2018년 여름 내시경역행담췌관조영술(endoscopic retrograde cholangiopancreatography, ERCP) 캠프에서부터 췌장담도내시경 인증의 제도의 필요성이 대두되었다. 2018년 12월 8일 정책질관리위원회, 교육위원회, 보험위원회는 췌장담도내시경 인증의 제도 준비를 위하여 1차 워크샵을 가졌다. 모든 참여자들은 췌장담도내시경 인증의 제도 준비 전 고려해야 할 사항 및 췌장담도내시경 인증의 제도의 장점 및 단점 등에 대한 폭넓은 의견을 공유하였다. 그 후 반년이 넘는 노력 끝에 2019년 7월 2일 췌장담도내시경 인증의 제도 추진위원회(task force team, TFT)가 출범하였다. 췌장담도내시경 인증의 제도 TFT는 총 다섯 차례의 회의와 한 차례 워크샵을 통하여, 췌장담도내시경 인증의 제도의 공식 명칭을 확정하였으며 췌장담도내시경 지도 전문의의 자격, 수련 병원 자격, 인증의 취득과 유지 및 보수, 갱신의 자격 기준을 담고 있는 췌장담도내시경 인증의 규정집을 완성하였다.

본 연구에서는 국내 및 국제 화훼장식 자격증 취득 여부에 따른 화훼장식 자격증에 대한 인식을 알아보고 국내 화훼장식 자격증의 활용방안을 모색하고자 화훼장식 자격증 취득자 100명과 미취득자(일반인) 210명, 총 310명을 대상으로 설문을 진행하였다. 화훼장식 자격증 선호도 조사에서는 화훼장식기사(3.27)와 화훼장식기능사(3.13)에 대한 선호도가 가장 높았으며, 자격증 선호 이유로는 자격증이 주는 자신감(3.56)과 다양한 실무에서의 활용(3.43)이 가장 큰 이유로 나타났다. 반면, 자격증 취득 여부와 상관없이 국내 화훼장식 민간자격증 에 대한 선호도는 가장 낮았으며, 특히 자격증 취득자의 선호도가 미취득자에 비해 더 낮았다. 화훼장식 자격증 취득자가 보유하고 있는 자격증에 대한 만족도는 국제 화훼장식 자격증 (3.70)이 국내 화훼장식 자격증(3.03)보다 높았으며, 특히 미국 화훼장식 민간자격증(4.03)에 대한 만족도가 가장 높았다. 반면, 국내 화훼장식 민간자격증 보유자는 많았으나 본 자격 증 만족도는 보통 이하로 낮은 수준이었다. 자격증 취득의 만족 이유로는 해당 자격증이 능력개발 및 전문성에 도움을 주며(3.61), 자격증이 주는 신뢰도(3.45), 실무에 도움(3.41)을 제공하기 때문에 만족하는 것으로 나타났다. 화훼장식 자격증 별 신뢰도에서는 자격증 취득 여부와 상관없이 국내 화훼장식 민간자격증(2.80)을 제외한 모든 자격증을 신뢰하는 것으로 나타났으며, 특히 국내 화훼장식기사(3.44)는 유럽, 일본과 한국의 민간자격증에 비해 신뢰도가 높은 것으로 나타났다. 국내 화훼장식 자격증의 발전 방향을 살펴본 결과, 자격증 취득 여부와 상관없이 취업과 실무와의 연계, 실기 심사에 대한 공정성, 시험 및 평가방식의 강화 등이 자격증 발전에 필요한 요인으로 인식하고 있었다. 또한, 자격증 취득 시험 출제 기준 및 자격증 취득 후 국가적 복지혜택에 대한 보완이 바람직한 화훼 장식 자격증 제도의 정착을 위해 필요한 사항으로 나타났다.

