연구의 대상지인 어촌은 새로운 소득기반을 창출하고 어촌공동체를 유지하는 방편으로 어촌관광에 주목하게 된다. 이는 어촌공간의 비일상성이 관광의 기능과 부합되면서 새로운 가치가 창출되기 때문인데, 이러한 어촌관광의 중요성에 비해서 관련 정책은 다소 미흡한 실정이다. 따라서 본 연구는 어촌관광에 대한 우리 사회의 관심도를 분석하고, 시대별로 이슈와 정책은 어떻게 변화되는지 분석하고자 한다. 뉴스 분석 시스템인 빅카인즈를 활용하여 국내 언론에서 보도된 어촌관광 관련 기사들을 체계적으로 수집 및 분석하였다. 그 결과 어촌관광에 대한 사회적 관심과 정부의 정책적 지원이 시간이 지남에 따라 증가했음을 확인할 수 있으며, 이는 어촌관광이 지역경제 활성화 및 어촌지역 소멸방지에 기여할 수 있는 중요한 전략임을 시사하는 결과이다.
본 연구에서는 울진군 대형산불 발생이 연안해역에 미치는 영향을 파악하기 위하여 울진군 나곡(F-1), 후정(F-2), 봉평(F-3), 공세 항(F-C)에서 수질과 함께 해조류의 종조성, 우점종 및 군집 특성을 분기별로 조사하였다. 수질 분석 결과, 산불에 대한 영향을 판단하기 위한 수소이온농도(pH)는 표․저층에서 각각 8.07~8.30과 8.12~8.48 이었다. 본 연구의 pH 값은 동해의 연안 해수에 있는 일반적인 농도 범 위에 포함된 값으로 산불로 인한 직접적인 영향으로 볼 수 없었다. 연안 조하대에서 조사한 해조류의 분석 결과, 전 시기에 대한 해조류 의 종조성 비율은 홍조류(58.1%) > 대롱편모조류(갈조류, 25.8%) > 녹조류(14.5%) > 현화식물(1.6%) 순이었다. 시기별 해조류의 우점종은 3 월과 6월에 나곡(F-1)과 후정(F-2) 해역에서 대롱편모조류(Ochrophyta, 갈조류)의 미역(Undaria pinnatifida)이 가장 우점하였다. 9월과 11월은 봉평(F-3) 해역과 공세항(F-C)에서 각각 홍조류(Rhodophyta)인 우뭇가사리(Gelidium elegans)와 혹돌잎류(Lithophyllum sp.)가 가장 우점하였다. 군집분석에서는 그룹이 계절에 따른 특정 해조류의 출현 유무에 따라 2개(A, B)로 나누어졌다. 우점종은 그룹 A에서 미역, 우뭇가사리, 미 끈뼈대그물말, 그룹 B는 주로 혹돌잎류가 출현하였다. 따라서, 연구지역의 해조류 종조성과 군집구조는 전형적인 수온에 따른 계절변화 와 함께 대조구와의 유의미한 차이도 보이지 않아서 산불에 의한 영향은 나타나지 않았다.
Global food prices have skyrocketed due to international uncertainties such as COVID-19 and the Russian-Ukrainian War. In this context, the importance of rural areas as a source of food production is also rapidly increasing. However, the issue of regional extinction is emerging as Korea faces the world's lowest fertility rate and fastest aging population. Also, rural areas are losing their population more rapidly than large cities. Therefore, this study aims to analyze the factors that can encourage the influx of fishermen to prevent the disappearance of these fishing villages. As a result of the analysis, in order to prevent the disappearance of fishing villages, among the infrastructure, natural environment, and residential environment variables, the ratio of aged housing related to quality of life, culture and amenities coefficients were found to have a greater impact than other variables. Based on these results, it is judged that it is necessary to establish a sufficient level of infrastructure in fishing villages and to prioritize policies for improving the residential environment.
