigate previous study on reliability lot assurance focused on reliability sampling plans and propose some suggestions for the future study.