이 논문은 총톤수 5톤 미만 선박의 소형선박조종사 면허제도 도입과 관련하 여 선원의 해기능력을 확보하고 검증하기 위한 교육훈련에 관한 구체적 시행 방안을 마련하는 것을 그 목적으로 한다. 이 연구의 방법론으로 총톤수 5톤 미만인 선박의 해양사고 발생률과 그 원인에 관한 통계분석, 소형선박에 승무 하는 선원과 선주를 대상으로 한 설문조사와 분석 그리고 대만, 일본 및 캐나 다의 사례조사와 문헌연구를 채택하였다. 총톤수 5톤 미만 선박의 소형선박조종사면허 제도 도입과 함께 시행되어야 할 선원교육 과정은 승무경력을 기준으로 유경험자와 신규유입자로 구분하여 시행되어야 할 필요성이 있다. 또한 신면허 제도의 정착을 위해서 신규유입자 를 대상으로 한 교육을 별도로 시행하되 해외사례를 참조하여 교육기간 중에 시험평가가 동시에 이루어질 수 있는 방안이 고려되어야 한다. 이를 위해서 실 선훈련과 시뮬레이터훈련 방안을 병행해서 고려할 필요성이 있으며 이 연구의 구체적 실행을 위하여 법률개정과 사회적 합의 도출 등의 후속조치가 이루어질 필요가 있다.

Full embroidery industrial accidents in recent years has shown a declining trend. But disaster embroidery of domestic construction industry were more than 20,000 deaths per year is about 500 people. The government has introduced a construction site often changing the recruitment of new construction based on health and safety as an alternative to road safety education training yisuje of construction workers, daily work periods short. Certificate of Basic OSH Training in Constructions had also been evaluated as successful by reducing the accident rate problem. It is conducted in private educational institutions has occurred on the friction between workers and employers and training costs are difficult to approach workers in the education standards for such facilities due to the superintendent. Educational institutions are institutions that have been caused by excessive competition lowered levels of education. There is also a lack of evaluation that the training is limited to the basic safety knowledge. These details are brought formal safety education purposes only and is introducing the results of other self jyeotgi difficult to reap the proceeds to good effect. In this study, we propose a plan for improving operational problems and enemy status based on research data presented after the Certificate of Basic OSH Training in Construction.

This study is to implement a model of CPC-mentoring program based on the mentoring theory and research environment analysis as well as to present the operation case of teaching and learning in colleges. Major research results should use the practical research methods utilizing the statistical program in order to verify the effectiveness of the program of CPC-mentoring program by comparing the before with the after of running the CPC mentoring program of the research objects, comparison group (61 people) and experiment group (33 people). After running the CPC mentoring program, whether there was a certification's acquisition or not of the comparison group and the experiment group, a statistically significant difference between the comparison group 34.3% (21) and the experiment group 72.7% (24), (p<0.05) was shown. The goal of the students participating in the CPC-mentoring program was to help one another in order to obtain certification. moreover, by engaging in mutually developing human relationship activities thru various methods, such as adaptation of college life, development of sociality, graduation, etc., good cooperative relationships with one another as well as further development of the relationship was formed. CPC-mentoring program is neither doing only people that want nor being effective for people only that want. A successful matching will naturally lead to all success since mentoring is human relationships is the misunderstanding. The role of a mentoring coordinator(professor) for the operation of a successful CPC-mentoring program and for the application method of detailed CPC-mentoring program was set. In addition, by considering the connectivity with the counseling guidance (shared and individual guidance) of students, which is the characterization direction of technical department of the college, it is expected to make a positive contribution if utilized in a multilateral manner.

스마트폰 게임 사용자들의 급속한 증가와 모바일 사용이 급증함에 따라 개인의 인증서 사용은 필수적으로 사용하도록 하고 있다. 이 개인 인증서는 편리하면서도 개인의 정보유출 및 도용의 우려가 항상 존재하게 되어 사용자들의 불안감은 항상 함께 공존하고 있다. 이에 즈음하여 본 논문에서는 기존의 아이디와 비밀번호를 입력하던 방식을 개선하여 보다 쉬우면서도 타인이 도용하지 못하게 대응하도록 철저한 개인인증 보안 알고리즘을 적용하여 실제 스마트폰 게임 인증 사용시에 적용할 수 있도록 시뮬레이션 해 보고자 하였다. 본 논문의 수행 결과로는 안전한 스마트폰 게임 인증 서비스의 활성화와 더불어 무선 인터넷 뱅킹 서비스, 온라인 쇼핑 등 무선 인터넷을 이용한 전자 상거래의 활성화에 기여할 것으로 기대된다.

