Large-scale adoption of alternative agricultural practices is needed to manage farm productivity and resources under global changes. Ecosystem models are a tool for developing and evaluating potential solutions at management and policy scales. However, data collection and compilation often lack documentation that hinders model calibration and testing. The objectives of this study were to describe the current soil datasets and to combine soil property data from various sources that are sufficient to support the use of agricultural models under Korean conditions. Numerous sources provide soil data that describe the farm environment by land cover, such as rice and other field crops. The interquartile range of soil organic carbon was 9.10–14.50 g kg-1 across paddy and non-rice field systems. The results suggest that it is premature to perform site-specific simulations of farming systems due to no direct carbon accounting and hydrological conditions of the soil. Global gridded soil information, such as SoilGrids, may supplement the local data, especially soil organic carbon (the interquartile range of 23.43–36.92 g kg-1). However, the descriptive statistics of soil properties extracted from the datasets were not in agreement. Because the Korean agricultural land is characterized by small size (less than 1 ha) and family operation as a management unit, it is crucial to build datasets more representative of small-size farms and relevant to the new generation of models.
본논문에서는 FTA 국내보완대책의 일환으로 추진되고 있는 폐업지원제도의 정부실패 사례를 살펴보고 그 원인을 규명하였으며, 더 나아가 이를 개선하기 위한 방안을 제시하였다. 1. 폐업지원제도는 FTA 이행에 따른 시장개방과정에 국내 농업의 경쟁력 제고와 농가 소득안정을 목적으로 정부가 동원한 정책수단의 하나임. 그러나 제도 운영과정에서 정부실패 사례가 나타남. 2. 폐업과정에서 신규 농가가 진입하여 정책효과가 저감되고, 예상보다 많은 농가가 폐업함으로써 해당 산업의 가치사슬이 왜곡되고, 폐업 후 타 작목으로 전환하면서 풍선효과가 나타나 간접피해를 유발하고, 생산규모가 자연적으로 감소하는 가운데 인위적인 폐업지원으로 비효율적 예산 투입이 이루어지고, 지원금 단가가 높아 과도한 폐원을 유도함. 3. 이와 같은 정부실패의 주요 원인은 정책 이해관계자 사이의 정보비대칭과 정보 부족임. 결국, 폐업지원제도의 운영과 정에서 나타난 정부실패를 해소하고 제도의 효과를 높이기 위해서는 제도 이해관계자 사이의 정보비대칭 혹은 정보 부족문 제를 해소해야 함. 4. 구체적인 대안으로 생산·가격·소득정보에 대한 이해관계자의 접근성을 높임과 동시에 사후 컨설팅사업 병행, 수입피해를 소명한 농가에 한해 지원하는 ‘신청주의’ 도입 등이 필요함.
Due to the rise of Information & Communication Technology (ICT) adoption in many fields, it is necessary to diagnose the informatization situations of corporations in agriculture and give suggestions for improvement. For this goal, surveys were designed and conducted to understand the current informatization situations of agriculture corporations in Korea. The survey covers the plan for utilizing information technology, the establishment of infrastructure for information technology, IT application status, and its effect on their performance. The specific focus of our research is to segment the corporations by their type of industries and their level of sales and give differentiated managerial implications for each segment. Development, availability and users’ participation in the information service of agricultural food sector is slower than that of other sectors in Korea. This phenomenon comes from the lack of development strategies and comparative analyses with other sectors, as well as the agricultural food industry’s own characteristics which is developed based on the offline market.
In this research, we will discuss about how to improve the public information service of agricultural food sector based on the example of establishing service improvement strategy by the most representative Okdab. In this research, we have drawn the following implications for development strategy of Okdab service based on three core keywords derived from benchmarking KOSIS.
Three core subjects for upgrading public information service are ‘analysis information with expertise and differentiation,’ ‘user cooperation-oriented platform,’ and ‘intuitive nd effective UX,’ and to strength B.I. as an integrated information service of agricultural food sector, we need to identify the users’ satisfaction and needs for the existing service, establish an optimized operating strategy on a short-term, mid-term and long term bases, and implement them in a positive way. Based on this positive action, it can become a trustworthy information service for the users, and we can expect the improvement of the users’ recognition for its consistent usability and efficiency.