This study attempted to estimate the amount of expenditure per capita of visitors to the Mongsanpo fishing village tourism festival, and quantitatively measure how much the festival contributes to the local and national economy through input-output model. The analysis data used 302 questionnaires, excluding missing questionnaires, surveyed on festival visitors from April 21 to May 7, 2018, during the 9th Mongsanpo port webfoot octopus and seafood festival. The main results of this study can be summarized as follows. First, analyzing the average expenditure per person of festival visitors, it shows that the average one-person festival visitor consumes KRW 129,519: entertainment costs KRW 5,672 (4.4%), accommodation costs KRW 16,860 (13.0%), food costs KRW 74,791 (57.7%), transportation costs KRW 21,646 (16.7%), shopping costs KRW 6,788 (5.2%), and other costs KRW 3,762 (2.9%). Among the expenditures of festival visitors, the proportion of food expenses was the highest, and transportation costs and accommodation costs were in order. Second, based on the actual expenses spent by visitors at the fishing village tourism festival, the direct economic effect of the Mongsanpo fishing village festival was estimated be approximately KRW 14.8 billion. Third, as a direct and indirect economic impact effect of the Mongsanpo fishing village tourism festival in 2018, the amount of production induced in the local and national economies was estimated at KRW 33.3 billion, and the amount of value-added inducement was estimated at 11.3 billion won, and employment inducement reached 272 people, which is considered to contribute greatly to the national economy. This study quantitatively analyzes and provides the extent to which the fishing village tourism festival using local specialized fisheries directly or indirectly contribute to the local and national economy. Thus, it is expected to serve as useful information by providing basic information on business feasibility required for budgeting for local fishing tourism festivals.
어촌뉴딜 300사업은 300개의 어촌과 어항을 대상으로 하는 복합개발사업으로 낙후된 시설 개선 및 지역특화 자원활용 등 전문 프로그램을 제공하는 사업이다. 본 연구에서는 어촌뉴딜 300사업의 선정평가 항목 별 가중치 결정을 위해 다기준 평가방법인 AHP로 전문 가 설문조사를 통한 분석을 수행하였다. 평가결과, 상위계층 평가항목은 개발여건 및 기본구상, 사업효과, 사업계획, 사업 시행 및 관리 순으로 중요도가 높게 나타났다. 사업효과 항목은 가이드라인에서 6점으로 낮은 배점이었지만, AHP 결과 15.57점의 배점이 도출되었다. 본 연구에서 도출된 항목별 가중치는 향후 어촌어항 개발사업 평가항목 배점 선정에 참조할 수 있을 것이다.
Fisheries policies are diversifying, including welfare programs for fishermen, revitalization of earfish and villages, and support for the sixth industrialization of fishing villages. In response to these policy changes, the purpose of this study is to categorize the fishing village fraternity, which is a local community, a fishery production organization, and a basic unit of a fishing village, and compares the characteristics of each type A number of indicators were selected by collecting data on the Categorization and evaluation of fishing villages fraternity and the statistical geographic information service. A number of indicators were extracted as representative factor variables using the principal component analysis, and then cluster analysis was performed to categorize the fishing village fraternity. This study was the first to attempt a comprehensive approach to revitalize the fishing village economy by using not only demographic and social characteristics, industrial and economic characteristics, but also regional characteristics. The characteristics of each type of fishing village fraternity find its significance in that it provides basic information that can be used in policy decisions. In order to strengthen the sustainability of the fishing community in the future and contribute to the sustainable development at the national level, the development of sustainable fishing village fraternity development indicators and follow-up studies on fishing village regeneration strategies will be needed.
It is important to understand the factors in which fishing village experiences have on family relationships. The purpose of this study is to derive the variables related to the family stemmed from the analysis of previous studies, and to find and present common factors that specifically influence the fishing experience in the family relationship. Through this, we intend to find it out in addition to the visible results such as income and experience, it can be an effective policy as a means to improve family relations through mutual efforts and understanding among families in promoting fishing-related policies. As a result of the analysis of the study, two common factors that the fishing experience had on family relationships were extracted. The first common factor is 'mutual effort,' which results in trying for each other's emotions, communication, understanding, and unity. The second common factor is 'mutual sharing' so fishing experiences are generally related to each other in family relationships. It can be seen as a result of sharing the memories, pleasures, and bonds of the people.
The purpose of this study is to propose a policy improvement plan by analysis of the extinction risk factors reflecting the specificity of fishing villages, fishing village support policies, and settlement conditions of fishing villages as one of the solutions to the immediate problem of fishing village extinction. The results of the study show the higher the level of number of fishing ports, number of returning rural population, and housing diffusion rate, the dependent variable extinction risk index was a positive effect while vacant house ratio and aged house ratio was analyzed to be in was a negative (-) relationship with the dependent variable.The policy implications through this study were to prepare an effective policy to reduce the risk of extinction, to improve urgent settlement conditions, and to prepare a condition to convert returning rural population into fishery population.
