        This study investigated the problem of the existing rural development plan where the opinions of local residents are excluded due to the lack of expert knowledge and limited participation and sought the village development plan driven by the voluntary participation of local residents by applying a rural forum targeting rural villages to solve the problem. As a result of the study, (1) the problem of the current village development plan should be made based on the participation of local residents, and (2) this problem has remained as an important challenge. Therefore, the village improvement activities that have reflected the opinions of local residents can be said to be (3) the process that seeks the change into the rural planning process led by local residents, and this study derived the ways to ensure the voluntary behavior of local residents, strengthen local residents' capacity to create on-going villages, and expand local residents' participation opportunities in the entire process of rural planning through the application of the rural forum. (4) Although it is generally difficult for local residents to propose opinions directly and exert influence in the rural planning and design process and it is not easy to reduce the difference in the perspective between the professionals and local residents, significance lies in the fact that local residents voluntarily determine the future of their region and derive the plan. Therefore, the experience of decision-making and consensus process through the rural forum can promote the sustainability of the village creation participated by local residents and the increase of local residents' role. This study took one village as an example to reflect the results applied to the rural forum, and it is difficult to determine that it has been fully verified with the method of residents' participation. Therefore, future studies to verify the effectiveness of village creation and seek the empirical utilization measures are needed more, and the operation of education programs and various support plans suitable to the capacity and level of local residents should be promoted rather than the traditional lecture-style stereotyped education in the future for sustainable rural development.

        The purpose of this study was to develop survey tools for diagnosis of capacity levels in business promotion of rural residents when performing a rural development project of a regional unit. The cases of previous studies were analyzed to select community capacity indicators related to a rural development project. Five indicators were derived : social capital, consciousness of participation, community spirit, and leadership. Based on the five indicators, measurement items of various capacities were selected and 54 survey items were selected through evaluation of experts twice. The pilot tests were conducted and targeted at Jeonnam song ho-jung village and Gyeongnam Haegeumgang village to identify derived survey items. In addition, descriptive statistic analysis and reliability analysis were conducted. As a result, survey items were corrected by reducing 10 items of the total 54 items. This results showed that using this tool could help us understand capacity levels of rural residents.

        This study aimed at setting up the grading indicator standards on development stages for phasing the continuous development process. To achieve the objective of this study, after referring to the proposed cases derived from the reference analysis, the development stages were classified. Also grading criteria of indicators according to development stages were established through the statistical analysis and expert group checking. Development stages of rural village were stepped into 4-stages through the reviews and analysis of reference literature ; preparation-entry-development-advanced stage. Reasonable achievement level of each development stage was established by considering the necessary development period and benchmarking reference target together. On the basis of these clear stepwise development phases, the grading criteria were proposed for determination of the incumbent development stages.

        This study aims to analyze the affecting factors-construction of collaborative planning process and effect on Comprehensive Rural Village Development Project. To this end, targeting the 36 districts which were selected for 2004 Comprehensive Rural Village Development Project and completed their 2010 5-year projects, components of collaborative planning process and planning effect will be drawn and the affecting factors-construction of collaborative planning and effect on Comprehensive Rural Village Development Project will be analyzed below. According to the results of this study, the affecting factors of collaborative planning process of Comprehensive Rural Village Development Project on planning effect, The level of effect of individual component on endogenous variable appeared greatest mostly in the upper groups. In terms of the level of individual component effect, social learning process and interaction among participants affected greatest. The process of Comprehensive Rural Village Development Project is evaluated that it reflected collaborative planning theory of Healey enough. Therefore, in the course of Comprehensive Rural Village Development Project progress, collaborative planning model must pass social learning process and interaction among participants which are the most important components out of collaborative planning process as we saw in the upper groups. And in order to maximize the performance and results of Comprehensive Rural Village Development Project, the following sequential affecting factors model as Figure 7 must be suggested as optimal collaborative planning models of Comprehensive Rural Village Development Project. Based on the results of the study, the policy implication was drawn as follows. First, systematic supplementations in the form of a consultative body are required to perform Comprehensive Rural Village Development Project efficiently. Second, network needs to be built among different participants in Comprehensive Rural Village Development Project process. Third, systematic mechanism is required to improve social learning among different participants. Fourth, systematic rearrangement is required to guarantee the residents' realistic participation in the course of Comprehensive Rural Village Development Project process.

