        In the construction sites, rush (speedy construction) work have recently been overused because of budget reductions by reducing the construction duration after the long-term economic recession and construction business stagnation with institutional change including the instruction of the duration shortening bidding system and the introduction of the post-construction sales system by the Korea Research Institute for Human Settlements. Due to this, negligent accidents have frequently occurred by forcing manpower, equipment, finance, and material procurement and pressing ahead with impractical construction wok at night according to the reduction of construction schedules. Therefore, this paper has the necessity of this study to seek for alternatives to prevent negligent accidents by finding factors related to rush work in the reality that the importance for preventing negligent accidents is more emphasized while they have not been reduced in construction sites.

        Recently, industrial accidents rate has been gradually decreasing due to the development of safety management methods, but until now, the accident rate in the construction sector is higher than other industries. Large-scale construction sites are operating systematic safety systems to reduce industrial accidents. However, small and medium sized construction sites do not have systematic safety system and lack safety management ability, so that disaster is not reduced compared with large scale construction site. As a result, disaster prevention technology instruction system has been implemented to reduce the disasters of small and medium scale construction sites. However, in the case of a small construction site less than 2 billion won, there is little decrease in the accident rate, and in some cases, the accident rate increases. After the technical guidance system has been implemented, it is necessary to identify the performance and problems of implementation and to improve its effectiveness. In this study, we suggest the improvement plan to improve the efficiency of the technical guidance system by analyzing the problems and actual conditions of technical guidance operation in small and medium sized construction work sites.

        OBJECTIVES: This study aims to review a plan to reduce the shoulder width of a deformed round-trip two-lane highway with low traffic volume. METHODS: Installation of a passing lane on a round-trip two-lane (one-way one-lane) highway, and reduction of a shoulder for a round-trip four-lane highway. RESULTS : It is necessary to establish a design criterion for various highways, because the plan to reduce the lane or shoulder width of a highway with low traffic volume was analyzed to have an economic efficiency of 6.8~7.0%. CONCLUSIONS: It is necessary to seek for a plan to establish a national trunk net early by efficiently using the limited financial resources to cope with the traffic demand elastically.

        The safety accident has been repeatedly abolished and resurrected according to the social atmosphere and the issue of the effectiveness of education has been constantly raised. As shown in [Figure 1], the training of the manager, During the ten years of revival due to the amendment of the law in 2007, the accident rate further increased. Industrial accidents often occur in combination with unsafe behavior and unsafe conditions. Unsafe behaviors are indispensable factors in the work that human beings engage in. In order to prevent accidents, it is imperative to establish systems and measures to understand the more obvious causes.

        Safety accident in Building construction work in the process of preparation and implementation of the insecure human, material status is often caused by combining the reality is that many things. In this paper, construction safety management of subcontracting work and small construction plan to apply through a survey to reach a sensible alternative.         Thermographic imaging based non-destructive evaluation proceeds measuring the defect or internal condition of civil structures. To demonstrate the feasibility of the method, the infrared camera system is applied to various specimens. The technique described in this paper may allow us to find their numbers, locations, and the extent of damaged steels from the measurement in the long distance. In addition, a reinforced concrete specimens with different penetration depths is tested using the active thermography method, and to study the influence on the detecting internal rebar in cooled and heated conditions. The experimental results demonstrate that thermographic imaging method is useful for detecting the damage of steel structures and the unknown rebar in the concrete.

        Occupational Safety and Health Expenses Law in construction industry was enacted in 1988 by the notification of Ministry of Employment and Labor and 22 revisions have been made since. The fact that revisions have been made almost every year since the first enactment shows that Occupational Safety and Health Expenses can effectively prevent construction accidents and the need for revisions to fit the reality has been raised continuously. Despite the construction industry has undergone various internal and external environmental changes, (such as the changes in the safety and health management techniques and the increase in the construction employees’ desire for safety) the appropriation standard of Occupational Safety and Health Expenses has been calculated based on the contract price. The construction industry has constantly suggested that the Occupational Safety and Health Expenses be calculated based on the estimated construction expenses since applying the current method doesn’t provide enough money to secure the safety. Also because it has become mandatory to hire a health manager since 2015, the lack of Occupational Safety and Health Expenses is expected to get worse. In this study, we will analyze the usage of Occupational Safety and Health Expenses and propose a more practical and realistic change in setting the appropriation standard of Occupational Safety and Health Expenses.

