In this study, we analyze the policy related to building safety diagnosis and maintenance management and suggest improvement direction of system for building diagnosis. The US has various test methods and laws and regulations standardized on wide territory, so it is excellent in responding to changes in regulations. In the UK, the technology of the building diagnosis related field is advanced through systematic efforts of diagnosis and maintenance of the building. Therefore, it is necessary to establish and revitalize regulations related to building diagnosis and maintenance management, to revise the laws and regulations of related institutions, and to systematically cultivate manpower through specialized agencies related to diagnosis and maintenance.
The purpose of this study is to figure out the current condition of local governments (Si or Gun) to implement rural development policy in the face of the central government’s drive for increasing devolution. Since late 1990s or early 2000s when scope of rural policy began to expand quantitatively, there has been considerable increase in rural residents’ participation into community projects as a whole. Nevertheless, there exists regional differentiation in local governments’ efforts to systematically support rural development projects (CRDP: Comprehensive Rural Development Programme) and community activities by setting up intermediary organizations or hiring rural development professionals in a public office. According to this survey on local government officials, regions that have made such efforts to support rural policy at a local level, show more advanced level of institutional capacity than other regions in local decision making process for CRDP, role of strategic rural developmental plans, vitality of community actors, etc. In the era of increasing devolution, these differences can be expected to result in diverging performances of each area in regionalized rural policy. The central government needs to introduce EU’s LEADER-type rural development programmes to support community acitivities by various local actors and at the same time promote local governance building for rural policy, adopting institutional rewarding system such as rural planning contract.
Korean agricultural industry has weakened as demand for domestic agricultural products has declined due to accelerating market liberalization, aging and shrinking of rural population, and stagnating rural households’ incomes. On the other hand, as the forth industrial revolution unfolds in earnest, tremendous changes are expected, and those changes won’t be confined to certain industries but would shaken the world we know of entirely. Smart farm, which is one example of the fourth industrial revolution, is increasingly being recognized as a new growth engine for the future as smart farm and the science and technology behind it, not the size of arable land, will determine competitiveness of the agricultural industry and drive agricultural productivity and managerial efficiency. In consideration that John W. Kingdon’s Multiple Streams Framework has recently been presented as an important theoretical model in the policy field, this study analyzed problem stream, policy stream, and political stream in the process of forming the smart farm policy, and looked into what role the government played as policy entrepreneur in policy window. The smart farm policy was put on policy agenda by the government and was approved when the government announced the Smart Farm Plan together with relevant ministries at the 5th Economy-Related Ministers’ Meeting held in April 2018. This suggests that change of the government is the most critical factor in political stream, and explicitly indicates the importance of politics in formation of an agricultural policy. In addition, actual outcome of the policy and how policy alternatives that will enhance people’s understanding will support it seem to be the key to success. It also shows that it is important that policy alternatives be determined based on sufficient discussion amongst stakeholders.
Education is the manifestation of culture, and is an important component part of culture. International education and international students are vital for the country’s economy. The trump administration, under the slogan "America first," overhauled the U.S. immigration policy that has been in place for nearly half a century, with the core idea of prioritizing immigrants who can succeed in the United States and stand on their own feet economically, ensuring that immigrants identify with American values. Stop immigration in areas where terrorism is rampant and background checks are difficult to carry out. Deport illegal immigrants and reduce the number of immigrants; Encourage "quality immigration", eliminate "link immigration", abolish the green card lottery system, adopt points system and so on. The new immigration policy triggered heated debate, the American higher education and strict immigration policy or a willingness to stay in the United States, will affect the students work visa or reform will lead to high quality international talent loss, cumbersome application program, or will affect the quality of education for international students, the policy of science and engineering major is preferred, or will affect balance of American colleges and universities. The implementation of the trump administration's new immigration policy will not only affect the development of education, but also change the international competition pattern of education.
Purpose - Research on the ability of domestic public institutions to conduct business is being conducted. Research on government support policy for public technology projects, emphasizes technology creation. Public agencies are encouraging evolutionary barriers at the stage of realistic business. This paper presents the policy possibilities by presenting policies and strategies based on corporate public policy.
