        PURPOSES : For most local governments, including that of Gangwon-do, the establishment of an organized pavement management system is insufficient, resulting in problems such as inefficient distribution and use of maintenance budgets for deteriorated road pavements. In this study, we aimed to contribute to the establishment of a more reasonable road maintenance strategy by developing a model for predicting the annual international roughness index (IRI) change for national highway asphalt pavements in Gangwon-do based on big data analysis. METHODS : Data on independent and dependent variables used for model development were collected. The collected data were subjected to exploratory data analysis (EDA) and data preprocessing. Independent variable candidates were selected to reduce multicollinearity through correlation analysis and specific conditions. A final model was selected, and sensitivity analysis was performed. RESULTS : The final model that predicts annual IRI change uses independent variables such as annual temperature range, minimum temperature, freeze-thaw days, IRI, surface distress (SD), and freezing days. The sensitivity analysis confirmed that the annual IRI change was affected in the order of annual temperature range, minimum temperature, freeze-thaw days, IRI, SD, and freezing days. CONCLUSIONS : Road maintenance can be performed rationally by predicting future pavement conditions using the model developed in this study. The accuracy of the prediction model can be improved if additional data, such as material properties and pavement thickness, are obtained in future studies.

        PURPOSES : To efficiently manage pavements, a systematic pavement management system must be established based on regional characteristics. Suppose that the future conditions of a pavement section can be predicted based on data obtained at present. In this case, a more reasonable road maintenance strategy should be established. Hence, a prediction model of the annual surface distress (SD) change for national highway pavements in Gangwon-do, Korea is developed based on influencing factors. METHODS : To develop the model, pavement performance data and influencing factors were obtained. Exploratory data analysis was performed to analyze the data acquired, and the results show that the data were preprocessed. The variables used for model development were selected via correlation analysis, where variables such as surface distress, international roughness index, daily temperature range, and heat wave days were used. Best subset regression was performed, where the candidate model was selected from all possible subsets based on certain criteria. The final model was selected based on an algorithm developed for rational model selection. The sensitivity of the annual SD change was analyzed based on the variables of the final model. RESULTS : The result of the sensitivity analysis shows that the annual SD change is affected by the variables in the following order: surface distress ˃ heat wave days ˃ daily temperature range ˃ international roughness index. CONCLUSIONS : An annual SD change prediction model is developed by considering the present performance, traffic volume, and climatic conditions. The model can facilitate the establishment of a reasonable road maintenance strategy. The prediction accuracy can be improved by obtaining additional data, such as the construction quality, material properties, and pavement thickness.

        PURPOSES : The surface distress of asphalt pavements is one of the major factors affecting the safety of road users. The aim of this study was to analyze the factors influencing the occurrence of surface distress and statistically predict its annual change to contribute to more reasonable asphalt pavement management using the data periodically collected by the national highway pavement data management system. METHODS : In this study, the factors that were expected to influence the surface distress were determined by reviewing the literature. The normality was secured by changing the forms of the variables to make the distribution of the variables got closer to normal distribution. In addition, min-max normalization was performed to minimize the effect of the unit and magnitude of the candidate independent variables on the dependent variable. The final candidate independent variables were determined by analyzing the correlation between the annual surface distress change and each candidate independent variable. In addition, a prediction model was developed by performing data grouping and multi-regression analysis. RESULTS : An annual surface distress change prediction model was developed using present surface distress, age, and below 0 ℃ days as the independent variables. As a result of sensitivity analysis, the surface distress affected the annual surface distress change the most. The positive correlation between the dependent variable and each independent variable demonstrated engineering and statistical meaningfulness of the prediction model. CONCLUSIONS : The surface distress in the future can be predicted by applying the annual surface distress prediction model to the national highway asphalt pavement sections with survey data. In addition, the prediction model can be applied to the national highway pavement condition index (NHPCI) evaluating the national highway asphalt pavement conditions to be used in the prediction of future NHPCI.

        PURPOSES : Rut depth of asphalt pavements is a major factor that affects the maintenance of pavements as well as the safety of drivers. The purpose of this study was to analyze the factors influencing rut depth, using data collected periodically on national highways by the pavement management system and, consequently, predict annual rut depth change, to contribute to improved asphalt pavement management. METHODS : The factors expected to influence rut depth were determined by reviewing relevant literature, and collecting the related data. Further, the correlations between the annual rut depth change and the influencing factors were analyzed. Subsequently, the annual rut depth change model was developed by performing regression analysis using age, present rut depth, and annual average maximum temperature as independent variables. RESULTS : From the sensitivity analysis of the developed model, it was found that age affected the annual rut depth change the most. Additionally, the relationship between the dependent and independent variables was statistically significant. The model developed in this study could reasonably predict the change in the rut depth of the national highway asphalt pavements. CONCLUSIONS : In summary, it was verified that the model developed in this study could be used to predict the change in the National Highway Pavement Condition Index (NHPCI), which represents comprehensive conditions of national highway pavements. Development of other models that predict changes in surface distress as well as international roughness index is required to predict the change in NHPCI, as they are the independent variables of the NHPCI prediction model.