The purpose of this study is to provide logical and policy justification for the feasibility and sustainability of the project through analysis of economic ripple effects of the fishing village new deal 300 project. To do this, we applied the industry-related analysis, which is mainly used to analyze the economic ripple effects, to the fishing village new deal 300 project. The industry association analysis classifies the detailed project of the preliminary plan for the selection of the business into the software business such as the hardware business and the capacity enhancement in the construction field and analyzes the economic ripple effect through the inter-industry association. As a result, it is expected that the fishing village new deal 300 project will have a positive economic impact. When the total investment of 3 trillion won is invested in the project, it is estimated that the production inducement effect and the value added effect are 5,545.3 billion won and 2,102.7 billion won, respectively. In addition, 62,005 get job inducements, where 10,952 employment inducements were associated with job creation. The analysis of the above impacts seems to have secured the logical justification for the implementation of the fishing village new deal 300 project.
This study is to excavate superior fishing communities by applying the Ostrom (1990)’s principles of sustainable and successful use of common goods. Ostrom(1990)’s principles are (1) clearly defined boundaries (2) congruence between appropriation and provision rules and local conditions, (3) collective choice arrangements (4) monitoring (5) graduated sanctions (6) conflict-resolution mechanism (7) recognition of rights to organize by external government authorities (8) nested enterprises. The survey was carried out under the individual interview method of 15 fishing village members in 32 fishing communities with the government’s fishery environment improvement and fishery creation projects. The total effective samples are 477. These data were analyzed. The analysis result shows that 24 fishing villages are selected among the 32 fishing communities in the samples, including Nanji, Sanghwang, Songseok, Sinshido, Jukyo, Jinsan, Changli, Pado, Beopsan, Rahyang, Palbong, Woongdo, Daehwang, Sapsi, Chido, Jinri, Daeri, Songgak, Joongwang, Ojii, Doripo, Doseong, Mongsan 1ri and Songnim as superior fishing villages. The results of this study have limitation that may vary depending on the rigor of the criteria in the process of deriving good fishing communities. Despite this limitation, this study has expanded existing research focused on validating the theoretical applicability of the framework through case analysis of specific fishing communities to objectively and quantitatively to many fishing communities. The results of this study are expected to contribute to the creation of conditions in which fishermen can continue to manage their fishing grounds and stand on their own feet by presenting the framework and principles for developing desirable fishing village models for the continued use of mudflat shells grounds as the common goods.
The purpose of the study is to analyze the status and trend of less favored condition of fishing village in Korean island regions using the census of agriculture, forestry and fisheries. The less favored condition was measured as the difference in accessibility to major services and in fishery sales and resident infrastructure, applying the difference-in-difference method and propensity score matching method respectively. The result shows that access to major services has improved in island area between 2010 and 2015, implying that related policies such as the island comprehensive development project have been successful to some extent. However, some educational facilities, cultural facilities, and health facilities still have low inaccessibility and fishery sales are also significantly lower than in general area. This suggests that it is necessary to maintain related policies like the direct payment of fisheries.
The purpose of this research was to evaluate the correlation between obesity, threshold of salty taste, optimal saltiness and blood pressure in middle school students in a fishing village. The subjects were 115 boys and 103 girls in middle school in a fishing village. The BMI index and systolic and diastolic blood pressures of subjects were measured, and the subjects were divided into a normal and obese group according to their BMI. The threshold of salty taste and salt preference for a semisolid dish (steamed egg dish), liquid dish (bean sprout soup), and a solid dish (raw radish salad), were estimated by sensory evaluation. Calorie intake was measured using the weighing plate method. The boys in the obese group showed significantly higher systolic and diastolic blood pressures than those in the normal, but girls did not. Furthermore, calorie intakes of the boys in the obese group were significantly higher than those in the normal group, but this was not shown in girls. On the threshold of salty taste, both boys and girls in the obese group needed higher concentration of salt than those in the normal group. The threshold of salty taste were significantly positively correlated with systolic pressure and diastolic pressure in boys. Regarding the salt preference in the steamed egg dish, bean-sprout soup, and raw radish salad, both boys and girls in the obese group preferred higher concentrations. The higher concentration they preferred, the higher the systolic and diastolic pressures were in boys, but only systolic blood pressure was higher in girls. From these results, it is evident that a nutritional education program is needed in school to help restricting middle school students salt consumption and decreasing obesity to prevent hypertension.