Research design, data, and methodology – In this study, we surveyed the actual state of public technology commercialization based on the data on state of technology commercialization of public institutions. We collected and analyzed the literature data to enhance the competitiveness of technology commercialization by identifying success cases of public technology commercialization. In Korea, there are not many research papers that provide policy alternatives for technical commercialization of public research institutes. Therefore, in this paper, we review various government policies and check the status of technology commercialization to increase its value.
Results – As a result of this study, it is suggested that various policy development is necessary for the commercialization of public technology, because it is important to increase the value of technology users, suppliers, investors and customers through various network activation. In particular, it is necessary to establish differentiated Korean public technology commercialization model for the proliferation of public technology commercialization by presenting methodical model of technical commercialization.
Conclusions - Through this study, it is important to raise the competitiveness of domestic public technology commercialization, to create economic value, and to improve the performance of technology commercialization. Therefore, it is necessary to contribute to the creation of research achievement, research method of excellent technology, and method of commercializing technology, and to create achievement of technical commercialization in the future. In addition, from the viewpoint of commercialization of technology, strategies for creating value through utilization of public technology should be prepared, and a plan for mutual prosperity among domestic companies should be prepared. Policy alternatives of various public technology commercialization to build national competitiveness have been developed, and various examples of performance for the performance of public technology commercialization should be derived.
Since the import ban of plastic waste in China has been enforced, plastic wastes were not properly collected and recycled in Korea. Hence, the management strategies for plastic waste in Korea should be improved by examining the regulations and policy in developed countries such as United States, Japan, EU and United Kingdom. The management strategy for the recycling cycle should be implemented to expand the labeling system of separation and discharge, reduce the consumption of plastic products, automate the separation and sorting method in recycling facilities, and improve the economical efficiency of the recycling cycle. The concept of residual waste (secondary waste) in the material flow analysis should be implemented to identify the shortage point in the plastic waste stream. Finally, the cooperation with international communities is required for a transboundary movement of plastic waste, which includes participation at the working group of international standards to recycle plastic waste.
본 연구는 1952년한국 정부의 평화선 선언 이래본격적으로 제기된 일본의 독도영유권주장과 관련하여 우리 정부의독도주권수호정책의전개과정을1965년한일어업협정체제와일본정부의 일방적 파기 및 1998년 신한일어업협정 체제로 구분하여 고찰한 다음 일본의 궁극적인 전략인 ICJ를 비롯한 국제재판소 제소에 대응한 우리 정부의 유엔해양법협약상 강제관할 배제선언의 국제법적 효력을 중심으로 검토하였다.
한국의 독도주권을 침탈하기 위해 일본이 제기하는 영유권 주장의 본질적 토대는 제국주의 침략 노선의 근간인 일제식민주의에 입각하고 있다. 그것은 일본이 한국의 독도주권을 인정한 1696년에도막부의도해금지령과이를승계한1877년 메이지 정부의「태정관지령」에대한의도적인은폐에 더하여, 1905년무주지선점론에서시작하여, 17세기고유영토론을경유한뒤, 1951년샌프란시스코강화조약 승인론으로 전환해온 과정 자체가 일본이 강변해온 국제법상 시제법의 법리에서도 오류로 점철되어 있음을 입증하기 때문이다.
그러한한계로인해일본의3단계장기전략정책프레임은한국의외환위기국면을활용한한일어업협정의일방적 파기와병행하여 본원적·역사적·조약적권원으로 귀결되는 국제법적논거의 강화를통해궁극적으로ICJ를비롯한국제재판소에회부하려는고도화된전략으로분석된다. 이에우리정부는일본정부가일제식민주의에입각하여제기했던1954년ICJ 제소시도선례에서이미확고한 독도주권 수호 의지를 천명하였는 바, 향후 이를 제고하는 장기・종합・체계적 정책 대응방안의 수립이 긴요하다고 하겠다.