        PURPOSES : This study aims to investigate the effect of the propagation time of variable message sign (VMS) information and drivers’ detour rate on the VMS performance under non-recurrent traffic states. METHODS: A microscopic simulation model (i.e., VISSIM and VISSIM COM User Interface) was developed at a location where VMS messages were most frequently displaced in 2018 from the Busan Regional Construction and Management Administration. The non-recurrent traffic states realized in this study were one- and two-lane close cases with scenarios involving multiple propagation times from 0 min to 20 min in 2 min increments and detour rates from 0% to 50%, in 10% increments. The measures of effectiveness are the average delay per vehicle, total travel time, and reduction rate of the total travel time based on the average value of 30 multiple simulation runs for individual scenarios. RESULTS:For the one- and two-lane close cases, the reduction rate of the total travel time increased as the propagation time shortened and the detour rate became bigger. The optimal (i.e., 0 min propagation time and 50% detour rate) and worst (i.e., 20 min propagation time and 10% detour rate) scenarios produced 41.1% (8.9 h) and 6.4% (1.4 h) and 26.4% (86.5 h) and 1.4% (4.7 h) of the total travel time for the one- and twolane close cases, respectively. CONCLUSIONS : The study results implied that the late propagation time and the low detour rate might not significantly influence the VMS system. Therefore, it is important to improve the information process time for the shorter propagation time and the reliability of the VMS information for a higher detour rate, which will result in a better VMS system performance.

        Since 2011, a total length of national highway in Korea is 13,797km and 97.6% of total length of national highway system is paved. Particularly, most of national highway has been paved as asphalt concrete pavement. Currently, many maintenance techniques, such as overlay and surface treatments, are applied on existing pavements depending on the failure levels of pavements. One of maintenance techniques is a hot in-place recycling (HIR) that shows features of cost effective and better performance because of the use of 100% recycling of reclaimed asphalt of existing pavement. HIR is widely used in Europe countries and the U.S. It is recommended to rehabilitate the old and distressed asphalt pavement because it is suitable from the environmental perspective and convenient to use when a road is paved. Since 2002, HIR as a maintenance method has been used to rehabilitate the distressed asphalt pavement in National highway in Korea. Recently, a new HIR system, which consists of three pre-heaters, two recycler and one paver, is introduced in maintenance project in National highway. In this paper, HIR mixtures collected from a new HIR system in the field are tested to evaluate their performance in the laboratory test. First, the reclaimed asphalt (RAP) materials and HIR mixtures are collected in the field project site. Second, the quality evaluation of RAP materials, HIR mixtures and rejuvenator are conducted in the laboratory. Test results of RAP materials and HIR mixtures are satisfied with national specification. Rejuvenator used in the project site is classified as RA-5. Based on the limited teste results, it would be concluded that a new HIR system could be produced a satisfied HIR mixtures in the maintenance projects of National highway.

        PURPOSES: Case studies of an asphalt-overlay project with a performance-based contract method were conducted on a national highway in Korea to evaluate the effect of the method on asphalt pavement maintenance. This study evaluated the procedure of the performance-based contract method. METHODS: In this study, an asphalt-pavement maintenance project for a national highway was assessed with a performance-based contract to investigate the advantage of the new contract procedures. This is the first trial applying the performance-based contract to a pavementrehabilitation project in Korea. In the four case studies, the warranty period of the performance-based contract was designed for seven years. The research team monitored the construction site to compare the normal contract method with the performance-based contract method. The case studies’project sites were investigated after the end of the construction. RESULTS : Based on the limited case studies, the performance-based contract method could extend the service life of the asphalt pavement and reduce the pavement-maintenance budget because the quality control was well managed by the contractors. However, a few construction laws would be necessary to apply the performance-based contract method in the future. CONCLUSIONS : Using the performance-based contract, the construction company made great efforts to guarantee the warranty period and to apply the optimal maintenance method, based on the pavement distress condition. The contractor and the agency would need to understand the new performance-based contract system for it to be activated. Therefore, a proper education program for the performancebased contract system would be needed to educate the stakeholders regarding the procedures and their effects on the pavement management and maintenance.

