        NSS (Navigation satellite system) provides the information for determining the position, velocity and time of users in real time using satellite-networking, and is classified into GNSS (Global NSS) and RNSS (Regional NSS). Although GNSS services for global users, the exactitude of provided information is dissatisfied with the degree required in modern systems such as unmanned system, autonomous navigation system for aircraft, ship and others, air-traffic control system. Especially, due to concern about the monopoly status of the countries operating it, some other countries have already considered establishing RNSS. The RNSS services for users within a specific area, however, it not only gives more precise information than those from GNSS, but also can be operated independently from the NSS of other countries. Thus, for Korean RNSS, this paper suggests the methodology to design the satellite constellation considering the regional features of Korean Peninsula. It intends to determine the orbits and the arrangement of navigation satellites for minimizing PDOP (Position dilution of precision). PGA (Parallel Genetic Algorithm) geared to solve this nonlinear optimization problem is proposed and STK (System tool kit) software is used for simulating their space flight. The PGA is composed of several GAs and iterates the process that they search the solution for a problem during the pre-specified generations, and then mutually exchange the superior solutions investigated by each GA. Numerical experiments were performed with increasing from four to seven satellites for Korean RNSS. When the RNSS was established by seven satellites, the time ratio that PDOP was measured to less than 5 (i.e. better than ‘Good’ level on the meaning of the PDOP value) was found to 94.3% and PDOP was always kept at 10 or less (i.e. better than ‘Moderate’ level).

        The full application and benefits of e-Navigation, as a whole, cannot yet fully be known. Technological developments will continuously change the course of national and international initiatives in the field, and lead the pace of the evolution. However, how countries govern and support the development of e-Navigation is very much within the realm of control. National-level e-navigation governance structures that are capable of harnessing innovation and supporting the needs of mariners will help ensure that the only limits to the evolution of e-navigation are technological. The aim of this paper is to describe a model for National-level e-Navigation structures, and to offer the Canadian model as an example for potential replication in other countries. The scope of the paper is limited, providing an account of the steps to implement the e-Navigation model in the Canadian context. The methodology is similarly humble, outlining the framework of the Canadian e-Navigation Concept of Operations, and current e-Navigation priorities. It is the basis for this model that is the keystone to the paper. The Canadian model was developed in a way that ideas, innovation and needs in Canada are not wholly determined by the government, but rather, the government aims to act as a facilitator and guide in bringing together disparate needs and ideas under a harmonized approach. The conclusion proposed is that on-going work with key partners and stakeholders can be used as the primary mechanism to identify e-Navigation related innovation and needs, and to prioritize next steps. Moving forward in Canada, implementation of new e-navigation services will continue to be stakeholder driven, and used to drive improvements to Canada’s marine navigation system.

        해상에서 발생하는 선박 간 음성통신의 문제점을 보완하기 위한 방법으로, 언어적 오류와 VHF 사용제한 및 잡음 등에 영향을 받지 않는 텍스트 기반의 통신시스템을 AIS의 통신기능과 ECDIS의 화면전시 및 입력기능을 연계하는 방법에 착안하여 설계하였다. 개발된 문자통신시스템은 메시지를 이용해 정확한 의사전달이 가능하며, 사용자 편의성 향상을 위한 다양한 UI들을 소프트웨어를 통해 구현하였다. 하드웨어의 추가적인 설치와 개조 없이 구현되고, Message Banner Interface를 이용해 통신문장을 키보드 입력 없이 선택만으로 송신할 수 있으며, 자체 메시지 코딩과 디코딩을 통해 처리속도를 향상시키는 장점을 가진다. 문자통신시스템의 실선적용은 사용자의 언어적 한계와 인식오류를 감소시킬 수 있고, 다양한 VHF 음성통신의 문제를 해결할 수 있는 가장 실용적인 대안으로 판단된다. 또한 해상교통량이 많은 수역에서의 VHF 통신량 감소와 텍스트 기반의 정확한 의사전달과 협력동작 요청으로 선박 간 충돌사고 예방에 도움이 될 것이다.

        It is clearly understood that e-navigation is beneficial to prevent collision and grounding of ships. The purpose of this study is to define and present a future ship operation system under the e-navigation environment in order to provide clear direction for the design of Korean e-navigation system. The future ship operation system consists of shipboard navigational system, shore supporting system and maritime communication system. To achieve the objectives of this study, the ship operation system was discussed separately into SOLAS ships and non-SOLAS ships in this study. In SOLAS ships, mariners become a system manager, choosing system presets, interpreting system output, and monitoring vessel response. In small ships and fishing vessels, mariners may enjoy their navigation by using the automatic tracking of ship’s position on the portable electronic chart display. The improved bridge design, integrated and harmonized navigational system and single window reporting will reduce significantly the administrative and physical workload of mariners. Mariners can concentrate their attention more on navigational duty under the e-navigation environment. To build an effective Korean e-navigation system, the essential navigational functions and e-navigation services for small ships and fishing vessels must be identified and developed taking into account user needs.

