우리나라는 매년 250여건의 크고 작은 해양오염사고가 빈번하게 발생하는 지역으로, 허베이스피리트호와 마리타임메이지 호 등과 같은 대규모 해양오염사고 발생 시 해양오염으로 인한 피해를 저감하기 위해서 해양오염방제요원의 전문성을 강화하는 것은 필수적이라고 할 수 있다. 이러한 관점에서 국제해사기구(IMO)는 최근 유류오염사고 대응 전문성을 강화하기 위한 OPRC 훈련모델 과정을 개정할 계획이다. 이와 같은 관점으로 우리나라 해양경비안전교육원의 해양오염방제레벨 과정과 국제해사기구(IMO) 그리고 IMO 교육훈련 모델에 따라 실제 교육훈련을 실시하는 OSRL의 교육과정을 비교하여 해양오염방제 레벨과정의 개선방안을 제시하였 다. 분야별로 교육커리큘럼, 실습 및 토의방법, 교육교재 및 IMO 모델 훈련과정 개정에 따라 훈련과정 개발하는 교육기관 인증에 관한 사항이 제안되었다.

The damage caused by dry weather accounts for a great deal of importance throughout the industry. construction safety manager is responsible for the most practical and important task of preventing disasters. Job training is critical to improve the ability of the safety manager. Therefore, an analysis of the operational system and the educational contents of the institution is required. The purpose of this study is to apply a specific training model for occupational training to activate the construction safety task system and improve the job competency of the safety manager. To create a specific educational model, the criteria and units of the construction safety management area presented by the NCS(National Competency Standards) were applied. Based on the task experience, the task experience was divided into four levels of managers, intermediate managers, advanced managers, senior managers, and the class of managers according to the level of duty assigned by each level of staff, organized by each level of class, and determined the method of teaching and assessing teaching methods. In the improvement of job training, the quality of education should be improved by dividing the educational content according to the level of task competency. In addition, it can be expected to increase the effectiveness of training fees and improve the quality of education by enhancing the educational quality of education fees and improving the quality of education by implementing the training sessions to implement the training sessions of the entrusted services to practice the education of the entrusted services. As the demand for automation (or autonmation) or clean workplace has grown, the interest in the knowledge and skill regarding safety is rising in manager duty. Moreover, the importance of severity rate of injury has increased due to the enlargement of industry scale, even safety management area has developed. Thus, it is important that production managers, the core of the line process, realize the safety in their production line, even if a safety manager acts as a staff. However, in the duty oriented National Competency Standard (NCS), the education about the safety duty of production management part is insufficient. According to NCS, it is calculated production managers receive only 6.7% of whole safety education regarding the duty related the safety management for production manager in mechanical industry. However, the ability in safety is more demanded from production managers as the concept of “production and safety” turns into the concept of “production with safety”. And then in this paper, we will compare and analyze the safety management duty in Korean NCS and the safety management duty in State Leaders Connecting Learning to Work in US manufacturing industry, in terms of the duty of the production manage in mechanical industry (05). And, we will develop the safety duty education system for production manager, by classifying the safety education in domestic mechanical industry into knowledge education, skill education, and attitude education with using AHP(Analytic Hierarchy Process).

This paper addresses the problem of how to effectively use virtual reality(VR) for improving the quality of safety training systems. As the working environment and the working system in the industry are more and more complex and large-scaled, the concern with system safety is accordingly growing. Safety training systems are regarded as an effective way for increasing workers’ interest in system safety and enhancing their ability of preventing and handling accidents/incidents. Recently, it has been reported that VR would be effectively used for improving the quality of safety training systems, with its technically specialized features. However, little attention has been given to the problem of how to effectively use VR for safety training systems. In order to make the best use of new technology such as VR, it is important to examine its advantages and disadvantages and the contexts to which its use can be beneficial. This paper firstly reviews the current status of safety training systems and the use of VR for safety training systems in the inside and outside of the country. Next, we summarize the interview with safety managers in four manufacturing companies, which was conducted to understand the requirements of stake-holders of the issue. Based on the review and the interview, we suggested the ways of using VR in safety training systems in an effective manner. They are described from the four perspectives: development and maintenance cost, lack of specialized workers, design of accident scenarios used with VR, and empirical demonstration of the effectiveness of VR in safety training.

The safety accident has been repeatedly abolished and resurrected according to the social atmosphere and the issue of the effectiveness of education has been constantly raised. As shown in [Figure 1], the training of the manager, During the ten years of revival due to the amendment of the law in 2007, the accident rate further increased. 이 연구는 과거 안전교육 실적, 선원통계연보, 안전교육대상자, 안전교육증서의 유효기간, 선원의 취업률 및 정년퇴직 연령 등의 여러 요소를 고려하여 안전교육대상인원을 예측하고, 선원안전교육 수행 기관의 교육 수용능력을 분석하여 안전교육 수요증대와 집중화 문제를 해소할 수 있는지 분석하였다. 향후 5년간 연평균 안전교육 수요는 선원법 기준으로 약 10,444명으로 예상되며, 현재 안전교육기관이 수용할 수 있는 적정 인원은 연평균 7,280여명으로 조사되었다. 따라서 선원법 개정에 따른 안전교육 수요증대에 효율적으로 대응하기 위해서는 안전교육시설을 확충하여 안전교육 수용능력을 확대할 필요가 있다.

이 연구는 선원안전(재)교육과정의 교육대상, 교육내용, 교육예상인원 및 외국 교육기관의 교육운영방법을 분석하여 국내 선원안전(재)교육과정의 효율적인 운영방안을 제안하였다. 향후 우리나라 전체 선원 37,000여명이 5년마다 주기적으로 선원안전(재)교육을 수료하여야 하므로 선원의 편의를 위하여 STCW 협약에서 인정하는 선상에서의 교육을 활성화하고 선상교육프로그램을 표준화하여 육상교육을 축소할 뿐만 아니라 선원 안전교육의 지속적인 개선을 위해 교육 분야 투자가 지속적으로 진행되어야 한다. 또한 국내 선원안전(재)교육과정과 STCW협약과의 차이점을 개선할 수 있는 방안을 검토할 필요가 있으며, 선원이 안전(재)교육을 적시에 이수할 수 있는 환경을 마련하기 위하여 안전교육시설 및 가상현실 교육프로그램 개발에 대한 투자가 이루어져야 한다.
