        The incidents related to transporting hazardous materials may cause serious impacts on neighborhood and surrounding areas. It is essential to have a real-time safe management system for incidents prevention of transporting hazardous materials. Currently, the system is not integrated into one channel, which makes it difficult to control an incidents response. Another problem is that event status is not appropriately shared among authorities having responsibilities taking down the incidents. This paper investigates previous studies covering the real-time safety management system for hazard material transports and suggests an integrated management system that helps communicate effectively and promptly.

        The study is conducted in order to identify whether there is difference in laboratory safety management committee and safety manager appointment for type of institutes(university, research institute, enterprise institute). The study conducted statistical analysis of 2484 institutes (university, research institute, enterprise institute) that attended 'current status of laboratory safety management' by year(number of current status participation). As a result, university showed increase in forming safety management committee as the number of current status(year) increases. The number of safety management committee held were the highest amongst all institutes being 2 held/ 2 year. Furthermore, period of safety management committee held at university and research institutes are decreasing stately. For 2014, the rate of hosting periodic committee and temporary committee simultaneously when necessary are increasing. The rate of appointing safety manager who is in charge of laboratory safety is increasing in university, but it is decreasing in research institute and enterprise institute. The work pattern of safety manager in university is increase in exclusive duties and decrease in adjunct duties, while work pattern in research institute and enterprise institute is more on the contract duties.

        The study was conducted with statical analysis of data (828 data in 2010, 752 data in 2012, 648 data in 2014) in order to evaluate laboratory awareness difference of research employees working in different types of universities. Results of the study were as follows: First, university institutes in the order of polytechnic colleges, university, and junior college showed the highest laboratory safety awareness in 'awareness and education of laboratorial safety regulation' and 'awareness in laboratory risk factors'. Second, the difference in safety awareness of universities by year(years that conducted current status survey) was the highest in year 2014, then in 2010, and in 2008. Third, the difference of research employees working for laboratory safety management by year(years that conducted current status) showed that university had the highest laboratory safety awareness in year 2010, but it changed to polytechnic colleges in year 2012 and 2014. Through this study, we could recognize the difference in safety awareness of research employees working in university institutes

        Depending on the growth of the construction industry, size of construction sites are becoming enlarged, and construction work is becoming diversified as well. However, this increases risks of safety accidents. In order to alleviate this problem, some large construction companies have implemented a Safety Patrol Management System (SPMS) in order to reduce accidents on construction sites. Aimed at the construction sites where SPMS has been applied, the purpose of this research is to calculate the proper number of SPMS safety mangers by comparing and contrasting the number of safety managers per person for each site with different sizes and the converted accident ratio. In addition, we also aim to calculate the adequate amount of SPMS safety management costs compared to the total amount of construction expenses required once SPMS is introduced.

        The study conducted questionnaire analysis to 413 industrial safety field employees in order to examine the necessity and validity of industrial safety field's 17th neo-job classification based on National Competency standards(NCS). As a result, 50.1% of industrial safety management field and 43.3% of industrial health management field answered that classification details of occupational safety and health management field are classified by job(duty) performance. Industrial safety management field recognizes that management and engineering section play a significant role in their work, while industrial health management field recognizes worker's health care and work environment management and overall control of work environment assessment to be significant in their work. Furthermore, industrial safety management field recognizes that separating qualification and foundation of 'construction safety manager', 'chemicals(safety and health) manager', '(toxic)risk assessment evaluator or risk factor manager' to be highly significant. The study is meaningful in that it suggests industrial safety field's qualification items practical in industrial sites

        PURPOSES : This study aims to investigate the direct and indirect influence areas from incidents on urban interrupted roadways and to develop traffic management strategies for each influence area. METHODS : Based on a literature review, various traffic management strategies for certain incidents were collected. In addition, the relationship between the measure of effectiveness and the characteristics of incidents was explored using an extensive simulation study. RESULTS : From the simulation studies, traffic delays increased as the number of lane closures increased, and the impact of lane closures was reduced to the direction upstream from the incident site. However, the magnitude of the delay change depended on the degree of saturation. Using these characteristics, the direct and indirect influence areas resulting from incidents were defined, and traffic management strategies were established for each direct and indirect influence area and for each level of incident. CONCLUSIONS: The results of this study will contribute to the improvement of national traffic safety by preventing secondary incidents and by effective adaptation to incident events.

