According to the statistics of KMST (2010~2019), 68.5% of marine casualties have been occurred in fishing boats in the last 10 years. Although the incidence rate of annual average per ship is 10.4% for merchant ships and 2.3% for fishing boats, it is necessary to first reduce the marine casualties of fishing boats in order to reduce the occurrence of the whole marine casualty, considering that the number of registered fishing boats are 86.5% of the total. In this study, the top 10 fishing types with high occurring marine casualties in the past 10 years were selected using the statistics of KMST. Then, the causes of the marine casualties, focusing on the collision, were analyzed and counterplan were suggested. The biggest marine casualty that the top 10 fishing types have caused in the past 10 years was a collision, accounting for 71.7% of the total, and the rest were less than 10.0% each. Also, it was found that the biggest environment and cause of the collision were due to human factors such as poor look out or negligence of duty. Eventually, it was concluded that a reduction in the human factors for the causes basically, could lower the incidence of the marine casualties. Therefore, if the continuous and systematic correcting education of the attitude toward the ship operating of seafarers could conducted with the focus on the main human factors, the whole marine casualties will be expected to decrease gradually.
The most frequent occurring and the serious marine casualties in fishing vessels are the collision in statistics from Korea Maritime Safety Tribunal (2008-2015). Collisions are is given a great deal of weight in all marine casualties, and the main cause of collisions is the negligence of watching. From this point of view, this study deals with the collision and its immediate cause, the negligence of watching which are main factors on the indirect causes. Basic analyzing data was gathered from the questionnaire made by experts of sea service part, and analyzed by using the fault tree analysis (FTA). From the result of the study, the occurrent probability of the negligence of watching in the collision due to the indirect causes occupied 64.9%, and its probability caused by the man factors was less than the other factors; i.e. the media factors and the management factors. For the reduction of the negligence of watching in the collision from this study, it needs an effort to remove not only the man factors, but also the media factors and management factors.
Marine casualties originated from fishing vessels occupied about 71.2% of the whole marine casualties in Korea from 2008 to 2014, which has not changed much for a long time. Therefore, a pragmatic counterplan to decrease in casualties in fishing vessel is indispensable for reduction of marine casualties in Korea. Since the casualties occurred by fishing vessels may incline to a specific type of casualties according to the difference in the operating type; in this paper, 11 fishing types which occurred casualties frequently in numbers and occupied ratio were selected. Since the most frequent occurring casualties in fishing vessels were from collisions and fire explosion in statistics from KMST (2008~2014), the study focused on them. The collision is given a great deal of weight in all the casualties mostly due to the negligence of duty regardless of the job types. Gill netter, trap fishing boat, jig boat, multiple fishing boat and stow netter have their own specific causes of casualties in collision according to the operating types. The cause of fire explosion was mainly due to poor inspection and maintenance the electric cord. For this reason, it may be necessary for an operator to make strict precaution on the other vessels under way systematically, keep the regulation for preventing collisions, and for an engineer on watch to make a check the electricity periodically to reduce the fire explosion.
해상수색구조 책임기관인 해양경비안전본부는 해양사고에 대하여 적절히 대응한 것으로 평가되어 왔으나, 최근 발생한 세월호사고 발생 직후 초기단계의 신속 효율적인 대응에 실패함으로 인해 비판을 받게되었다. 이와 관련하여 저자는 향후 발생할 수 있는 해양사고시 인명손실을 최소화하기 위한 방안을 모색하기 위해 우리나라 해역에서 발생하는 해양사고의 특징을 분석하고, 수색구조조정과 인적자원을 중심으로 국가수색구조체계를 검토·분석하였다. 그 결과, 해양경비안전본부는 특히 연안역 해양사고에 신속하게 대응하기 위하여 고속구명정 및 구조헬기를 확충하여야 한다. 그리고 현행 조정체계의 운용상 문제점을 개선하기 위해 IMO 지침에 맞춰 구조조정 본부설치를 재조정하여야 하며, 수색구조요원의 전문성 제고를 위한 의무적 교육 및 자격 제도의 도입이 필요하다.
