        본 연구에서는 한국해양경찰의 교육시스템과 선진해양국의 유사기관의 교육시스템을 상호 비교, 분석하여 21세기 해양경찰의 역할과 임무에 적합한 교육제도의 개선방향에 대해 연구하였다. 그 방안으로 해양경찰은 다양한 루트를 통해 우수한 간부인력을 수급하여 이에 적합한 교육프로그램을 개발하여야 하며, 21세기 발전모델을 토대로 미래지향적인 교육제도를 개발하여야 한다. 또한 교육내용과 교육과목을 해양경찰 관련분야를 전반적으로 취급할 수 있도록 조정하여야 하며, 신규임용자에 대한 교육 및 현직자의 직무교육을 위하여 해양경찰학교 및 자체 교육장을 신설 및 확장하여야 한다.

        This study emphasizes a comprehensive strategy to reduce crime risk factors in individual, family, school, peer group, and community levels. This effort includes prevention, early intervetion, and treatment services for juvenile offenders. This study offers a coordinated, community-based multi-agency network system both to provide several simultaneous services for youths and to reduce disorganized neighborhood environments. This stuy suggests a role of each agency such as family, school, welfare center, police, probation officials, church, business, and residents in a community-based comprehensive multi-agency collaboration. This study emphasizes the engagement of neighborhood residents as a main role in comprehensive multi-agency activities.

        Korea Maritime Police Agency(KMPA) has been pressed by some environmental factors. The changes in the international maritime legal system, such as the entry into force of the UNCLOS in 1994 and the promulgation of the Korea 200-mile EEZ, have radically expanded the mission of the KMPA. In addition, there is, among other nations, no such large size maritime agency, equivalent to the KMPA, except in the cases of USA, Canada, and Japan. And what is more, critics outside the KMPA, including some other government agencies and stakeholders may propose to dismantle the KMPA. In this paper, the author highlights the internal and external issues facing KMPL, and he urges KMPA to change the organizational culture for maintaining its identity and characteristics by adopting the Total Quality Management. And he tries to assess the adoption of TQM on KMPA, by using the Feasibility Assessment Technique.

        학생 주도성(student agency)은 미래 학습의 핵심으로 국제적인 관심을 받고 있지만, 현행 교육 정책은 여전히 학생을 배제한 채 결정되고 있다. 이러한 문제의식에 터하여 본 연구에서는 학생들의 시선으로 우리 고등학교 교육의 현실을 바라보고 미래교육을 예측하며, 학습자가 주도하는 프로젝트가 고교 교육에서 어떻게 적용가능한지를 살펴보았다. 학생의 목소리를 적극적으로 담아내고자 본 연구는 학생 주도 프로젝트 실행 기법(Student Agency Driven Action Research, SADAR)을 구안하고 적용하였다. 경기도의 아홉 개 고등학교에서 ‘학생들이 제안하고 만들어가는 교육정책’이라는 주제로 ‘미래교육 제안 프로젝트’를 실시한 결과, 고교교육의 현황 및 전망에 대하여 첫째, 배움의 목적과 학교의 의미, 둘째, 배움의 내용과 과정, 셋째, 배움의 방식과 평가, 그리고 사회적 관계, 넷째, 꿈과 진로, 그리고 미래, 다섯째 학교에서의 삶과 학생의 목소리의 총 다섯 개 영역으로 제시하였다. 향후 교육을 고민하고 미래를 전망할 때 학생들을 보다 적극적인 교육의 주체로 인식하는 노력이 요청된다.

        The purpose of this study is to identify differences based on demographic characteristics and travel-related characteristics: first, whether travelers used a domestic travel agency and second whether travelers purchased a full-package travel program. A sample selection probit model was used to provide simultaneous evaluation of the different characteristics of outbound travelers. The present study investigates how tourists make decisions based on two travel-pattern choices. It then goes on to explore the characteristics of outbound travelers from South Korea. The data is drawn from a nationwide survey in South Korea, and a total of 859 surveys were used for analysis. Due to the interdependent nature of the choices, a sample selection probit model was used to estimate outbound tourists’ use of domestic travel agency and purchase of full travel package. Significant determinants of domestic travel agency use are identified as age, gender, marital status, party size, children, length of travel, and travel distance, while those of full travel package purchase are age, marital status, and travel purpose. Estimated results provide manifestations of differing travel needs of outbound travelers. the results of this study demonstrate differences between travel-agency users and full-package travel-program consumers and provide determinants that affect the purchase of full-package travel.

        Purpose - The Korean child welfare services may have different feelings between providers and users. Few studies on the child welfare service quality have been conducted and research on the coorientation model of child welfare services are nonexistent. We compared the perceptions of Korean child welfare service providers and users in this study. It will have many applications in the service quality fields by applying a coorientation model. Research design, data, and methodology - In order to enhance user satisfaction with child welfare services, around 200 samples were carried out both in Busan and Kyungsangnamdo randomly. Seven point Likert scale was used in the questionnaire. Two measurements were made to evaluate the different positions on the part of child welfare service providers and users to assess their mutual orientation. Paired t-test verification was conducted for congruency analysis, and the verification of agreement and accuracy was analyzed by independent t-tests. Results - We empirically examined the differences between the providers and the users stance. The results are as follows. We have verified the statistical significance of the difference in perception between providers and users. We also confirmed a degree of agreement, a degree of congruency, a degree of accuracy and a degree of meta agreement in the study. In the Korean child welfare service quality, the coorientation model of process quality appeared in the form of semi-dissensus, the coorientation model of results quality were shown in the form of ignorances and the coorientation model of physical environment quality were investigated in the form of semi-dissensus. Conclusion - The study concluded that users need to understand more about the providers in order to enhance the coorientation model in process quality and physical environmental quality, and the providers need to persuade the users clearly about the positive factors. To enhance the coorientation model of the result quality, it can be misunderstood by guessing that the other party will positively evaluate it. Therefore, users believe that they need to talk more clearly to the provider about the results of the korean child welfare service quality to reduce misunderstandings and to understand each other about the resulting quality.

