        Disaster mitigation, especially as a concept similar to damage mitigation caused by heavy rainfalls and flood is closely related to long-term development plan. This plan of an harbor area where is located in lower region is established and carried under consideration of disaster mitigation concept such as internal drainage and so on. Flood damage is somewhat predictable in accordance with height, stream and rainfall characteristics of the region. Therefore it is necessary to establish national and urban plan under consideration of this fact. But this consideration of existing regulation and institution is insufficient and improvement of regulation and institution is needed. This consideration of disaster mitigation fields is regulated declaratively and inclusively in national plan which is established in broad region, and specifically and detailedly in urban plan which is established in narrow region. The program to improve regulation and institution is proposed in order to consider disaster mitigation fields as a level of this plan.

        This paper treats a genetic algorithm for ship scheduling problem in set packing formulation. We newly devised a partition based representation of solution and compose initial population using a domain knowledge of problem which results in saving calculation cost. We established replacement strategy which makes each individual not to degenerate during evolutionary process and applied adaptive mutate operator to improve feasibility of individual. If offspring is feasible then an improve operator is applied to increase objective value without loss of feasibility. A computational experiment was carried out with real data and showed a useful result for a large size real world problem.

        The purpose of this study is to suggest the analytical framework for a spatial structure of a tourism destination master plan by the two types of the tourism development models: Tourist attraction System Model and Tourism Destination Region Design Model. The resort development plan is introduced as a planning tool for regenerating the eastern Pusan regions, but the economic and environmental impacts and the sociocultural dilemma accompanied by the development should be fully considered before launching the business. The development plan announced currently is traced and examined in comparison with the upper-leveled and related plans. The Tourist Attraction System Model based on the systems theory is applied to the designated regions. The Tourism Destination Region Design Model then is applied for analyzing the components of each region on the master plan. The results of the findings suggest that the tourism destination plan is basically different from a general master plan on the physical comprehensive plan, the destination is recognized as a subsystem of the whole tourism system, and thus tourism destination plan is considered as a spatial arrangement of tourism facilities and the inter- and intra-circulation.

        This study examines the rural village planning in North Korea after the Liberation of Korea in 1945. For conducting this study, the creation of rural villages in North Korea were investigated according to the following periods: from the Liberation of Korea to the outbreak of the Korean War, from the end of the Korean War to the 1950's, 1960's, 1970's and 1980's. In this study, major rural villages were also examined and common characteristics of rural village-making in North Korea were analyzed. The following are the findings from this study. In rural village planning, historic revolutionary sites and buildings, where revolutionary achievements of Kim, Ill-Sung and Kim, Jung-Ill were reached, are well preserved and actively created. (2) Rural villages are intended to be a place for ideological education, productive activities and cultural refreshment. (2) In rural village-making, inclined planes are utilized, in consideration of climatic and topographic conditions. (4) The construction of residential areas with modern private houses is considered to be important in the making of socialistic and communist rural communities in North Korea. (5) For economic reasons, existing villages, buildings and facilities are preserved and local building materials are broadly used.

        The -advent of electronic navigation equipment and trustworthy computer which provides people with convenience made the management system by one-man bridge operation or the least people who are needed possible through the integration of communication network with various navigation equipment and related institution. One of the most needed ultra-modem navigation device for a mate, ECDIS is a core equipment for navigation in ENS that notifies peril to mate as well as supervises all tasks in hydrographical chart, voyage planning, course monitoring and voyage recording. We should make coast and ocean voyage planning first, for the secure navigation which is considering the course circumstances and next, for the reduction of voyage dates in economical aspect. There needs a thoughtful consideration about the feature of the ship itself and the course with weather condition in taking up the course and also we have to take into accounts about appropriate distance between ships. Considering the essential conditions of ECDIS the indispensable device in the future, it was developed the basic principle for voyage planning algorithm for officer and programmed to real implementation available. In this paper including most of the requirements in ECDIS performance standard I mentioned about such a basic and a core Principle with real application by using the Visual C++ programming language. The voyage plan includes the function that indicate and modifies all the way points in the course from department port to arrival port with erasing the wrong way points. Also, it provides in a document form that shows ETA at glance in average speed sailing.