Marine casualties originated from fishing vessel occupied about 70% of the whole marine casualties in Korea from 2001 to 2010, this ratio was not much changed as it was before. Therefore a pragmatic counterplan to decrease of casualties in fishing vessel is indispensable for reduction of the nationwide marine casualties. But since the casualties occurred by fishing vessel may have a different causes and counterplan according to the operating type of it, in this paper, fishing vessels classified into 12 types by operating method and inspected the causes and counterplan for that. The operating type of fishing vessel occurred the specific casualties more were jig boat in collisions and fire explosion, trap fishing boat, mixed fishing boats and inshore gill netter in collisions, stow netter in machinery damages and capsizing, offshore gill netter in machinery damages, fish carrier in collisions. It must be emphasized that the higher ranked types of vessels, especially jig boat have to take special care to the approaching vessels under way, trap fishing boat to rear look out and mixed fishing boat must keep on safety speed and be taken an education for advance the skill of operating radar as well. For all 12 types of fishing vessel, it is necessary for an operator to make strict precaution on the other vessel under way systematically and keep the regulation for preventing collisions, and for an engineer on watch to make a check the electricity and the engines periodically for reduction the fire explosion and machinery damages.
This study is aimed to find a control factor for the marine casualty of fishing vessel by using the risk quantitative method of marine casualty, and sequentially timed event analysis for the reason finding. The result is that collision, sinking, and capsizing took high risk need to be strongly controlled. And the accident reason and control factors distinguished are as follows. The 82.2% of collided fishing vessels have negligence of look out as a immediate cause, while it was judged that underlying causes were the characteristics of vessels and fishing method, lack of suitable complement, fatigue, the prejudice or ignorance on steering and sailing rules. So the control factors are; firstly needs educational control measures and in terms of systemic control approach expand the range of the certificate of competency more smaller tonnage.
Fishing vessels have been causing more than 70% of marine casualty in Korea. As a view of the occurring number of marine casualty, it is obvious for fishing vessel to account for the absolute high portion of that in comparison with the non-fishing vessels. That is a natural outcome because fishing vessels have occupied more than 90% of all registered Korean vessels. If we consider it not occurring number, but occurring ratio, we could find out that fishing vessels accounted for 5 times lower than non-fishing vessels in marine casualties. Nevertheless, fishing vessels have not immunity from responsibility for marine casualties at all, because the tendency of it in fishing vessel has been dominating the whole marine casualties in Korea. So for reduction of them, it is indispensable to decrease the casualties of fishing vessel. In this study, the authors tried to carry out many items of them to compare the occurring number with the occurring ratio, and dealt with the casualties of collision and machine damage in detail, because those have not only been occurring most frequently in casualties in Korea, but also led to the death and injury of lives. To reduce the collision and the machine damage, the operator have to keep the watch more strictly and check and keep the machine in good order. And it is necessary for the operator to take more education and training intended to decrease those systematically and continuously, especially for the crews of fishing vessels.
Marine casualties of fishing vessels were analyzed to reduce the sacrifice of human life using data of the Korean Maritime Safety Tribunal from 1995 to 2004 in Korea. The occurred number of fishing vessel casualties were likely to be higher portion than non-fishing vessels, but the occurring ratio of fishing vessel casualties were marked 2.96 times lower than that of non-fishing vessel casualties. The occurring ratios of bigger fishing vessel casualties were higher than smaller ones. Most marine casualties were resulted from the human factors such as poor watchkeeping, negligent action for engine and etc. The trend of marine casualties showed that the machinery damage hold the first and collision accidents took the second, but on a point of cause of them, operating errors took first and poor handling or inspection of machinery held the second place. Because those two casualties took major portion, and very important problems for safety of fishing vessels, so we ought to try to reduce the factors before everything else. In addition, since collision, sinking and capsizing in marine casualties have led to death, missing and injury of lives, it is necessary for navigation operators to take more educations and training intended to reduce the marine casualties systematically and continuously.
최근 우리나라 연안해역은 선박교통량의 증가로 인해 해상교통이 폭주하고 있다. 이러한 교통폭주는 연안해역에 대해 인명, 재산, 환경오염 등의 심각한 해양사고를 야기할 수 있다. 본 연구에서는 우리나라 연안의 해양사고를 확률적으로 분석한다. 본 연구의 수행을 위해 해상교통량과 기상조건, 해양사고 등의 다양한 연관성을 기반으로 원인을 분석하였다. 그리고 해양사고의 형태를 선박의 크기, 선령, 선종 등 다양한 관점에서 분류하고 세부적으로 분석하였다.
