The nuclear power plant (NPP) decommissioning market is expected to expand not only domestically but also overseas. Proven technologies must be applied to decommission NPP. This is based on Article 41-2, Paragraph 2 of the domestic ‘Enforcement Decree Of The Nuclear Safety Act’. Proven technology refers to technology that has verified that it can be applied in the field through demonstration. In other words, in order to carry out NPP decommissioning, verification must be done. Demonstration refers to reducing technological uncertainty and directly verifying services implemented in the field. From a technology commercialization perspective, demonstration requires an approach based on technology readiness level (TRL) from a technology perspective and market readiness level (MRL) from a market perspective. The characteristics of demonstration also differ depending on the characteristics of each field. The demonstration in the field of nuclear energy is the demonstration of demand matching. This is to confirm the feasibility of the technology in the company’s required environment. In order to perform demonstration, a scenario must be derived by reflecting demonstration design considerations. After evaluating the derived scenario, an actual assessment is conducted using lab-based demonstration/virtual environment demonstration/real environment demonstration. What must be preceded by an actual assessment is confirming the consumer’s requirements. In this study, the necessary environment and requirements of consumer’s to perform NPP decommissioning were reviewed. The domestic decommissioning procedure requirements management system presents decommissioning procedures, potential worker accidents, and worker requirements. In the case of foreign countries, it was confirmed that complex wide need, cost benefit, risk reduction, waste generation, operation, reliability and maintenance (RAM) improvement and quantitative measures were evaluated for the technology to be demonstrated. Also the requirements for demonstrating decommissioning need to a detailed review of actual decommissioning cases. Therefore, a comparison must be made between the requirements based on actual NPP decommissioning cases and the requirements derived from this research process. Afterwards, the empirical research approach proposed by the Ministry of Trade, Industry and Energy was applied. The empirical research approach proposed by the Ministry of Trade, Industry and Energy is to secure a track record over a certain period of time and performance under conditions similar to the actual environment in the final research stage at the TRL level 6 to 8. Through this, it will be possible to confirm the suitability of overseas technology for domestic application.

Concentrated effluent and spent ion exchange resins (IERs) from nuclear power plants (NPPs) were generated prior to the establishment of a disposal facility site and waste acceptance criteria have been temporarily stored at the NPPs because their suitability for disposal has not been confirmed. In particular, at the Kori Unit 1, which was the first to start the commercial operation in South Korea, the initially generated concentrated effluent and IERs are repackaged in large size of concrete containers and stored without provided regulation standard. The concentrated effluent is package as cementitious form in 200 L drums and repackaged in concrete containers, case of the IERs were solidified or dehydrated and repackaged in round concrete container. In this study, we review and propose a disposal plan for concentrated effluent and IERs repackaging drums that have not been confirmed to be suitable for disposal from the first operating nuclear power plant, Kori Unit 1, 2. First, the concentrated effluent was stored in four 200 L drums respectively, and then, it was again stored in concrete container and which was poured on top using grouted concrete. Therefore, the process was required by cutting concrete container for extracting the internal drums at first. Internal radioactive waste should be crushed to the suitable waste criteria and solidified, finally disposal in to the polymer concrete high integrity container (PC-HIC). IER was repackaged and disposal in square type of 200 L concrete drums respectively covered the cap. So, extracting the internal drums should be extracted after removing the cap of external concrete container. Cement solidification drums can be crushed and re-solidified or disposed in the PC-HIC. Stored IER after dehydrated can be disposal in PC-HIC. In conclusion, the container was used as a package that repackaging the concentrated effluent and IER was separated into two different types of waste depending on the level of contamination of radioactivity, the polluted area is disposed of as radioactivity contamination or the unspoiled area will be treated as self-disposal waste.

The bentonite buffer material is a crucial component for disposing of high-level radioactive waste (HLW). Several additives have been proposed to enhance the performance of bentonite buffer materials. In this study, unconfined compression tests were conducted on bentonite mixtures as well as pure bentonite buffer material. Joomunjin and silica sands were added at a 30% ratio, and graphite was added at 3% along with bentonite. The unconfined compression strength (UCS) and elastic modulus of pure bentonite were found to be 20% to 50% higher than those of bentonite mixtures under similar dry density and water content conditions. This decrease in strength can be attributed to the reduced cross-sectional area available for bearing the applied load in the bentonitemixture. Furthermore, the 3% graphite-bentonite mixture exhibited a 10% to 30% higher UCS and elastic modulus compared to the 30% sand-bentonite mixtures. However, since the strength properties of additive-bentonite mixtures are lower than those of pure bentonite, it is essential to evaluate thermohydraulic-mechanical functional criteria when considering the use of bentonite mixtures as buffer materials.

