The tendency to use a probabilistic design method rather than a deterministic design method for the design of nuclear power plants (NPPs) will increase because their safety should be considered and strictly controlled in relation to various causes of damage. The distance between a seismically isolated NPP structure and a moat wall is called the clearance to stop. The clearance to stop is obtained from the 90th percentile displacement response of a seismically isolated NPP subject to a beyond design basis earthquake (BDBE) in the probabilistic design method. The purpose of this study is to analyze the effects of heating and buckling effects on the 90th percentile displacement response of a lead-rubber bearing (LRB) subject to a BDBE. The analysis results show that considering the heating and buckling effects to estimate the clearance to stop is conservative in the evaluation of the 90th percentile displacement response. If these two effects are not taken into account in the calculation of the clearance to stop, the underestimation of the clearance to stop causes unexpected damage because of an increase in the collision probability between the moat wall and the seismically isolated NPP.

A methodology to assess seismic fragility of a nuclear power plant (NPP) using a conditional mean spectrum is proposed as an alternative to using a uniform hazard response spectrum. Rather than the single-scenario conditional mean spectrum, which is the conventional conditional mean spectrum based on a single scenario, a multi-scenario conditional mean spectrum is proposed for the case in which no single scenario is dominant. The multi-scenario conditional mean spectrum is defined as the weighted average of different conditional mean spectra, each one of which corresponds to an individual scenario. The weighting factors for scenarios are obtained from a deaggregation of seismic hazards. As a validation example, a seismic fragility assessment of an NPP containment structure is performed using a uniform hazard response spectrum and different single-scenario conditional mean spectra and multi-scenario conditional mean spectra. In the example, the number of scenarios primarily influences the median capacity of the evaluated structure. Meanwhile, the control frequency, a key parameter of a conditional mean spectrum, plays an important role in reducing logarithmic standard deviation of the corresponding fragility curves and corresponding high confidence of low probability of failure (HCLPF) capacity.

The number of aged bridges is increasing so that bridges over 30 years old account for about 11% of all bridges. Consequently, the development of a seismic performance evaluation method that considers the effects of ageing is essential for a seismic retrofitting process for improvement of the seismic safety of existing old bridges. Assessment of the damage situation of bridges after the recent earthquakes in Korea has been limited to the bearings, anchor, and concrete mortar on piers. The purpose of this study is to evaluate the seismic responses of PSC box girder bridges by considering the ageing effect of rubber bearings (RBs) and lead-rubber bearings (LRBs). The modification factor proposed by AASHTO is used to take into account the ageing effect in the bearings. PSC box girder bridges with RBs and LRBs were 3D modeled and analyzed with the OpenSEES program. In order to evaluate the ageing effect of RBs and LRBs, 40 near fault and 40 far field records were used as the input earthquakes. When considering the effect of ageing, the displacement responses and shear forces of bridge bearings (RBs and LRBs) were found to increase mostly under the analytical conditions. It was shown that the effect of ageing is greater in the case of RBs than in the case of LRBs.

We performed seismic noise level analysis to access the proper functioning of 11 newly established seismic stations in the southeastern region of Korea. One-hour long segments of seismograms were selected from the continuous data of the 3 elements for 61 days from March 1, 2019. For each segment of data, the power spectral density (PSD) was estimated from the continuous back ground noise data of the 3 elements for periods ranging from 0.02~100 s. The median noise levels (NLs) of the stations were compared with the new noise model (NNM) of USGS and NLs of station TJN installed in a tunnel on a granite basement. We observed that the NLs of the newly installed seismometers were between the upper and lower limit of the NNM. In a comparison with the noise level of station TJN, the new seismometers had their own noteworthy features. The NLs from accelerometers (Epi-sensors) were ~ 40 dB higher than the NLs from velocimeters (STS-sensors) for periods > 10 s, which is because the small and light Epi-sensors are sensitive to environmental changes. Daily and weekly variations in spectral noise level were observed clearly in short periods < 1 s, and these are considered to be related to human activities. The seismometers in boreholes showed ~20 dB weaker NLs in the cultural noise band. The NLs of accelerometers at a depth of 30 m were also much lower by 30 dB for long periods > 10 sec. Overall the functioning of the new velocimeter and accelerometer stations was reliable for periods ranging from 0.02~100 s and 0.02~10 s, respectively.

The strategy for the management of earthquakes is shifting from post recovery to prevention; therefore, seismic performance management requires quantitative predictions of damage and the establishment of strategies for initial responses to earthquakes. Currently, seismic performance evaluation for seismic management in Korea consists of two stages: preliminary evaluation and detailed evaluation. Also, the priority of seismic performance management is determined in accordance with the preliminary evaluation. As a deterministic method, preliminary evaluation quantifies the physical condition and socio-economic importance of a facility by various predetermined indices, and the priority is decided by the relative value of the indices; however, with the deterministic method it is difficult to consider any uncertainty related to the return-year, epicenter, and propagation of seismic energy. Also this method cannot support tasks such as quantitative socio-economic damage and the provision of data for initial responses to earthquakes. Moreover, indirect damage is often greater than direct damage; therefore, a method to quantify damage is needed to enhance accuracy. In this paper, a Seismic Risk Assessment is used to quantify the cost of damage of road facilities in Pohang city and to support decision making.
