In this study, the risk factors of coastal purse seine fisherman were analyzed through a survey of fishery workers of coastal purse seine fishery and the accident compensation insurance data of the fisheries workers of the National Federation of Fisheries Cooperatives (NFFC). The classified fishing operation accident data was analyzed through 4M (Man, Machine, Media, Management) model of the National Transportation Safety Board (NTSB) and the accident prevention measures were presented using Harvey's 3E (Engineering, Education, Enforcement) model. The rate of accidents on coastal purse seinens each year was 75.8‰, 36.7‰ and 74.8‰ from 2015 to 2017. The accident frequency resulting from slipping was the highest, and the risk of a contact with gear was low. When comparing each insurance data, the average value of the contact with gear accident was the highest. This research result is expected to be important data in identifying and preventing safety hazards of coastal purse seiner fisherman in the future.
The International Labor Organization (ILO) selected fishing as the most dangerous group of jobs in the world, and it is well known in Korea as a 4D industry. Offshore large purse seine accounts for the largest portion of the fishing industry in the coastal region with high death rate and the accident rate. The repeated disaster rate survey by the Korea Maritime Institute (KMI) shows offshore large purse seiner is the highest at 22.3 percent and coastal gill nets and offshore stow net are following at 12.4 percent and 11.9 percent in order. Therefore, risk factors occurring in offshore large purse seiners were analyzed based on data from the National Federation of Fisheries Cooperatives (NFFC) for three years from 2015 to 2017 and 4M (Man, Machine, Media, Management) 3E (Engineering, Education, Enforcement) techniques were used to provide a safe fishing environment. The number of accidents on offshore large purse seiners each year was more than 150, and the number of accidents on every fishing boats was as high as 17 percent in 2015. If the accident rate and the risk level were divided by insurance, the accident resulting from contact with machinery was the highest, and the risk of a contact with gear was low but frequently occurring. This was caused by collisions and contact with gear in situations where death and disappearance risk are not high, and accident types in situations where death and loss risk are considered to be contact with machinery, falls or other accidents. Through these analysis techniques, the frequency and risk of each type of accident on a offshore large purse seiners can be demonstrated, and it is expected to raise awareness of a safer fishing environment and contribute to the reduction of accidents.
The trawl fishery is an important fishery accounting for around 30.0% of adjacent water fishery production in Korea, and the commercial fishing is associated with high rate of fatal and non-fatal occupational injury. The hazard analysis for the fishermen's safety of offshore trawler was conducted to serve as basic data for improving the healthy and safe working environment of fishermen using fishermen's occupational accidents of the national federation of fisheries cooperatives (NFFC) from 2012 to 2014 (n=464). As a result, the occupational accident occurrence rate of large powered trawl fishery was 241.4‰ in east sea trawl fishery, 6.9 times the rate of that. In addition, death and missing rate was found to have very serious level management to 97.7‱ in east sea trawl fishery of death at 6.2 times. The accident occurred in 91.7 to 100.0% was happened at sea. The slipping, others and struck by object and son on occurred more frequently in order in the frequency of accident occurrence pattern. However, the occurrence rate of death and missing did not match the frequency of accident pattern. In other words, slipping occurred more frequently while death and missing risk was not high. The fall in the waters was low while death and missing risk was high. The results are expected to help identify and assess safety hazard occurred in offshore trawlers.
The powered purse seine fishery is an important fishery accounting for 19.4% of adjacent water fishery production in Korea, and the commercial fishing is associated with high rate of fatal and non-fatal occupational injury. The hazard analysis for the fishermen’s safety of offshore large powered purse seiner was conducted to serve as a basic data for improving the healthy and safe working environment of fishermen using fishermen’s occupational accidents of the national federation of fisheries cooperatives (NFFC) in 2013 (n=583). As a result, the occupational accident occurrence rate of this fishery was 182.6‰ in all industries 30.9 times the rate of that. In addition, death and missing rate was found to have a very serious level management to 25.1‱ in all industries of death of 17.5 times. The accident occurred in 72.3 to 85.8% was happened at sea. The others, slipping and struck by object etc occurred more frequently in order in the frequency of accident occurrence pattern. However, the occurrence rate of death and missing did not match the frequency of accident pattern. In other words, slipping occurred frequently higher while death and missing risk was not high. And the contact with fishing gear and fall in the waters was low while death and missing risk was high. The results are expected to contribute for identification and assessment of safety hazard occurred in offshore large powered purse seiners.