        PURPOSES : The purpose of this study is to analyze the performance life of hot central plant recycling (HCPR) and hot in-place recycling (HIR) pavements applied to the National Highway for the past 20 years and compare it with conventional hot-mix asphalt (HMA) pavement. METHODS: In order to analyze the performance life of recycling asphalt pavements, a comprehensive literature review was conducted to investigate the government law and official system for the use of recycling asphalt pavement in Korea and foreign countries. Next, the application information of using a hot central plant recycling and hot in-place recycling pavements in the national highway is collected from the database of pavement management system (PMS) and then their field condition is visually surveyed. Finally, the performance life of recycling asphalt pavements in the national highway is analyzed and compared with conventional hot-mix asphalt pavement. RESULTS: Institutions are encouraging the promotion of using recycled asphalt pavement through various legal systems in Korea as well as abroad. Based on analysis results for the average performance life of hot central plant recycling pavement applied to the national highway, the average performance life is estimated to be 10.2 years. However, the average performance life of in-place recycling pavement is estimated to be 6.5 years. However, it is expected to increase performance life after the HIR construction system is modified. CONCLUSIONS : Based on the limited data analysis of the performance life of recycled asphalt pavements, HCPR shows similar performance life to conventional asphalt pavement but HIR shows shorter performance life than conventional asphalt pavement. However, it is noted that all performance life data is very limited and it should be monitored and analyzed further.

        PURPOSES : Expressways experience chronic and recurring congestion, especially during weekends and holidays, because of the increased demands for leisure-related travel. The alternatives to solve chronic and recurring congestion may be three-fold: (1) physical expansion of expressway capacities, (2) road pricing, and (3) temporal and spatial distribution of traffic demands. Among these, the third alternative may be the most cost-effective method for the Korea Expressway Corporation (KEC) that can be achieved by using the existing ITS infrastructure. METHODS : KEC initiated a pilot study in which the traffic on congested expressways was managed by providing traffic condition information (i.e., travel times) of neighboring national highways for taking detours via variable message signs (VMS). This study aimed to estimate the detour rate, and the two pilot studies on Seohaean and Yeongdong expressways yielded many benefits. RESULTS: It was revealed that the total length of congestion segments decreased by 7.8 km, and the average travel speed increased by 5.3 km/h. CONCLUSIONS: Based on these findings, it was concluded that the propagation of detour information via VMSs during congestion hours can help reduce congestion on expressways and increase the benefits of the entire network.

        PURPOSES: Recently, crack, rutting, and stripping problems from the surface of asphalt pavements in National highway are observed and they affect the drivers to feel uncomfortable on the road. Surface treatments are recommended to use in distressed pavements due to costeffective, and improvement of surface performance. The purpose of this study is to evaluate the performance of micro-surfacing and polymer slurry seal treatments for distressed asphalt pavements. METHODS: Surface conditions and friction resistance are evaluated for asphalt pavements treated with micro-surfacing and polymer slurry seal mixes in National highway 30 line and 34 line. Visual observation is conducted and surface performance is measured by PES (Performance Evaluation Surveyor) in terms of crack ratio, rutting and IRI(International Roughness Index). BPN(British Pendulum Number) is measured by BPT(British Pendulum Tester) to evaluate the friction resistance in the field. RESULTS: The surface evaluation results are presented for asphalt pavement treated with micro-surfacing and polymer slurry seal treatments in National highway 30 line and 34 line. Based on the visual observation, micro-surfacing and polymer slurry seal treatments show better improvements in terms of cracks and stripping. Based on the surface conditions measured by PES vehicle, the surface performance of microsurfacing treatments improves from 53.3% to 54.2% and the surface performance of polymer slurry seal treatments improves from 21.6% to 59.7%. However, the friction resistance of both micro-surfacing and polymer slurry seal treatments decreases from 2.5% to 6.7%. Further, it should be verified to produce the surface exposed with aggregates during the construction process of both treatment methods in the field. CONCLUSIONS : Based on the performance evaluation results in the filed, the surface performance of asphalt pavement treated with micro-surfacing and polymer slurry seal treatments improves from 21.6% to 59.7%. While, the friction resistance of asphalt pavement treated with micro-surfacing and polymer slurry seal treatments does not improve. It can be concluded that current micro-surfacing and polymer slurry seal treatments would improve surface performance but would not improve the friction resistance.