        The regulation for industrial accident rate level assessment of construction companies was introduced to the construction industry in the Republic of Korea since 1993 and has brought positive outcome on industrial accidents reduction at construction work sites. There were considerable decrease of industrial accident ratio and enforcing of contrators' safety organizations from the beginning of the regulation for industrial accident rate level assessment. In spite of these positive outcomes, there were some negative effects such as contractors' shrinking accident reports to keep good accident ratios since these figures had a great impact on pre-qualification stage of bidding when general contractors were competing for new construction projects. In addition, Comprehensive evaluation bid system, which replaces the lowest price bid system is applied to government-ordered construction projects since 2016. Comprehensive evaluation bid system includes construction company's accident rate as one of the evaluation items and carries out with the industrial accident rate level assessment of construction companies at the same time. The regulations of two systems have been called for improvement to unify these different procedures and standards which have led business stakeholders to confusion for several years. This study aims to devote on lessening shrinking accident reports and to reduce the waste of business stakeholders through changing the regulation for industrial accident rate level assessment.

        본 논문에서는 풍산 FNS에서 개발한 force-feedback형 고정밀 국산 3축 가속도계의 성능을 실험적으로 평가하고, 건설구조물 전산구조해석 및 유지관리용 건전성 모니터링에의 적용성을 논한다. 레이트 테이블 및 가진기를 통해 다양한 형태로 가진실험을 수행함으로써 국산 가속도계의 비선형성, 대역폭, 저주파 신호계측 성능, 바이어스 특성을 검증하고, 국내 가속도계 시장의 대부분을 차지하고 있는 해외 업체들의 대표적 가속도계와 성능을 비교 평가하여 국산 가속도계의 적용성과 시장진입 가능성을 평가하였다. 실험분석 결과 국산 가속도계는 실험으로 평가한 모든 항목에서 실험에 사용된 수입 가속도계보다 좋은 성능을 보였다. 특히 건설 구조물 계측에 필수적인 저주파 대역 계측성능은 수입 가속도계의 성능을 능가하였으며, 바이어스도 상수 특성을 가장 잘 유지하는 것으로 나타나 향후 실험기반 구조해석 및 구조물 장기 건전도 모니터링에 좋은 대안이 될 것으로 평가된다.

        「채무자 회생 및 파산에 관한 법률」 (이하 ‘채무자회생법’으로 약칭함)이 2006년부터 시행 되고 있다. 그러나, 채권자들이 회생절차내에서 실질적인 권한을 행사하는데 제약이 많을 뿐만 아니라 회생사건 처리에 대한 법원의 비전문성 등으로 회생절차에 대한 채권금융기관 들의 신뢰가 낮아 신규신용공여 등이 활성화되지 못하고 있어 기업이 회생절차를 통하여 정상적으로 시장에 복귀하는 비율이 낮다. 특히, 건설기업의 경우에는 제조업과는 달리 대표적인 수주산업에 속하고, 물적 자산이 거 의 없는 등의 특수한 부분이 있음에도 회생절차에서 그러한 특성이 고려되지 못하여 정상 적인 시장 복귀는 더욱 더 어렵다. 본 연구는 건설기업과 관련하여 현행 「채무자회생법」 상 내재되거나 운용상에서 나타난 문 제점을 파악하고, 개선 방안으로 제3자 관리인 선임 원칙으로 전환, 채권자협의회에 관계 인설명회 개최요구권 신설, DIP Financing 활성화를 위한 최우선공익채권의 범위 확대와 보호 강화, 장래구상채권의 의결권 평가기준으로 보증기관의 대위변제율 적용, 회생전문법 원의 설치, 임금채권지급보증제 도입, 인수합병 활성화를 위한 위탁경영 방식과 가교기관 설립을 제시하였다.
