서해병 폐기물 배출해역 오염심화구역의 퇴적물 정화·복원을 위해 2013, 2014, 2016, 2017년에 준설토를 피복하였다. 피복 효과 평 가를 위해 배출해역 내 피복구역(5개 정점)과 자연회복구역(2개 정점)을 설정하고 2014년부터 2020년까지 연 1회 구역별 표층 퇴적물을 채취 하여 퇴적물 물리·화학적 특성 및 저서동물상을 분석하였다. 퇴적물 평균 입도(Mz)는 자연회복구역에서 5.91~7.64 Φ로 세립질이었고 피복구 역에서는 준설토의 영향으로 1.47~3.01 Φ의 조립질 퇴적물로 구성되어 있었다. 유기물 및 중금속 함량은 피복구역에서 자연회복구역 대비 약 50 % 낮아(p<0.05) 준설토 피복 효과가 있는 것으로 판단되었다. 대형저서동물 분석 결과에서는 피복구역의 출현종수, 생태지수가 자연회 복구역보다 낮게 나타났다(p<0.05). 피복구역의 출현종수 및 생태지수의 시계열 분석 결과에서는 2013, 2014년 피복 이후 초기 4년간 증가하 다가 이후 감소하는 경향을 보였다. 이는 피복으로 인해 빠른 성장과 짧은 수명의 특징을 보이는 기회종 생물들이 피복 초기에 우세하다가 2016, 2017년에 추가로 피복이 진행됨에 따라 서식환경이 다시 교란되어 나타난 현상으로 추정된다. AMBI는 자연회복구역 및 피복구역에서 모두 2등급(Good), BPI는 1~2등급 수준을 유지하고 있어 건강한 저서상태로 평가되었다. 따라서 폐기물 배출해역의 오염퇴적물 정화 및 저 서생태계 복원을 위한 준설토 피복은 오염도 저감효과는 나타나지만 저서생태계의 측면에서는 장기적인 모니터링을 통해 회복추이를 관찰 해야 할 것으로 판단된다. 또한 향후 배출해역의 오염심화구역 정화 복원 사업 확대 시 적응적 관리가 필요할 것으로 판단된다.
본 연구에서는 폐기물 배출해역의 퇴적물이 해양생물에 미치는 영향을 평가하기 위해 2016~2019년 3개 배출해역; 동해병, 서해 병, 동해정 해역의 9개 정점에서 채취한 퇴적물 시료들을 대상으로 국내 해양폐기물공정시험기준에 의거하여 저서성단각류(Monocorophium acherusicum)와 발광박테리아(Vibrio fischeri)를 이용한 독성시험을 수행하였다. 시험결과, 상대평균생존율(저서성단각류)과 상대발광저해율 (발광박테리아)이 각각 30 % 이하로서 ‘독성없음’으로 판정되었으나, t검정을 이용한 독성 평가 결과에서는 총 12개(2016년 6개, 2017년 1개, 2018년 1개, 2019년 4개)의 저서성단각류 시료에서 대조구와 유의한 차이를 나타내었다(p<0.05). 저서성단각류의 독성원인 탐색을 위해 퇴 적물 내 8종 중금속 함량(Cr, As, Ni, Cd, Cu, Pb, Zn, Hg)과 저서성단각류 상대평균생존율의 단순선형회귀분석을 수행한 결과, Cr의 저서성 단각류 독성 기여도가 가장 높았다(p=0.000, R2=0.355). 또한, 매년 독성영향이 가장 높은 정점(DB-85)의 시료에서 Cr이 여전히 가장 높은 농 도로 검출되었으며, 해양환경기준을 매년 초과하였다. 해양폐기물공정시험기준의 생태독성판정 기준 적용 시 ‘독성없음’으로 평가되는 퇴 적물 오염도가 대조구와의 통계적 유의성 검정, 독성원인확인 평가를 적용할 경우 독성영향을 수용 가능한 수준으로 판단하기 어려우므로 향후 종민감도분포곡선을 활용한 정량적 위해성 평가를 통한 준거치를 도출하여 생태독성 영향 판단 기준의 재설정을 고려할 필요가 있다.
