여객선은 해상운송의 주요 목적물이 여객으로 선박 자체의 안전뿐만 아니라 다수 인명의 안전을 담보해야 한다는 점에서 고도의 안전관리가 필요하다. 이에 따라 여객선은 다른 선박들에 비하여 물적·인적 측면에서 한층 강화된 구조, 설비 및 자격을 갖추어야 하고 엄격한 안전규정을 적용하는 등 사고 예 방을 위한 각별한 주의와 지속적 제도 보완이 요구된다. 그럼에도 불구하고 국내·외에서 끔찍한 대형 여객선 사고는 주기적, 반복적 으로 발생하여 왔으며, 특히 국내 수역에서 운항하는 다수의 연안여객선은 국 제여객선에 비하여 상대적으로 영세하고 안전관리도 취약한 실정이다. 세월호 침몰과 같은 대형 여객선 참사 후 우리나라의 여객선 관련 해사안전 법제는 정비되고 제도개선을 통하여 지속적으로 보완되어 왔으나, 이는 사후 적, 징벌적 조치일 뿐 사전 예방적 차원의 여객선 안전관리 방안의 마련은 미 흡한 실정이다. 이 논문에서는 현행 연안여객선 안전관리 제도를 실무적, 다각적으로 비교 검토하여 문제점을 고찰하고, 연안여객선 선장에 대한 모의 선박조종 교육과정 도입 등 선제적으로 연안여객선의 사고예방과 안전도를 제고하기 위한 구체적 개선방안을 제시하였다.
Marine microalgal biotoxins can accumulate in seafoods, posing significant risk to human health. These toxins include tetrodotoxin (TTX) and can cause paralytic shellfish poisoning (PSP), diarrhetic shellfish poisoning (DSP), and amnesic shellfish poisoning (ASP). With accelerating climate change, the frequency and intensity of harmful algal blooms capable of producing biotoxins have increased. In South Korea, the Ministry of Food and Drug Safety (MFDS) regulates traditional toxins, including TTX and toxins causing PSP, DSP, and ASP. In contrast, the U.S. Food and Drug Administration (FDA) and European Food Safety Authority (EFSA) have established regulatory standards for a broader spectrum of marine biotoxins, including yessotoxins (YTXs), brevetoxins (BTXs), azaspiracids (AZAs), and ciguatoxins (CTXs), to ensure seafood safety. To effectively address this global concern, the MFDS launched an R&D project entitled "Establishment of the Safety Management System for Marine Biotoxins" (2020–2024). This project focused on enhancing analytical methods to detect unregulated toxins, assessing contamination levels, and developing rapid detection techniques. The project proposal emphasizes the need to establish a comprehensive monitoring system to mitigate future risks, particularly as climate change expands the range of toxic marine species. This project aims to advance our understanding of marine biotoxin contamination and strengthen seafood safety measures in South Korea by aligning them with international standards. This special issue compiles knowledge accumulated and technical advancements related to marine biotoxins, stemming from the outcomes of this project. It includes 12 papers describing analyses of various regulated and unregulated marine biotoxins, the current prevalence of seafood contamination, toxicity assessments, rapid analytical methods, and the state of safety management.
식품의약품안전처는 기후 변화 및 수입 식품 다변화에 따른 위험 요소에 선제적으로 대응하기 위해 신규 출현 가능 해양생물독소 뿐만 아니라 현재 관리하고 있는 분야 까지 포함한 ‘해양생물 독소의 선제적 대응을 위한 안전 관리망 구축’ 사업을 5년에 걸쳐 추진하고 있다. 이 사업 을 통해 국내 연안에서 발생하는 해양생물독소 뿐만 아니 라 해외에서 발생하는 독소 사고에 신속하게 대응함으로 새로운 해양독소의 유입과 피해를 방지하고, 국내외에서 관리되는 독소 및 신규 독소를 국가 차원에서 관리 감독 할 수 있는 시스템을 마련하여 우리나라 수산물 안전관리 수준을 국제적으로 향상시켜 국내 수산업의 안전을 강화 하고 수출 경쟁력 확보에도 기여할 것으로 기대된다.
