The purpose of this study is to develop a method for establishing an educational system for World Heritage interpretation applicable to World Heritage sites and to design an education program for World Heritage interpretation by applying the developed education system in this study. This study first identified the definition of interpretation and the relationship between interpretation and education through previous research and analyzed the role and significance of heritage interpretation due to the paradigm transition in the capacity building of World Heritage sites. Next, the educational status of World Heritage interpretation was analyzed through educational institutions, educational subjects, and curriculum examples. Finally, this study argues that a method for establishing a World Heritage interpretation education system should be presented according to the composition of the curriculum, and the interpretation curriculum planning by interpreters should be proposed focusing on the Outstanding Universal Value (OUV) of World Heritage sites.
Vietnam is a developing country with impressive economic achievements in recent years. Efficient logistics system is considered the key to success of Vietnam’s development, especially when its economy relies on import, export and foreign investment. Since 2007, Logistics Performance Index (LPI) issued by the World Bank has been used as a trustworthy signal for the condition of a country’s logistics system. In 2018, Vietnam’s LPI shows a spectacular improvement by increasing 25 ranks and stands at the 39th position in the global ranking. It is also the best position for a lower-middle income economy in the ranking. The paper aims to reveal the current situation of Vietnam’s Logistics system behind this remarkable increase of the LPI ranking. Both the statistical and empirical analyses will be applied to answer the proposed Hypothesis and Sub-Questions for better understanding on Vietnam’s LPI. It is concluded that despite of a sudden rise in the LPI results, Vietnam’s logistics system has not shown a significant improvement. In order to maintain the LPI rank in the top 50 in the world, Vietnam needs to continue making efforts to develop synchronous logistics system to gradually solve current problems.
본 연구는 백제역사유적지구 세계유산 등재과정에서 문화유산 보존관리체계의 골격을 형성하는 보존관리구역 구성체계와 공간적 범위 설정문제를 중심으로 제기되었던 다양한 쟁점사항에 대한 분석을 통하여 문화유산 보존관리체계의 대안적 방향을 제시해보고자 하는 목적을 지니고 있다. 한국에서의 문화재에 대한 보존관리체계는 『문화재보호법』에 근거하여 설정되는 문화재구역, 문화재보호구역, 역사문화환경 보존지역을 근간으로 운용된다. 반면에 『세계유산 협약 이행을 위한 운영지침』에서는 유산구역, 완충구역 그리고 주변 환경 등을 근간으로 유산 보존관리체계가 운용되고 있다. 세계유산 보존관리체계와 관련하여 국내 『문화재보호법』은 매우 합리적이며 선진적인 문화재 보존관리체계를 구축하고 있다. 그러나 이러한 장점을 제대로 활용하기 위해서는 구역 세분화와 연계하여 문화재구역과 보호구역, 역사문화환경 보존지역에 대한 명확하고 합리적인 성격을 부여하는 한편, 단편적인 규제 중심의 관리체계가 아닌 문화재구역과 보호구역, 역사문화환경을 일체화한 종합적, 계획적 시각에 입각한 운영체계가 구축될 필요가 있다.
This study treats the Prisoners’ Rights(Furlough System) to contact with the Outside World of the Prisoners. In other words, the purpose of this study is to indicate the Prisoners' Fundamental Rights in the constitution and the difficulty of interpreting the law about Prisoners' Rights. The study on Guaranteeing the Constitutional Rights of Prisoners discusses many topics and problems treated by many countries' laws and rulings, pertinent to Prisoners' Rights and those limit, especially in the light of history in the Germany, in the Japan and in the United States. Throughout the history of corrections of that country, Prisoners' Rights had comparatively few rights, and sametime, it is frequently seen by the public as unnecessary expenses and luxuries to discussing the Inmate Rights. Maybe the court's reluctance to interfere with prison management stemmed from the belief that such intrusions would only make the administration of correctional facilities more difficult to correct effectively. Prisoners Rights are major problems with present criminal policy. Therefore, Prisoners' Rights must be protected to the utmost. Since the end of the Second World War, criminal policy of the international community, centering around the United Nations, has had an influence on Korea, leading to the latest revision of the country's Prison Act. The Prison Act must stipulate to what degree a Prisoner's Rights may be restricted as well as how assistance can be received when those rights are violated. Furlough System is a chance for Inmates to test ther work skills and pesonal control over ter behavior in the community, and it allows them to spend to major part of the day away from the prison To solve these problem, the following are proposed. The penal system must be able to address the complaints of prisoners (on Guaranteeing the Constitutional Rights of Prisoners, named the Prisoners’ Rights of Furlough System Program according to law), and there must be more flexibility in the operation of prison affairs.
Since the 1980s, Paik Nak-Chung’s division system theory has broadened the horizons of Korean humanities by constantly reflecting upon Korean social movements. Paik argues that divided Korea is not merely a part of the Cold War but of the capitalist world system in the sense that it is dominated by US imperialism in a more unilateral fashion than other divided countries such as East and West Germany wherein the contradiction between the two Camps was merely reproduced. In order to overcome the division system of Korea, he proposes strategies with concrete and practical directions and methods, such as transformative centrism, a citizen participation model of unification. These strategies are in turn associated with his unique philosophical scholarship on a double mission of adapting to and overcoming modernity and on oriental wisdom. However, he fails to provide a detailed analysis of the mutual hostility, mistrust, and fear of the people of South and North Korea. In order to dismantle the division system of Korea, there is a need to examine the characteristics and mechanisms of the people’s cognitive-practical barriers to reunification, and such are embodied in their values, emotions, and living cultures..
The increase in seaborne cargoes has made our coastal traffic congested, and future coastal traffic is also expected to increase considerably as result of our economic development and high dependence on foreign trade. This increased traffic may be a cause of serious sea pollution as well as greater number of sea accidents. In view of this problem the introduction of VTMS along on our coast is required, following careful study of a large number of foreign systems. This paper analyzes the actual condition of 132 VTMSs in the world from the view point of management method authority of VTMS, coverage and characteristics of system. And this results provide helpful information for the development of VTMS in the future and for the implementation of VTMS in our coastal waterway.
