        This research has been conducted in order to assess the effects on quality management factor of the construction sites. 30 companies abiding by the 'construction industry law' and 32 companies abiding by the 'housing construction promotion law' have been researched in areas of quality-management environment, quality-management understanding, quality-management education on construction field, quality-system and quality-improvement. This construction quality factors are to realized the anticipated results not only quality level's increasing, but also company's confidence, competitiveness. We were able to obtain participations of 62 questionnaire, and derived statistics by means of SPSS/PC version 10.0. In this study, we find the bottleneck factor for promotion and upgrade quality management factor of the construction sites and suggest a way out of difficulties.

        Process control and autonomous safety control by applying PSM(Process Safety Management) method using AHP(Analytic Hierarchy Process) and to development of PSIM(Process Safety Information Management) evaluation method in the construction. The reason why PSIM method should be quantitative and substantial progress is because it contributes Korean constructing companies to enhancing their safety control ability and to taking an equal stance just like developed countries, thereby strengthening their competitive edges.

        Safety management cost, US one thousand billion has been input to the construction area from 1995 to 2000 but the management quality is still in the developing country level. The above mentioned increase of accident rate are attributed to the generous code regulation, net fit to the sense, varying with time change, but the more fundamental reason of this is no practical construction safety management system, up to now. Hardware-orienting operation for the system could be a main reason of this problem. In this paper, we developed a model for efficient construction safety system.         It is difficult to put it into practice in that it requires bearing too much burden to draw out the planning itself in a case of large construction work. Consequently in this paper we select evaluation criteria by construction progress, classify into several categories, and regard potential danger which often occurs, as a evaluation criterion. Further step is to allow workers or collaborated companies to express their expert opinions or experiences and to encourage quality and process control and autonomous safety control by applying PSM(Process Safety Management) method using AHP(Analytic Hierarchy Process) and to development of PSIM(Process Safety Information Management) evaluation method in the construction. In this paper, check list is presented to prepare the efficient reliability management system in domestic construction.         As commonly known, The U.S. Army Corps of Engineers, made up of approximately 35,000 engineers, is the premier public construction organization in the world. The Corps, the world-wide and unique organization, has the multi-functions like civil works projects, water resources management, environmental protection, disaster response as well as military construction. To meet national and military requirements , the Corps has developed various systems. As the key systems, the PMBP (Project Management Business Process) is an innovative way to solve increasingly complex problems and then to achieve the Corps’ vision.and Partnering system and Construction Quality Management for Contractor , developed by UASCE, also are the significant construction management tools in worldwide. Many Korean construction contractors have verified their high constructability in the overseas. On the contrary, they can’ t meet the customer’ s needs sufficiently in the country and the reason may be caused from the absence or inadequate project management system. Therefore, this article provides the overview of the USACE and partnering system and lays emphasis on the USACE’ s CQM system. The desirable way to meet the customer’ s needs in projects should be mainly aimed at systematic business process. Some future-oriented suggestions to improve the construction quality management conclude this article.

        Construction industry became huge and complicated as the time went by. It has been so rapidly developed that the construction companies can not survive in the market if the higher technology and scientific approach are not applied. Especially in the field of construction management, it started from the schedule control which simply monitored the work progress, but now it was changed to the integrated construction management covering analysis and forecasting, projected and actual performance management, impact on the project, etc. However, even the integrated construction management has a limit due to the uncertainty arising out of fast track which is a major characteristic of construction industry. So, to minimize the risk of uncertainty, a new concept so-called 4-D CAD system was recently introduced. 4-D CAD system has been applied to design, construction and construction management. The system combines the 3-D CAD system with time management technique that makes it possible to establish the management system with a concept of space, materialize the potential risks, and introduce the life-cycle concept in the whole process covering project initiation, design, construction, completion, commissioning, etc. This paper introduces the 4-D CAD system, reviews the effect and problem arising when applying the system into actual job sites, studies the usage of the system in connection with the conventional construction management system and any improvement, and eventually proposes the method of improving the construction management in domestic projects and of leveling up the construction management technique.

        대조차 조간대에서 방조제 건설 후 발생하는 퇴적물의 분포특성과 퇴적환경의 계절적 변화를 파악하기 위해서 4계절을 대표하는 표층퇴적물을 채취, 분석하였으며, 4개의 측선에서 2년 동안 퇴적물과 퇴적률에 대한 조사가 병행되었다. 그 결과, 방조제를 축조함으로써 반폐쇄성 연안에서 개방형 연안으로 바뀐 이원 조간대의 동측 조간대 지역은 개방형 연안에서 나타나는 일반적인 계절 변화, 즉 몬순 계절풍의 영향으로 여름에는 세립질 퇴적물이 퇴적되고 겨울에는 강한 북서계절풍에 의해서 세립질 퇴적물이 제거되는 계절 변화를 보인다. 또한 측선 경사도와 퇴적물 분표양상 등을 고려할 때, 북부 지역은 조석보다는 파랑작용에 크게 영향을 받고, 남부 지역은 파랑보다는 조석작용이 크게 영향을 미치고 있지만 강한 조류, 파랑 그리고 태풍 등에 의해 시간이 지남에 따라서 조립화 현상을 보이고 있다. 반면 방조제 건설에 의해 새로운 형태로 변화된 서측 끝 지역은 조간대의 발달방향이 남동방향으로 향하고 있어 북서계절풍의 영향에서 보호되는 지역으로 동측 조간대에서 보여지는 계절변화 양상과는 약간 다르게 봄에 세립하고 불량한 분급을 그리고 여름에는 상대적으로 조립하고 양호한 분급을 나타낸다. 이는 방조제 건설에 따른 지형적 원인에 의한 것으로 판단되어진다. 따라서 연구 지역의 세립질 퇴적물 이동은 방조제에 의해서 겨울철에 동측 조간대에서 방조제 서측 끝 지역으로 이동하고 다시 여름철에는 동측 조간대로 이동되어지는 시계방향의 순환현상이 진행되는 것으로 보인다. 방조제 건설 이후 이원 조간대 지역은 2년 동안 많은 변화를 보이고 있지만 이것은 변화과정 중인 것으로 보이고 계속적인 모니터링이 필요할 것으로 보인다.

        Construction Management(CM) that is the business innovation and method of construction management is introducing and implying the needs to improve high cost and low productivity structure and cope with very variable changes of construction market in construction industry within the country. But, safety management system is a very insignificant thing under CM. Consquently, We had been needed for the improvement about what the problem was. Therefore, My study raised the problem to the system and management by making a comparative study of the feature of the management method and the content of the accomplishment of safety management by using the consideration of the case about a big field of construction work implying CM within the country and proposed the active method of safety management.
