As the distribution of vehicles and logistics increases due to the development of human civilization and the increase in population, various roads play an important role in domestic traffic and transportation. However, the recent emergence of large cities and new cities is causing traffic problems, and the increase in roads is inevitable for the smooth distribution of vehicles and logistics. In Korea, mountainous regions occupy 70% of the country, so tunnels are used to open roads. Without this, it is difficult to open the road. Currently, there are 3,720tunnels (as of December 31, 2023) installed on high-speed national highways, general national highways, and local roads nationwide, with a length of 2.499 and increasing every year. Accordingly, fire accidents in tunnels will also increase, and due to the nature of tunnel fire accidents, there is a high probability that they will escalate into large-scale disasters, resulting in casualties and property damage, as well as significant social losses due to the disruption of logistics transportation, etc. As the possibility of potential hazards is increasing, the purpose of this study is to build a safe and efficient tunnel system by optimizing maintenance and management for fire and disaster accidents in tunnels.
The proper operation and safety management of water and wastewater treatment systems are essential for providing stable water service to the public. However, various natural disasters including floods, large storms, volcano eruptions and earthquakes threaten public water services by causing serious damage to water and wastewater treatment plants and pipeline systems. Korea is known as a country that is relatively safe from earthquakes, but the recent increase in the frequency of earthquakes has increased the need for a proper earthquake management system. Interest in research and the establishment of legal regulations has increased, especially since the large earthquake in Gyeongju in 2016. Currently, earthquakes in Korea are managed by legal regulations and guidelines integrated with other disasters such as floods and large storms. The legal system has long been controlled and relatively well managed, but technical research has made limited progress since it was considered in the past that Korea is safe from earthquake damage. Various technologies, including seismic design and earthquake forecasting, are required to minimize possible damages from earthquakes, so proper research is essential. This paper reviews the current state of technology development and legal management systems to prevent damages and restore water and wastewater treatment systems after earthquakes in Korea and other countries. High technologies such as unmanned aerial vehicles, wireless networks and real-time monitoring systems are already being applied to water and wastewater treatment processes, and to further establish the optimal system for earthquake response in water and wastewater treatment facilities, continuous research in connection with the Fourth Industrial Revolution, including information and communications technologies, is essential.
PURPOSES : Korea is extremely vulnerable to the effects of climate change and earthquakes. When disasters occur, road infrastructure becomes a vital carriageway for moving people, emergency resources, and rescue teams. By designating disaster response routes in advance, the effect of the disaster can be reduced by ensuring a secure and quick moving space for emergency resources and relief activities. However, Korea has not established disaster response routes yet. Thus, this paper aims to prescribe guidelines to select appropriate disaster response routes by using Space Syntax while assuming a flooding disaster, as they occur most frequently and cause the biggest damage in terms of the recovery cost. METHODS : Based on the literature review, there are various approaches to selecting disaster response routes such as vulnerability, reliability, and redundancy based analyses. This study adopts the vulnerability-based approach, where the most vulnerable sections of roadway are selected for the disaster response route. RESULTS: We successfully developed guidelines for selecting a disaster response route assuming a flooding disaster. CONCLUSIONS: The analysis of the disaster response route indicated that the pre-determined disaster response route could minimize the damage due to the disaster, as it provides basic mobility and facilitates the swift movement of refugees and rescue teams.
2014년 4월 발생한 세월호 침몰사고는 단순한 해양사고를 넘어 해양재난으로, 나아가 국민의 정서와 사회의 건전성까지 황 폐화시킨 사회적 참사로 확대되었다. 따라서, 국가 운영에 치명적 영향을 미칠 수도 있는 대규모 선박사고나 해양오염사고, 그리고 자연재해 등 각종 해양재난에 대해 국가적 차원에서 철저한 대비·대응이 필요하다. 본 연구에서는 대규모 해양재난으로 인해 발생할 수 있는 국가 경제적·사회적 피해를 최소화하기 위해 국가적 위기를 불확실성에 근거하여 해석한 ‘검은 백조 이론’을 중심으로 대규모 해양재난에 대한 국가적 대응전략을 검토한다. 먼저, 사고예방을 위한 각 방어장벽별 결함을 최소화 시키는 노력과 함께 특정 방어장벽에 결함이 발생하더라도 그 결함이 위기사태로 연결되지 않도록 ‘해양재난의 검은 백조 탐지시스템’을 구축하는 한편, 해양재난을 관 리하는 주관기관을 일원화하여 해양안전관리 전 분야를 체계적으로 관리하고, 국가적 해양재난대응 현장지휘 및 협업체계를 구축하여 사고현장에 투입된 모든 대응세력들이 현장지휘관의 지휘통제에 따라 단일조직의 구성요소처럼 일사불란하게 움직여 사고수습에 효과적으로 대응할 수 있도록 한다.
