The Northeast of China, which covers an area of 124'1400 km2, comprises HeiLongjiang, JiLin, LiaoNing province, and northeast of inner Mongolian. The annual mean temperature is 5 centigrade below zero in the north, and 10 centigrade above zero in the south. The annual precipitation range from 300 mm to 1200 mm. Moreover, northeast China is an important forest area in China, and hundreds of forest disease and pests occurred every year. Among these pests, the Lepidoptera account for a big part, accordingly, the research on diversity of Lepidoptera is the basis of taxonomy and pests control. According to 「List of Chinese Insects」(Hua, 2005), there are about 20,692 species in China, and 2,934 in Northeast China, for instance, Noctuidae 1,400 spp. (Hua, 2005), Notodontidae 128 spp. (Hua, 2005), Tortricidae 267 spp. (Hua, 2005), Pyralidae 146 spp. (Hua, 2005), Geometridae 233 spp. (Zheng, 1999), Hesperiidae 54 spp. (Zhou, 2000), Parnassiidae 32 spp. (Zhou, 2000), Papilionidae 26 spp. (Zhou, 2000), Pieridae 59 spp. (Wang, 1998), Nymphalidae 188 spp. (Zhou, 2000), Lycaenidae 150 spp., etc. (Wang, 2002).

Recently Korean enterprises that branch out into China have been continuously increased to achieve diverse objectives such as personnel expenses reduction, market share extension on China and globalization strategy implementation. We have studied about competitiveness reinforcement of enterprises that branch out into China in terms of TPM(Total Production Management). In this paper, we extended the concept of traditional TPM(Total Productive Maintenance) to TPM(Total Production Management) that covers extensively the concept of total management innovation activities. We explored detailed activities of TPM and voluntarily participative field research circle. Also, We suggested some prerequisite conditions for TPM settlement that might be recommended for the foreign companies in China and checked Key Performance Indicator(KPI) that could be useful to confirm how TPM contributed to enterprise competitiveness reinforcement.

최근 세계금융위기의 한파에도 불구하고 방문판매는 그 성장규모에서 꾸준한 상승세를 이어가고 있다. 이는 방문판매가 중간상을 통하지 않고서도 제품의 우수성과 독특함을 바탕으로 무한연쇄 장구조로 발전할 수 있는 매력적인 이론적 근거를 바탕으로 하고 있기 때문이다. 이에 따라 세계방문판매업계는중국의 구매력에 높은 관심을 가지고 있다. 그러나 국가마다 갖고 있는 경제상황, 역사문화, 사회적 풍토 등 다양한 환경적 요인에 의해 방문판매는 거래관행(관습)에 있어서 상당한 차이를 가지고 있다. 특히 중국은 시장경제과도단계에 시장원리보다는 인위적으로 만든 정책적 성향이 강하다는 측면에서 독특한 규제 체계를 구성하고 있다.본문은 중국 방문판매의 발전상황에 착안하여 방문판매업자에 대한 일반규제와 소비자보호에 관한 규제를 살펴보고, 이를 기초로 현행 법규제의 문제점을 검토하고 개선방향을 제시하였다.

Thirteen species of mealybugs were intercepted in quarantine at Korean ports of entry on plant materials from China over the past 9 years (2000-2009). Of these, Phenacoccus madeirensis Green has been newly reported in China through this study. This list and key are provided to assist in identifying intercepted specimens of mealybugs from China.

A total of four Perigrapha species were found in Northeast China. Among them, Perigrapha extincta Kononenko, 1989 is reported for the first time in China. The species is briefly redescribed with adult and male genitalia pictures, key, and geographic distributions

본고는 1903년에 발행된 ｢일로청한 명세신도｣에 나타난 일본인들의 독도에 대한 인식을 확인하기 위해서 마련되었다. 먼저 이 지도를 편찬한 ‘제국 육해 측량부’가 육군 측량부와 해군 수로부의 측량과가 임시로 합해진 기구로 보고, 이 지도를 국가기관에 의해 제작된 것으로 상정하였다. 그리고 그 제작의 목적은 러일전쟁을 준비하기 위한 전략상의 필요에 의한 것이라고 추정하였다. 또 한 ․일 간 동해안에서의 경계선 획정에서 독도에 해당되는 송도를 한국의 동단(東端)으로, 일본은 오키도를 서단(西端)으로 하여 같은 거리에 경계선을 그으면서, 그 사이에 공해를 설정하였다는 사실을 확인하였다. 이와 같은 사실은 일본사람들이 러일전쟁의 발발 이전에는 독도를 한국의 영토로 인식하고 있었다는 것을 말해주는 증거로 간주하였다.