Abstract1)This study aims to understand why public information systems in agricultural fields have shown lower performances than other industrialized fields and industries and how these problems would be fixed and overcame. To accomplish this research purpose, this study would overview the previous studies on developing agricultural information systems in public sectors and would find out meaningful and considerable factors. This study would accept the methodologies of literature review and systems thinking approaches to understand the relationships among the found factors and to suggest the conceptual research model. Agricultural information system should take care to reduce implement and maintenance costs to reduce the negative relationships between costs and expected service value and between expected service value to perceived service value. Also, it should be understood that impersonal response would reduce the eager to use the services, so the government sectors should consider positively to adopt the concept of CRM even though the government sectors traditionally have ignored its necessity. The failure of public information systems/services may be caused not only by lack of the contents but also by the failure of the persistent post management.
This paper presents how Digital Knowledge Ecosystem such as “Govi Nena” (translates as agriculture intelligence) can be used to provide a more effective and practical solution to eliminate the inefficiencies in agricultural markets and achieve higher productivity and price stability. In order to establish the framework to analyze the system, this paper uses a set of hypothetical scenarios faced by value chain actors based on a review of the literature, established knowledge and recent developing country experiences. The scenario analysis reveals that “Govi Nena” enables farmers to make effective production decisions, deepens the level of value chain integration, and enhances the level of welfare for the society as a whole.
This study explains an agricultural mobile commerce case using Oauth Based Real-Time Information Sharing Technique according to the growth of the agricultural e-commerce market. Considering the characteristics of the agricultural market, it can confirm differential values with the existing agricultural mobile commerce market according to the functions and characteristics of its technique. We compare variables for introducing agricultural mobile commerce with the existing mobile commerce. Trust through information sharing with real-timefarming diaries, suitability and perceived ease of use variables are positively influenced, but influence on completeness and authority of information variables are relatively insufficient. Through this, we explained differential values of agricultural mobile commerce and suggested an applicable business model.
Generally, because individual agricultural product possesses its own distinctive characteristics and shows different characteristics at each stage of the agricultural supply chain, it is necessary to develop a proper enterprise architecture for managing information system. In this paper, we propose an enterprise architecture based on RFID/USN technology that can be used as a reference enterprise architecture for u-IT application in the agriculture sectors, which is called the u-Farm enterprise architecture with taking heterogeneous characteristics of agricultural products into account for. In addition, we also developed the RFID/USN middleware platform as a core infrastructure technology. Fo evaluation of the performance of the proposed u-Farm architecture and the RFID/USN middleware platform, the field-trial evaluation at the apple Agricultural Processing Center (APC) has been executed and the results shows that the proposed architecture and platform perform well in terms of information integration over the whole SCM process from the farming stage to delivering statge to the customers. It is expected that the proposed u-Farm enterprise architecture can be utilized as a standard information architecture, and the RFID/USN middleware platform can be a infrastructure platform for future u-IT based information technology applications and services in the agricultural environment.
The development of informatization impacts all sectors, including agriculture. Agricultural informatization builds the knowledge linkage structures of agricultural innovation systems globally. This study investigated the global knowledge linkage structures in agricultural innovation pertinent to information technology (IT) for agricultural research and development (R&D) investments and activities. We explored the longitudinal trend of systemness within the networked research relationships in the triple helix (TH) of the university, industry and government (UIG). We collected data from publications in the Science Citation Index (SCI), the Social Sciences Citation Index (SSCI), and the Arts and Humanities Citation Index (A&HCI) to analyze the TH network dynamics. We also performed a scientometrics analysis to quantitatively identify the knowledge and insights of global agricultural innovation structures. These results could be informative for individual countries. Our findings reveal that the global knowledge linkage structures in the agricultural sector that are pertinent to IT fluctuate widely and fail to increase the capacity of agricultural innovation research due to a neglect of the network effects of the TH dynamics of UIG.
Government Organization and Public Institution have been developed many kinds of agricultural information systems such as agricultural policy, cultivated technology, marketing, and trade so on since 2000. Farm management conditions are diverse and complex more and more. Therefore, farmer want to service the specific agricultural information. Farmer don't like to access many Web sites to retrieve agricultural informations. They hope to receive one-stop its service. Government Organization began to review its information in order to make them more customized agricultural information service. We came up with an effective plan and Service Standardization Code for integrating agricultural technology informations in 2009. We can guide to carry out an effective portal service of agricultural information because we have a good experience about integrating information and system. This paper suggested the service scheme of integrated agricultural information for improving accessibility its information to farmer.