        남ㆍ북한간 정전협정시 해양경계를 정하지 못했으며, 주변국과 관할해역 경계가 명확하지 않다. 유엔군사령부는 6ㆍ25전쟁 이후 정전협정 준수를 위해 북방한계선과 작전구역을 설정해 해ㆍ공군 세력의 활동을 통제했고, 우리나라는 작전구역 내에서 북한선박의 통항을 통제해 왔다. 작전구역 내에서 제3국 선박은 항해의 자유를 향유하지만, 북한선박은 교전국으로서 통항이 통제되는 특수한 해양제도가 유지되고 있다. 그러나, 작전구역이 설정된 이후 유엔해양법협약 발효, 남ㆍ북한의 유엔 가입 등 변화가 지속되고 갈등요인이 있어 작전구역의 지리적 범위를 보완할 필요가 있다. 또한 해군의 기능적 역량 강화를 위해 해군함정에게 북한선박 통제를 법적으로 보장하는 조치가 요구된다. 본 논문에서는 6ㆍ25 전쟁 이후 한반도 주변해역에서 북한선박을 통제하여 온 실례와 북한선박 통항통제 제도에 대한 개선방안을 살펴보았다.

        본 논문에서는 컬러정보와 깊이정보를 사용하여 얼굴을 검출하고 추적한 후 항해사의 졸음을 탐지하는 방법을 제안한다. 이 방법은 얼굴검출 과정과 얼굴추적 과정으로 구성된다. 얼굴검출 과정에서는 기존의 방법 중 가장 좋은 성능을 보이는 Adaboost 알고리즘을 사용하며, Adaboost로 입력되는 영상의 영역을 사람이 존재하는 영역으로만 제한하여 얼굴을 검출한다. 얼굴검출 과정에서 얼굴이 검출되면 그것을 템플릿으로 하여 얼굴추적 과정이 수행된다. 제안한 방법의 성능을 평가하기 위하여 실험영상을 이용하여 실험을 수행하였다. 실험결과 제안한 졸음탐지 방법은 기존의 방법에 비해 약 23 %의 수행시간을 보였으며, 또한 졸음탐지 방법은 추적시간과 추적 정확도에 있어서 상보적인 관계를 가지며, 특별한 경우를 제외한 모든 경우에서 약 1 %의 낮은 추적오차율을 보였다.

        In order to determine home delivery service routes, conditions specified for each parcel such as customer-assigned delivery times and parcel contents should be considered, so the conventional route search algorithms have some limits to be applied for home delivery services. In this study, a multi-purpose route searching algorithm is suggested in order to deal with every requirement of deliveries that vary in delivery distances, contents and appointed times. A simulation study to verify the performances of the system with example data of Seoul and Kyungki provinces shows that it significantly improves the customer satisfaction and the productivity of delivery businesses.

        "Domestic delivery service" is defined the service to deliver goods or packages from point of senders to point of receiver. With the characteristics of door to door, it is must a service provider should know the exact location of destination assuring best utilization of moving path. Generally, location information consist of postal code and address only, which result in difficulties to identify the precise location of destination. It is relatively less correlated between the information that address refers and practical location in Korea address system. For example, the next door to house number 100 is not always house number 101. Therefore, a delivery man additionally uses a paper map or a GPS navigation which carry extra job to input every code of location to the device in order to know precise location. It is also very inconvenient that every delivery man identify the location that address information refers and make a personal decision of the optimum moving path dropping each destination without calculating provisioning process of whole delivery path. As explained above, it is inefficient to find information delivery service required and to generate the optimum path. In results, these difficulties bring in delay of service and increase of cost. In this point, the contents of the thesis suggest a GPS navigation system easy to obtain accuracy of delivery information which enables to automate optimum moving path based on RFID which contains location information.

        예로부터 선장은 경험적으로 기상, 선박 제원 상태 및 운항 일정을 고려하여 최적의 항로를 선택하여 항해하여 왔다. 이는 선장의 경험을 바탕으로 해류나 파랑에 대한 기상 예보 정보를 활용하여 최적항로를 결정하는 것으로 아직까지 선상에서 항로 결정을 보조해주는 디지털화한 시스템은 그 사례를 찾아보기 힘들다. 본 논문에서는 선박의 운항 효율성과 안전성의 관점에서 구성된 선상 최적 항로 안전 평가 시스템을 소개한다. 선사와 선장이 요구하는 효율적인 항해를 위해서는 도착예정시간 및 연료소모량을 최소로 하는 최적 항로를 구한다. 이는 선박의 파랑 중 부가저항에 기초를 둔 선속 저하 빚 마력 증가를 고려하여 계산한다. 안전성 관점에서는 3D 판넬법에 기초를 둔 선박의 내항 계산을 본 시스템에서 구현하여 내항 평가를 수행하며, 최종적으로 선박의 항로 안전 계획 및 평가를 위한 보조 수단이다.