        In this study, the objectives are to provide rural experience tourism village business courses and development direction in between individual farmers and the village in base on rural development business of Hapjeon-village. The developmental process of a farm-stay village can be categorized into the period of six stages: 1) a conception stage 2) an adoption stage 3) a growth stage 4) an expansion stage 5) a stagnation stage 6) a recovery stage. Farm Stay Villages, Individual Farmhouses or Producer Groups can be placed in four different quadrant areas of a graph, depending on the pursuing direction and results of core values by having the X-axis for economic factors (public profits, individual profits) and by having the Y-axis for emotional factors (self-actualization, conflicts). The first quadrant area is designated for ideal individual farmhouses and producer groups for having achieved the status of economic self-reliant and high emotional satisfaction. The second quadrant is for ideal self-actualized communal villages having achieved the independent public interest and public profitable status. The third quadrant is reserved for villages experiencing communal conflicts and no economic self-reliant stagnant status. The fourth guardant area is allocated for individual farmhouses and producer groups having achieved self-reliant economic status, yet having communal conflicts. Using the aforementioned concept, the government shall design village development projects and prepare realistic and achievable goals and place them in as a systematic device in future projects.

        With the globalized coming of the knowledge-based society following the post-industrial period, both the crises and opportunities have been occurring together as non-special affairs, which is the same situation in Rural Korea. A crucial key for maximization of potentialities of emerging opportunities is to mobilize the multi-valuedness embedded in rural areas as one of new growth powers. In order to realize a variety of multi-valuedness of rurality, it should be needed to re-discover and re-evaluate rural resources by paradigm shift and to identify the multi-valuedness of resources systematically and scientifically. On the basis of this understanding, this study aimed at setting up the evaluation indicators system by rural village types to identify systematically the multi-valuedness embedded in rural villages in the initial step. Integrated evaluation indicators system was made with 4-level hierarchies; high-leveled one with 3 fields(society, environment, regional economy); middle-leveled one with 8 areas; lower-leveled one with 19 sub-areas; detailed indicators totally with 39 items. These indicators were divided into 12 basic indicators applied to all types and 27 specialized indicators determining the characteristics of village types

        3D modeling and rendering technologies are getting more attention from landscape planners and architects because the virtual reality based on 3D graphic technology could give more realistic experience to landscape simulation users and boost promotional effects. The 3D landscape simulation, however, not only requires a lot of cost and time in production, but also demands efforts to distribute to consumers due to various computing environment of them. The purpose of this study is to suggest a process for developing an interactive 3D landscape simulator with low-cost, which can support multi-platform functionality in high quality through reviewing related current software and web services. We select GIMP for 2D image texturing, SketchUpfor 3D modeling, Unity for real-time rendering, and Google Earth for terrain modeling considering price and workability and apply the developed process for Windows, Web, and Android versions to test the applicability for Sangji-ri, Gosam-myeon, Gyeonggi-do, Korea.