This study surveyed the reading discomforts and the reasons for discomfortable reading of the safety and health information (texts and icons) presented on the agricultural vehicles/machines, pesticides, fertilizers, and feeds. Eighty seven people residing in rural area participated in the survey interview. Questionnaire survey showed that the most discomfortable product in reading the texts was pesticides. Forty three (49%) among participants had very-discomfortable or discomfortable in reading the texts used in the label of pesticides, and the main reason for the discomfort was small text size. The reading discomforts in reading the texts (varied from 4 point to 19 point and presented in 50 cm reading distance) showed different pattern according to the age groups. Three age groups (50s, 60s and older than 70s) showed a similar discomfort pattern, but different from the group of 30s and 40s. Forty four people (51%) had a problem in understanding the meaning of the icons and the main reasons were the small size and the difficulty in inferring the meaning of the icons. Thus, the more detailed and practical guidelines for the presentation format, particularly about the text heights and the size of icons, are required. Also, more comprehensive research is needed to investigate the readability and legibility of texts and icons.
This study was performed to investigate the status of using agricultural information and develope desirable strategy to offer agricultural information for leaf vegetables farmers.187 farmers are surveyed to collect data. Many farmers get agricultural information through various channel.They satisfied with agricultural information contents, rightness of time but dissatisfied with the easiness of gain, fitness of information relatively. And the mean score of farmer's information needs on agricultural information were higher than that of theoretical mean. relatively high items were new seed information, technology of cultivation, pesticide purchase and prevention, laborer finding, consumer information, the trend of leaf vegetables price, marketing place, government's agricultural policy and laws etc.To make farmers get information easily, we recommend to gather information at one place and provide them on internet portal site composed with information related for paddy rice farmers. To make desirable information service system, farmers should bring up their internet searching ability, and agricultural extension officers in count/city have to make effort to provide useful information more often by various communication methods such as visiting farmers, using internet or e-mail service, pamphlet, and so on.
Consumers keep demanding for diversified high quality products, valuable services and safety. With this in mind, Distribution Industry is being updated rapidly to accomodate this demand. Meanwhile, Distribution Information Technology of agricultural products has been in slow progress with little in-depth studies. In this study, it has been analyzed the usage of Bar code which is the key element for agricultural Distribution Information Technology. The analysis was conducted through a survey utilizing questionnaire covering 5 Hypermarkets(Super-centers) including big 3 companies. Also, Japanese market trends have been studied to visit a Japan Government Organization concerned, GS1 Japan, an Agricultural Cooperative, an Agricultural Wholesale Market, and a Retail Company. If we could use KAN code for all agricultural products, we could collect and analyze the information of price and trade quantity of them. It opens a new era to understand the agricultural products supply and demand easily. This will certainly make a great contribution to the evolution of agricultural products distribution. From this research, it is suggested that collective efforts by suppliers, wholesalers, retailers and Government Officers are needed to make large scale mutual marketing Organizations, which specialize in sending out agricultural products. The Organization is recommended to standardize and pack every final agricultural products, to promote the use of KAN code.
By using the raw data of the 2015 Agriculture, Forestry and Fishery Consensus that surveyed the farmers engaged in agriculture, forestry and fishery in 2015, this study investigated the effects of the characteristics of the farms in Gangwon-do on the utilization of the digital devices, which was classified into computers usage only, smartphones usage only, both computers and smartphones usage, and no digital device usage. This study used the Multinomial Logit Model for the above purpose. Moreover, the IIA(Independence of Irrelevant Alternatives) method of the Multinomial Logit Model was analyzed to be suitable. Upon the result of the analysis, when all the other variables were constant in the average, the probability of choosing both computers and smartphones increased by 0.02% as the family member living together with the farm owner increased by 1 person. In addition, the farms with agricultural machineries have 0.03% increased probability of using smartphones to sell their agricultural products, when compared with the farms without agricultural machinery. Moreover, for the farms with high sales profit of the agricultural products, the probability of using computers and the probability of using smartphones increased by 0.04% and 0.01%, respectively, and the probability of using both computers and smartphones increased by 0.02%. On the other hand, for the farms affiliated with the agricultural organization, the probability of using both computers and smartphones increased by 0.17%, and the probability of using only smartphones and the probability of using only computers increased by 0.16% and 0.15%, respectively. In case of selling to the National Agricultural Cooperative Federation(NACF), the probability of using smartphones increased by 0.11% if all other variables were to be constant in the average. In particular, the farms participating in the agriculture-related industries have 1.09% increased probability of using computers, have 0.92% increased probability of using smartphones, and 0.85% increased probability of using both computers and smartphones. Therefore, the implications suggested based on the results of the analysis are as follows. First, the farms' choices of the digital devices are made independently. Hence, the future agricultural industry business platform establishment should necessarily consider the types of farms' choices of the digital devices in the future. Second, since the usage of digital devices has a generally positive influence on the farm household income, digital education to improve farmers’ ability to use the digital devices should be urgently provided in order to improve the farm household income in the farms in Gangwon-do. Third, because the digital devices used to sell agricultural products differ depending on the age of the farm owner, it would be desirable to target the younger generation of the farm owners rather than establishing the agricultural industry business platform for the farms in the aged farm villages. Fourth, it would be advisable for the future agricultural business platform to consider the characteristics of agricultural products sales source.