서비스 산업이 중심을 이루던 도시 산업 전반이 서비스 포화로 인한 저성장 시대로 진입하면서 도심을 중심으로 소규모 제조업체를 운영하는 도시형 소공인 제조 산업이 도시 산업 재생의 신성장 동력으로 주목받고 있다. 미국, 독일, 일본 등 선진국은 물론 빠른 속도로 산업 전반의 성장을 거듭하고 있는 중국 역시 4차 산업 혁명 시대를 맞아 제조업과 AI, ICBM(사물인터넷, 클라우드 컴퓨팅, 빅데이터, 모바일) 기반의 지능정보기술의 결합을 시도하며 이를 핵심으로 하는 도시제조업 중심의 제조업 재흥전략을 추진하고 있다. 이와 같은 세계적인 기류와는 달리 서울과 경기 지역을 중심으로 하는 한국의 도시제조업은 자금, 공간, 인프라, 인력, 기술 및 지식 고도화 부족 등으로 인해 4차 산업 혁명 대응 역량이 낮아 도시 산업 재흥의 성장 동력이 되기에는 총체적인 난제를 가지고 있다. 이에 본 연구는 중앙 및 지방정부, 유관 공공기관들의 서울시 도시제조업 지원 정책사례와 해외 사례 연구의 프로토콜 분석 및 고찰을 통해 기존 정책의 문제점과 원인을 살펴보고, 제조와 유통을 연결하는 통합 플랫폼 구축 및 이를 위한 도시형 소공인 협동조합 구성 등을 기반으로 한 체계적인 도시제조업 지원정책의 필요성과 방향성을 제언하였다.
게임산업은 국내 문화산업을 대표할 만큼 성장했지만, 게임에 대한 사회문화적 위상은 산업 성장만큼 높지 않다. 2000년대 초반 청소년 게임이용의 역기능 문제는 사회적 이슈가 되면서 게임문화정책이 수립되어 15년간 추진되고 있다. 본 연구는 게임문화정책의 핵심 내용인 역기능 예방, 순기능 확산, 인식 개선을 중심으로 정책의 효과를 확인하고자 한다. 게임의 역기능 예방은 다소 효과가 있다고 할 수 있지만, 순기능 확산은 미흡하고 인식 개선은 부정적 경향이 더 많아졌다. 정책 실적에 비해 효과는 미흡하다. 게임문화정책의 효과를 확인할 수 있는 데이터가 부족하고, 효과도 미흡하다는 것은 향후 게임문화정책이 개선되어야 할 것이다. 기초 데이터의 확보, 정책의 사후관리, 문화 의미의 제고, 게임문화의 보편성 등에 대한 고려를 통해 게 임문화정책의 방향성을 조정하는 것이 필요하다.
기술집약적 분야 산업은 영토 내 가용할 수 있는 자원이 극빈한 국가의 주요 성장 동력으로 활용되어질 수 있다. 예로, 한국의 경우 원자력 및 방사선 기술 산업을 고도로 육성시켜 자국 내 에너지 문제의 해결과 원자력발전소 수출 등 국익을 얻을 수 있었다. 반면 기술집약적 분야 산업에 대한 잘못된 정부정책결정에 의하여 국가적 손해가 발생한 경우도 존재한다. 본 연구에서는 기술집약적 산업에 대한 잘못된 정부정책사례를 분석하여 3가지 요인을 도출하였다. 그리고 3가지 모형의 앨리슨모델을 복합적으로 이용하여, 사례분석에서 도출된 3가지 요인의 문제점을 해결할 수 있는 합리적 정책결정 모형을 개발하고자 하였다. 궁극적으로, 본 연구의 결과는 기술집약적 산업에 대한 합리적인 정부정책결정 과정을 위해 향후 활용될 수 있을 것으로 기대한다.
The purpose of this study is to analyze the cases of Asan-si and Hongseong-gun in Chungcheongnam-do to derive the direction of development of the school meal support center and improvement of the school meal policy in connection with local food. We conducted a survey on the importance and performance of school meal support policy and local food supply policy for nutritionists in two areas. In addition, we identified the issues to be improved intensively and the issues to be continuously managed over the medium to long term, and suggested directions for improvement using IPA. As a result of the importance-performance analysis of school meal support policy and local food supply policy, both Asan-si and Hongseong- gun. focused on improving the price and quality of local food.
This is a comparative study on the policy of Korea and Japan for improving upland farming mechanization. Purpose of the study is to set a policy direction of improving efficiency of farm management by using agricultural machinery. Research topic is the agricultural mechanization policy at the national level. The research attempts to classify mechanization policies into framework plan, R&D, rent and lease program, upland farm promotion policies. Major features of the comparative analysis are followed. First, there is a similarity between policies of Korea and Japan in terms of the aim of framework plan and other policies settings. However, Japanese policies focus more on the joint management of farming than Korean policies. Japanese policies take an entire system covering from farm to market into account. Second, Japanese policies have much attention to the agricultural organizations such as corporate, cooperatives that are eligible for using agricultural machinery. This is different from Korean policy. Thus, upland farming mechanization policy needs to set priority, and to have systemic approach. Also, upland farming mechanization policy has to be facilitated in accordance with producer organizations and their marketing strategies.
