This study analyzes the impact of occupational health risk assessments on the safety and health levels and the safety behaviors of workers in manufacturing workplaces. An online survey was conducted among 3,172 companies, yielding 637 responses. The statistical analysis on the collected responses revealed three key findings. First, the safety and health levels (safety importance, safety comprehension, safety awareness) positively influence the outcomes of occupational health risk assessments(safety practice, safety management, safety improvement) and safety behaviors (activity change, safety check). Second, the effectiveness of occupational health risk assessments has a positive impact on safety behaviors. Lastly, the effectiveness of occupational health risk assessments partially mediate the relationship between safety and health levels and safety behaviors. These findings are expected to contribute to the promotion of risk assessments in the field of industrial health and to enhancing safety performance by improving workplace safety, health levels, and safety behavior.
The Occupational Safety and Health Act (OSHA) aims to maintain and promote the safety and health of workers. Additionally, violations of the act can result in imprisonment or fines, depending on the severity of the offense. This study examines whether the severity of OSHA violations is proportional to the size of the fines imposed. There are 120 items subject to fines, with penalties ranging from a minimum of 50,000 won to a maximum of 30 million won. To assess the severity of these items, pairwise comparisons were conducted, and the results were expressed numerically. In summary, no significant correlation was found between the severity of violations and the amount of the fines. Therefore, this study proposes calculating fines based on the severity of violations. In many small companies, resources (e.g., budget and manpower) are limited. Thus, greater attentions tend to be directed toward addressing items with higher fines. Consequently, aligning the severity of legal violations with the size of the fines may contribute to improving the industrial safety.
우리나라 제조 소기업은 온실가스 고배출 업종이 많고, 산재사망사고 발생 비중이 높아 수출의존도가 높은 국내 제조 소기업에 대한 ESG 이슈 관리가 점차 중요해 질 것이다. 본 연구는 제조 소기업의 저탄소 활동이 현장 작업자의 안전의식과 산업재해에 미치는 영향을 파악하고, 저탄소 활동이 안전, 고용 등의 영역에서 발생하는 부정적 영향을 감소 시켜 기업의 경쟁력을 향상시킬 수 있는 방안을 모색해 보았다. 연구에서는 제조 소기업의 저탄소 활동(저탄소 전략 및 시스템 활동, 온실가스 및 환경오염 분야 활동, 자원 및 에너 지 분야 활동)이 산업안전 인식 향상에 긍정적(+)인 영향을 미치는 것을 확인하고, 저탄소 활동에 참여한 기업들의 산업재해율이 감소하였으며, 매출과 고용이 증가하는 성과가 나 타난 것을 확인하였다. 따라서 정부는 제조 소기업의 저탄소 활동과 산업안전, 고용창출이 연계될 수 있도록 정책적인 지원을 통해 지속가능한 성장을 위한 핵심 경영 전략으로 자리 잡게 해야 한다.
This study attempted to provide implications by analyzing the impact of business Owner’s safety commitment on industrial accidents and examining the mediating role of management supervisors’ safety leadership and worker participation. Analysis was conducted on 2,067 manufacturing sites with 20 to 50 employees in the 10th Occupational Safety and Health Survey data. SPSS waw used to secure the reliability of the measurement variable. Hypothesis vertification was carried out after securing the suitability and validity of the structural model using AMOS. The direct impact of three latent variables on industrial accidents was confirmed: the business owner’s safety commitment, the management supervisor’s safety leadership, and the worker participation. The employer’s safety will and the management supervisor’s safety leadership do not directly affect industial accidents, but it has been verified that worker participation has a diret impact on industrial accident reduction. In addition, it has been confirmed that the safety leadership and worker participation of the management. Supervior have a complete mediating effect on the reduction of industrial accidents by mediating with the safety leadership of the management supervior and the participation of the workers. This study analyzed the impact on industrial accidents by dividing the stakeholders constituting the workplace into three classes: business owners, superviors, and workers, but the results suggest that employers and all workers inside the workplace may be organically linked to achieving the goal of reducing industrial accidents. Therefore, in order to establish an autonomous safety management system for safety and health at workerplaces, efforts are needed to reduce industrial accidents in their respective location by forming an organic community among internal stakeholders.