        Purpose – The purpose of this research is reflected on the rapid development of online tourism industries. The study was to establish the strategy for Korean tourism enterprises to develop tourist commodities suitable for Chinese tourists and attract them to visit Korea by the empirical analysis of the relation between repurchase intention of tourists and its premise variables (e-service quality, perceived value and satisfaction). Research design, data, and methodology – This research carried out a questionnaire survey on Chinese tourists who visited Korea with experience of using the online travel agency web sites. A total 398 answers were recovered, 41 of them were excluded due to the dishonest answers and 357 of them were finally analyzed. The data was analyzed with IBM SPSS AMOS 22.0. Results – The research results show that in the online travel agency web site e-service quality, convenience, interactivity, information validity, credibility had a positive impacts on perceived value and satisfaction. The perceived value of online travel agency website users has positive impart on satisfaction and repurchase intention. Satisfaction of online travel agency web site users have positive impacts on repurchase intention. But safety has no impact on perceived value while positive impacts on satisfaction was affected. Conclusions – First, in the online travel agency web site e-service quality, safety has no impact on perceived value while it was shown to have positive impacts on satisfaction because the users of online travel agency web sites believe that the protection of personal information, the defense of cracker and the safeguard of payment security are the basic premises of website operation. Although safety does not have impacts on perceived value, users benefits will suffer damage when hacker intrusion and other accidents occur so that online travel agency web sites should not ignore the security concerns. Second, credibility is a major concern for online travel agency web site users. At this time, it is necessary for the web site to establish a system to display both the commodity information and the using experience published on the user's SNS, thus improving the credibility of the website information.

        Prior literature expects a lower marginal cash value for weaker governance firms. We test this empirical hypothesis by using the sample of publicly traded Korean firms from 2005 to 2013. To measure the quality of governance structures, we employ the corporate governance scores provided by Korean Corporate Governance Services. The empirical model of Faulkender and Wang (2006) is adopted to estimate the marginal value of cash. Our empirical analysis shows a higher marginal value of cash for the good governance firms in the examination of the total governance score. This finding is consistent to the agency view of cash policy predicting a larger marginal value of cash for the firms with higher governance scores. However, this positive relationship is not robust for a subset of detailed governance scores; a lower marginal cash value is observed for the firms with better qualities of board structure, auditing, dividend policies. Moreover, our empirical analysis verifies a quite low level of marginal cash value for Korean firms, which supports the existence of severe agency conflicts in Korean corporations. Our results verify the significant role of agency conflicts between a manager and shareholders in the determination of marginal cash values in the Korean firms.

        본 연구는 다문화가족 지원을 목적으로 하는 대표적 다문화기관인 다문화가족지원센터에 근무하는 인력의 다문화 역량 및 서비스 질의 관계를 탐색하고 전문성 증진을 위한 교육훈련방안 등에 관한 함의를 고찰하기 위함이다. 현재 정부의 다문화정책은 다문화가족에 대한 사회적 지원을 중심으로 하는 사회통합정책으로 평가되고 있다. 이에 지역사회에서 다문화가족의 사회적응 지원에 중요한 역할을 수행하고 있는 서울·경기지역 다문화가족지원센터에 근무하는 인력 157명을 대상으로 서비스 질과 다문화 역량 변인들의 관계를 실증 조사하였다. 연구 결과, 다문화가족지원센터의 인력은 전문자격증 소지자들로 다문화가족의 사회적응 교육 및 종합적인 지원 업무를 수행하고 있으며 서비스 질과 다문화 역량이 높은 편이다. 특히 다문화 역량의 특성은 일반적 변인, 전문인력 변인, 교육 변인에 따라 통계적으로 유의미한 차이가 나타났고, 서비스 질은 학력, 자격증, 다문화 교육 시간 등에 따라 유의미한 정적 관계가 나타났다. 그리고 다문화가족지원센터 인력의 교육과 근무기간 등의 특성과 다문화 역량 요인인 지식과 기술이 서비스 질에 긍정적인 영향을 미치고 있음이 나타났다. 이에 다문화가족지원센터 종사자의 다문화 역량 증진과 서비스 질 강화를 위한 교육훈련, 인력양성체계 등 전문성 제고 방안을 제언하였다.

        본 연구는 대리인 이론의 관점에서 뉴욕 뉴저지 항만공사의 거버넌스 제도가 어떻게 공기업의 대리인 문제를 극복하고 있는지를 분석하고, 우리 나라의 항만공사 거버넌스 제도 개선에 도움을 줄 수 있는 시사점을 발견하는 것을 목적으로 하고 있다. 뉴욕 뉴저지 항만공사는 인사권의 분산, 회의 공개 정책, 정보 공개 정책, 공청회, 재정적 독립 채산제 등과 같은 거버넌스의 특성을 지니고 있는 것으로 분석되었다. 그런 거버넌스적 특성들이 주인의 대리인에 대한 감시 감독 강화, 주인-대리인 사이의 정보 비대칭성 완화, 조직 소유관계의 명확화 등을 통해, 역선택, 도덕적 해이, 복합적 외부 구조 등의 공기업 대리인 문제들을 효과적으로 극복하는 데 도움을 주고 있는 것으로 나타났다. 이런 특성들은 우리 나라 항만공사의 거버넌스 제도를 설계하는 데에 시사하는 바가 많다고 생각된다.
