Recent, there has been a need for a terminal device with artificial intelligence to detect emergency situations in various means of transportation to prevent overdischarge of the battery even when parking the vehicle for a long time so that the driver can properly prepare. The transmission system, which guides the situation and location information of the vehicle, uses AHD video technology and RTOS technology to reduce the load of wireless networks by increasing the video playback rate through UDP implementation by WiFi, and stabilizes through wireless networks and low-power sensors using LoRa services.

디지털 기술의 발전에 따라 해상환경은 빠르게 변화할 것으로 예상된다. 자율운항선박의 경우 국내ㆍ외 많은 국가에서 기술개 발 중이며, 국제사회는 이를 운용하기 위한 논의도 시작되었다. 선박의 변화는 해상교통 환경의 변화를 야기하며, 육상지원시설에 대한 변화도 촉구한다. 본 연구는 항행지원시설의 사이버 보안 체계 개선을 위해 해상교통관제 인원의 사이버 보안 관리 인식을 분석하고자 한다. 이를 위해 해상교통관제 중심으로 사이버 보안 관리 현황을 살펴보고, 해상통관제 인원을 대상으로 설문조사를 실시하였다. 설문조 사 분석은 IPA 방법론을 활용했으며, 분석결과 보안담당 경험이 있는 인원과 경험 없는 인원의 사이버 보안에 대한 인식차이가 뚜렷하게 나타났다. 더불어 사이버 공격 탐지 및 차단 관련 기술적인 조치가 가장 우선적으로 시행되어야할 사항으로 나타났다. 본 연구 결과는 항 행지원시설에 대한 사이버 보안 관리 체계 개선을 위한 기초자료로 사용될 수 있다.

본고에서는 시의성 있는 입법방향성을 논하기 위해서 ‘데이터 보안’의 개념을 ‘사이버 보안’ 또는 ‘사이버 안보’의 개념과 궤를 같이하는 것으로 보았다. 정보통신기술의 발전은 정보화 사회로의 전환에 기여하였으나, 사 이버 공간에서의 정보 보안, 개인정보 보호, 정보 자유의 보호가 국가의 중요한 역할이 되었다. 그러나 우리나라는 데이터 보안에 관한 총괄 입법체계가 부재하여, 국 가차원에서 사이버 공간에 대한 위기 관리업무를 체계적으로 수행할 수 있는 구체적 방법·절차가 정립되어 있지 않기 때문에, 사이버 안보를 포 괄하는 데이터 보안 기본법 입법 필요성이 제기되고 있다. 이에 본고에서는 데이터 보안의 함의를 분석하여 본 연구의 중요성을 살 피고, 주요 국가의 데이터 보안 법제 분석을 통해 우리나라 법제와의 비교 연구의 기초로 삼음으로써 바람직한 입법·정책 방향에 관하여, 첫째, 주요 국의 입법례를 참고하여 공공·민간부문을 아우르는 통합 데이터 보안 기본 법의 제정, 둘째, 데이터 보안과 개인정보 보호의 균형의 관점에서 기본법 내 개인정보 처리에 관한 특별 규정을 포함하는 방안 검토, 셋째, 실효성 있는 방안 도출을 위한 국제사회와의 협력 강화, 넷째, 사회적 합의와 국민 적 공감을 얻을 수 있도록 입법과정에서의 소통 강화를 제언하였다. 또한 데이터 보안이 「헌법」의 기본적 가치 영역인, ‘국가안전보장’과 ‘국민의 기본권’과 밀접하게 연결되어 있는 만큼 입법과정에서 정쟁(政爭) 의 대상이 되는 것을 지양함과 동시에, 다양한 의견을 수렴하여 「헌법」의 기본가치를 온전히 수호할 수 있도록 해야 할 것임을 강조하였다.

The ship security accidents that occur in ships, at sea, and in ports have become increasingly more serious in recent years, and in particular, maritime terrorism and the abduction by pirates are emerging as an international problem. Accordingly, the International Maritime Organization implemented a measures to enhance ship security by adopting SOLAS Chapter 11-2, ISPS-code in 2004. In this study, it was investigated whether JDS-S4, a directional sound receiver developed for responding to ship security accident, has durability and safety suitable for ships. For the purpose, the conducted emission test (CE102) of the US military standard test (MIL-STD-461F) was performed, and it was confirmed that JDS-S4 satisfies the test conditions sufficiently.