        해양에서의 안전확보는 아무리 강조해도 지나치지 않다. 요즘 국내의 관심을 집중시켰던 해양사고중의 하나는 세월호 사고와 더불어 우이산호 사고이다. 이 사고는 2014년 1월 31일 여수 GS-Caltex 원유부두로 진입하던 싱가포르 국적 초대형 유조선(VLCC) “우이산호(WU YI SAN)”가 원유부두와 원유이송 송유관과 충돌하여 송유관 내부에 있던 유류가 해상으로 유출된 사고로서 1995년 여수해안에서 발생한 5천톤 가량의 유류유출사고가 발생한지 거의 20년만의 일이다. 울산항의 유출사고 사례는 2013년에 대형정유업체인 SK 에너지에서 운영하는 부유식 호스의 파손으로 인한 유출사고가 있었다. 이와 관련하여 현재 각 회사에서 운영중인 자체안전관리계획서 승인제도는 위험물 취급에 관한 최고경영자의 관심 결여 및 정부당국의 안전 관리 감독 소홀로 인하여 큰 역할을 못하고 있는 실정이다. 이에 이 논문에서는 현행 개항질서법상 규정되어 있는 위험물 취급 시설물에 대한 자체안전관리계획서 승인제도의 문제점을 파악하고 이에 대한 개선방안을 도출하여 위험물 취급 시설물에 기인한 사고방지, 환경보호 및 안전 확보에 기여하고자 한다.

        연안여객선의 사고는 많은 인명의 손실로 이어질 수 있어 그 예방이 무엇보다 중요하다. 2014년 발생한 비극적 세월호 전복사고 이후 이러한 사고가 재발되지 않도록 하기 위해 연안여객선의 안전 확보와 관련한 법제의 개정 및 정비 작업이 진행되어 왔다. 이에는 선박 자체의 감항성 유지를 위한 설비 및 선체와 관련한 규정, 선원의 교육·훈련 등 질적·양적 제고를 위한 규정, 그리고 연안여객선의 안전관리체계의 개선을 위한 규정 등의 개정 및 정비가 포함된다. 이와 관련하여 본 논문은 특히 연안여객선의 안전관리와 관련한 법제의 현황을 분석하여 문제점을 파악하고 개선 방향을 제시하여 연안여객선 안전 확보에 기여하고자 하였다. 이를 통해, 연안여객선 안전관리 법률로서의 해운법의 부적절성, 연안여객선 구분의 부적절성, 선령 연장의 부적절성, 안전관리주체의 혼란성, 그리고 기타 여객선의 개념, 선원의 질적 개선, 과적 방지 및 승객 안전 고지 등에 대해 문제점을 파악하고 그 개선 방향을 제시하였다.

        The weapon systems development has some distinct characteristics in that a big size of government budget (derived from national tax) has been expended frequently and the completion of the development projects seems to take long. Thus, the impact of the potential changes in the required operational capability on the development activities can induce some type of project risks. As such, proper management of project risk has been one of crucial subjects in the weapon systems development. Although a variety of methods can be considered, an approach based on the test and evaluation (T&E) process has been selected in this paper in order to appropriately handle those potential risks. In the study of the underlying T&E process, the safety consideration (for instance, explosiveness) of weapon systems is also included. To achieve the objective of the paper, a step-by-step procedure is first presented in the analysis of the T&E process. Then, to pursue some enhancement on the process, a set of necessary and useful activities are added in terms of risk and safety management.         단감은 연평균기온이 13℃ 이상이며 겨울철에 –14℃ 이하의 낮은 기온이 없는 지역을 재배안전지역으로 설정되어 있으므로 주 재배지는 전남과 경남지역으로 전국 재배면적은 24,299ha에서 171,699톤을 생산하고 있는데, 유기재배 면적은 20.7ha로 전체 면적의 0.09%를 차지하여 매우 경미한 실정이다. 이처럼 단감 유기재배가 확대되지 않은 가장 큰 이유는 병해충 방제가 어렵기 때문으로 조사되었으며, 방제가 어려운 병해충으로 는 탄저병, 둥근무늬낙엽병, 감꼭지나방, 노린재류, 주머니깍지벌레 등이었다. 유기재배 선도농가의 병해충 방제회수는 해에 따라 다르지만 연 9~16회 살포하며, 주로 사용하는 자재는 석회유황, 황토유황, 기계유유제 그리고 유기목록 공시자재로 등록된 식물추출물제, 자가제조한 마늘, 은행, 자리공추출물 등을 사용하였다. 유기재배 단감의 병해충 방제체계 확립을 위하여 부유 8년생에 종합관리 Ⅰ(연 8회 살포), 종합관리 Ⅱ(연 11회 살포)를 두고 농가관행방제와 비교하였다. 종합관리1, 2, 농가관행방제에서 최종 착과율이 각각 81%, 74%, 77%였으며, 탄저병, 주머니깍지벌레, 감관총채벌의 피해는 처리간에 차이가 없었으나, 수확기 노린재 피해과율은 각각 16.5%, 27.7%, 30%로 종합관리 처리에서 관행보다 다소 낮은 피해를 보였다. 또 농가에서 가장 빈번하게 사용하고 있는 유기농자재의 안전사용기준을 설정하기 위하여 시기별, 농도별 약해시험 결과, 유황제는 어린잎일때는 300배, 잎 전개 후에는 200배로 사용하고, 보르도액, 유화제는 모든 시기에 100배, 기계유유제는 모든 시기에 50배 사용하여도 약해는 발생하지 않는다.