The high-level radioactive waste repository must ensure its performance for a long period of time enough to sufficiently reduce the potential risk of the waste, and for this purpose, multibarrier systems consisting of engineered and natural barrier systems are applied. If waste nuclides leak, the dominating mechanisms facilitating their movement toward human habitats include advection, dispersion and diffusion along groundwater flows. Therefore, it is of great importance to accurately assess the hydrogeological and geochemical characteristics of the host rock because it acts as a flow medium. Normally, borehole investigations were used to evaluate the characteristics and the use of multi-packer system is more efficient and economical compared to standpipes, as it divides a single borehole into multiple sections by installing multiple packers. For effective analyses and groundwater sampling, the entire system is designed by preselecting sections where groundwater flow is clearly remarkable. The selection is based on the analyses of various borehole and rock core logging data. Generally, sections with a high frequency of joints and evident water flow are chosen. Analyzing the logging data, which can be considered continuous, gives several local points where the results exhibit significant local changes. These clear deviations can be considered outliers within the data set, and machine learning algorithms have been frequently applied to classify them. The algorithms applied in this study include DBSCAN (density based spatial clustering of application with noise), OCSVM (one class support vector method), KNN (K nearest neighbor), and isolation forest, of which are widely used in many applications. This paper aims to evaluate the applicability of the aforementioned four algorithms to the design of multi-packer system. The data used for this evaluation were obtained from DB-2 borehole logging data, which is a deep borehole locates near KURT.

The WRK (Waste Repository Korea bentonite) compacted bentonite medium has been considered as the appropriate buffer material in the Korean SNF (Spent nuclear fuel) repository site. In this study, hydraulic properties of the WRK compacted bentonite core (4.5 cm in diameter and 1.0 cm in length) as the buffer material were investigated in laboratory experiments. The porosity and the entry pressure of the water saturated core at different confining pressure conditions were measured. The average velocity of water flow in the WRK compacted bentonite core was calculated from results of the breakthrough curves of the CsI aqueous solution and the hydraulic conductivity of the core was also calculated from the continuous flow core experiments. Because various gases could be generated by continuous SNF fission, container corrosion and biochemical reactions in the repository site, the gas migration property in the WRK compacted bentonite core was also investigated in experiments. The gas permeability and the average of gas (H2) in the core at different water saturation conditions were measured. Laboratory experiments with the WRK Compacted bentonite core were performed under conditions simulating the DGR environment (confining pressure: 1.5- 20.0 MPa, injection pressure: 1.0-5.0 MPa, water saturation: 0-100%). The WRK Compacted bentonite core was saturated at various confining pressure conditions and the porosity ranged from 27.5% to 43.75% (average: 36.75%). The calculated hydraulic conductivity (K) of the core using experimental results was 8.69×10-11 cm/s. The gas permeability of the core when the water saturation 0~58 % was ranged of 19.81~3.43×10-16 m2, representing that the gas migration in the buffer depends directly on the water saturation degree of the buffer medium. The average gas velocity in the core at 58% of water saturation was 9.8×10-6 m/s, suggesting that the gas could migrate fast through the buffer medium in the SNF repository site. Identification of the hydraulic property for the buffer medium, acquired through these experimental measurements is very rare and is considered to have high academic values. Experimental results from this study were used as input parameter values for the numerical modeling to simulate the long-term gas migration in the buffer zone and to evaluate the feasibility of the buffer material, controlling the radionuclide-gas migration in the SNF repository site.

Dry storage of nuclear fuel is compromised by threats to the cladding integrity, such as creep and hydride reorientation. To predict these phenomena, spent fuel simulation codes have been developed. In spent fuel simulation, temperature information is the most influential factor for creep and hydride formation. Traditional fuel simulation codes required a user-defined temperature history input which is given by separate thermal analysis. Moreover, geometric changes in nuclear fuel, such as creep, can alter the cask’s internal subchannels, thereby changing the thermal analysis. This necessitates the development of a coupled thermal and nuclear fuel analysis code. In this study, we integrated the 2D FDM nuclear fuel code GIFT developed at SNU with COBRA -SFS. Using this, we analyzed spent nuclear stored in TN-24P dry storage cask over several decades and identified conditions posing threats due to phenomena like creep and hydrogen reorientation, represented by the burnup and peak cladding temperature at the start of dry storage. We also investigated the safety zone of spent nuclear fuel based on burnup and wet storage duration using decay heat.