The sudden escalation of the US-China trade war has negatively impacted global trade and the WTO, and its effects will last for a long time. This article centres on the US anti-dumping measures against Chinese exports within the trade war. The article attempts to explain the failure of the US trade policies in terms of anti-dumping measures; policies which were found to be inconsistent with the Anti-Dumping Agreement (ADA). Rather than complying with the Appellate Body Reports, the US insisted on using procedures inconsistent with the ADA, such as the zeroing methodology to overprotect the US industries. The US even blocked the appointment of Appellate Body Members and paralysed the WTO’s Dispute Settlement Mechanism. Apart from political and economic reasons, one of the underlying reasons for the US to trigger a trade war with China would be anti-dumping measures. Antidumping measures are designed to balance unfair pricing strategies; however, the US is misusing the measures in order to avoid a trade deficit with China.
LNG makes cryogenic conditions, so metals without low-temperature brittleness must be used. The International Maritime Organization (IMO) defines 9% Nickel steel, STS304L, 36% Nickel steel and Al5083 as metals that can be used in cryogenic conditions through the IGC Code. In this study, Al5083-O was studied to minimize welding distortion, and verified through finite element analysis and experiments. The block dumping method, which is advantageous in terms of analysis time and cost, was used, not the continuous heat source method. The constraint models with the thickness direction and the tensile force model were compared with the reference model, it was confirmed that the tensile force model had no significant effect. After verifying through the experiment, it was confirmed that the trend of the finite element analysis model was consistent with the experiment. Through this study, a welding distortion minimization model could be found with the block dumping method. It is judged that simulation of many models through short time analysis will be of great help in the field.
On June 18, 2014, the WTO’s Dispute Settlement Body adopted the Panel report on China – Anti-Dumping and Countervailing Duties on Certain Automobiles from the United States case. There are questions that are still left open or ambiguous, and some notable findings have been introduced. For the procedure, the major issues are whether the non-confidential summaries of data were sufficient to reasonably understand the information, the admissibility of the delayed letter from parties and whether the notice and registration of Investigation Authorities could justify the facts available for determination of Residual rates. As regards the substantive issues, the discussion focuses on whether there is a self-selection process to distort the domestic industry definition and the price comparability between subject imports and the domestic like product. By analyzing the arguments, evidences and reasoning in these regards, this review points out questions that still need future clarification.
Technological advances and rapid industrial growth raise concerns about industrial waste as one of the greatest hazards to human and environmental health. International attention has turned to sea dumping because it poses danger to ocean environments and interferes with seagoing vessels. Thus environmentalists are calling for cross-border cooperation in prohibiting companies from dumping their industrial wastes into the sea. Beginning 2016, Korea will be required to ban sea dumping of industrial waste in accordance with the London Dumping Convention (LDC: Convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter; also called the London Convention or LC '72). The Asian Citizen’s Center for Environment and Health reports that in 2013 Korea dumped 116 million tons of industrial waste into the sea: 77.6% (90 million tons) was industry wastewater sludge; 21.8% (25.3 million tons) was industrial wastewater. In this year, 2014, 427 companies will dump 53 million tons. The Korean government first planned to ban sea dumping starting this year, but then gave companies a two-year grace period for preparing to dump industrial wastes onto the land rather than into the sea. In response to the changing market environment, our company will use marketing 4P strategy to focus on disposing industrial waste in landfills. First, we will assure that our processes for dealing with industrial wastes will be timely and legal. Second, we will offer competitive prices and provide better value to our customers by analyzing switching costs of sea-to-land dumping and examining market conditions so that we have competitive advantages in the initial market. Third, by analyzing distribution channels regarding sea dumping, we can rearrange the process for better benefits and profits. Furthermore, we can reinforce relationships with logistic companies and customers. Last, we can improve and reinforce our brand image by using various media outlets to tell institutions and consumers about our experiences and advantages. Our strategy should extend our market, establish new customers, grow our company, and help preserve the marine ecosystem.