We studied the characteristics of marine casualties within the area under control of Korea National Maritime Police and leeway of drifting vessel. According to 5 years'(1995~1999) data of casualties, it was found that the occurrence of casualties by fishing boats ranked the highest and a considerable numbers of casualties took place more than 20 miles off the shore. From a result of field experiment of G/T 50 tons vessel off Busan harbor on Apr. 26~28, 2000, we computed that the linear equation of leeway speed(cm/s) was 1.01×U(U : wind speed in m/s)+11.36 with correlation coefficient between wind speed and leeway speed being 0.252 and we found leeway angle range from +87˚(right) to -78˚(left ) of the downwind direction.
1986년부터 1988년까지 3년 동안 우리나라 주변 해역에서 발생한 1680건의 해난사고를 주성분분석법에 의한 전산프로그램을 작성하여 분석한 결과를 요약하면 다음과 같다. 1. 해난사고의 주된 원인은 운항부주의, 기관 정비불량 등 인적요인에 있으며, 사고유형으로서는 기관고장이, 선종으로서는 어선이 특히 해난사고의 큰 비중을 차지한다. 2. 어선, 관공선의 경우에는 기관고장이나 추진기장애 등이 경미한 해난사고가 많은 경향인데 비해 화물선, 여객선, 유조선의 경우에는 좌초, 충돌, 전복, 침수 등 재산과 인명의 피해가 큰 대형해난사고가 많은 경향이다. 3. 대형해난사고 중 좌초, 충돌, 전복 등은 그 주된 원인이 운항부주의에 있고, 침수의 경우는 재질구조결함에 기인하는 바가 크다.
By use of the Climatological Report(1982~1991) and the Marine Casualty Report(1982`1992), marine casualties caused by meteorological factors and climatic characteristics along Korean coast were analysed. Marine casualty by meteorological factors can be classified into three kinds such as collision, aground and sinking. On the whole collision was mainly caused by dense fog and heavy precipitation, and aground and sinking was caused by strong wind and high sea. As results of analysis of the distribution of wind, fog and precipitation at major ports in Korea, climatic characteristics along Korean coast are as follows. in the eastern coast, wind was relatively weak and fog was not so frequently formed, while strong wind blew all the year round and fog appeared from April to August in Ulleung Island. In the southern coast, the wind was strong in both winter and summer, fog formed frequently in late spring through mid-summer and heavy precipitation was in summer. Typhoon affecting Korea was usually passing this area to the East Sea. In the western coast, strong wind was prevailing in winter at southern region and fog was formed very frequently throughout the year.
The transport of cargoes carried by coastal and ocean-going vessels has increased with the rapid growth of the Korean economy these days. This increase of the sea-borne cargoes has made the Korean coastal traffic so congested that this can be a cause of large pollution as well as great marine casualties such as loss of human lives and properties. Marine casualties generally result from the complicated interaction of natural and human factors; the former being the topographic, marine traffic volume and meteorological conditions, and the latter being the quality of seafares. In this paper, the authors analyse the trend of marine casualties in the Korean coastal and clear up the cause of accidents and examine closely the mutual relations among sea accidents, weather conditions, and marine traffic volume. These accidents are classified into several patterns on hte point of view of ship's size, ship's type and ship's age and its characteristics of each pattern are described in detail. Also, the authors estimate the amount of economical losses resulting from marine casualties which are classified into the accident patterns, and clarify the effects of those losses on B/B(Balance Sheet) and P/L(Profit & Loss) of Korean shipping companies and Korean national economy. The analyzed results of marine casualties are summarized as follows: 1) The average number of sea accidents is 248 cases per year with the loss of 107 persons during last 13 years. 2) Collision is the top of causes of sea accidents (approx. 36.4%), shipwreck the second (approx. 20.3%), agroung the third rank (approx. 18.2%). 3) The ship's number under 1, 000G/T is approx. 74% of total ship's number of accidents. 4) 80% of total number of marine accidents is taken plact at the coastal waters. (involved ports & narrow channels) 5) Marine casualties are occur likely to in the night, the winter and the summer. 6) The average amount of economical losses is approx. 18.5 billion won. (approx. 0.14% of GNP) 7) Shipwreck is the top of the amount of economical losses (approx. 60.4%), collision the second (aprox. 24.5%), aground the third (approx. 9.9%). 8) The amount of economical losses is approx. 5.24% of gross capital of shipping co., 1.24% of shipping revenue, 1.38% of shipping total income in 1983.