In South Korea, over 400,000 Non-building Structures are inadequately managed and exposed to potential risks due to insufficient inspection systems, leading to an increase in accidents and significant losses of life and property. Therefore, it is crucial for users to conduct proactive self-inspections to identify and mitigate potential hazards. This study reclassified Non-building Structures into four main categories by analyzing their structural characteristics and associated risks through statistical analysis. Among these, retaining walls, which account for the largest proportion, were systematically analyzed to identify common damage patterns. Based on this analysis, self-inspection checklists were developed for both non-experts and experts. The proposed process involves an initial visual inspection using a simple non-expert checklist, followed by a more detailed expert-level inspection if any anomalies are detected. The reliability of this process was validated through approximately 120 validation processes.
This study analyzes the importance-performance analysis (IPA) of the 10 dimensions of the smart construction safety management system, and analyzes which dimensions are important and which dimensions are performing to determine key improvement tasks, incremental improvement tasks, Maintenance and reinforcement tasks and continuous maintenance tasks were derived. Among the 10 dimensions of the smart construction safety management system, the dimensions that are recognized as important by all field managers and field workers and have high performance are the automatic risk displacement measurement system, smart environmental sensor system, and heavy equipment seizure prevention system. However, areas that were perceived as having high importance but low performance were worker location tracking systems, smart safety helmet chin muscles, and smart safety ring fastening. Among the smart construction safety management systems perceived by field managers, areas for key improvement with high importance and low performance included worker location tracking system and smart safety ring fastening. Executive safety leadership is essential to prevent accidents in the workplace. However, will safety be secured by emphasizing only executive safety leadership to workers? In this study, the impact of executive safety leadership on the workplace hazard level was analyzed by adding the supervisor's safety role as a mediating variable. This paper shows that executive safety leadership has no direct effect on workplace hazard levels. However, executive safety leadership was found to have a significant impact on the supervisor safety role, and the supervisor safety role was found to lower the hazard levels in the workplace. In summary, executive safety leadership was found to reduce the hazard levels in the workplace through the full mediating effect of the supervisor safety role. Based on these research results, this study seeks to present the following recommendations to the government and management: The government should ensure that a workplace safety and health system is established by strengthening the effects of other mediating factors, such as strengthening the role of supervisors who are actually responsible for workplace safety and health. Executives must grant supervisors actual authority and responsibility to properly perform their safety roles and establish personnel and performance evaluation systems.
This study aimed to quantitatively analyze the risk using data from 329 safety accidents that occurred in aquaculture fisheries management vessels over the recent five years (2018-2022). For quantitative risk analysis, the Bayesian network proposed by the International Maritime Organization (IMO) was used to analyze the risk level according to the fishing process and cause of safety accidents. Among the work processes, the fishing process was analyzed to have the highest risk, being 12.5 times that of the navigation, 2.7 times that of the maintenance, and 8.8 times that of the loading and unloading. Among the causes of accidents, the hull and working environment showed the highest risk, being 1.7 times that of fishing gear and equipment, 4.7 times that of machinery and equipment, and 9.4 times that of external environment. By quantitatively analyzing the safety accident risks for 64 combinations of these four work processes and four accident causes, this study provided fundamental data to reduce safety accidents occurring in aquaculture fisheries management vessels.
In response to the global transition towards carbon neutrality, there's an increasing emphasis on sustainable energy solutions, with offshore wind power playing a crucial role, especially in South Korea. This study presents an AI-based safety management system specifically designed for offshore wind operators. At the heart of this system is a machine learning algorithm that processes sensor data to automatically recognize human behavior and improve the accuracy of predicting worker actions and conditions. Such predictive analytics not only refines the analysis of behavioral patterns, but also increases the effectiveness of accident prevention. The results of this research are expected to significantly improve safety measures in offshore wind facilities and further sustainable energy initiatives.