The debate on whether antidumping law should be integrated into competition law is a relatively new but very significant one. Building on prior scholarship, this paper attempts to contribute to the debate by reexamining the fundamental justification of antidumping law. An exploration into the economic theories of dumping and the evolution of antidumping law indicates that the current antidumping system neither serves the broad goal of preventing ‘unfair trade’ nor functions as a ‘quasi-safeguard’ mechanism. The only rationale for antidumping law is that it deals with international predatory dumping. Modern competition rules target the same predatory conduct but they are more meticulous than antidumping law and are less susceptible to protectionist abuse. In light of this, the paper advocates the substitution of antidumping law by competition law. To achieve this, the paper suggests a gradual approach. Substitution could first be achieved in bilateral and regional trade areas before being implemented at the level of WTO.
본 연구는 해양배출폐기물의 해양환경공정시험기준 생태독성시험 관련 시료전처리방법 개선 및 폐기물 업종별 독성 판정기준 적합여부 파악을 목적으로 실시하였다. 해양성 발광박테리아 독성시험은 시료26점에 대하여 46%(12점)의 ‘독성 없음’ (상대발광저해율 30%이하 적용) 판정이 나왔으며, 저성성 단각류시험은 염수추출 전처리 시료7점 중 섬유오니 1점만 ‘독성 없 음’(상대평균생존율 30%이하 적용) 판정이 나왔다. 시험결과로 업종별 독성 크기를 살펴보면 발광박테리아시험 상대발광저해율 은 축산분뇨>식품제조>음식물폐수>섬유․염색>방지시설 순서로 독성이 나타나고, 저서성 단각류시험은 섬유오니 시료의 결과 가 독성이 낮게 나왔으나, 시험대상 시료수가 많지 않은 관계로 업종별 독성 크기 파악은 생략했다. 다만 동일 폐기물 시료7점에 대한 두 가지 독성시험 결과로 판단할 때 발광박테리아시험의 기준만족(독성 없음) 확률이 저서성 단각류시험에 비하여 높게 나 타날 것으로 판단된다.
As one of member countries of World Trade Organization(WTO), China should revise or remove some of the existing entry barriers which have been protecting its domestic market. But Chinese industries will be faced with lots of difficulties by foreign competitive goods. So for the time being, Chinese government will take policies for protecting its industries such as anti-dumping and safeguard. But as safeguard causes other country's retaliation, anti-dumping would be most favorable take-action, China will more often use anti-dumping against Korea which has many competitive manufacturing goods to China. It was already happened. During Dec. 1997-Jul. 2004 China had taken 34 anti-dumping measures increasingly, of which 24 to the Korean industry goods. Three causes could be considered. First, anti-dumping measure is the most preferred one which has no side-effects such as the countermeasures from other countries. Second, China is suffering increasing trade deficit with Korea. Lastly, China and Korea are competing with each other in the world market. So it is necessary that special dispute settlement organization between the two countries be established to settle ever-growing anti-dumping disputes quickly and efficiently. Or anti-dumping agreement between the two countries could be needed to prevent the two countries from entering wasting disputes.
국내에서 가축분뇨 폐기물의 해양배출에 관한 현황 및 정부와 업계의 입장을 살펴보고, 정부(해양수산부 및 농림부)와 업계(대한양돈업협회 및 해양배출협회) 간의 갈등을 해결하는 대책을 검토하였다. 갈등해결을 위한 대책으로서 첫째, 가축분뇨 전량 육상처리의 가능성에 대한 사전 검토, 둘째, 가축분뇨 육상처리에 따른 민원해결방안의 강구, 셋째, 법제화된 규칙의 시행 가능성에 대한 사전검토, 넷째, 양돈업계나 해양배출업계와 같은 관련 업계를 위한 지원 방안의 강구, 다섯째, 국가차원의 폐기물해양배출제도 전면 재검토 등이 제시되었다.
This paper focuses on the impacts of waste dumping on inorganic nutrients in the dumping area of the Yellow Sea, and the effect of an governmental regulation of pollution in dumping areas. The environmental variables and parameters of the dumping and reference areas in the Yellow Sea were measured during July 2009 and analyzed. In addition, the analyzed data for inorganic nutrients over the last 10 years were obtained from the Korea Coast Guard (KCG) and the National Fisheries Research and Development Institute (NFRDI). The chemical environment of the study area revealed increases in concentrations of inorganic nutrients, Chemical Oxygen Demand (COD), and Volatile Suspended Solids (VSS) in the bottom layer. On the contrary, the pH level was decreased. Most notably, the time series data of inorganic nutrients showed gradual increase over time in the dumping area, and thus, the oligotrophic waters trend toward eutrophic waters. The increases appears to be due to the disposal of large amounts of organic waste . In recent times, the wastes disposed at the area were largely comprised of livestock wastewater, and food processing waste water. The liquefied waste, which contains an abundance of nutrients, causes a sharp increase in concentrations of inorganic nitrogen in the dumping area. On the one hand, the dumping sites have been deteriorated to such an extent that pollution has become a social problem. Consequentially, the government had a regulatory policy for improvement of marine environmental since 2007 in the dumping area. Hence, the quality of marine water in the dumping site has improved.