        PURPOSES: This study evaluates the economic value of national highway construction projects using Real Option Pricing Models. METHODS : We identified the option premium for uncertainties associated with flexibilities according to the future's change in national highway construction projects. In order to evaluate value of future's underlying asset, we calculated the volatility of the unit price per year for benefit estimation such as VOTS, VOCS, VICS, VOPCS and VONCS that the “Transportation Facility Investment Evaluation Guidelines” presented. RESULTS: We evaluated the option premium of underlying asset through a case study of the actual national highway construction projects using ROPM. And in order to predict the changes in the option value of the future's underlying asset, we evaluated the changes of option premium for future's uncertainties by the defer of the start of construction work, the contract of project scale, and the abandon of project during pre-land compensation stages that were occurred frequently in the highway construction projects. Finally we analyzed the sensitivity of the underlying asset using volatility, risk free rate and expiration date of option. CONCLUSIONS: We concluded that a highway construction project has economic value even though static NPV had a negative(-) value because of the sum of the existing static NPV and the option premium for the future's uncertainties associated with flexibilities.

        PURPOSES : This study aims at proposing the methodology for benefit evaluations in pavement maintenance methods and timings using KoPMS(Korean Pavement Management System) software which was developed for efficient pavement management. METHODS : This study classified pavement sections into 4 clusters considering AADT(Annual Average Daily Traffic) and ESAL(Equivalent Single-Axle Load) using cluster analysis and used the deterioration models in each cluster. Increased user costs due to pavement deterioration as time goes by and agent costs for maintenance were estimated. Based on deterioration model and KoPMS software, Methodology for benefit evaluation was proposed in pavement maintenance methods and with/without implementation using real pavement section data. RESULTS : This study verified that considering agent costs only would be constrained to decide pavement maintenance methods and timings, and ascertained that decision making with agent and user costs would be effective. In addition, this study revealed that pavement maintenance methods and timings can be affected by AADT and ESAL and frequent pavement maintenances can be more efficient for benefits in pavement sections with more AADT and ESAL. Also this study found that user costs would be more affected to decision making than agent costs. Moreover, Delay of conducting pavement maintenance caused increased vehicle operating costs and environmental costs because of poor conditions of pavements. CONCLUSIONS : This study proposed LCCA and benefit estimation methodology of pavement with considering agent and user costs. The results of this study can be used for baseline data of efficient pavement asset management.

        PURPOSES : The PMS(Pavement Management System) has been utilized in order to efficiently allocate the limited budget for the maintenance of national highway system. In the PMS of national highway, surface pavement condition is evaluated by using the VI (Visual Index). However, the VI is determined only by considering the cracking rate (%) and rut depth (mm), which is not reflecting the IRI (International Roughness Index) that is known as an important factor of pavement performance. In this study, the NHPCI (National Highway Pavement Condition Index) which includes the cracking rate (%), rut depth (mm), and IRI (m/km) is suggested for determining the rehabilitation methods group. METHODS : First, the rehabilitation methods performed between 2008 and 2010 on the national highway is classified and then, NHPCI is determined for each rehabilitation method. Next, the NHPCI for each rehabilitation method is grouped through the interval estimation of the population mean and T-test analysis. RESULTS : According to NHPCI range, the rehabilitation methods are divided into four categories: Not Required, Preventive Maintenance, Overlay Treatment (with or without cutting), and Full-scale Treatment (i.e., reconstruction). CONCLUSIONS : Based on this study, it is recommended that the appropriate NHPCI range should be determined through the combination of the rehabilitation categories and Decision Procedure of Pavement Distress Condition Visual Index.

        PURPOSES: The new methodology is proposed for estimation of long-term performance and pavement life based on the national highway database in Daejeon area. Furthermore, this study tried to verify the applicability of performance estimation using NHPCI (National Highway Pavement Condition Index) on tendency of pavement deterioration as time goes by under Korean road environments. METHODS: Reliability theories are applied to estimate the mean life and to determine the appropriate distribution using 3 levels of traffic loads (high, medium, low) based on maintenance and rehabilitation history data for 15 years. RESULTS: As a result, Lognormal distribution is suitable for explanation of pavement lifetime in Daejeon area regardless of traffic loads. In addition, we found that the results of mean life and maintenance timing based on NHPCI for the pavement sections of 3 levels of traffic loads are available. CONCLUSIONS: Based on this study, it was found that mean life of high, medium and low levels of traffic loads are about 8.1 years, 12.2 years and 12.7 years, respectively. Higher level of traffic loads shorten the pavement mean life.