항공기 연료 결함으로 인한 사고는 CICTT에서 규정하는 사고유형 34개 중 상위 13번째를 차지할 정도로 중요하다. 유통과정과 보관환경 등에 따라 수분이나 오염물질의 유입되어 항공기 사고가 발생하는 것으로 알려져 있다. 장기간 보관 항공유의 물성변화를 확인 하고자 JET A-1 항공유를 금속캔에 보관하여 6개월 이후의 변화를 관찰하였다. 그 결과 장기간 보관된 항공유는 품질기준을 만족하였으 며, 연료유의 안정성도 높은 것으로 확인되었다. 하지만 해양경찰 항공기와 같이 임무의 특성상 항공유를 선박과 육상 저장시설, 유조차 등에 분리하여 보관하고 있는 상황에서는 내외부 환경 변화로 인해 수분이나 오염물질의 유입 가능성이 높다. 또한, 오염물질에 대한 분 석은 현존 검, 증류성상 등으로 분석이 가능하지만 수분의 경우는 국내외 표준과 국내법령에서 물 분리지수를 통한 항공유의 수분 분리 능력을 판단할 뿐 수분함량에 대한 분석이 수행되지 않고 있다. 이에 수분함량에 대한 품질관리 기준을 추가하고 국내외 표준과 법령을 획일화하는 개정을 수행하여 항공 안전성을 확보해야 할 것이다.
4차 산업혁명 시대에 건설산업은 전통적인 업무 방식에서 디지털 프로세스로 전환하고 있다. 특히, 건설산업의 특성으로 인해 업무 절차의 변경에는 어려움이 따르며, 점진적인 디지털 전환 및 시행착오가 발생하고 있다. 건설현장의 안전관리 분야도 역시 이 흐름을 따라 모든 데이터의 디지털화와 자동화를 목표로 연구 및 시도가 활발히 진행되고 있다. 그러나 최근의 통계에 따르면, 건설업 안전사 고는 계속해서 발생하고 있으며, 안전사고 사망자 수도 줄지 않고 있다. 본 연구는 이러한 문제를 해결하기 위해 건설공사 안전관리 종 합정보망의 빅데이터를 대규모 언어모델 인공지능을 통해 분석하였다. 분석된 결과는 실시간으로 업데이트가 가능한 상세설계모델 로부터 위치정보와 공간적 특성을 반영하여 안전관리가 필요한 현장모델링에 정보를 맵핑하였다. 해당 연구를 통해 건설현장 안전관 리 데이터의 디지털화를 통한 시설물 및 근로자의 안전을 강화하고, 건설사고 예방 및 효과적인 교육 지시를 위한 빅데이터 기반 안전 관리 플랫폼 개발을 목표로 한다.
최근 지방정부는 지역경제 활성화를 위한 관광객 유치를 위해 다양한 모양 구조를 가지는 출렁다리 를 경쟁적으로 건설하고 있다. 이러한 출렁다리의 안전관리는 자체 가이드라인이나 국토교통부에서 발 간한 매뉴얼을 통해 관리되고 있으나 실제로는 관광이나 공원 관리 부서에서 관리하고 있어 안전관리 에 소홀한 실정이다. 국토교통부에서는 제3종시설물에 대한 안전점검 매뉴얼 발간하고 안전등급 평가 기준을 강화하여 기존 3분위(양호, 보통, 불량) 평가기준을 5분위(우수, 양호, 보통, 미흡, 불량) 평가체 계로 개정하였으며, 기존 세부지침과 평가기준도 일원화 하였다. 그러나 출렁다리의 경우 제1종, 제2 종 시설물인 교량과 달리 점검 방식 및 체크리스트가 달라져야 하므로 출렁다리 정기안전점검을 위한 점검 수준에 맞게 개선되어야 한다. 본 연구에서는 출렁다리에 안전전검에 체계 개선을 위한 출렁다리 정기안전점검 매뉴얼(안)을 제시하였다.
