        In this study, a survey on the coexistence of offshore wind farm and fishing activities in Gochang, Gunsan, and Buan’s fishermen in the southwest sea offshore wind farm was carried out witn an aim of examining the factors that should be considered when coexisting. A questionnaire was composed after referring to domestic and foreign literature data on examples of coexistence. The questionnaire was issued through direct visits. Frequency analysis and cross-analysis were used for survey response results, and IBM SPSS Statistics ver. 26 was used for statistical processing. As a result of analyzing a total of 84 questionnaires, the perception of the coexistence of offshore wind and fishing activities was the same by 50.0% positive and negative, respectively. As a result of cross-analysis by region, significant differences were found (p <0.039). Gochang fishermen showed a high negative perception of the coexistence of offshore wind and fishing activities at 62.1%, with the main reason being that fishing resources are expected to decrease due to the influence of noise, vibration, and current generated from offshore wind farm facilities. In Gunsan, negative perception of coexistence was high at 57.7%. This was mainly attributed to the impossibility to operate in the offshore wind farm due to the nature of the fishery. On the contrary, in the case of Buan, 69.0% of the positive perception of coexistence was high 'because fishermen were dissatisfied with the current coexistence plan (policy)'. According to previous studies, 91.8% of domestic fishing methods show the possibility of fishing activities in offshore wind under caution, so it is concluded that research should be conducted to coexist with offshore wind and fishing activities as in foreign countries for smooth installation of offshore wind and continuous fishing activities.

        In this study, a conjoint analysis was conducted to derive a combination of fishing quota management system by fish species preferred by fishermen. In the analysis, detailed levels were set according to each attribute of the system. For analysis, this study conducted a design question survey for conjoint analysis on 303 fishermen engaged in fishing activities in the offshore and coastal sea. The Conjoint analysis was conducted on all fishermen, offshore fishermen and coastal fishermen. In addition, an analysis was conducted on TAC system participants and non-TAC system participants, and the targets were classified for comparison according to the characteristics of fishermen. Fishermen’s preference for the system confirmed for six attribute (“catching fish even if there is no fishing quota”, “how to allocate fishing quota”, “fishing quota management agency”, “upper limit of fishing quota,” “Possibility of Trading in the Fishing Quota”, and “Application of Other Regulations.”) and the detailed level of each attribute. As a result of the analysis of the importance of attributes, fishermen thought that “fishing quota management agency (24.1%)” was very important, and “catching fish even if there is no fishing quota (23.9%)” and “how to allocate fishing quotas (22.9%)” were also given some importance.

        The sustainability of fishing villages is threatened by manpower shortages due to population aging and poor settlement conditions. In the reality of poor fishing villages, the importance of women's labor is more emphasized than that of the past because female workers are key workers in fishing labor, processing and sales of marine products. However, policy support for female fishermen is not sufficient. The reason for this is that policy makers did not properly recognize the labor value of female fishermen. In fact, fishing villages have emphasized the importance of female workforce as a slogan, but there has been no attempt to estimate the labor value. There was not even a review of the methodology for estimating the value of labor that was attempted in similar fields. As a result, the policy importance of female fishermen was underestimated for there was no attempt to evaluate their value even though women had been continuously participating in the fishery from the past. Female fishermen’s labor is under the dual labor structure of housework and fishing labor. Therefore, in this study, housework and fishing labor were estimated separately and the total labor value was calculated. The basic data necessary for estimating the labor value of female fishermen were obtained through a survey. The method of estimating the labor value of female fishermen was used in combination with the present income method and the total replacement cost method. As a result of the study, the total labor value of female fishermen was about 4.4 trillion won, which is about half of the total fishery production of 9 trillion won in Korea.

        With the restriction of foreigners’ entry into Korea due to the COVID-19 pandemic, the fishery industry faced significant challenges in supplying migrant workers. In response to this, there is growing interest in methods that could facilitate the stable employment of migrant workers. This paper investigates whether the current system used for the employment of migrant workers in the fishery industry, which is highly dependent on them, adequately performs its function of providing a stable and skilled workforce amid the intensified labor shortage resulting from decreasing numbers of households with employment in the fishery and the aging Korean fishermen. To this end, past studies and government documents pertaining to the current system were analyzed, and a survey targeting the owners of offshore fishing boats that employ migrant workers was conducted. A total of 147 owners of fishing boats responded to the survey, and the data of 499 migrant workers employed by them were used for the analysis. The analysis indicated that the migrant fishermen had difficulty in acquiring minimum scores for the change of visa status according to the criteria for the Skilled Worker Points System. Furthermore, distinct differences were found between the characteristics and working conditions of migrant workers employed through the Employment Permit System (EPS) and the Foreign Seamen System. Based on this result, this paper suggests the reorganization of the skilled migrant worker system in the fishery industry and the expansion of the regional specialized visa pilot project.

