To keep enterprise's competitiveness on condition of the automatic manufacturing system such as FA, FMS and CIM, all the maintenance problems should be considered seriously in not only production and maintenance but also related industrial safety. As we analyze in the surveys for the maintenance management of domestic enterprises and the causes of Industrial accident, there will be necessity of drawing up countermeasures for prevention of industrial accidents and for ensuring expertise maintenance technologies. Based on these analyses, this study studied the safety information system, maintenance management information system, and the machinery condition diagnosis technique by using of the knowledge-based system under the internet environment. This web based knowledge-based diagnosis system can easily provide not only the knowledge of expert about deterioration phenomenon of industrial robot, but also the knowledge of relating safety and facility on everywhere, everytime. Therefore, when we use this system, it is expected to improve the efficiency of business processes in the production and safety.
About one hundred twenty thousand (±twenty thousands) people are wounded and about two thousand persons are dead from industrial accidents in Korea [1], Therefore, Korea is notoriously called as a haven of disaster. This study investigated the safety situation of industries and attitude of safety managers to reduce the occurrence of accidents. The period of investigation was during March through August, 1977. Two hundreds of safety managers were replied, but replies of 183 were used because some of them were inappropriately answered for the questions. Their replies were analyzed by SAS program. As a result, only three persons out of 183 managers were women, 83% of them are married, 25.1% were graduated from university, 15.2% were graduated from two-year college. Full time safety managers were only 8% of them. Safety managers who have experienced injured before their current position were 26.3%. This confirms that company allocated injured persons to a safety department. Korea also needed an educational agency like NIOSH and a punishment agency like OSHA in USA[5]. These agencies can solve a fundamental problem of safety management for small-and-medium size industries. Furthermore, a new safety management bureau for controlling these two agencies will be necessary to reduce accidents in near future.
Inchon Port is the second largest import-export port of Korea, and has the point at issue such as the excessive logistics cost because of the limits of handling capacity and the chronic demurrage. There are few research activities on the analysis and improvement of the whole port operation, because Inchon Port not only has the dual dock system and various facilities but also handles a various kind of cargo. The purpose of this paper is to develop the simulation program as a long-term strategic support tool, considering the dual dock system and the TU(Terminal Operation Company) system executed since March, 1997 in Inchon Port. The basic input parameters such as arrival intervals, cargo tons, service rates are analyzed and the probability density functions for these parameters are estimated. The main mechanism of simulation model is the discrete event-driven simulation and the next-event time advancing. The program is executed based on the knowledge base and database. From the simulation model, it is possible to estimate the demurrage status through analyzing various scenarios and to establish the long-term port strategic plan.
Eventually so as to realize the construction safety, 1 found out the cause of accident and specificities of the construction industry. This study presented to several situations and problems on construction safety. As a result of this study, the below matters must be improved for more effective the construction safety management system. 1. It need to introduce the total construction safety management system. Because there is not effectiveness in the current safety management to the first on the construction field. a. We must consider the safety in the whole parts of the process of the construction and constructors of each part must devide responsibility of the construction safety as a CDM(The Construction Designed Management) used in UK. b. It is desirable to proceed control of safety in the whole parts of the construction to introduce the total safety coordinator that can consult the matters of safety as a law accepted in EU. c. Like management of the construction safety in USA, direction of the construction safety must be made to work exactly by code or manual. d. To improve the organization of the construction safety on the construction field unefficient, it must be introduced safety supervisor, safety coordinator or institutionalization of safety consultant. 2. The law of the construction safety not only have wasteful element but also decrease efficiency by overlapping of regulation, The Ministry of Labour and The Ministry of Construction & Transportation, So laws related with safety must be instituted. a. To realize total safety management, The Ministry of Labour must legislate the basic law about safety management in whole field. b. To legislate the construction safety under one law, and improve efficiency of the overlapping of regulation and the similar law by The Ministry of Construction & Transportation. c. It must be made the law of construction safety that can proper to change of situation in construction. d. The standard of safety must be instituted belong to international level and improved by year. e. We must improve irrational regulation to realize activity of safety self regulating for progress competition in construction industry
As the manufacturing systems adapt information technology, safety control and management systems are required to adapt information technology by changing the industrial environment. This paper is presented the methodology of designing the safety control and management system based on intranetwork environment to reduce breakdown time on facility and Increase efficience of safety training and education.
한국에서는 많은 산업재해로 인해 물질적 손실뿐만 아니라 국가 신뢰도에도 영향을 미치고 있어 선진국이 되기 위해서는 산업재해를 획기적으로 줄여야만 한다. 산업재해 예방을 위해서는 여러 방법 중 각 사업장의 안전관리를 담당하고 있는 산업안전관리자를 좀더 효율적으로 양성할 필요가 있다. 효율적인 안전관리자를 양성하기 위해서는 이들의 교육과목이 체계적으로 연구되어 각 과목들의 상대적 중요성의 분석이 필요하다. 본 논문에서는 이들 교과목의 상대적 중요도를 분석하였고 이의 타당성을 평가하였다. 안전관리자를 위한 상대적 중요도 분석은 AHP(Analytical Hierarchy Process)를 이용하였다. 분석결과 안전관리분야(W=0.355), 인간공학 및 시스템안전분야(W=0.242), 기계안전분야(W=0.13), 건설안전분야(W=0.12), 전기안전분야 (W=0.091), 화공안전분야(W=0.062)순으로 안전관리분야와 인간공학 및 시스템 안전분야의 상대적 중요성이 높게 평가되었다. 이러한 결과는 학교 교과목뿐만 아니라 산업안전공단이나 산업안전협회 등의 안전교육 계획수립 시에도 많은 도움이 될 것이다.