The objective of this study was to conduct research and analysis using Group Focus Interview to survey the between construction site workers and managers implementing for the Severe Accident Punishment Act. Focused on measures to improve safety management effectiveness for the effectiveness of establishing a safety management system. A plan to improve the efficient safety management system was presented to 50 construction industrial managers and workers. In order to ensure the industrial accident prevention policies appropriately, it is necessary to be aware of safety obligations for workers as well as business operators. In addition, despite the existence of a commentary on the Serious Accident Punishment Act, confusion in the field still persists, so in the event of a major accidents, the obligation to take safety and health education is strengthened, and effective case education is proposed by teaching actual accident cases suitable for actual working sites. It is necessary to make all training mandatory, and it is necessary to reconsider awareness through writing a daily safety log, awareness of risk factors, etc., and writing down risk information. Above all, at the construction ordering stage, it is necessary to keep the construction safety, request corrections and supplements for problems issues that arise, and consult between the orderer and the construction company about the problems issues. Rather than having only the construction company correct or supplement the safety management plan, the contents should be shared with supervisors and workers to establish a more practical solution. Results of this study will contribute to improving the effectiveness of the serious accident and construction safety management system.
In this paper, in order to study the relationship between the safety culture of highway management agencies and disaster reduction activities (BCMS), a measurement tool was identified through previous research on safety culture, and the validity of the measurement tool was confirmed through exploratory factor analysis. I want to check. The subjects of the study were workers belonging to disaster reduction activity management system certification organizations among highway management organizations. The highway management agencies are the Korea Expressway Corporation, which manages the functional continuity of national highways nationwide, and 8 of the 21 private road agencies that manage the functional continuity of the highways. The safety culture measurement tool is an indicator that measures safety culture factors, and is reorganized by the researcher based on survey items from previous studies, with management/manager safety values and attitudes, safety communication, safety education and training, and safety regulations/ management system as subfactors. A total of 24 questions were comprised of the survey tool. As a result of the study, the result of exploratory factor analysis was that the safety culture scale was extracted into four factors based on theoretical grounds, and the total cumulative variance was 80.360%. When checking the questions for each factor, it was found that all the questions loaded on the factor that was originally intended to be measured. Factor 1 is management, factor 2 is safety, and factor 3 is communication., Factor 4 was named education. 속도와 안전은 밀접한 관련이 있으며, 현재 국내에서는 속도 관리를 위해 제한속도를 설정하고 제한속도 기준에 맞춰 차량의 주행 속도를 단속하는 방식에 초점을 두고 있다. 하지만 도시부 보행자 안전 확보를 위해 차량이 제한속도 기준 외에 도로 구간에 따라 안 전하고 적절한 속도로 주행하도록 하는 안전속도의 모니터링이 필요한 상황이다. 본 연구에서는 이러한 안전속도의 범위 제시를 위해 사고 빈도 모형을 개발하고, 사고 빈도 모형에서 사고 빈도가 급격하게 변화하는 변곡점을 찾아 안전수준을 판단할 수 있는 임곗값으 로 설정하였으며, 설정된 임곗값을 기준으로 제한속도가 다른 두 도로 집단의 안전속도 범위를 제시하였다. 이 과정에서 대전시의 개 별차량 주행궤적 데이터를 수집 및 가공하여 모형의 입력변수로 활용하기 위한 속도 관련 안전성 평가지표를 산정하였으며, Dynamic threshold method 기반의 새로운 평가지표를 제안하였다. 또한, 속도 관련 안전성 평가지표뿐만 아니라 대전시 T-GIS에서 수집한 도로 시설물 데이터를 모형의 독립변수로 활용하여 도로 시설물을 고려한 안전속도 범위를 산정하고자 하였다. 안전속도 범위 도출 결과, 교차로와 횡단보도의 존재는 누적 사고 수와 양의 상관관계를 가졌으며, 사고 빈도 예측에서도 평균 주행 속도가 30km/h 이하로 낮은 경우 사고 빈도가 높게 추정되어 교차로 등 차량이 정지하는 상황과 첨두시와 같이 혼잡한 교통류 상황에서 차량이 안전하고 적절한 속도로 주행할 수 있도록 하는 안전관리 전략 수립이 필요함을 도출하였다. 본 연구에서 개발한 안전속도 범위 결정 방법론과 안전속 도 범위를 참고하여 도시부 속도 관리를 위한 교통안전 관리전략을 수립할 수 있을 것으로 기대한다.