A new in-service teaching certificate system, the TEE Certificate system, was launched for Korean teachers of English with the aim of encouraging them to use English in their daily teaching practice. This study attempts to investigate key issues regarding the current development of the TEE Certificate system and addresses the implications for a successful TEE policy in Korea. It employs document analysis produced by the Ministry of Education, Science and Teclmology and to key Regional Offices of Education and semi-structured interviews with 15 supervisors, 11 teachers and 2 TEE Certificate examiners. The research findings suggest that there is a gap regarding the aims of the TEE Certificate system among stakeholders, leading to the different attitudes toward it. Those who have positive perceptions of the system see it as a tool for encouraging Korean teachers of English to develop their English language teaching competence. On the other hand, those who have negative attitudes see the negative aspects such as another type of burden on teachers and even the possibility of a form of lay-off. The new strategies of how to use the system are required to make it play a proper role in terms of the provision of an English-fi'iendly learning environment and supporting teachers' professional development.

FTP 코드는 국제해사기구에서 채택한 화재시험방법에 관한 국제코드(FTP Code)를 말한다. 현행 화재시험절차 코드(FTP Code)는 MSC 67('96.12)에서 승인되어 98년 7월 1일에 발효되었고, 2000년과 2004년도에 일부 부분적으로 개정되어 현재까지 적용되고 있다. FTP code 는 기본적으로 시험절차 및 기준을 ISO에 따르도록 되어있으나, ISO는 2∼3년을 주기로 새로운 버전의 규격으로 개정된 반면, FTP Code는 개 정되지 않았다. 따라서 FP(방화전문위원회)에서는 ISO 신규 규격과 FTP Code의 일치를 위하여 2006년부터 논의를 시작하여 FP 54차 회의에서 2010 FTP Code를 최종 완료하였고, MSC 88차에서 채택되었다. 본 연구에서는 1998년에 발효된 이후에 수차례 개정 논의를 통해 2010년 11월 MSC 88차에서 전면 개정되고 채택된 2010 FTP Code에 대하여 주요 변경사항을 개략적으로 설명한다.

1999년부터 이용하기 시작한 공인인증서는 인터넷 뱅킹, 온라인 증권, 전자민원, 주택청약, 교육정보 조회 등에서 2,308만명이 이용하고 있는 생활필수품으로 자리매김 하였다. 이는 공인인증서가 제공하는 당사자간의 공적 신원확인 기능과 거래내역에 대한 부인 방지 기능이 큰 영향력을 미쳤다고 할 수 있다. 그러나, 최근 스마트폰 등 신규 IT 기기 등의 출현으로 스마트폰 등에서 기존 공인인증서 이용 기반을 그대로 이용하는데 일부 불편이 초래됨에 따라, 전자거래의 안전성을 고려하지 않고 이용 편의성만을 강조하여 공인인증서 의무 이용 규정을 완화하자는 주장이 제기되었다. 이에 국무총리실 주재로 행정안전부, 금융위원회, 방송통신위원회 등 관계 기관의 협의에 따라 전자금융거래에서 공인인증서와 ‘동등한 수준의 안전성’이 인정된 인증방법에 대해서는 이용을 허용하고 인증수단을 다양화하기 위한 가이드라인을 마련하기로 하였으며, 30만원 미만 소액결제시스템의 보안성 심사 절차를 개선해 나가기로 결정하였다. 이러한 결정은 전자금융 거래에서 공인인증서 이용을 폐지하자는 것은 아니며, 공인인증서를 포함한 안전하고 다양한 인증수단을 제공하여 이용자에게 인증 수단의 선택권을 주어야 한다는 것으로 해석되어야 할 것이다. 향후, 정부는 공인인증서 제도의 안전성 강화를 위해 보안토큰 보급 확대, 저장매체 개선 등에 노력해 나갈 것이다.

