They are now pushing ahead with setting up of effective marketing strategies to survive in keen competitions of the 21st century port industry. The port is of ever increasing importance for the bridge connecting sea and road transportation in handling international cargoes. The port, differently from general working places, is a closed area required for security, customs, and quarantine procedures. The loading and unloading is being done differently by ports, cargoes, and ships. To do loading and unloading, a lot of equipment and different types of labor are required, which flow is complicated and safe management is essential. As above mentioned the port is very unique and very deteriorated working place in its working environment. The purpose of this study is to propose ways to reduce and prevent from port accidents. As first step to do this, we have collected 923 accidents happened at Incheon Port during the period of 1994 to 2003. We have thoroughly analyzed characteristics, harmfulness, and risk of the loading/unloading they have done, as well as the accident frequency and relationship between the accidents. As second step to further analyze, We have employed DMAIC technology, an advanced process of 6 sigma presently in spotlight as the best program for management innovation. This analysis results in recognition of important accident characteristics, causes and effects analysis, critical causes of accident, and suggestions to decrease accidents.

산업재해의 직접적인 원인은 작업자의 불안전한 행동과 작업과정에서의 안전시설 설치미흡으로 인한 불안전한 상태로와 기술적, 교육적, 관리적 원인의 복합적인 형태로 발생되는데 그 가운데 산업안전보건법상의 건설공사 각 공종 별 기술적인 안전시설설치 기준이 건설업 종사자에게 쉽게 적용하기가 현행 법기준에는 문제점이 있으며 이러한 복잡한 법기준을 분석하여 안전사고 예방 기법에 적용하고자 제시하고자하며, 향후에 이를 바탕으로 산업안전보건법상의 안전기준을 체계적으로 분석하여 제시하고자 한다.
Accident analyses are used to identify common factors contributing to occupational accidents and to give recommendations for accident prevention. In this study we developed a human error analysis system that can be used easily at the industries. This accident analysis system can be used to develop accident prevention programs to reduce human initiated accidents.

To investigate the accident characteristics, we used workers' compensation reports and employers' accident analysis reports. Three hundred and forty-five injury accidents which results in more than 4 days absence were surveyed. These data were used to investigate the accident characteristics in terms of company size, injured person's age, work experience, accident time, activity at time of accident, accident type, injured body part, and accident agency. We propose the accident prevention policy based on the accident characteristics. These results can be used to develop more effective occupational safety management policies in the telecommunication service industries.
As domestic buildings have been large-scaled, diversified and high-rise, there have been a consistent demand for design, development of construction technology and accident prevention activity as well as quality enhancement. In spite of governmental and related institutions' efforts for reducing national losses which come from numerous accidents, there have been endless small and large accidents on the construction site and thus, it is urgent to conduct empirical researches in this area. Currently safety supervision system in construction industry has enforced harm and danger prevention planning system, however it merely stick to other existing materials. In addition, it is difficult to put it into practice in that it requires bearing too much burden to draw out the planning itself in a case of large construction work. Consequently in this paper we select evaluation criteria by construction progress, classify into several categories, and regard potential danger which often occurs, as a evaluation criterion. Further step is to allow workers or collaborated companies to express their expert opinions or experiences and to encourage quality and process control and autonomous safety control by applying PSM method. The reason why PSM method should be quantitative and substantial progress is because it contributes Korean constructing companies to enhancing their safety control ability and to taking an equal stance just like developed countries,' thereby strengthening there competitive edges. Boost of safety control system by PSM method will make an enormous contribution to preventing construction accidents on the site by establishing and securing an autonomous safety control system.
건설현장 재해가 차지하는 국가적 손실을 감소시키기 위해 그동안 정부 및 관계기관과 많은 건설사들의 노력에도 불구하고 건설현장 작업 공정상 중대 사고들이 끊이지 않아 이에 대한 실증적 연구가 절실히 요구되고 있다. 현재 건설업의 안전관리 시스템은 유해·위험방지계획서 제도를 시행하고 있으나, 기존의 다른 자료를 답습한 내용이 대부분이고, 대규모 공사인 경우는 유해·위험방지계획서 작성 자체도 큰 부담을 갖을 수밖에 없는 현실에서 실질적인 수행이 어려운 실정이다. 그리고, 공사 착공 후 잦은 설계변경과 공법 변화 등에 따른 위험 요인에 적절히 대응하지 못하는 문제점이 도출되고 있다. 이러한 연유로 각각의 작업공정 개시전 공정별 작업 안전계획을 수립하여 적기에 능동적이고 유기적인 사전위험요인 제거가 가능한 공정안전관리기법(PSM: Process Safety Management)을 건설분야에 도입하여 시행하는 것이 필요하다고 사료된다. 본 논문에서는 이러한 문제점을 해결하고자 건설현장에 핵심공정에 대한 사전 안전성 확보로 재해를 예방하는 P.S.M. 기법을 도입하여 건설업 중대재해를 예방하는 방안을 찾아보고자 한다.