본 연구는 요양보호사의 환자안전 지식과 환자안전관리 활동의 관계에서 자기효능감의 매개 효 과를 확인하기 위해 수행된 서술적 조사연구이다. 자료수집은 노인요양시설과 재가센터 소속 요양보호사를 대상으로 2022년 7월 1일부터 7월 29일까지 실시되었으며, 197명의 자료가 최종 분석에 사용되었다. 수집 된 자료는 SPSS 28.0 프로그램을 이용하여 t-test, ANOVA, Scheffé test, Person’s correlation coefficients, Hierarchical multiple regression으로 분석하였다. 연구결과, 요양보호사의 환자안전 지식과 자 기효능감(r=.653, p<.001), 환자안전 지식과 환자안전관리 활동(r=.467, p<.001)은 각각 유의한 양의 상관관 계를 보였다. 또한 요양보호사의 환자안전 지식과 환자안전관리 활동의 관계에서 자기효능감의 완전 매개 효과가 확인되었고, 설명력은 46.8%였다. 따라서 요양보호사의 환자안전관리 활동을 강화하기 위해서는 자기효능감 향상을 위한 체계적인 프로그램 개발과 함께 교육의 기회가 제공되어야 할 것이다.
We aimed to develop and analyze the effectiveness of a “Room of Errors” simulation program for educating nursing students in patient safety management. Methods: This study used a quasi-experimental method (two group, before and after evaluation) and enrolled 35 nursing students as the participants. Data were collected using a self-reported questionnaire and analyzed through descriptive statistics and the independent t-test and Mann-Whitney U test using SPSS/WIN Statistics version 25.0. Results: After completing the “Room of Errors” simulation program, the participants’ score of intention and confidence in performance for patient safety management in the experimental group were significantly higher than those in the control group. Conclusion: A “Room of Errors” simulation education program for nursing students effectively increased the intention and confidence in performance of nursing students in patient safety management.
This study attempted to provide implications by analyzing the impact of business Owner’s safety commitment on industrial accidents and examining the mediating role of management supervisors’ safety leadership and worker participation. Analysis was conducted on 2,067 manufacturing sites with 20 to 50 employees in the 10th Occupational Safety and Health Survey data. SPSS waw used to secure the reliability of the measurement variable. Hypothesis vertification was carried out after securing the suitability and validity of the structural model using AMOS. The direct impact of three latent variables on industrial accidents was confirmed: the business owner’s safety commitment, the management supervisor’s safety leadership, and the worker participation. The employer’s safety will and the management supervisor’s safety leadership do not directly affect industial accidents, but it has been verified that worker participation has a diret impact on industrial accident reduction. In addition, it has been confirmed that the safety leadership and worker participation of the management. Supervior have a complete mediating effect on the reduction of industrial accidents by mediating with the safety leadership of the management supervior and the participation of the workers. This study analyzed the impact on industrial accidents by dividing the stakeholders constituting the workplace into three classes: business owners, superviors, and workers, but the results suggest that employers and all workers inside the workplace may be organically linked to achieving the goal of reducing industrial accidents. Therefore, in order to establish an autonomous safety management system for safety and health at workerplaces, efforts are needed to reduce industrial accidents in their respective location by forming an organic community among internal stakeholders.
This study analyzed effective capacity building education plans for public institution management supervisors. A survey was conducted on 635 management supervisors of public institutions (99 institutions) subject to the safety management rating system to understand the characteristics of educational participants and the impact of educational satisfaction on professionalism improvement after capacity building education. As a result of statistical analysis, the professional improvement according to the affiliation of educational participants was higher in the workplace and construction site divisions than in the research facility division, and the professional improvement according to the working period was higher for more than 15 years than for less than 5 years and less than 15 years. In addition, the quality of education had a significant positive (+) effect on the degree of professional improvement. This study can be used as basic data for further research related to capacity building education for public institution management supervisors