기후변화에 따른 자연재해의 증가하고 있다. 이에 자연재해에 의한 토목구조물의 피해 및 붕괴를 예방하기 위하여 처짐 및 균열을 지속적인 관리가 필요하다. 이에 효과적인 구조물 관리를 위해 광학 이미지 기술이 유지관리 기술에 적용되고 있 다. 하지만 광학이미지 기술은 촬영에 따른 주변 조건의 영향이 크며, 그 때문에 촬영조건에 대한 검증이 필요하다. 이를 위해 본 논문에서 촬영조건으로 자연광, 촬영매수, 촬영거리를 따른 수직변위 추정값의 정확도에 대해 검증하였다. 실험을 통 해 확인한 결과 자연광이 수직변위를 추정하는데 자연광이 가장 큰 영향을 미치는 것을 확인할 수 있었고, 촬영거리 또한 수직변위를 검토하는데 주요한 영향을 미치는 것을 확인할 수 있었다. 본 결과를 통해서 외부환경에서 촬영하는데 활용하여 변위 추정 시 발생하는 오차를 최소화할 수 있으며, 이러한 과정을 통해 구조물 유지관리에 적용할 수 있다.
In recent years after the Sewol Sank, the surroundings of Fire have rapidly changed and citizens need for Fire have been demanding very high. Under these situations, in order for satisfaction to all these demands, Seoul Metropolitan Fire & Disaster Headquarters(SMFDH) have made improvements of Golden Time in the field of disaster as the leader of Fire Department in Korea. SMFDH has been practicing many kinds of plans, or projects to achieve Gold Time of 55 types of disaster. However, There have been questioning about all these projects if they are working for the achievement. The purpose of this study is to scrutinize current projects for Golden Time Targeting focused on Mapo fire fighters as first responders and to cope with how to make them better for Seoul Citizens’ safety by using SPSS(Statistical Package for the Social Science) Statistics 24. The result of this study presents that how we can find to be all the project for Golden Time Targeting running well. And This study will be positively applied to Seoul fire policies or helped for setting them up better.
The current study aims to propose a reorganization plan for the national emergency management system to improve the current organizational structure for responding to national disasters and emergency situations. As a theoretical framework, the current study identified four key elements of successful disaster response systems: responsiveness, controllability, expertise, and devotedness. On the basis of the four key elements of disaster response systems, this study critically reviewed the current state of the organizational structure of the Korean national emergency response system by discussing the issues inherent in the current structure and by doing a comparative analysis of two high-profile national disaster cases—the Sewol ferry disaster in 2014 and the Gwangsan Rescue of buried people in 2013. Then, this study proposed the reorganization plan for the national disaster response system in which the NEMA is under direct control of the Prime Minister of Korea. It coordinates and controls the related government departments, such as the police, maritime police, and military during the national disaster and emergency situation. This study also proposed a reorganizational plan for the regional disaster response system in Korea. Finally, it was suggested that the status of firefighters should be elevated to the national public servant level in order to achieve organizational efficiency and solve existing problems that come from the current separated systems.

Firefighters receive extreme stress and suffer from PTSD in disaster. But we have not been paid attention to them. The purpose of this study is to analyze the problems of previous PTSD education programs in fire academy and to present the practical educational programs for firefighters to use in the disaster field. In the empirical analysis of this practical educational programs(EFT program), this program is more effective than existing theory-focused education training program.
Aging of the fire organizations, typical disaster response agencies also will be in serious problems with aging society. It is expected that the ratio of more than fifties will reach 31~40% after 10~15 years in Seoul fire organization. This Aging of firefighters can bring about a serious problem in disaster and safety management, since firefighters require robust fitness and healthy bodies in disaster situations. In this study, after the analysis of aging status and trend of firefighters in Seoul, I have an empirical analysis about the impact this aging has on organization effectiveness and QA. As a result, the increase of the elderly reduced organization effectiveness and QA. In addition, in the group consisting of less than 50, it is expected to increase the organization's effectiveness and QA activities through field activity to improve the professional skills with age, but could not be confirmed. In the group consisting of more than fifties, it was found that aging had a significant negative impact on organizational effectiveness and QA activities as factors, including physical deterioration by aging.