For safe and economical spent fuel management, assessing the integrity of the cladding, which is the first barrier to the escape of radioactive material, is very important. For the sake of risk assessment, it is essential to calculate the probability of failure of the spent fuel rods loaded inside the cask during the transportation or storage. However, due to the large amounts of calculations required, it is not practical to analyze every detail of the spent fuel rods and assemblies. This study presents a methodology to perform a cask-level analysis by sequentially simplifying the fuel rods and spent fuel assemblies for the calculation of fuel rod failure probability. A simplified single fuel rod model was generated by considering the material properties of a high burnup fuel rod stored in dry storage for approximately 5 years and the interfacial bonding conditions of the cladding tube. The simplified model produces the same deflection as the detailed model at the critical moment that produces a fracture plastic strain of 1%. The developed single fuel rod simplified model is assembled in a CE 16×16 configuration, and a methodology is presented in which the CE 16×16 assembly model is once again replaced by a simplified model with a cuboidal shape. Compression analyses were performed on each part of the CE 16×16 model to obtain isotropic property data, and a simplified model was created based on those data and the cross-sectional second moment values of the parts. A cask drop analysis was performed to validate the similarity of the CE 16×16 model and the simplified model by comparing important structural responses such as impact acceleration. The 20 simplified fuel assembly models and one detailed model were loaded into a cask to perform the drop analysis. For the detailed model, the impact acceleration was extracted for different loading positions and the corresponding impact load and pinch load were derived. The spring force and contact force corresponding to the pinch load were extracted by applying a Python script technique to extract the maximum value of them exerted on each fuel rod. The vulnerability of spent fuel rods to bending loads and the failure criteria were considered during the simplification process of a single fuel rod. From the extracted impact and pinch loads, the probability of failure of the spent fuel rods as a function of impact acceleration can be calculated.

Various disposal methods for spent nuclear fuels (SNFs) are being researched, and one of these methods involves separating high heat-generating nuclear isotopes such as Strontium-90 (90Sr) and Cesium-137 (137Cs) for deep disposal. These isotopes has relatively short half-lives and substantial decay energies. Especially, 90Sr undergoes decay through Yttrium-90 to Zirconium-90, emitting intense heat with beta radiation. Therefore, the removal of these high heat-generating isotopes will significantly contribute to reducing disposal site area. To remove 90Sr from SNFs, molten salt was utilized in KAERI. During this process, it was discovered that 90Sr dissolves in the molten salt in the form of SrCl2 and/or Sr4OCl6. Afterwards, it is crucial to recover 90Sr in the form of oxide from the salt to create immobilized forms for disposal. This can be achieved by reactive distillation with K2CO3. However, the amount of 90Sr within the SNFs is only 0.121wt%, and even if all the 90Sr in the SNFs were to leach into the molten salt, the quantity of 90Sr in the molten slat would still be very small. Therefore, adding K2CO3 to the molten salt for reactive distillation could result in significant possibilities of side reactions occurring. In this study, a two-step process was employed to mitigate the side reactions: the 1st step involves evaporating the all molten salts and the 2nd step includes adding K2CO3 to make oxides through solid-solid reaction. Eutectic LiCl-KCl, which is the most commonly used salt, was employed. The eutectic LiCl-KCl with SrCl2 was heated at 850°C for 2 h to evaporate the salts under a vacuum (> 0.02 torr). However, after examining the distillation product before the solid-solid reaction, it was observed that SrCl2 reacted with KCl in the salt, resulting in the formation of KSr2Cl5. It means that salts containing KCl are not suitable candidates for reactive distillation aimed at producing immobilized forms. As an alternative, MgCl2 could be a highly promising candidate because it is inert to SrCl2 and according to a recent study in KAERI, MgCl2 exhibited the most efficient separation of Sr among various salts. Therefore, we plan to proceed with the two-step reactive distillation using MgCl2 for the future work.

It has been investigated on the management of Strontium-90 in KAERI. It is needed to separate the solute from the salt solution for the recovery of strontium after the chlorination of the strontium oxide in molten salt. A vacuum distillation technology was used for the separation of strontium from the molten salt in our previous study. Strontium chloride was successfully carbonated by reactive distillation of SrCl2 – K2CO3 – LiCl – KCl system. In this study, it was tried to develop another route to recover strontium from the salt solution by a solid-solid reaction for avoiding the entrainment of product and the salt-K2CO3 reaction. Reactive distillation experiments were carried out for SrCl2 - K2CO3 – LiCl – KCl system. The carbonation temperature and pressure were 520°C and 0.8 bar. After the carbonation reaction, the temperature was elevated to 820°C to remove KCl from the reaction product. SrCO3 and KCl peaks were found in the XRD analysis of the residual product. It could be concluded that SrCl2 can be successfully carbonated after salt removal by the solid-solid reaction.