This paper is to investigate the employees' corresponding types and casual analysis. It proposes the legal and practical measures for improvement of Industrial Accident Compensation Insurance's usability. The results from the empirical analysis indicate that (1) 91.4 percent of the respondents feel the necessity of Industrial Accident Compensation Insurance, (2) 67.4 percent of the respondents perceive that Industrial Accident Compensation Insurance is useful, (3) employers’ perceptions of the specific items of Industrial Accident Compensation Insurance appears to be low. (4) 35.9 percent of the respondents deal with industrial accidents through other ways such as health insurance and car insurance. The study ends with discussion of the findings and provides several theoretical and managerial implications and recommendations for future research and applications.
With a view to analyzing the influential factors and their prioritization in association with the loss from construction disasters, this study has presented relative weighted value and importance for each category of loss by making a systematic classification of costs for non-insured categories (indirect costs) and conducting AHP analysis based on results of a survey of specialists. Through the study, first, I have divided the larger classification of loss factors into human loss factor, financial loss factor, special cost factor, and managerial loss factor, and, second, have presented prioritization of loss categories by allotting scores based on weighted values after calculating weighted value through pairwise comparison of loss levels. Based on these results of the study, we should be able to qualitatively calculate the loss costs that construction disasters inflict on business, promote rational decision-making and efficiency in spending related to a disaster, and compare it against safety investment designed to reduce disaster loss from the perspective of business strategy.
Currently, in Korea, an accident that takes place during a worker's commuting is generally not considered as work-related accident. However, there are several exceptions such as an accident that occurs in commuting while using transportation provided by an employer, an accident that happens during commuting time that can be regarded as part of a business activity (e.g. tending to work instructed by an employer on the way to or from work), and an accident that is caused by insufficient facility management by an employer. It is even more so as the workers' commuting distance increases with expanding scale of a city, and traffic accident occurs more frequent. Social risk of commuting-time accident is on the rise. Under this circumstance, it is an important social issue to explore how to protect workers from commuting-time accident.
Since it's first adaptation in Germany in 1884, the industrial accident compensation insurance system has been on the most widely used social security systems, and in was first enforced in Korea in 1964. Today's society has been industrialized and number of business places for workers accident. As the welfare of workers improves in korea, the number of beneficiaries of industrial accident compensation insurance is increasing. Even though such trend is desirable in many respects, there is a growing social problem caused by abnormal insurance claims.
Crop yield insurance program in Korea has rapidly grown not only in quantity but in quality for 15 years since it was introduced in 2001. Despite growth of Crop insurance, performance evaluation for crop yield insurance has not fully been evaluated at the farm, consumer and national level. The purpose of this study is to conduct the performance evaluation for crop yield insurance through estimating the effects of farm revenue stabilization and social welfare increase with three popular insurance items: apple, pear and sweet persimmon. Based on the analysis of social welfare effect, cost-benefit analysis of operating crop yield insurance was conducted at the national level. We found that crop yield insurance stabilizes farm revenue based on the estimated four risk indicators: Coefficient of Variation, Value at Risk, Certainty Equivalence, and Risk Premium. The result of cost-benefit analysis shows that crop yield insurance increases social net benefit by 44.1 billion won for the three items. As a result, crop yield insurance program has contributed remarkably on social welfare as well as farm management and its role will be more important in the future.
This study aims to investigate the present status and factors influencing farmers’ satisfaction on the crop insurance for pear. Data analyzed were collected by survey and ordered logistic model was utilized for an empirical analysis. The results demonstrate that producers who are more highly educated and have an experience to receive an educational program related to crop insurance for pear are more likely to satisfy. In addition, it is shown that sales have a negative effect on the satisfaction whereas cultivated areas have a positive relationship with it. Based on the findings, it is necessary to develop a new educational program, strengthen public relations, and support an insurance premium for improving farmers’ satisfaction of the insurance for pear.