대한민국 정부는 UNCSGN 및 IHO의 결의에 따라 East Sea와 Sea of Japan을 병기해야 한다고 주장하는 반면, 일본 정부는 IHO의 결의에 대해서 “이 결의는 만 또는 해협 등이 2개 이상의 국가주권 하에 있는 지형을 상정한 것으로, 일본해와 같은 공해에 적용된 사례는 없다”고 주장하고 있다. 본고는 ‘일본해’의 명칭이 공해로서의 의미를 갖고 사용된 것이 아니라 ‘일본의 바다(영해)’로서의 의미를 갖고, 일본의 대외팽창에 따라 영해로서의 ‘일본해’가 확장되었음을 1903년 일본의 육해측량부에서 편찬한 ｢일로청한명세신도｣를 갖고 입증한 것이다. 이를 통해 동해의 명칭이 ‘동해/일본해’로 병기하여야만 한다는 것을 천명하였다.

China did not join the Proliferation Security Initiative due to deep legal and policy considerations. China now has sufficient reasons to reappraise its existing stance in light of the establishment and continuous development of a positive, cooperative and comprehensive Sino-U.S. relationship, institutionalization of the PSI by U.S. President Barack Obama, and new changes in nuclear nonproliferation and disarmament. China’s participation in the PSI will be much more useful in enhancing the construction of international nonproliferation systems rather than remaining disengaged. Now it is the time for China to make the political decision and participate in the PSI.

中国正在由传统社会进入“消费社会”的过程中，消费文化及其倡导的生活方式影响着当代中国新中间阶层，而中国新中间阶层的消费行为、消费模式、消费观念以及由此而形成的消费文化，不仅关系到其自身的发展，而且还将引领整个社会时尚与生活方式，甚至关系到经济的发展和社会的稳定。消费观念是指人们对其可支配收入的指导思想和态度以及对商品价值追求的取向,是消费者主体在进行或准备进行消费活动时对消费对象、消费行为方式、消费过程、消费趋势的总体认识评价与价值判断。在消费活动中，消费观念对于消费活动产生的作用力尤为明显，一定得消费观念对于人们的消费趋向有一定的引导作用，因此新中间阶层的消费观念十分值得我们关注。本研究对于新中间阶层消费观念的研究主要侧重品位个性消费观念、符号消费观念、节俭与奢侈观念和超前消费观念等几个维度。

Developed countries especially United States of America(USA) and Canada hadn't taken any Countervailing Measures(CVM) against China before 2004, because they regarded China as a non-market economy(NME) country, and they thought NME country didn't exist the market price, and it is difficult their to calculate or apply the CVM rate in NME country. But China was invoked by Canada and USA with anti-subsidies investigation since April 2004 still they regarded China as a non-market economy(NME) country. So this paper will mainly analyze the case concerning among China, USA and Canada anti-subsidies investigations against China in the Special Import Measures Act(SIMA) in Canada, United States Countervailing Duty Law(USCVD) in USA, WTO SCM Agreement, and discuss the substantive claims of contracting parties, and find the problems of Chinese subsidy system and Chinese granted' WTO SCM Agreement. Through these cases, Chinese government should adjust its domestic industrial system and subsidy system which will lead to international disputes especially prohibited subsidies.

파산재산과 파산변제순위는 어느 나라에서든 파산법상 가장 중요한 문제이다. 2007년 6월 1일 시행된 중국 신 파산법은 파산재산의 범위에 대하여 를 택하여 파산신청 수리 당시 채무자가 소유하고 있는 재산의 전부와 파산신청이 수리된 당시부터 파산절차 종결 전까지 채무자가 취득한 재산을 포함시켰으며 還取權·取得權·別除權·相計權 그리고 取消權과 무효행위제도에 대한 규정으로 파산재산의 범위를 규범화하게 하고 있다. 그리고 중국 파산법은 채무자의 파산재산의 변제순위에 대하여 대체적으로 파산비용과 공익채권, 근로자임금, 국가세금 그리고 일반채권의 순서대로 변제하는 것을 규정하고 있다. 입법과정에 논란이 많았던 담보물권과 임금채권의 변제순위 문제에 대하여 은행의 대표는 시장 거래의 안전과 질서를 유지하기 위하여 임금채권보다 담보물권을 먼저 변제하여야 한다는 주장을 가지는데 반해 노동조합 측은 중국이 개발도상국으로써 사회의 안정을 위하여 정책성 파산의 조치를 택하여 담보물권보다 임금채권을 먼저 변제하여야 한다는 견해를 가지고 있다. 논의 끝에 중국 신파산법은 이 법이 공포된 날 전에 발생한 임금채권은 담보물권 보다 우선 변제순위를 가지며 이 법이 공포된 날 후에 발생한 임금채권은 우선권이 없는 것으로 규정하였다.