오늘날 선박의 운항시스템에는 고도의 정보통신기술이 적용된다. 이는 선박 운항의 경제성, 안전성, 친환경성을 향상시키는 반면에, 선박 사이버보안에 대한 위험성을 증가시켜 사이버보안 사고의 원인으로 작용한다. 선박 사이버보안 사고는 선박 및 항만의 운영시스템을 중단시킬 수 있으며, 복구 및 정상화를 위한 많은 시간과 비용 등의 막대한 피해를 발생시킨다. 최근 국제해사기구 및 각국의 선급은 선박 사이버보안 강화를 위하여 선박 사이버보안에 대한 지침을 개발하여 배포하였고, 이를 이행하도록 함으로써 법적 강제성을 부여하고 있다. 그러나 현재 우리나라의 경우 선박 사이버보안 관련 법제는 부재한 상태이며, 선박 사이버보안 사고에 대한 체계적인 대응이 미흡한 수준이다. 따라서 선박 사이버보안을 강화하기 위한 법적 근거를 마련할 필요성이 제기되고 있으며, 이를 위한 관련 법제의 정비가 시급한 시점이다. 이 연구는 선박 사이버보안을 강화하기 위하여 관련 법제를 정비함으로써 체계적 대응의 기반을 마련하는 것을 목적으로 한다. 이를 위해 선박 사이버 보안에 대한 국제적인 대응 즉, 국제해사기구, 선급, 해운 산업계 및 주요 해운국의 동향을 조사하였고, 우리나라의 사이버보안 관련 법제의 문제점을 도출하여, 효과적인 법제적 대응을 위한 개정방안을 제시하였다.

In this paper, following the recent development of optical transmission device equipped with Post-Quantum Cryptography, it proposes to improve the level of defense security system by applying USB security token with Q-PUF USB technology. Although trends of quantum computer development are currently in progress, quantum computer, which have been developed so far, have exceeded the computational capabilities of existing supercomputers. This allows us to easily decode the public certificates and encryption keys. Although the frequency of using public certificates is decreasing due to the abolition of public certificates in May 2020, Republic of Korea Army still uses public certificates for various defense authentication systems. This reality calls for a stronger security systems. Meanwhile, korean technology companies have developed a portable USB security token that can increase security against the use of the quantum computer, and the author suggests the application of it at the defense environment. This report suggests the application of the defense and its expected effectiveness.

The security accidents occurring in ships and at seas and ports became very serious, and in particular, the maritime terrorism and abduction by pirates have emerged at the international level as a problem. The international maritime organization (IMO), accordingly, entered into such forces as the SOLAS chapter and measures in order to reinforce the maritime security and the security for ships and port facilities in 2004. In this study, the JDS-S4 improved as an oriented speaker to reinforce the ship security by enabling the clear communication even at long distance was tested by using the conducted emission test(CE101) and a standard test of the US military standard (MIL-STD-461F). Also, the result of this study was shown to satisfy the standard.

정보통신기술의 발전에 따라 선박과 육상 간의 정보교환은 더욱 빠르고 편리해졌으나 선박정보에 대한 접근이 용이해져 사이 버보안 공격에 대한 우려도 커지고 있다. 선박이 사이버 공격의 피해를 입게 되면 복구하는데 막대한 비용과 시간 손해가 발생하며, 해사 산업계는 선박 사이버보안 책임자를 지정하여 보안관리 업무를 담당할 것을 요구하고 있다. 공격의 피해를 줄이고 효과적인 대응을 위하여 선박 사이버보안 책임자를 위한 전문적 교육과정이 필요하다. 이 연구의 목적은 선박 사이버보안 책임자 교육과정과 법제정비 필요성 제시에 있으며, 이를 위해 국내외 동향 및 사고사례, 주요 사이버보안 교육과정을 조사하였다. 조사결과를 바탕으로 선박 사이버보안 책임자에게 필요한 표준교육과정을 개발하였고 관련 법제정비의 방향성을 제시하였다. 연구의 결과는 향후 선박 사이버보안 책임자 교육과정을 개설하는데 기초자료로 활용될 수 있다.

With the advent of the 4.0 era of logistics due to the Fourth Industrial Revolution, infrastructures have been built to receive the same services online and offline. Logistics services affected by logistics 4.0 and IT technology are rapidly changing. Logistics services are developing using technologies such as big data, artificial intelligence, blockchain, Internet of things, and augmented reality. The convergence of logistics services and various IT new technologies is accelerating, and the development of data management solution technology has led to the emergence of electronic cargo waybill to replace paper cargo waybill. The electronic waybill was developed to supplement paper waybill that lack economical and safety. However, the electronic waybill that appeared to complement the paper waybill are also in need of complementation in terms of efficiency and reliability. New research is needed to ensure that electronic cargo waybill gain the trust of users and are actively utilized. To solve this problem, electronic cargo waybill that combine blockchain technology are being developed. This study aims to improve the reliability, operational efficiency and safety of blockchain electronic cargo waybill. The purpose of this study is to analyze the blockchain-based electronic cargo waybill system and to derive evaluation indicators for system supplementation.