건설업 사고사망율을 절반으로 줄이기 위한 정부의 노력에도 불구하고 중소규모 건설현장의 사망만인율은 감소하지 못하고 있으며, 중소규모 건설현장에 적용되는 대표적인 안전보건관리 시스템으로 공사금액 2억 원에서 120억 원(토목공사 150억 원)사이의 중소규모 현장의 시공자가 받는 재해예방 기술지도제도가 있다. 그러나 현장에서는 전문지도기관에 의해 실시되는 재해예방 기술지도의 실효성이 확보되지 못하고 있다는 지적이 지속적으로 제기되고 있다. 따라서 본 연구는 기술지도 제도의 문제점을 개선하고자 재해예방 전문지도기관 및 시공자를 대상으로 기술지도 계약에 대한 실태분석 및 계약체계의 문제점을 중심으로 설문을 실시하였다. 설문결과, 현재의 시공자와 재해예방 전문지도기관의 직접 계약에 따라 갑을 관계가 형성되고 이것이 공정한 기술지도 수행을 방해 하고 있는 것으로 분석되었다. 개선방향으로는 기술지도 계약의 주체를 시공자에서 발주자로 변경하는 것이 바람직한 것으로 제시되었다. 다만, 발주자의 전문성 부족 및 무관심으로 인한 문제가 발생할 수 있으므로 발주자에게 기술지도 이행에 대한 계약과 확인의 의무를 명확히 하고 저가 계약 문제를 해결할 수 있는 대가 기준을 도입할 필요가 있는 것으로 분석되었다.
The research was conducted for making accident-free and effective construction site to improve the smart construction site management environment by using new developed technology such as Internet of Things, Smart phones and GPS Tracking. The study recommends new construction accident prevention system using smart phone.
최근 40년(1973∼2012년) 전라북도 연평균기온은 증가경향을 보이며, 과거10년 평균(1973∼1982년) 12.2℃에 비해 최근 10년 평균(2003∼2012년) 값은 12.5℃로 0.3℃높다. 강수량은 1973년∼2012년간 57mm/10년의 비율로 증가경향을 보이며, 최근 10년(2003∼2012년) 전라북도 연강수량은 과거 10년 평균(1973∼1982년)인 1224mm에서 1442mm로 17.8% 증가하였다. 재해연보에 따르면 26년간 전라북도의 자연재해 총발생건수는 1,041건으로 발생빈도는 1987년(93건), 1989년(66건), 1993년(63건)의 순으로 나타나며, 자연재해발생 총피해액은 14,859억원으로 2005년이 5,067억원으로 가장 높았고, 2002년 3,444억원, 1987년 826억원의 순이었다. 최근 10년(2002∼2011년) 피해액이 전체 피해액의 74.5%를 차지하여 과거에 비해 자연재해 발생빈도는 적지만 피해규모는 늘어난 것으로 분석되었다.
기후변화로 인한 재해예방을 위해 전라북도는 소하천 및 지방하천 정비사업 확대, 맞춤형 재해예방사업 집중 투자, 기후변화 대비 첨단 자연재해 예·경보체계 구축, 폭우에 대비한 도시 방재 대책 강화, 풍수해저감종합계획 수립 등의 노력을 하고 있다. 또한, 효율적인 물관리를 위해 스마트워터그리드(SWG) 기술을 도입하기 위한 실증단지를 구상하고 있다. 그러나, 막대한 비용을 들여 아무리 튼튼한 수퍼제방을 쌓고 IT와 연계한 시스템을 구축하여도 자연재해를 완전히 막을 수는 없다. 자연재해로 인한 피해를 최소화할 수 있는 방안은 이해당사자 모두가 관심을 가지고 준비태세를 갖추는 것이다. 따라서, 행정중심의 일방적 재해대책이 아니라 다양한 실행 주체(도민, 언론, 전문가, 교육기관 등)의 공동협력이 필요하며, 효율적 재해대응을 위해서는 실행 주체별 역할을 명확히 할 필요가 있다.
본 연구에서는 기상청 초단기 수치예보모델인 KLAPS 예보장을 이 풍수해 예보를 위해 적합하게 이용될 수 있는지를 평가한다. 2011년-2012년의 KLAPS 예보장과 풍수해 발생이력, 그리고 기상청 AWS, ASOS 관측데이터를 이용하여 과연 방재업무 종사자가 KLAPS 예보장 자료를 이용할 경우 풍수해의 발생을 효과적으로 예측하고 대비할 수 있는지 평가한다.
