Executive safety leadership is essential to prevent accidents in the workplace. However, will safety be secured by emphasizing only executive safety leadership to workers? In this study, the impact of executive safety leadership on the workplace hazard level was analyzed by adding the supervisor's safety role as a mediating variable. This paper shows that executive safety leadership has no direct effect on workplace hazard levels. However, executive safety leadership was found to have a significant impact on the supervisor safety role, and the supervisor safety role was found to lower the hazard levels in the workplace. In summary, executive safety leadership was found to reduce the hazard levels in the workplace through the full mediating effect of the supervisor safety role. Based on these research results, this study seeks to present the following recommendations to the government and management: The government should ensure that a workplace safety and health system is established by strengthening the effects of other mediating factors, such as strengthening the role of supervisors who are actually responsible for workplace safety and health. Executives must grant supervisors actual authority and responsibility to properly perform their safety roles and establish personnel and performance evaluation systems.
This study attempted to provide implications by analyzing the impact of business Owner’s safety commitment on industrial accidents and examining the mediating role of management supervisors’ safety leadership and worker participation. Analysis was conducted on 2,067 manufacturing sites with 20 to 50 employees in the 10th Occupational Safety and Health Survey data. SPSS waw used to secure the reliability of the measurement variable. Hypothesis vertification was carried out after securing the suitability and validity of the structural model using AMOS. The direct impact of three latent variables on industrial accidents was confirmed: the business owner’s safety commitment, the management supervisor’s safety leadership, and the worker participation. The employer’s safety will and the management supervisor’s safety leadership do not directly affect industial accidents, but it has been verified that worker participation has a diret impact on industrial accident reduction. In addition, it has been confirmed that the safety leadership and worker participation of the management. Supervior have a complete mediating effect on the reduction of industrial accidents by mediating with the safety leadership of the management supervior and the participation of the workers. This study analyzed the impact on industrial accidents by dividing the stakeholders constituting the workplace into three classes: business owners, superviors, and workers, but the results suggest that employers and all workers inside the workplace may be organically linked to achieving the goal of reducing industrial accidents. Therefore, in order to establish an autonomous safety management system for safety and health at workerplaces, efforts are needed to reduce industrial accidents in their respective location by forming an organic community among internal stakeholders.
This study analyzed effective capacity building education plans for public institution management supervisors. A survey was conducted on 635 management supervisors of public institutions (99 institutions) subject to the safety management rating system to understand the characteristics of educational participants and the impact of educational satisfaction on professionalism improvement after capacity building education. As a result of statistical analysis, the professional improvement according to the affiliation of educational participants was higher in the workplace and construction site divisions than in the research facility division, and the professional improvement according to the working period was higher for more than 15 years than for less than 5 years and less than 15 years. In addition, the quality of education had a significant positive (+) effect on the degree of professional improvement. This study can be used as basic data for further research related to capacity building education for public institution management supervisors
세월호 사고 이후 내항선 안전관리분야에서의 가장 큰 변화는 해사안전감독관 제도의 도입이라 할 수 있다. 이 제도의 도입으로 내항여객선의 안전관리는 운항관리자와 해양경찰로부터 운항관리자와 새로이 도입된 해사안전감독관으로 변경되었다. 또한 내항화물선의 안전관리도 선박검사관으로부터 해사안전감독관과 선박검사관에 의한 안전관리의 체계로 전환되었다. 그러나 새로이 도입된 이 제도는 전문임기제에 따른 감독관의 신분상의 불안으로 인한 업무연속성 부족, 감독대상의 현실을 무시한 감독관의 자격요건 설정, 내항화물선에 대한 심사와 지도·감독기관의 분리로 인한 업무혼선 및 감항성 확보를 위한 항행정지 개선명령 분야의 한계 등에 대한 문제점이 여전히 남아 있다. 내항선의 안전관리를 보다 강화하기 위해서는 내항선 안전관리 업무를 실질적으로 수행하고 있는 해사안전 감독관 제도의 정착이 필수적이라 아니할 수 없다. 따라서 이러한 문제점을 개선하기 위해서는, 내항화물선에 대해서 통합된 단일기관에 의한 체계적인 안전관리가 이루어져야 하며, 전문임기제인 감독관의 신분상의 제약에 대한 개선이 동시에 이루어져야 한다. 또한 항행정지 개선명령의 분야를 확대하고, 선장·기관장 및 국제선급의 검사원 경험자 위주로 감독관의 자격을 강화해서 보다 체계적이고 실질적인 내항선의 안전관리가 되도록 해야 할 것이다.

This paper is written following an analysis of occurrence trend of industrial disaster in manufacturing industry. One of major reason of industrial accident is unsafe action caused by lack of work supervision. so we have surveyed the understanding level of supervisors for industrial safety and their education of industrial safety which is forced by industrial law. We have got the result that the supervisor’s education is necessary to prevent industrial disaster but it’s not fit for their own workplace for various reasons from the survey and analysis. I would like to suggest effective solutions. The institute of education should train that they can execute safety and health works themselves by classification of the industrial category, company scale and located region. Also, government should endow supervisors with authority and responsibility for the activation of education system. Finally, government should support the expense of education to medium and small-sized enterprises especially, and they should be interested in the attendance and execution of education. They will achieve the goal to prevent industrial disasters in manufacturing industry through the enforcement of effective supervisor system as per the remark mentioned above.
Risk Assessment, a basis of health and safety management system, is an calamity prevention activity which regularly measure the level of a risk to passively improve potential hazard. A problem, the assessment not being improved to be applied to the construction work site where requires diversity and complexity, causes the assessment to be inefficient to bring quality results. A study on the investigates and compares the surveyed degree of recognitions of workers who works in companies executing the risk assessment By the investigation and comparison, it is expected to bring the better solution for early and efficient application for those companies which are not taking the risk assessment.
In terms of deregulation requests from business, incidents at construction sites are rapidly increasing after reducing the regular safety training hours. Especially, to prevent incidents through safety trainings for construction site workers, who have lots of hazardous tasks than general manufacturing, is not only to protect property of both the companies and the country but also to increase their profits. That is why there are loud voices regarding that the safety training is a core mandatory to prevent industrial incidents. But, most companies, as soon as the deregulation for safety training is implemented, mitigated conducting safety trainings to prevent incidents. With this, the incidents are currently to be increased and caught in a vicious circle of many incidents at the smaller companies because of their absentmindedness regarding safety training due to their poorness as subcontractors of major companies, comparing to major companies. This study explains that the difference between managers and workers are existing about safety awareness and knowledge. And, we confirmed that the educational factor led by deficiency of safety awareness and knowledge was the major factor.