        Tuna purse seine fishery (TPF) constitute more than 60% of distant water fishery production in Korea based on a statistic of 2018, and 28 ships from four different companies were under operation at the western and central Pacific Ocean. On this research, common risk factors during TPF were investigated via enumeration of five years Korean fisherman’s insurance payment statement, followed by some counterplans to diminish the accident rate. The accident rate of TPF on the Pacific Ocean peaked by 43.0% in 2014 and constantly decreased to 23.0% until 2018, presenting an average of 33.6%. Meanwhile, the accident rate on the Indian Ocean reached the highest point 55.1% in 2014 and declined to 11.6% in 2016, having an average of 24.7%. The average accident rate of the Indian Ocean scored 8.9% lower than the rate of the Pacific Ocean, but no statistic significance was observed. Depending on the process of operation, ‘casting or hauling of net’ was the most frequent part that people received an injury (40.4%). When the accidents were classified by their types, ‘falling down’ was the most recurrent cause of the injuries (28.5%). At the point of severity, the worst injuries were induced by crush hazard. Considering aforementioned accident frequency and severity, all the factors on the accident type list were divided into three different groups including high risk, moderate risk, and common risk. This study is expected to contribute to the reduction of occupational accidents during the work of fishermen and establishment of a safety management system for distance water fishing vessels.

        This study is aimed to analyze fishermen’s perception and the economic feasibility of inland waters ranching project on the branches of Geum River. Analysis of fishermen’s perception on the branches of Geum River showed that fishermen had an affirmative response on the inland freshwater ranching project related issues such as fisheries resources enhancement, necessity of project, economic achievement as so on. The model of inland waters ranching project on the branches of Geum River is designed to fisheries resources enhancement, habitat compositiom, ecology tours, use and management of resources. The results of the economic feasibility of inland waters ranching project on the branches of Geum River were internal rate of return (IRR) was 18.43%, a benefit-cost ratio was shown to be 1.54, net present value (NPV) was 4,929 thousand won, which indicates the economic feasibility of inland waters ranching project.

        The objective of this study is to establish a direction for smart aquaculture technology development in the Republic of Korea through patent analysis and a demand survey of experts and fishermen. The patent analysis was conducted using Wisdomain for patents in the Republic of Korea, the United States of America, Europe, Japan, and China from 2005 to 2016. This study conducted an analytic hierarchy process (AHP) survey of experts in the fields of fishery, marine, and ICT among others. Furthermore, it carried out a demand survey of 85 fishermen in Jeonnam and Jeju. The smart aquaculture technology market has moderately grown in the Republic of Korea until recently, and it is expected to expand further because of the expansion of national investment in the smart aquaculture field. The priority evaluation results for developing smart aquaculture technology show that land-based aquaculture has a higher priority than sea-based aquaculture. Of the fishermen that responded, 84% said that they need to introduce smart aquaculture technology to solve problems in the supply and demand of manpower, labor cost, and maintenance expenses. The direction of development should lie in developing biological and environment-based standard aquaculture models to spread high-tech systems and vitalize the aquaculture industry. This requires continual training of human resources in the smart aquaculture field.

        The International Labor Organization (ILO) selected fishing as the most dangerous group of jobs in the world, and it is well known in Korea as a 4D industry. Offshore large purse seine accounts for the largest portion of the fishing industry in the coastal region with high death rate and the accident rate. The repeated disaster rate survey by the Korea Maritime Institute (KMI) shows offshore large purse seiner is the highest at 22.3 percent and coastal gill nets and offshore stow net are following at 12.4 percent and 11.9 percent in order. Therefore, risk factors occurring in offshore large purse seiners were analyzed based on data from the National Federation of Fisheries Cooperatives (NFFC) for three years from 2015 to 2017 and 4M (Man, Machine, Media, Management) 3E (Engineering, Education, Enforcement) techniques were used to provide a safe fishing environment. The number of accidents on offshore large purse seiners each year was more than 150, and the number of accidents on every fishing boats was as high as 17 percent in 2015. If the accident rate and the risk level were divided by insurance, the accident resulting from contact with machinery was the highest, and the risk of a contact with gear was low but frequently occurring. This was caused by collisions and contact with gear in situations where death and disappearance risk are not high, and accident types in situations where death and loss risk are considered to be contact with machinery, falls or other accidents. Through these analysis techniques, the frequency and risk of each type of accident on a offshore large purse seiners can be demonstrated, and it is expected to raise awareness of a safer fishing environment and contribute to the reduction of accidents.