In the case of nuclear projects, when developing a new reactor type, it is necessary to confirm the reactor type, secure the safety, and especially obtain the construction permit approval of the licensing authority for construction. Schedule management is necessary to carry out nuclear projects, and progress rate management of project progress management is largely composed of three elements: scope management, cost management, and resource management. However, in the case of the small modular reactor (SMR) project currently being carried out, it is difficult to calculate the progress rate including budget and resources due to the nature of the project. Therefore, in the SMR project, it took two years from the beginning to prepare the integrated project master schedule (IPMS) to prepare the draft, and then two revisions were made over a year and a half. In this SMR project, we will consider the entire construction period such as design, purchase and production, construction, commissioning, and operation in terms of scope management. The entire document list was created using the document review and approval sheet created at the beginning of the design. In the PMIS (Project Management Information System), the number of approved documents was calculated by comparing the list of engineering documents. In the purchase production part, the main core equipment such as the primary system nuclear steam supply system (NSSS), the secondary system turbine and condenser, and the man machine interface system (MMIS) are managed. Purchasing and manufacturing management shall be managed so that major equipment can be delivered in a timely manner in accordance with the schedule for delivery of equipment in the IPMS. In order to prevent delays in the start of production, it is necessary to minimize the waiting time for work through advance management tasks such as insurance of drawing, stocking of materials, availability of production facilities, etc. In this way, we decided to carry out the schedule management for the design, purchase and manufacturing part in the SMR project first, and the installation, construction and commissioning part will be prepared for the future schedule management.

The Democratic People’s Republic of Korea (DPRK) has been exporting weapons of mass destruction (WMD) to the volatile Middle East and Africa. It is expecting that military illicit activities would isolate DPRK economically, as it has been placed on multiple sanctions lists, including UN sanctions, multilateral export control regime sanctions, and country-specific sanctions. However, DPRK funds its WMD programs through various sanctions evasion activities. DPRK’s primary sanctions evasion activities include obtaining foreign currency, acquiring dualuse or restricted technology, smuggling, and money laundering, which are global in scope. This study analyzes the sanctions evasion activities used by DPRK to acquire economic, material, and technological resources for its WMD program and devises ways to disrupt these evasions effectively. First, the international community should strengthen export controls by encouraging states with weak export control regimes to join international organizations and conventions to limit DPRK arms and technology exports. Second, states should improve their intelligence gathering and analysis capabilities by sharing information on DPRK’s evasion activities and working together. This will help identify and counter DPRK’s evasion techniques and networks. Third, the international community should strengthen cooperation on DPRK’s evasion efforts. This can be done by strengthening cooperation with states and entities that enforce international sanctions and by working with relevant agencies such as customs, immigration, and police to track and interdict the movement of funds and assets used for evasion. Fourth, publicize DPRK’s illicit activities and apply diplomatic pressure. Diplomatic pressure can lead to more states and entities to enforce sanctions. In conclusion, these strategies are expected to deter DPRK’s illicit activities; but to sanction DPRK effectively, it is essential to continue to adjust and refine the strategies in response to DPRK’s evolving sanctions evasion efforts. The results of this research are expected to prevent WMD proliferation through DPRK by blocking or reducing the risk of sanctions evasion.

Riptortus pedestris has established symbiotic interactions with specific bacteria from soil environment in every generations. The soil environment is extremely heterogeneous with microbial diversity, suggesting that bacterial composition of the R. pedestris can be affected by surrounding environments. Therefore, we investigated spatiotemporal variation of bacterial communities in wild R. pedestris collected from five mainland areas and Jeju Island in South Korea across insect generations. Among the 390 R. pedestris adults collected, we detected a total of 28 bacterial genera from the symbiotic region of insects. Among the bacterial genera, genus Caballeronia bacteria was the most abundantly detected regardless of sampling site and generation. Nevertheless, bacterial richness varied among the insect generations with 10 genera detected in overwintered generation, 15 genera in the 1st generation and 18 genera in the 2nd generation. Moreover, we found five bacterial genera that were exclusively detected from the Jeju island compared to the mainland areas surveyed.

The box tree moth, Cydalima perspectalis (Walker, 1859) (Lepidoptera: Crambidae), is a native species in East Asia specialized in box trees (Buxus sp.) but has recently invaded most European countries. Due to the absence of its natural enemies in Europe, the economic impact is serious in most countries. In order to find parasitoids as biological control agents in Korea, C. perspectalis larvae were collected from ornamental and native box trees from various regions of the country from 2022 to 2023. While rearing them in the insectary, several parasitoids emerged from the larvae. We found at least six larval parasitoids, including five wasp species and one fly species. Molecular diagnosis using the nucleotide sequences of the mitochondrial cytochrome oxidase subunit I (COI) showed that most samples were 90–97% identical to the data in the NCBI database. Further studies are required to determine biological and parasitic characteristics, such as developmental rate, fecundity, host specificity, and parasitic rate, to clarify the suitability of parasitoids as biological control agents.