This thesis has analyzed the determination factor for the crop insurance of rice focused on paddy rice. The analysis on each farmer has been used with integrated probit model & random effects probit model. It has shown in the analysis result of determination factor for buying the crop insurance of paddy rice farmer through integrated probit model & random effects probit model that the higher age, degree of education, cultivated area, and amount of received insurance money and the lower in a number of family member have revealed the higher possibility to buy the crop insurance in the integrated probit model. While the random effects probit model has shown a higher possibility to buy the crop insurance as the higher age, cultivated area, and amount of received insurance money.
2008년 4월 전국적으로 시행된 우리나라의 풍수해보험은 풍수해보험법(법률 제12844호)에 의해 국민안전처가 관장하고 민간보험사가 운영하는 정책보험으로, 보험계약자가 부담해야 하는 보험료의 일부를 국가 및 지방자치단체에서 보조함으로써 국민이 저렴한 보험료로 예기치 못한 풍수해에 대해 능동적으로 대처할 수 있도록 하는 선진국형 재난관리 제도이다. 풍수해보험의 대상재해는 자연재해대책법 제2조 제3항에서 정의한 태풍, 홍수, 호우, 강풍, 풍랑, 해일, 조수, 대설, 그 밖에 이에 준하는 자연현상으로 인하여 발생하는 재해를 말하며, 이를 크게 홍수, 강풍, 대설로 분류할 수 있다.
그러나 풍수해보험은 현재 저조한 가입률을 보이고 있다. 이와 같은 문제의 주요 원인 중 하나는 현행 풍수해보험요율의 체계가 상이한 위험의 크기(위험도)에도 불구하고 전국 230개 시·군·구에 대하여 각각의 행정구역을 기준으로 동일한 보험요율을 적용함으로써 풍수해위험이 높은 지역의 소유자들만이 주로 가입하는 것에 있다. 이는 ‘보험요율은 보험계약자의 위험도에 따라 부당하게 차별을 받지 않도록 공평해야 한다.’는 공평성의 원칙에도 어긋나고 있다.
본 연구에서는 이러한 지역별 동일 요율적용의 문제점에 대한 대안으로 풍수해보험요율의 지역별 차등화를 위한 재해원인별 가중치 기법을 도입하였다. 보다 구체적으로는 침수심에 의한 침수면적, 전국 재해원인별 피해액, 풍수해보험 보상이력 금액 등의 자료를 기반으로 재해원인별 가중치를 적용하여 지역별 풍수해보험요율 차등 적용에 따른 현실적인 풍수해보험 제도 수립에 기여하고자 한다.
세계 곡물파동, 기후 변화에 대응하는 품종육종과 재배가 사회적 문제로 대두 되고 있다. 일부는GMO품종 육종이 위기를 극복할 수 있는 유일의 길이라고 주장하고 있으나 필자들의 견해는 자연에서 병충해가 살아남아 정상적인 진화를 하는 공생 방법으로 육종을 하고 한 두 개의 특성에 대한 완전 방제보다는 종합보험에 든 것과 같이 몇 개의 중요한 자연 재해에 대한 대처가 매우 중요하다고 생각한다. 농산물 생산이 친환경 농법에 의한 오염되지 않은 먹거리 생산에 농민들과 소비자의 관심이 높아지고 있다. 친환경 작물재배를 위한 육종 방법은 양적 유전을 하는 유전자에 의해서 병충해와 공생할 때 지속 가능한 병충해 방제가 이루어진다. 이 방법은 종합 보험에 든 것과 같은 효과가 있다고 해서 유전적 종합방제 (Genetic Integrated Pest Management: GIPM)이라고 부른다. 2008년 제주도에서 관찰된 옥수수 녹병(Pucccinia sorghi rust)과 이삭썩음병 (ear rot complex)은 기후변화 뿐만 아니라 앞으로 육종을 어떠한 방향으로 해야 할 것 인가를 암시해 준다. 고로 기후 변화에 적응하는 최선의 육종 방법은 공생 원리 (co-survival tolerance principle)에 의한 품종 육종 방법이라고 자신 있게 주장 한다. 조명나방이나 잡초방제를 제외한GMO 육종 방법은 적용되기도 어렵고 비효과적이며 비경제적이다.