        The 3D visualization of seafloor topography(ST) was realized to discuss the effective use by the 3D visualization of ST on the integrated navigation system(INS) for fishing boat. The software was to actually display the 3D visualization of ST using triangular irregular network, helical hyperspatial codes and stereo projection. The INS for fishing boat which applied the 3D visualization of ST will be utilized for safety voyage and the effective fishing work on the fishing ground.

        The integrated navigation system(INS) for fishing boat which organized the marine radar, global positioning system(GPS) compass, automatic identification system(AIS), echo sounder, GPS and electronic nautical chart(ENC) was manufactured to reduce the marine accidents of fishing boats occurred frequently at coastal and offshore. The application possibility of INS for fishing boat was examined for basic experiments in the sea. Integration display of various information, such as other vessel's behavior, depth, own vessel's position etc. was done to help the operate user who understood the circumstance around own boat. Therefore, the system will be utilized as a useful equipment for safety voyage and fishing work on the fishing ground.

        추측항법과 Loran C 항법을 결합한 Hybrid 항법의 정도를 평가하기 위하여, 군산수산전문대학 실습선 전북 401, 403 호에 설치되어 있는 Hybrid항법장치를 이용하여 1982년 7월부터 1983년 6월 사이에 한국서해안 해역에서 실선관측을 행하여 그 측위의 정도를 Radar 위치와 비교.검토한 결과는 다음과 같다. 1. 9970, 5970 Chain의 Loran C 시간차의 표준편차는 각각 약 0.21μs, 약 0.06μs로 5970 Chain의 시간차 변동이 9970 Chain보다 적었다. 2. Hybrid위치와 Loran C 위치는 Radar 위치와의 편위거리가 각각 약 0.4 mile, 약 0.51 mile로서 Hybrid 항법이 Loran C 항법보다 정도가 더 높았다. 3. Hybrid 위치와 Loran C의 계산기 simulation 위치는 Radar 위치와의 위치거리가 각각 0.4 mille, dir 0.98 mile로 Hybrid 항법이 Loran C의 계산기 simulation 위치보다 정도가 더 높았으며, 추측위치의 미소한 변동에 대한 Loran C의 변위량을 보정하면 Loran C의 계산기 simulation 위치의 정도도 더 높일 수 있음을 알 수 있었다.

        Maritime autonomous surface ships (MASS) has been developed over the years. But, there are many unresolved problems. To overcome these problems, this study proposes connected ship navigation system. The system comprises a slave ship and a master ship that leads the slave ship. To implement this system, communication network, route planning algorithms, and controllers are designed. The communication network is built using the transmission control protocol/Internet protocol (TCP/ IP) socket communication method to exchange data between ships. The route planning algorithms calculate the course and distance of the slave ship using the middle latitude sailing method. Nomoto model is used as the mathematical model of the slave ship maneuvering motion. Then, the autoregressive with exogenous variables (ARX) model is used to estimate the parameters of Nomoto model. Based on the above model, the automatic steering controller is designed using a proportional-derivative (PD) control. Also, the speed controller is designed for the slave ship to maintain constant distance from the master ship. Sea experiments are conducted to verify the proposed system with two remodeled boats.

        Technology-driven development of a new system makes it difficult for users and stakeholders to identify or intervene in the development process, resulting in systems with unnecessary functions and poor quality services. Applying the software architecture design process to the initial design of the navigation system platform of autonomous ships enables the development of a system that reflects the required functions and service quality of the stakeholders. The design, which includes all of the subsystems that make up an autonomous ship platform, is close to an enterprise architecture. Thus, we strived to design a navigation system platform suitable for the design range of the software architecture. This study analyzed the definition of functional requirements, and quality attributes by applying the software architecture design procedure. This study was conducted to identify the characteristics of the navigation system and platform needs, and the stakeholders were identified. To derive the functional requirements and constraints of the platform, a quality attributes workshop was held engaging stakeholders, and the results of the analysis of functional requirements and quality attributes were listed. Based on the results of this study, the architect can establish the evidence and technical solutions that are integral for the architecture development, and will facilitate the creation of quality attribute scenarios.