        The selection of land for fishing village development project, and the standard used to classify fishing villages has been determined based on the guidelines developed by fishing village cooperatives. The approach fishing village cooperatives follows is likely to classify fishing villages without first reflecting on the overall development environment of the region, such as other industries and workers in the area. It also acts as a barrier for business promotion or evaluation, because the cooperatives do not match the administrative districts, which are the units of administration, and the main policy enforcement agent in regional development. Against this background, this study aimed to identify categories to situate the development direction, as well as the size and distribution of fishing villages based on eup, myeon, and dong administrative units as defined by the Fishing Villages and Fishery Harbors Act. This study was based on the Census of Agriculture, Forestry, and Fisheries of 2010, and analyzed 826 eups, myeon, and dongs with fishery households using the principal component analysis, and 2-Step cluster analysis methods. Therefore, 95% of the variance was explained using the covariance matrix for types of fishing villages, but it was analyzed as one component focusing on the number and ratio of fishery households, and used the cluster-type analysis, which focused on the sizes of fishing villages. The clusters were categorized into three types: (1) the development type based on the number of fishermen in the eups, myeons and dongs was analyzed as village size (682); (2) administrative district size (121); and (3) total eups, myeons and dongs (23), which revealed that the size of most fishing villages was small. We could explain 73% of the variance using the correlation coefficient matrix, which was divided into three types according to the three principal component scores, namely fishery household power, fishery industry power, and fishing village tourism power. Most fishing villages did not have a clear development direction because all business areas within the region were diversified, and 552 regions could be categorized under the harmonious development type, which is in need of balanced development. The fishery industry type typified by industrial strength included 159 regions in need of an approach based on industrialization of fishery product processing. Specialized production areas, which specialized in producing fishery products, were 115 regions with a high percentage of fishermen. The analysis results indicated that various situations in terms of size and development of fishing villages existed. However, because several regions exist in the form of small village units, it was necessary to approach the project in a manner that directed the diversification of regional development projects, such as places for local residents to relax or enjoy tourism experiences within the region, while considering the overall conditions of the relevant eups, myeons, and dongs. Reinforcement of individual support for fishermen based on the Fisheries Act must take precedence over providing support for fishermen through regional development. In addition, it is necessary to approach the development of fishing villages by focusing on industrializing the processing techniques of fishery products. Areas specialized in the production of fishery products are required to consider the facilities for fisheries production, and must make efforts to increase fishery resources, such as releasing fry.

        The existing standard cost of project management of empowerment sector in general rural development project has problems with standard cost system without considering characteristics of empowerment project and unclear division of works. These problems are a lot of trouble to fulfill the project. Thus, it needs an arrangement of standard cost considering detailed characteristics of project management in the empowerment sector. The contents and results of this study can be summarized as follows. 1) To set accurate standard cost, we carried out three-step processes, such as elicitation of standard works, calculation of workload and determination of standard cost. (1) In an investigation of 30 rural area dividing 8 parts about an workload of empowerment project, an average workload is 1,499 hours. (2) Based on this results, the standard cost is calculated at 15% of project cost in over 600 million won, at 28.75% of project cost in under 500 million won, by standards of empowerment project cost. 2) It set the responsibility management cost to 15% of empowerment project cost considering existing awareness, workload and work professionalism of project management. Based on the results, It suggested the practical use as basis for efficient management of the future empowerment projects. To achieve this, It needs to promote maximizing results on the whole project through the legalization processes including amendment of existing regulations.

        In this study, it provides the diagnostic index for the rural landscape formation. For the development of diagnostic index, this study first analyzed documents and papers on the landscape formation. Landscape types are also classified by their function and then landscape index was developed by AHP method. Classification system was categorized as three steps: 2 items for 1st step, 10 items for 2nd step, and 20 items(criteria) for 3rd step. In the survey of weighting values with AHP method, the analysis result for the first step showed that rural village landscape is more important than landscape around the village by approximately 20%. In the second step, residence is rated as the most important, followed by village tree planting, and then farmland around the rural villages, greenery, and water environment. In the third step, the feng shui is rated as the most important, followed by tree planting, village forest, culture, and history. While vehicle maintenance, village alleys and pedestrian facilities are rated lower. In index of the around the village, weighting value for index of the farm land and skyline has the highest value. While species richness, water quality and water resources were rated relatively low. In the future, the rural landscapes diagnosis index will be applied to measure the level of the rural villages landscapes and it is expected to propose political support for the landscapes formation.