Waste management in Jeju Province, Korea, has recently emerged as an urgent problem. The increasing waste discharge requires more landfills but, since it is an island, the available land is restricted. Accordingly, an efficient waste management urgently requires environmentally sustainable policies. In this article, the waste discharge characteristics (such as the amount of waste, its composition, etc.) of Jeju Province have been compared with those in the rest of Korea. The current industrial waste management of two cities on the Island, Jeju City and Seogwipo City, has been also analyzed to suggest policies for an efficient management. The local government’s endeavor to enhance environmental awareness of the community has been known to reduce the private cost of policy compliance, and have individuals recognize the results of their policy compliance. Policies to achieve the above are then proposed.
The Malaysian biogas upgrading technologies and policies were examined. In Malaysia, the regulation of palm oil mill effluent (POME) has been enforced to reduce the biochemical oxygen demand to 20 ppm and the biogas capture in the palm oil mills have been recently enforced for renewable energy. A huge amount of organic waste is produced from POME, and 80 million tons from palm oil trees, every year. Due to the renewable energy trends, the Malaysian government is modifying the use of biogases as fuels in favor of their conversion into compressed natural gas (CNG) and other chemicals; various green policies are being promoted because of many advantages of the organic substances. The Korean policies for biogas are a good model for exporting environmental plants after upgrading the digestion and purification technologies. Therefore, this article introduces the current status of POME and biogas production in Malaysia, it could encourage creating a new market for biomethane.
In this study, the amount of plastic waste produced in Korea and the state of its treatment are analyzed. In addition, trends in sales prices of recyclable resources are identified and used as basic research data in countermeasures for the rejection of recyclable waste collection companies. According to the state of waste generation and disposal nationwide in 2017, the amount of plastic waste generated increased by 7.2% annually over the five-year period starting in 2012, reaching 7.1 million tons in 2016. In the case of composition ratio, 36.7% of household wastes occupy. In the case of the plastic recycling market, the demand for recycled waste plastics and plastics decreased due to sluggish domestic and overseas economies since 2015, and the prices of synthetic resins such as PE, PP, and PS of pellets dropped by about 20%. As for the selling prices of recyclable resources in apartment houses in March 2017, the average selling price including plastics is 1071 won/ month·generation. When plastic was excluded it was 941 won/month·generation, which amounts to about a 130 won/month·generation difference. The average selling price of recyclable resources over the period of March- May 2018 is about 697 won/month·generation. In March 2017, it was found to decrease by about 26% of the sale price.
본 연구는 언어보급 정책이란 무엇인가를 알아보고 그 대표 적인 예로 일본에서 시행하고 있는 일본어보급 정책을 살펴보고자 한다. 이를 위해 현재 일본어를 학습하고 있는 국내외 현황(국가 및 학 습자수)을 알아보고, 일본 정부에서 시행하고 있는 국·내외 일본어교육 및 일본어 보급에 대한 전체적인 실정을 파악한다. 이를 바탕으로 앞으로 한국어교육 및 한국어 보급을 위해 나아갈 방향을 모색하고자 한다.
This study analyzed whether there are mediating effects of government policies between the inputs and the economic performances of Korean bioenergy companies-this was accomplished by applying a mediating analysis by PROCESS Macro ver 2.16.3 (Hayes, 2013) based on a survey from the bioenergy companies. The analysis found that the increase in inputs of the Korean bioenergy companies affected the increase of performance through the government policies. In addition, comparing the mediating effects of detailed policies, this study found that said effects were greater in the order of RPS(Renewable Portfolio Standard) > the price variation of electricity = the obligation of greenhouse gas reduction > the changes in business scale based on RPS·RFS(Renewable Fuel Standard). However, it was found that the price variation of transportation fuels and RFS did not make a significant difference. There are two political implications of this study. First, to enhance the economic performance of bioenergy companies, the Korean government should keep the expanding trend of the current RPS. Second, the government needs to emphasize the importance of biofuels for transportation and make policies to develop related industries.