As the importance of artificial intelligence grows rapidly and emerges as a leader in technology, it is becoming an important variable in the next-generation industrial system along with the robot industry. In this study, a safety system was developed using deep learning technology to provide worker safety in a robot workplace environment. The implemented safety system has multiple cameras installed with various viewing directions to avoid blind spots caused by interference. Workers in various scenario situations were detected, and appropriate robot response scenarios were implemented according to the worker's risk level through IO communication. For human detection, the YOLO algorithm, which is widely used in object detection, was used, and a separate robot class was added and learned to compensate for the problem of misrecognizing the robot as a human. The performance of the implemented system was evaluated by operator detection performance by applying various operator scenarios, and it was confirmed that the safety system operated stably.
Occupational safety and health management expenses in the construction industry are statutory and separately included in the cost statement to prevent occupational accidents and health problems. The expenses are determined by multiplying the standard amount by the rate decided according to construction types and scales. However, the current expense appropriation method does not properly reflect the recent changes in the construction industry such as industry size, industry diversification, and social atmosphere about safety reinforcement. This study surveyed 1579 questionnaires in total and analyzed expense execution rate and proportion of each expense category. The expense execution rate was relative higher in complex construction (e.g., heavy construction = 126%, civil engineering = 125%) and long-period project (equal to or over 48 months construction = 133%) compared to general construction (98~116%) and short-period project (less than 48 months construction = 115%). The proportion of spending expenses was higher in the category of safety manager labor costs (25~52%), safety facility costs (22~40%), and personal protective equipment costs (10~25%). The analysis results of the study can be utilized in revising the standard expense appropriation method by reflecting the current usages of the occupational safety and health management expenses in the construction industry.
Since last year, the government has enforced the 'Act on the Punishment of Severe Accidents, Etc.' (hereafter referred to as the 'Serious Accident Punishment Act'), which punishes business owners and business managers who fail to fulfill their duty of safety measures with 'imprisonment of one year or more' and the Occupational Safety and Health Act. Based on this, various occupational safety and health policies were developed, including the operation of a system related to entrusting the work of safety managers. Despite these efforts, the effect of implementing the Severe Accident Punishment Act is a groundbreaking change in the current disaster prevention policy, which has increased by 0.02%P and 0.03‱P, respectively, from the previous year to 0.65% of the total accident rate and 1.10‱ of the death rate per 10,000 people as of 2022. As the need emerged, attention was paid to 'collaboration and governance with safety management institutions' in the 'Severe Disaster Reduction Roadmap' announced by the Ministry of Employment and Labor in November 2022. In this study, a meaningful result was derived by comparing and analyzing the industrial accident status of workplaces entrusted by “A” safety management institutions with the national average based on the industrial accident survey table, and the types of industrial accidents that occurred in consigned workplaces were selected as intensive management targets. The policy direction for industrial accident prevention was established. It is necessary to develop safety management work manuals based on the results of this study, expertise, discover best cases of risk assessment and develop guides, and educate and train consigned workers. In addition, it suggests that the government's guidance and supervision are needed to advance the professionalism of safety management entrusted tasks, and that safety management institutions should strengthen their roles and functions for preventing and reducing industrial accidents. However, due to difficulties in disclosing information of specialized safety management institutions, the limitation of the provision, collection, and viewing of research-related data to “A” specialized safety management institutions remains a limitation of the research. It seems likely that more thorough research will be conducted.