        The trawl fishery is an important fishery accounting for around 30.0% of adjacent water fishery production in Korea, and the commercial fishing is associated with high rate of fatal and non-fatal occupational injury. The hazard analysis for the fishermen's safety of offshore trawler was conducted to serve as basic data for improving the healthy and safe working environment of fishermen using fishermen's occupational accidents of the national federation of fisheries cooperatives (NFFC) from 2012 to 2014 (n=464). As a result, the occupational accident occurrence rate of large powered trawl fishery was 241.4‰ in east sea trawl fishery, 6.9 times the rate of that. In addition, death and missing rate was found to have very serious level management to 97.7‱ in east sea trawl fishery of death at 6.2 times. The accident occurred in 91.7 to 100.0% was happened at sea. The slipping, others and struck by object and son on occurred more frequently in order in the frequency of accident occurrence pattern. However, the occurrence rate of death and missing did not match the frequency of accident pattern. In other words, slipping occurred more frequently while death and missing risk was not high. The fall in the waters was low while death and missing risk was high. The results are expected to help identify and assess safety hazard occurred in offshore trawlers.

        The powered purse seine fishery is an important fishery accounting for 19.4% of adjacent water fishery production in Korea, and the commercial fishing is associated with high rate of fatal and non-fatal occupational injury. The hazard analysis for the fishermen’s safety of offshore large powered purse seiner was conducted to serve as a basic data for improving the healthy and safe working environment of fishermen using fishermen’s occupational accidents of the national federation of fisheries cooperatives (NFFC) in 2013 (n=583). As a result, the occupational accident occurrence rate of this fishery was 182.6‰ in all industries 30.9 times the rate of that. In addition, death and missing rate was found to have a very serious level management to 25.1‱ in all industries of death of 17.5 times. The accident occurred in 72.3 to 85.8% was happened at sea. The others, slipping and struck by object etc occurred more frequently in order in the frequency of accident occurrence pattern. However, the occurrence rate of death and missing did not match the frequency of accident pattern. In other words, slipping occurred frequently higher while death and missing risk was not high. And the contact with fishing gear and fall in the waters was low while death and missing risk was high. The results are expected to contribute for identification and assessment of safety hazard occurred in offshore large powered purse seiners.

        The aim of this study is to research attributes of fishermen's occupational accidents for investigating the measure of risk control on situational condition in the Korean offshore and coastal fishing vessel. Using data of fishermen's occupational accidents are from National federation of fisheries cooperatives for 2013. The results were as belows; Occupational accident occurrence rate was 29.5‰, slips & trips and struck by object and contact with gear were shown severe occurrence pattern. Occupational accident occurrence rate of offshore fisheries was 130.2‰, coastal was 16.9‰, specially the risk rates were severely high in several type of danish seine, stow net and offshore trap. Death rate by accidents was 10.6‰ and by fall into the water in occurrence pattern was 5.5‰.

        This study indicates that 84.5% of fishermen have perceived climate change and 74.9% of fishermen have responded that frequency and intensity of the impacts of climate change are increasing. The results of regression analysis have shown that the level of fishermen experiencing the impacts of climate change differs according to individual’s characteristics including age, length of experience, sea area (fishing area) and types of fisheries. About half of the respondents have shown that they are not taking any actions against the effects of climate change. The main reasons are that they either have lack of knowledge on how to respond to the impacts of climate change or have the perception that climate change is irresistible. The majority of respondents have responded that they are not aware of the government’s climate change policy and emphasized that it is necessary to have effective countermeasures strengthening the provision of information about climate change policy. The result of perception survey have highlighted that it is essential for the government and the fishermen to share relevant information and to consider method of cooperation.

        Currently, national fishery population is aging gradually due to avoiding fishery by young people as they do for farming. The working condition of fishing industry is very poor due to the bad climate, rough wave, worn tools, and narrow working space which cause the uncomfortable postures. These poor working conditions have strong influence on the health and safety of fishermen and cause the work related musculoskeletal disorders (WMSDs). The survey was conducted in this study to investigate the WMSDs symptoms for the fishermen in the coastal fishery. One hundred and twenty five coastal fishermen, especially drift gill net fishermen, participated in this study, and among them 110 responses were analyzed for this study due to the unreliable and insincerity of reponses. The results showed that WMSDs symptoms appeared in various parts of the body such as lower back (84.6%), shoulder (82.7%), and neck (68.2%). The drift gill net fishing require a lot of energy spending and repetitive movement because of the characteristics of the drift gill net fishery and this cause the WMSDs symptoms on back, shoulder, and neck. In this study, WMSDs symptoms of the coastal fishermen were surveyed and related various factors and characteristics were analyzed through ergonomic assessment. The results of this study can provide some basic information to improve the work environment of fishing industry.

        This study aims to develop a rational evaluation system which consists of the selection of evaluation items and the estimation of its weight for the Enhancement Program of the Quality of Life for Farmers and Fishermen and Rural Development. This system has two hierarchical steps. The first step shows the evaluation goals which are relevance, efficiency and effectiveness of the program. The second step stands for the evaluation items which have 11 sub-items such as necessity and externalization for the program, rationality of procedures, feedback and monitoring system, budgetary allocations, information activities, impacts on the program, achievements of the goals and so on. A tentative evaluation system was proposed by brainstorming and Delphi method of expert-group. Weighting values of evaluation items were calculated through pair-comparison works of expert group using stepwise matrix sheets by AHP(Analytic Hierarchy Process).