본 연구는 강원도 양양군 남애리 어촌의 풍수적 입지분석을 통하여 내륙지와 비교시 바닷가에서 만 적용 가능한 새로운 풍수 이론을 제시하는데 목적이 있다.
오늘날 우리가 활용하고 있는 풍수 이론의 구조은 일시에 논리적 체계를 갖추었다고 하기 보다는 시대의 변화, 그리고 각 지역의 기후나 지리적 여건 등의 자연환경 요소에 맞도록 진화되어 왔다고 볼 수 있다.
이러한 자연환경 중에서도 위치의 중요성이 가장 강조되고 있는데 내륙지의 촌락과 바닷가의 어촌은 풍수적 입지가 크게 다를 수밖에 없으므로 지역적인 차이를 보이는 것은 당연하다. 그러나 산과 물을 중심으로 하는 장풍득수(藏風得水)의 내륙지 풍수이론을 한쪽 면이 개방된 바닷가에도 그대로 적용 하기가 어렵다.
이러한 이유로 풍수이론이 체계화된 고대로부터 지금까지 바닷가에 대한 풍수이론은 내륙지에 비하여 상대적으로 아주 미흡할 뿐만 아니라 연구성과 역시 부족하다.
따라서 고전풍수에서 부적합 땅으로 평가받고 있는 어촌지역이 현대에 와서도 부적합 땅인가? 그리고 고전풍수이론이 현재에도 유효한 것인가? 하는 바닷가 지역만의 풍수논리 정립의 필요성이 대두되고 있다.
본 연구를 통하여 바닷가만의 풍수적 특징이 많이 발견되고 있다. 그동안 풍수적으로 소외되었던 바닷가 지역에 대하여도 현대인들에게 새로운 풍수이론을 제시함으로써 땅을 선택할 수 있는 기회의 폭을 확대하고 어촌개발시에도 건물과 도로건설 등의 공간배치에 도움을 줄 것으로 본다. 그리고 우리의 전통 지리관이자 경험과학인 풍수이론이 내륙지 뿐만 아니라 바닷가 지역으로 까지 확대하여 현실적응력 있는 유용한 학문으로 발전하는데 기초를 제공 할 수 있을 것이다.
In order to investigate the effect of land reclamation on the life of local fishermen, a survey was conducted with the 246 people living in 12 different adjacent villages located in Hwasung District. It was found that income of residents decreased, while the amount of debts increased after reclamation. 65% of the people surveyed answered that their economic situation became worse than before and they blamed the decrease of fishery resources as the main cause. It further led to the loss of the family’s means of livelihood. 40% of the people surveyed claimed that they wanted to leave the fishing village and believed that reclamation divested them of all their hope for the future. Regarding to the effect of reclamation project on the image of Hwasung District, most of the respondents have a negative view on the reclamation project. They have negative views even on the tourism, regional welfare, employment of community residents and local infrastructure. Therefore, it can be concluded that local community residents thought that reclamation project had negatively influenced their overall quality of life.

A study was conducted on the CPR case of the village fishery managed by the Jongdal-ri Fishing Village Cooperative of Jeju Special Self-governing Province. The eight principles presented by Ostrom (1990) as the designed principles of sustainable CPR, that is to say, Clearly defined boundaries, Congruence between appropriation and provision rules and local conditions, Collective-choice arrangements, Monitoring, Graduated sanctions, Conflict-resolution mechanisms, Minimal recognition of rights to organize, and Nested enterprises, were analyzed. It was confirmed that the object case, Jongdal-ri Fishing Village Cooperative was managed based on these principles. Autonomous management rules are established by each fishing village cooperative community to fit their respective characteristics. Besides mere establishment of the rules, these rules should be preferentially be put into practice. The Jongdal-ri Fishing Village Cooperative successfully put them into practice, and was designated as the most superior fishing village cooperative community successively for three years. Collection was prohibited during a closed season for preservation of resources, and those of which the body length was shorter than that specified in the rules were not caught. That is to say, communities can sustainably manage CPR by complying with the conditions to be sustainable as well as following and putting in practice the rules, providing a CPR management system for future generations.