모든 전자금융거래에 반드시 공인인증서를 사용하도록 규정된 현행 전자금융 감독규정은 보안기술의 경쟁과 개발을 저해하는 측면이 있으며, 인증서 기술이 제공하는 보안 효능에 대한 과장된 기대에 근거하고 있다. 인증서 발급, 관리가 어떻게 수행되는지, 인증서 개인키가 어떤 저장 매체에 저장되는지, 실제로 인증서 사용에 동원되는 소프트웨어가 어떻게 설계되는지 등에 따라서 PKI인증서 기술은 높은 수준의 보안을 제공할 수도 있고 낮은 수준의 보안을 제공하는데 그칠 수도 있다. 이런 기술적 현실을 도외시 한채 공인인증서를 사용하기만 하면 만족스러운 수준의 보안이 마치 확보될 수 있는 것처럼 전제한 현행 감독규정은 보안 기술에 대한 무지와 강제 수단을 동원하여 공인인증 제도를 유지, 확산하려는 그릇된 정책적 고려, 그리고 공인인증 업체의 이해관계를 반영할 것일 뿐 진정한 거래의 안전을 위한 규정이라고 하기는 어렵다. 또한 거래내역 전자서명은 침입 공격에 대한 방어 수단도 아니고, 보안을 위한 조치도 아니라 사고 거래 여부에 대한 분쟁이 발생하였을 경우 입증의 수단에 불과하며, 전자서명이 가지는 부인방지 효력은 실은 매우 제한적이라는 점을 지적한다. 이 글은 전자금융 거래의 안전을 확보하기 위하여 고려되어야 할 여러 측면들을 종합적으로 제시함으로써, 공인인증서가 차지하는 비중을 균형있게 이해하는데 기여하고자 한다.

인터넷이 발전해감에 따라 사이버 세계라고 하는 또 다른 세상이 창출되었다. 그러나 정보보호의 취약성 때문에 인터넷 게임과 인터넷 뱅킹 서비스를 이용하는 사용자들의 안전성이 보장되지 않고 있는 실정이다. 이처럼 불법 침입자들로부터 선의의 이용자를 보호하기 위한 대응책을 채택하고자 본 논문에서는 인터넷 게임과 뱅킹의 개선된 인증과정을 통하여 일반 사용자들도 이러한 정보들에 손쉽게 접근할 수 있게 하여 더욱더 인증보안이 강화된 알고리즘을 설계하고 구현해 보았으며 기존의 인증보안 방식과도 비교하여 설문조사를 해 본 결과를 바탕으로 새로운 인증방법을 적용해 보는데 그 목적이 있다.

Korean Standard Certificate, suitable for the korean industrial standards is one which was designed not only to spread and utilize the industrial standard established for the industrial standardization, but to protect the consumer. In this study, the practical effects of the Korean Standard Certificate will be examined in various fields, based on the small medium enterprises which achieved the KS Certificate. In order to look into how the system has effects on the performance of the management in a company, the method of the actual approach will be used. In the end, the purpose of this study is to find the plan in which KS Certificate can be helpful to the development of the company.

Year by year the number applicants grow almost as much as that of College Learning Capability Test. The Test, now become a national license, has great social influence. If not long after, the advantage of this license holder is guaranteed for evaluations of national officers and for employing of teachers, its influence will be more enlarged. Upon this point of time, 10 years from the start of The Test, it will be very meaningful to view in retrospect the footsteps and building environment and to self-evaluate the acting result of, The Society For Korean Language & Literary Research. The Society For Korean Language & Literature, and Korean Hanja Proficiency Test Institute that have lead Co-Using OF Hangul & Hanja Movement. At this paper, we will inspect the language policy of American military administration at Korea at the epoch of liberation from Japan, and the Korean language policy at 1968 and 1969, that become the motive of founding Research Society Of Education For Korean Language & Literature, and also view the meaning of Nation-wide Test Of Hanja-capability Certificate, and the influential role of that for our language education until now, and future prospect.