        This study aims at suggesting some measures to establish rural community development information system through ISP. A future model for rural community development information system was established by applying such 3-step ISP methodology as environment analysis, current status(AS-IS) analysis, future(To-Be) directions. As a result, with the vision of realizing comprehensive information service for rural development projects, rural development information system has established such goals as the assistance of project decision making through preparing rural development project data management system and acquiring evaluation efficiency, the preparation of spatial information utilization system, the utilization of objective GIS-based information through the increase of data management efficiency, the community activation and participatory rural development through rural spatial information portal service. In order to attain the goals, four strategical subject matters were derived. They are: 1) one-stop service subject matter for data management including pilot DB building for rural development projects, 2) rural information GIS service strengthening subject matter including DB building for rural development, O&M measures, 3) step-by-step DB building subject matter including the sharing of integrated information system for rural development, and 4) core value increase subject matter of spatial information data including the building of active service delivery system.

        As the number of aid projects for farming village has been increased, rural amenity is being emphasized. On the contrary, we have a shortfall in excavation and utilization of great resources due to the utilization limit for resources in each village and similarity with the resources from other areas. Thus, we're trying to investigate the ways to make effective use of excellent amenities for farming village development project. In this study, through the principal component analysis, we tried to extract the key factors from the selected areas and examine actual application case of resources. This study categorized the key resource into the big class such as development, farming, nature and experiencing and target areas were categorized into two main classes accordingly. The finding shows 5 example places selected as great areas are taking advantage of extracted excellent resources and 2 target areas are also utilizing enough of excellent resources of each area. Not only limit of used items, subjective view of researcher and resources of each area but also participatory intention of residents and management ways should be additionally considered for another study from now on.

        This study intended to suggest Voluntourism as a solution for alternative rural tourism for regional activation. Voluntourism is a form of alternative tourism on values of variety of tourism demand from pleasure to virtue. This study analyzed actual state of WWOOF(World-Wide Opportunities on Organic Farms) activities being operated in Korean rural village, one of representative of Voluntourism. Study aimed to explore the possibility of WWOOF activity as one of model of alternative rural tourism. We apply grounded theory method one of qualitative study methods for analysis of WWOOF Activities because WWOOF is still small activity in Korea. In result, we figure out the actual condition of WWOOF Korea activities as a vouluntourism through paradigm model of host and guest who had experience in WWOOF Korea. WWOOF activity is in its early stage so there many tasks. We suggested ideas for improving WWOOF activities to be one of new rural tourism business.

        A lot of rural development projects have been planned and implemented for revitalizing rural areas in South Korea. However, it is not easy to properly evaluate and quantitatively analyze project outcomes. For this reason only selected regions have been evaluated for rural projects by government agencies. In this study, we analyzed the purpose and the contents of the Rural Village Development Project (RVDP) and Green Tourism Village Project (GTVP) to find indicators for evaluating results of rural projects using logistic regression analysis. Outputs of this study show that RVDPs increase regional population and GTVPs positively affect the sales of agricultural products. We also estimated the spatial distribution of project effects through spatial autocorrelation analysis and local-spatial autocorrelation analysis. Results show that the Moran's I values for the proportion of farmers with avocational jobs, product sales changes, and population growth in Jeol-La province are positive and the biggest one is population growth. Especially, key areas of agricultural product sales are widely distributed.

        The study area is Cheonjang-ri, also called Alps village, making continuous profit after performing Comprehensive Rural Village Development Projects. This study aims to determine the development process of activities about urban and rural interchange and its characteristics for making continuous profit by residents themselves. A focus on thinking about the process is necessary to make activities in order to achieve continuous profits in the underdeveloped rural village by residents themselves. As a result of this study, Alps village has developed new activities, improving problems which are encountered on the development process of activities. And, Alps village has developed new activities by linking them with previous activities. To improve problems, Alps village has made an effort by itself and cooperated with the subject, both inside and outside of the village. This way has been effective for increasing the number of visitors in village. Increasing the number of visitors in village has been effective in making a continuous profit. Also, continuing to make new activities in order to substitute previous activities including problems has been effective to increase profit.