This study aimed to redefine the concept of fishing village tourism. In addition, it aimed to carry out detailed analyses of the influences of authenticity and non-authenticity of fishing village experience on tourist’s satisfaction as well as the influences of tourist’s experience on their satisfaction. The study evaluated responses of people who visited research target fishing villages in the East sea area(Hwasung-si Baegmi-ri) which had been rated as successful case. The evaluation was performed to analyze how tourist satisfaction would be influenced by the authenticity of the fishing village experience program based on the authenticity theory(Wang, 1999) and the experience realms theory(Pine & Gilmore, 1999). This study tried to find out realistic factors of the experience realms theory through field investigation, conducting interviews, and holding discussions. From these, the cause-and-effect structure of authenticity, tourism experience and satisfaction could be identified. The results of hypothesis tests are as follows; With respect to the relationship between authenticity and satisfaction in hypothesis I, authenticity did not have a statistically significant effect on satisfaction, while non-authenticity had a significant influence. As a result, the research hypothesis I that authenticity influences satisfaction was partially supported. Regarding hypothesis Ⅱ of the link between authenticity and tourism experience, a significant effect of authenticity was found in education experience, entertainment experience for Baegmi-ri village. The effect of non-authenticity was significant on deviation experience. Consequently, hypothesis Ⅱ was also partly supported. The relationship between tourism experience and satisfaction in hypothesis Ⅲ was significant in education, entertainment, and deviation experiences which lends support to hypothesis Ⅲ to some extent.
Fishing village is becoming the central base of fishing industry and it plays a major role. However, there is a decrement of marine resources and some difficulties with the deterioration of fishing industry management. In order to solve these problems, there should be some developments(e.g. fishing village toursim development) on various undergoing government and the private organization programs. Nevertheless, there are not guidelines for fishing village tourism development to utilize for practical business. Therefore, it is necessary to understand the current status and guidelines regarding the development of fishing village for coastal planner. The primary purpose of this study is to investigate the characteristics of fishing village development works in Korea and Japan. The second purpose is to identifie success factors after analyzing individual success cases. Based on evidence from the literature and a dialogue with village leader, a literature review on extracting success cases for guidelines were selected according to criteria such as the degree of contribution to an increase in income of the fishing village, the degree of contribution to an increase in consumption of marine products using local natural resources, the number of tourists that visits the village. Finally we propose guidelines for future fishing village development projects. The guidelines based on the successful cases, as well as the major factors about the objectives and direction of fishing village tourism development, suggested as follows. 1)Plans for land use, 2)Development of tourist resources, 3)Plans for views, 4)Plans for resource protection, 5)Plans for operation and marketing.
The purpose of this study is to analyze the effect of "resident participatory education programs". This study methods was that applied this education programs to the residents of the fishing village after develop of education programs, and was surveyed to ninety five residents of these. As a result of the survey, "community attachment" and "sense of community" showed statistically significant differences from consciousness before and after education. Also, difference of residents consciousness according to the presence or absence of an education showed the same trend too. And, If in the presence or absence of the educational experience, residents consciousness was improved after the education programs. In other words, an education programs applied to in this study can be said to effective to that raise awareness of the residents. And this can be said to contribute in empowerment too.
해양에너지를 비롯한 신재생에너지를 이용한 분산형 발전시스템 설계의 기초자료로 활용하기 위해 본 연구에서는 도서 주민의 전력소비량을 실측 분석하고 시기별 전력소비 패턴을 개발하였다. 실측조사는 남해안에 위치한 곤리도의 5가구를 대상으로 2010년 10월부터 2012년 2월까지 수행되었다. 월평균 전력소비량은 가구에 따라 12월 혹은 1월에 최대값이 발생하였다. 가구별 월간 전력소비량은 H가구가 J가구보다 2~3배 많았지만 가구별 1인당 월평균 전력소비량은 J가구가 H가구보다 10~30% 가량 많은 것으로 조사되었다. 시각별 전력소비 패턴을 개발한 결과 여름철에는 20시에서 자정 사이에 최대 전력소비가 발생하고, 겨울철은 여름철에 비하여 하루 동안의 전력소비 변화는 완만하지만 18시 이후 자정까지의 시간대에 전력소비가 증가하는 경향을 보였다. 가구별 주중과 주말의 전력소비 패턴은 매우 유사한 것으로 나타났다.