        Rural area is not only majority area of national territories but also conservative area of traditions. But, rural area is, compare to the urban area, keep at a distance from the progression of industrialization and construction of infrastructures, and depopulation by push/pull effect of industrialization caused aged residents of the rural area. vacated space of the rural region, and ruined the rural amenity. And the other side, investment for the agriculture and rural area was focused to development of water and land reclamation for improvement of rice cultivation since late of 1960. As same steps, the rural settlement regional planning project was implemented with nation wide scale ever since the 1990. But, there was no guidance and technique firmly settle down for the rural planning. The rural planning that have rationality and reasonability must be set by systematical approach of planning hierarchies and interdisciplinary of multiple area of research. Hence, the guidance compilation was proposed and implemented for the rural planner and engineers, although timely late.

        The purpose of this paper is to describe the design of the decision support system for container terminal ship planning and to introduce the implemented system. The ship planning in container terminals consists of three major decision processes -the working schedule of gantry cranes the discharging sequence of inbound containers the loading position and sequence of outbound containers. For making these decision the proposed system can provide two ship planning modes the interactive planning mode with user-friendly GUI and the automated planning made. To implement the automated planning routine we acquired the planning rules from the expert planner in container terminals and developed an expert system based on the rules. Finally we evaluated the system developed and the potential for commercialization by using container terminal data.

        The production process of the compound-curved hull plates includes hull design, definition, fairing, modeling, lofting, cutting, and forming in sequence. Traditional fabrication methods and shop environment caused low level to productivity in medium and small sized shipyards. The most effective solution to solve those problems is to rationalize the layout of facilities. For the well-balanced development of domestic shipbuilding industry, it is urgently required to reduce the gap between modernized large sized shipyards and traditional small and medium sized shipyards in production technologies and efficiencies. For the efficient and accurate hull piece forming, all information from design to forming should be clarified and organized in a systematic manner. Thus, management of the information plays an important role in the computerized and automated of hull piece forming. The object of this paper is to survey the status of the field, to find out the feasibility and to introduce a draft of hull piece fabrication line for small and medium sized shipyards. The development of required system follows the object oriented technology to extend to simulation based system for carrying out physical product flow and facilities layout analysis. It is feasible to operate such a modernized facility for a group of small and medium shipyards who are unable to have each of their own facility because of its large amount of initial investment and insufficient work load.

        본 연구는 미국의 실용주의 철학자인 존 듀이의 공생적 합리주의 모형에 대한 분석과 이 모형의 계획이론의 적용에 대한 사회규범적 논의에 관한 것이다. 다양한 사회과학분야의 문헌고찰과 듀이를 비롯한 실용주의학파들의 연구를 중심으로 이루어진 본 연구는, 최근 논의되고 있는 사회 규범적 차원에서 논의되고 있는 계획이론의 이론적 근거를 존 듀이의 공생적 합리주의에서 찾고자 하였다. 민주주의의 속성상 계획과정에서의 상충과 갈등이 피할 수 없는 현실이라면, 이러한 갈등과 상충이 발전적 도구로 존재할 수 있다고 제시한 듀이의 공생주의는 합리성의 가능성에 바탕을 둔 고전적 합리주의 이론을 대체할 수 있는 하나의 이론으로 제시될 수 있을 것이다. 존 듀이의 공생주의 이론에 대한 연구는 기존의 계획이론분야에서는 제시된 적이 없는 최초의 연구로서, 향후 계획이론 분야의 발전에 있어서 이론적 분석의 한 축을 제시했다는데 본 논문의 기여가 있다고 하겠다.

        This study, a sub-one of comprehensive research works titled under "Rural Resources Evaluation System", tried to verify utility/applicability of the developed model system through the case study works on 3 sample villages, Backya, Uyan and Suyu, representing the lowland, upland and seashore villages respectively. From the various surveying and collecting works including the official/statistical data collection, map analysis, in-situ investigation, field survey and written material review, the original data set were obtained and manipulated into final input data for resources grading. After then, by the automatized calculation procedure of "Rural Resources Evaluation System", score results for resources evaluation were finally produced with the total maximum score being 1,000. Through comparing works among score results of 3 case villages and between score results and areal characteristics of each case village, the applicability of the system developed in this study was well confirmed.