        In these days, agricultural products are regarded as a core income source in tourism villages. Nevertheless, poor packaging of agricultural products has threatened the competitiveness and quality of products. For farmers, it is less likely to employ individual designer for developing and improving their packages due to low accessability to rural villages and budgets. Based on this background, this study conducted 'Charrette' in order to improve agricultural product packaging. The target village was 'Goraday' in Gangwon province. This study consisted of different steps for building and implementing proper 'Charrette' programs. Then, it also conducted empirical investigation about the effectiveness and efficiency of 'Charrette'. 'Charrette' has made progress as follows; first step was concerned with advance preparation for constructing program. Second, implementation of 'Charratte' included data collection and analysis, and development of design. Third, evaluation and feedback stage have given presentation and discussion about suggested design with local residents. Empirical investigation about the effectiveness and efficiency of 'Charrette' has been composed with survey and interview targeting participants. In survey and interviews, designers were asked about their attitudinal changes in relation to knowledge, recognition, function, motivation, and satisfaction toward 'Charrette' and 'agricultural product package design' before and after participating the event. The results showed that knowledge and perception of designers toward 'agricultural product package design' have positively increased. In addition, it revealed that designers were satisfied with collaborations with others and their contribution to rural community business. However, the results also suggested that sufficient preparation time/schedules and opportunity to meet other and farmers before events would be required to have better communication and understanding in relation to their tasks and role distribution. Furthermore, it is also required for designers to hold relationship with local community in order to actualize their packaging design.

        The purpose of this study is to investigate the business performance determinants of private consulting firms supporting bottom-up local development projects in rural areas. Under the shortage of well-trained rural development professionals, Private consulting firms support rural development projects driven by the residents. Considering the important role for consulting firms to play in the success in rural development projects, it becomes necessary to review the circumstances of consulting market on rural development projects. This study targeted 80 companies that are listed in the book rural development consulting firms. Analysis showed that factors influencing the business performance are not professional competencies but other external factors. The implications based on the above results need to be considered for policy-making to ensure that consulting company selection must be guaranteed of the consulting firms'capability by detailed fields of consulting firms' capability, and the training system for rural development experts must be formed.

        This study aimed to draw the plan elements and characteristics that should be considered in case when developing guidelines to build up roads in rural villages. Drawing the construction elements necessary for building up roads through the advanced researches, the survey was conducted for relevant experts in order to evaluate the importance of each plan element of route plan, design & construction and operation & management. The result determined total 105 contents that should be considered in case when building up roads in rural villages. The study on building up roads in rural villages as a strategy to vitalize rural areas means universal roads that connect each village with rural amenities in various values like walking tour road, visit roads and observation roads. It is considered that the development of guidelines for building up roads in rural villages could be used as a basic data to build up roads where nature, culture and history of rural areas can be effectively experienced and enjoyed.

        This study has been performed with the purpose of making Rural Village Development Project Landscape Plan in which landscape characteristics in rural villages are reflected so that landscape in the medium to long term shall be established and managed. The issue that has been brought up is that procedures of Rural Landscape Plan and Rural Village Development Project Landscape Plan have been focused on facilities. The study carries out resources survey in agriculture, daily life and history and culture to make Rural Village Development Project Landscape Plan in O-chon district. Through landscape evaluation map participated by local residents, landscape management areas which they can form and manage have been established. The study also suggests Projects and guidelines appropriate to management areas. The study has a different signification from the existing Rural Village Development Project Landscape Plan which is fundamentally devoted to specific projects. The study shows Landscape Plan in the medium to long term and suggests guidelines available to be used by residents.

        This study deals with rural village development project of Gasangri, Yeongcheon city area, based on the use of the cultural factors and strengthening them in study area. Unlike other cases of today's Korean rural village development projects, this plan keenly concerns not only for tourists but also for the village people. Since culture means the quality of life also, this project especially deals with 'community', 'well-being', and 'convenience' for the inhabitants. On the other hand, it attempts to connect with "Cyan Museum", which is the first grade art gallery remodelled from closed school, to make village of culturally abundant atmosphere. In result, seven sub-projects of the expansion of basic living foundation, and two improvement of landscape in area have planned. Among stereotype of rural development projects and similar programs of tourism, the project makes difference on targeting for the meaning and resource of place culture.