해마다 여름철에 동해안 해수욕장을 찾는 피서객이 늘어남에 따라 그와 비례하여 해수욕장 안전사고도 늘고 있는 것이 현실이지만 해수욕장의 안전관리 실태나 피서객의 안전의식은 과거와 크게 달라진 것이 없으므로 안전사고도 늘어날 수밖에 없는 현실이다. 이에 해수욕장 안전사고를 줄이기 위한 첫 단계로 피서객들이 어느 정도의 안전의식을 가지고 있는가와 과연 그들이 자신들이 방문한 해수욕장의 안전시설이나 관리 상태에 어느 정도 관심을 가지고 있는지 그리고 만족하는지를 조사하여 보았고 구체적으로 어느 부분에 문제가 있는 지를 개별면접을 통한 설문조사를 광범위하게 실시하여 본 논문을 작성하였다. 설문 기간은 1999년 7월 29일부터 8월 9일까지 2주일 동안 동해안의 주요 해수욕장인 속초해수욕장, 낙산해수욕장, 경포대해수욕장, 망상해수욕장의 4곳의 해수욕장에서 600여 개의 설문지를 토대로 여러 가지 질문들에 대한 SAS 통계 분석을 시도하였다. 우리나라 실정에 맞는 해수욕장 안전관리 가이드 라인을 설정할 수 있는 기초 연구로 삼기 위해 이 조사를 수행하였다. 차후 연구는 이를 기초로 하여 보다 광범위한 설문조사 및 실태조사를 실시하고 분석하고, 다른 나라의 해수욕장 안전 관리 실태와 비교 분석하여 우리나라의 현 상황을 진단한 후, 우리나라 실정에 맞는 해수욕장 안전관리 가이드 라인을 설정할 수 있을 것이다.
Most of chemical plant are using toxic and dangerous materials, inflammable and poisonous. There are many accidental dangers by escaping of fire, explosive and poisonous materials in case of high temperature and pressure. The accidents lead to taking employer's and local people's life and environmental contamination. Therefore, 27 small-medium chemical plant, which size is 30∼200 employees out of safety management agent in the area of A was selected in this study. The problems of safety management and several countermeasures at the chemical plants was indicated through the analyzed data. Prior to this analysis, top managers' concerns, equipment maintenance for the safety management are needed. For the future, calamity prevention countermeasures by industrial disaster analysis are needed and active safety management programs are investigated for the industrial disaster prevention and productivity enhancement at the chemical plant.
This paper presents the safety management model, which is appropriate for small-to-medium enterprises that rank the highest disaster rate. It is required for these companies to modify and improve the safety-related articles and it is performed to compare and analyze the industrial disasters and safety management systems between large enterprises and small-to-medium enterprises. The basic direction of change of industrial safety healthy system must be classified to the dual direction. For large enterprises, it is focused on not pre-regulations but post-regulations based on the self-control safety management system. But for small-to-medium enterprises, it is required to intensify the safety management system and the safety responsibility for owners or administrators. Specially, the responsibility for disaster must be more strengthened by the penalty and the insurance method, and then it must be performed not only the financial support of government but also middle and long-term technical support by private safety organizations.
IPQC system was introduced for the flight safety at the age of scientific safety management in the 1980s. In spite of performing this system, aircraft accidents caused by human factors, which were above 70% among all flight accident factors, have not been reduced. Accordingly, throughout this paper I analyzed the aircraft accident factors by means of a literature study and a pilot survey. Then, based on the notion of TQC(Total Quality Control), I hierarchically classified Individual Quality into Capacity Management, Safety Management, and General Management and did the low-ranked management factors as well. AHP (Analytic Hierarchy Process), one of the scientific management methods, was used for estimating the relative importance of Individual Quality Control factors and the heavy aircraft accident causes over the last 20 years were analyzed according to the flight ranks. Based on the comparative analysis of results derived above, an IPQC model as flight ranks is established. In short, according to this newly suggested model we can obtain the maximum flight safety with the preventive actions against aircraft accidents caused by human factors and by improving the operation effect under the reasonable pilot management.
This study is concerned with developing a heuristic algorithm for solving a class of ninlinear integer programs(NLIP). Exact algrithm for solving a NLIP either may not exist, or may take an unrealistically large amount of computing time. This study develops a new heuristic, the Excursion Algorithm(EA), for solving a class of NLIP's. It turns out that excursions over a bounded feasible and/or infeasible region is effective in alleviation the risks of being trapped at a lical optimum. The developed EA is applied to the redundancy optimization problems for improving the system safety, and is compared with other existing heuristic methods. We also include simulated annealing(SA) method in the comparision experiment due to ist populatrity for solving complex combinatorial problems. Computational results indicate that the proposed EA performs consistently better than the other in terms of solution quality, with moderate increase in computing time. Therefore, the proposed EA is believed to be an attractive alternative to other heuristic methods.