Experimental design for ecological restoration approach was investigated from the P' company's slag dumping area with higher pH value. The degree of pH recovery was measured by the injection of carbon dioxide from the LNG exhaust gas, and the residual carbon, for example, calcium and carbonate which can be controlled by artificial seaweed beds. The degree of adaptability from 3 algaes (Undaria pinnatifida, Sargassum horneri and Ecklonia stolonifera) and uptake nutrient function of Ecklonia stolonifera chosen in the first treatment were measured in the laboratory to determine the transplanting algae in artificial seaweed beds. The higher value of pH was decreased to 7.0∼8.5 by injection of LNG exhaust gas with flow rate 20 m3/min. In the experiment design at laboratory, the upper part of frond of Undaria pinnatifida and Sargassum horneri began to decay, and the color changed after 10 days. However, those of Ecklonia stolonifera were after 14∼20 days. The uptake rate of nutrient from Ecklonia stolonifera was higher than those of other algaes, and those was similar pattern in the control (e.g. seawater); The DIN concentration uptake of Ecklonia stolonifera was 1.88 ㎍/L/hr avg. in leachate, but 2.19 ㎍/L/hr avg. in seawater. However, the PO4 3-P concentration uptake was 0.18 ㎍/L/hr avg. in leachate, but 0.31 ㎍/L/hr avg. in seawater. These result indicated Ecklonia stolonifera uptaked these nutrients in the leachate as well as in seawater, and it may suggested for this species to transplant for constructing artificial seaweed beds.
When we consider to develop a new harbor, the most important factor, we think, is the lowest water depth of waterway and approaching channel for safe navigation of vessel. The existing harbors have been being dredged to meet the international trend of jumbo sized vessels by adopting the new design criteria. As the dredged materials over the expected at the design level were common and there are still lack of land based reclamation area, we have no choice to discharge the dredged materials in open sea area In this study, we analysed the behavior of discharged materials at the dumping area of offshore, which were collected from the dredging work at the waterway in Busan New Port. We measured the tidal currents and analyzed the waters of dumping site after the dumping work. These were used to evaluate the numerical models. Suspended Solids(SS) were introduced to the diffusion model. Because of the characteristic of the dumping site, the speed of initial diffusion and settle down of the discharged materials was so fast. Therefore, we believe that the dumped materials do not cause a significant impact to the marine environment.
The primary purpose of dredging work is to maintain navigational readiness and to increase environmental amenity. Therefore the dredging project, which is composed of excavating, removing, transporting and storing or dumping dredged material, must be carefully managed to insure that dredging works are completed in a cost-effective and environmentally safe method. The most important point in dumping operations is evaluating and decreasing the impacts of dumping works at the dumping area. One of the most effective method for this purpose is using the schematic process composed of the sophisticate plan, precise work and predicting/reducing the impacts based on an numerical model being closely linked with field observation. In this study, a numerical model is used to predict the spatial transport and fate of the effluent discharged from the confined dumping facility(CDF) located at a coastal area. To achive this purpose, numerical models were used for reappearing the tidal current of concerned area. These models were then applied to Mokpo harbpr where capital dredging and maintenance dredging are being conducted simultaneously and the CDF is under construction. In series of model case study, we found that the effluent discharged from CDF was governed by the receiving water condition and outfall geometry, so that limit of near-field was 14∼500 meter down stream and 4∼150 meter in transverse direction. dilution ranged from 1.1 to 8.2 on the cases. Long-term diffusion characteristics was governed by the dilution rate during near-field behavior, ambient conditions and CDF operation modes.