본 연구는 지난 11년간 국가 수준의 문서에서 다문화교육 성격이 어떻게 변해왔는지 비 판적으로 이해하기 위해 수행되었다. 이를 위해 본 연구는 2006년부터 2016년까지 교육부 의 다문화교육정책 문서를 대상으로 다문화교육의 대상, 목표, 내용 측면에서 질적인 내용 분석을 수행하였다. 연구 결과는 다음과 같다. 첫째, 우리나라에서는 다문화교육정책이 발표된 첫 해를 제외하고는 기존의 한국 학생과 다른 문화적 배경을 지닌 학생 모두를 다문화교육의 대상으로 설정해왔으나, 이들 학생들을 지칭하는 방식에 있어서는 한계를 드러냈 다. 둘째, 우리나라 다문화교육정책은 다문화교육의 목표로서 다른 문화적 배경의 학생들에게 교육적 성취에서 소외되지 않도록 다양한 교육기회를 제공하는 것에 강조점을 두어온 반면, 이들이 지닌 다양한 언어․문화적 배경을 존중하는 측면이 비중있게 다루어지지 않는 문제가 있었다. 셋째, 우리나라 다문화교육의 내용으로는 한국에 대한 이해와 다문화에 대한 인정이 다문화교육정책의 초기부터 지속적으로 다루어져왔으며, 2010년 전후로 해서는 교육적 성장에 관한 내용이 비중있게 다루어졌다.
This study is a basic research for the development of ‘Marginal Village Policy’ in response to the hollowing-out of rural areas. For this purpose, the viewpoint of “Regeneration” & “Reconstruction” of the “Marginal Village Theory” and the recent “Rural Planning Theory of Evacuation” in Japan were reviewed. The background and trends of Marginal Village policy in Japan were also investigated. And based on this, the implications and future tasks for Korea were summarized as follows; ①It is necessary to be interested in the disappearance of villages and marginal villages and to form positive discussions and social consensus. ② Continuous field investigation and management of changes in population and village functions at regional and village level are required. ③In addition to increasing the importance of depopulation problems, it is necessary to establish ‘marginal villages’ as a public policy target. ④It is necessary to review and consider the viewpoint of reconstruction along with regeneration. ⑤It is necessary to pay attention that the software project is expanded, and the regeneration & reconstruction policies of the rural villages are aimed at revitalizing the rural community. ⑥It is necessary to consider the possibility of applying ‘spacial construction’ along with the expansion of the academic debate on the ‘rural planning theory of evacuation’. On the basis of this, in this study, rural villages were classified into ‘continuous villages’, ‘semi-marginal villages’ and ‘marginal villages’ according to the degree of marginalization, and the basic framework of ‘Marginal Village Policy’ was proposed, which is to encourage the differentiated policies of ‘continuous villages’ by ‘rural village policy’, ‘semi-marginal villages’ and ‘marginal villages’ by ‘marginal village policy’.
유아교육과정은 유아교육을 결정짓는 중요한 부분이다. 본 연구는 중국 유아교육과정을 분석하여 중국 유아교육 연구의 기초자료를 제공하고, 중국 유아교육과정에 관한 제안을 찾는데 목적을 두었다. 연구대상은 중국 유아교육과정을 구성하고 있는 두 국가수준 정책문서인 유치원 교육지도 요강(시행)과 3-6세 아동 학습 및 발달지침이다. 분석기준은 교육과정의 구성방향, 교육목표, 교육내용이다. 연구결과, 구성방향에서 중국 유아교육과정은 소질교육(素质教育)을 추구하며 유아의 개인차를 존중하고 활동과 경험을 중요시한다. 놀이를 기본활동으로 두어 구성되며, 교육과정의 영역은 건강, 언어, 사회, 과학, 예술 등 5개 영역으로 구성된다. 교육목표는 건강한 신체와 안전한 정서, 기본생활습관 형성, 지적, 언어적 발달, 사회 정서 발달에 초점을 두는 인간관계형성, 공동체 생활 능력, 국가, 집단에 대한 공동체의식 형성, 예술 경험과 표현 등으로 설정되었다. 유아주체적인 서술 특징과 결과지향적인 특징을 나타냈다. 교육내용은 교육목표에 맞게 구성되어 있으며, 개방적, 광범위적 그리고 목표지향적인 특징을 보였다.