우리나라의 산업안전보건교육은 일반근로자, 사업주, 근로감독관 등을 대상으로 하나, 체계적이지 못하고 산발적으로 이루어지고 있다. 특히, 청 소년들을 위한 산업안전보건육은 법적 근거가 명확하지 않고, 담당기관, 프로그램 등 체계적이지 못하다는 비판이 제기되고 있다. 최근 한국고용 노동교육원이「한국고용노동교육원법」 제3조에 따라 전국 중·고등학생 및 청소년을 대상으로 노동인권교육을 실시한다고 발표하였으나, 주로 일반 적인 노동교육에 집중된 측면이 있어, 산업안전보건교육의 필요성이 제기 된다. 오늘날 산업재해로 인한 사망사고 등이 지속적으로 발생함에 따라 산업재해를 예방하고, 건강하고 안전한 근무환경을 조성하기 위해 산업안 전보건교육이 더욱 중요한 과제가 되었다. 특히, 청소년들은 일을 처음으 로 하거나 시작하기 전, 사업장의 안전보건과 생산적 효율성을 위해 기본 지식, 기술 및 능력을 갖출 필요가 있다. 미국은 우리나라와 달리 산업안 전보건교육의 대상을 분리하여 대상자별로 법적 근거를 달리 규율하고, 담당기관, 교육내용, 교육수준 등을 차별화하여 교육하고 있다. 이에 본 논문은 미국 산업안전보건교육의 법·정책적 제도로부터 도출할 수 있는 시사점을 알아보고자 한다. 첫째, 산업안전교육에 관한 공공부문 은 모범적 사용자 역할로서 근로자 등에게 교육을 제공하고 있으며, 교육 을 강화하고 있다. 둘째, 미국은 산업안전보건교육에 관한 법체계의 정합 성을 확립하고 있다. 산업안전보건교육 관련 「산업안전보건법」,「연방시행 규칙」,「훈련지침」을 마련함으로써 법체계의 정합성을 확립하고 있다는 것 을 알 수 있다. 셋째, 미국은 산업안전보건교육의 근거가 되는 법률과 대 상을 분리하여 교육을 실시하고 있다. 넷째, 미국은 산업안전보건교육 관 련 컨소시엄을 구성하여 운영하고 있다. 이러한 시사점을 바탕으로 본 논 문은 청소년을 위한 산업안전교육을 실시하기 위해서는 「청소년 기본법」 을 근거로 담당기관을 설립 또는 지정하여 교육수준별 전문성을 확보하여 야 하고, 업종별로 필요한 교육훈련과 기준을 상세하게 기술하고 이와 관 련된 과목들을 사업장 또는 사업장 외 훈련장에서 이수할 수 있도록 교육 편제를 변경하는 것도 고려해 볼 만 하다.
Recently, the Severe Disaster Punishment Act (January 27, 2022) was implemented, and the importance of industrial safety and health is being re-recognized. In addition, the reality is that the management burden is increasing, such as investing huge costs in reducing safety accidents centered on large companies. In this situation, we would like to help improve the working environment consistent with safety and health by deriving diagnosis and improvement measures for the current situation through a survey of production workers working in mid-sized and small-sized enterprises.
Recently, virtual reality (VR) and augmented reality (AR) technologies are attracting attention as core technologies in the era of the 4th industrial revolution. These virtual and augmented reality technologies are being used in a variety of industries, including the construction industry, healthcare industry, and manufacturing industry, to innovate in communication and collaboration, education and simulation, customer service and reinvention of the customer experience. In this paper, VR-based experiential safety education was conducted for workers of shipbuilding companies in Ulsan city, and for them, the educational effectiveness such as immersion, site applicability, safety accident prevention, education satisfaction, overall performance, and safety behavior in VR-based safety experience education were measured. In addition, we examined whether the immersion of VR-based safety experience education affects site applicability, safety accident prevention, educational satisfaction, overall performance, and safety behavior. Furthermore, it was analyzed whether site applicability plays a mediating role in the relationship between immersion and safety accident prevention. As a result, it was found that the immersion of VR-based safety experience education affects site applicability, safety accident prevention effect, education satisfaction, overall performance, and safety behavior, and that site applicability mediates between immersion and safety accident prevention. Based on these results, we suggests a direction for the development of VR-based contents in the field of safety and health and the transformation of safety and health education in the future.
There has been a steady rate of accident in Coal Thermal Power Plants which have relatively higher chance of mortality. However, neither the systematic view of safety management nor the methodology such as safety factors or system requirements are yet to be studied in detail. Therefore, this study aims to propose a methodology to preemptively deal with safety issues and to secure fact focused responsibility in safety. It consists of two main parts. First, the Safety Measurement Index(SMI) with total 50 factors is proposed by analyzing the key factors that contribute to safety accidents based on failure mode and effect analysis (FMEA) and quality function deployment (QFD). To analyze the safety requirements, index presented by major countries and organizations are discussed. Second, main features of intelligent CCTV are studied to determine their relative importance for the framework of Smart Safety Management System (SSMS). Main features are discussed with four technological steps. Also, QFD was held to analyze to analyze how key technologies deal with Quality Measurement Index(QMI). The research results of this study reveal that scientific approaches could be utilized in integrating CCTV technologies into a smart safety management system in the era of Industry 4.0. Moreover, this reasearch provides an specific approach or methodology for dealing with safety management in Coal Thermal Power Plant.