The importance of information system evaluation has increased according to ICT development and this evaluation is required for objective verification. The aim of this study is to develop evaluation indicators for web-based information system and verify the availability of these evaluation indicators through applying to agricultural water integrated information system. This study finds and provides eight evaluation items and 64 indicators for a web-based information system using 3×3 Mandal-Art matrix that is a tool for creating creative ideas. These evaluation items are design, contents, navigation, stability, community, convenience, usefulness, and accuracy. Total 64 evaluation indicators were presented by deriving eight evaluation items for each using 9×9 Mandal-Art matrix. When evaluating information system using evaluation indicators, it can be identified the vulnerable items in the information system. Also, the comprehensive results of the information system could be understood when appearing a single score after weighting. In addition, it can also help to prepare a questionnaire for evaluation systematically.
This study developed the prototype of the system and implemented its main functions, which is the intelligent integrated agricultural water management information system and service (IaWAMISS). The developed system was designed to be able to collect, process and analyze the agricultural water information of spatially dispersed reservoirs in whole country and spatial geographic information distributed in various systems of other organizations. The system, IaWAMISS, is also possible to provide the reproduced information services in each reservoir and space units, such as agricultural water demand and supply analysis and drought prediction, to the people, experts, and policy makers. This study defined the 6 step modules to develop the system, which are to design the components of intelligent integrated information system, to derive the utilization contents of existing systems, to design the new development elements for IaWAMISS, to design the reservoir information system can be used by managers of city and county, to designate the monitoring reservoirs managed by city and county, and finally to prepare the sharing system between organizations with the existing information systems. In order to implement the prototype of the system, this study shows the results for three important functions of the system: spatial integration of reservoirs' information, data link integration between the existing systems, and intelligent analysis program development to assist decision support for agricultural water management. For the spatial integration with the reservoir water information of the Korea Rural Community Corporation, this study get IaWAMISS to receive the real-time reservoir storage information from the measurement facility installed in the municipal management reservoir. The data link integration connecting databases of the existing systems, was implemented by integrating the meteorological information of the Korea Meteorological Administration with IaWAMISS, so that the rainfall forecast data could be derived and used. For the implementation of the intelligent analysis program, this study also showed the results of analysis and prediction of agricultural water demand and supply amount, estimation of Palmer drought index, analysis of flood risk area in typhoon course region, and analysis of the storage status of reservoirs related to each storm. This study confirmed the possibility and efficiency of an useful system development through the prototype design and implementation of IaWAMISS. By solving the preliminary 6 step modules presented in this study, it is possible not only to efficiently manage water by spatial unit, but also to provide the service of information and to enhance the relevant policy and national understanding to the people.
Water management information system used by KRC(Korea Rural Community Corporation) operates widely including RIMS, RAWRIS and etc. Other systems are operated by each government department, for example, K-water(Korea Water Resources Corporation)’s WAMIS. Even though small scale reservoirs managed by city/country is just about 12% of total water resource, the reservoirs are important for controlling and securing water resource as the reservoirs, including about 14,700 reservoirs nationwide, are located at main subwater shed. So, it is necessary for KRC to execute integrated informatization. In this research, system analysis was performed to comprise the integrated water management information system including the reservoirs controlled by city and country at first. And then, improvement plan for informatization of the reservoirs controlled by city and country was proposed. This study proposed the improvement plan for informatization of the reservoirs managed by the city and country, which was systematically proposed through systemic analysis including from reservoir site to the integrated water management information system. The objects includes 1. Reservoir (basin, facilities, water depth-area curve, benefiter area), 2. Field supervision organization for the reservoir 3. Local government administrative organization, 4. Center organization 5. Network for information transfer, 6. integrated water management information system. As the reservoirs controlled by city and country are important considering managing water and facilities, operated by local government with minimum budget due to budget problem, securing sufficient budget is necessary to form an specialized organization controlling facilities and the water management system in terms of drought and flood control.
