        The estimation of key indicators in a firm’s cost structure, such as marginal costs, economies of scale and elasticity of substitution are essential to defining the optimal pricing policy, investment and the regulation of ports. However, only a few studies have focused on the estimation of such indicators due to the unavailability of cost data on seaports. In addition, other port cost studies focused on all port activities. The output is measured as a physical product rather than as a service product. The main purpose of this paper is then to concentrate on one service, cargo handling in the port of Saint-Brieuc, and to examine the real composition of its costs. The estimation of a translog cost function suggested that the port may have an over employment of administrative staff in the handling service and a limited capacity when it comes to efficiency in the long run. The results also indicated increasing returns to scale that may suggest that the application of pricing at a marginal cost might not aid the total recovery of the outlay. These results are useful from an operational as well as an investment policy perspective.

        The port, differently from general working place, is a closed area to execute security, customs, and quarantine procedures. The loading and unloading is being done differently by cargoes, ships, berths, and equipments. To load and unload a lot of equipments and different types of labor are required, in which work flow is very complicated. As above mentioned the port is very unique and deteriorated working place including danger. Now frequency of cargo handling accidents in port is highest for the second time among all industries. The purpose of this study is to propose ways to analyze and establish the preventive measure for cargo handling accidents in port. We have collected 45 accidents happened at Incheon Port during the period from 2007 to 2009. And the result of analysis, we proposed the new safety management system and safety education to reduce cargo handling accidents and to promote the quality of cargo handling in Incheon Port. Within the framework of effective safety management of cargo handling in port, this study will help to revise and establish system, education, and standard working manual with respect to the port loading and unloading system.

We have collected 923 accidents happened at Incheon Port during the period from 1994 to 2003. And to analyze and establish the preventive measure we have employed an advanced 6sigma DMAIC technology presently in spotlight as the best tool for management innovation. For the purpose of effective safety management of cargo handling in port, this thesis will help to revise and establish the law, system, standard, and standard working manual with respect to the port loading and unloading system. Now frequency of cargo handling accidents in port is highest for the second time among all industries, so we proposed the new safety management system to substitute port safety committee and to take full charge of safety in Ministry of Maritime Affairs and Fisheries.

The port is of ever increasing importance for the bridge connecting sea and road transportation in handling international cargoes. The port, differently from general working places, is a closed area required for security, customs, and quarantine procedures. The loading and unloading is being done differently by ports, cargoes, and ships. To do loading and unloading, a lot of equipment and different types of labor are required, which flow is complicated and safe management is essential. As above mentioned the port is very unique and very deteriorated working place in its working environment. The purpose of this study is to propose ways to reduce and prevent from port accidents. As first step to do this, we have collected 923 accidents happened at Incheon Port during the period of 1994 to 2003. We have thoroughly analyzed characteristics, harmfulness, and risk of the loading/unloading they have done, as well as the accident frequency and relationship between the accidents. As second step to further analyze, We have employed DMAIC technology, an advanced process of 6 sigma presently in spotlight as the best program for management innovation. This analysis results in recognition of important accident characteristics, causes and effects analysis, critical causes of accident, and suggestions to decrease accidents.

        Port, one of nation's key infrastructures, is a point of road and sea transports meeting. As a key base of inter-modal transportation systems, the port is of ever increasing importance for realizing nation's vision of making Korea as an economic and logistics hub in the Northeast Asia. At present, Korean ports handle 99.7% of gross trade volumes in Korea, which requires considerable attention on its safety issues. However, due to the critical characteristics of the port and insufficient attention paid to it, the port industry meets more disasters compared to other industries. Therefore, this paper tries to analyze the disasters happened at the port to have better understanding on its reasons, further to use as learned lessons to prevent from potential disasters that may arise at the port.

        컨테이너 처리량(CHC)은 항만의 능력을 나타내는 중요한 지표다. 그러나 중국항만의 컨테이너 처리능력에 대한 연구는 부족하며, 연구결과 또한 예측치와 실제치와의 차이가 크다. 이는 컨테이너처리량이 다양한 경제적인 측면을 내포하고 있고 예측모델의 선택이 매우 어렵다는데 기인한다. 대체로 지금까지 사용되어왔던 회귀분석, 신경망분석 등은 과거행태모델을 벗어나지 못하고 있어 경제체제나 항만물동량의 동태적변화에 대한 고려가 결여되어 있다. 따라서 본 논문에서는 동태적 보정인과모델을 사용한 동태적 예측법을 사용해 보았고 그 결과 보다 신뢰성이 높고 현실성이 있는 연구결과를 도출할 수 있었다.

        The economy of Korea has grown up significantly in its scale. It has, therefore, become imperative to develop countermeasures to prevent work related injuries and occupational illnesses resultining from haza-rdous working conditions and handling harmful substances. A lot of cargo handling accident in port have occurred due to the characteristics of poor working environment, diversity of working place and method, fluctuation of the amount of cargo and handling of heavy, long, harmful and dangerous cargo, etc. According to '91 industrial accident analysis carried out by the ministry of labour, the number of the stevedores injured by cargo handling accident in port were 1, 432 persons (the death accident : 22 per-sons), the amount of industrial accident compensation in port was 6.7 billion won (the amount of economic loss : 33.6 billion won), and the injury occurance rate of the stevedoring industry was higher than that of the whole industry. This paper, therefore, aims to the actual status of the stevedoring industry and to extract the main cau-ses of the accidents related to cargo handling in port through factor analysis using the data of the accide-nts in the whole habour from 1990 to 1992, and to suggest the countermeasures to prevent such accident. The main causes of the accident and countermeasures are found to be as follows through the factor analy-sis : Factor1, factor2, and factor3 related to a defect of human being and management, a defect of state and environment, and an insufficiency of education and law are extracted. The short-term countermeasures to prevent these accidents are 1) to consolidate the safety and health organization in the working spot, 2) to secure a safe condition in working spot before dock work, 3) to strengthen a dock worker's safety educa-tion. The long-term countermeasures are 1) to promote a decasualisation of dock workers, 2) to modernize the cargo working methods through constructing exclusive pier and introducing exclusive cargo handling equipment, 3) to establish a exclusive dock accident prevention organization and the dock workers law. Factor 4, factor5, factor6, and factor7 related to an unfitness, a deficiency of technical knowledge, a nonfu-lfilment of safety measures, and a bad arrangement are extracted. The countermeasures to prevent these accidents are 1) to perform a complete safety inspection of cargo handling equipments and tools and to carry out the dock work according to a working plan, 2) to publish and supply technical safety books, safety instruction book, safety check list, etc., 3) to strengthen the safety patrol at the working spot in habour and to activate a safety fund, 4) to maintain always a clean workshop with the safety consciousness in which the good arragement of the working spot is considered to be the beginning of safety.
