Healthcare disparities that occur depending on where an individual lives cause health inequities which is an important task that the government must solve to guarantee the people's right to health. In this study, three main aspects were proposed to address regional healthcare disparities; strengthening public health care, establishing a system for citizen participation in the process of establishing the community health plan, and utilizing the primary health care post. To address the urgent issue of medical gaps or vulnerability in essential medical services, practical alternatives were suggested by enhancing public health care and efficiently utilizing private medical resources. The use of surveys in the planning stages of regional health projects to gather resident opinions has limitations in capturing diverse and in-depth perspectives. Therefore, it is proposed to institutionalize resident participation to establish a foundation for applying varied opinions throughout the entire process of the community health plan. Lastly, to improve medical service accessibility for residents in medically vulnerable areas, it is recommended to expand and enhance the quantity and quality of the primary health care post. It is anticipated that these measures will alleviate health inequities caused by regional healthcare disparities and ultimately enhance the overall health of the population.

팬픽션은 처음에는 같은 취향을 지닌 마니아층에서 무상으로 공유되었지만, 과학기술의 발전으로 인해 많은 사람이 인터넷을 통해 팬픽션을 접하게 되었다. 그중 대중들의 많은 사랑을 받은 팬픽션은 출판이 되기도 하였다. 팬픽션은 원작의 캐릭터와 인물관계를 이용해 스토리를 풀어나간다는 특징을 지니고 있어 상업적으로 출판이 되는 경우 원저작자와의 법정 다툼을 빚기도 한다. 2018년 8월 16일, 중국의 첫 팬픽션 사건에 대한 법원의 1심 판결이 진행되었다. 법원은 피고 강남에 대해 즉각 부정경쟁행위를 중단하고, 원고에 대해 손해 배상과 재고 서적을 소각할 것을 명하였다. 해당 판결은 저작권법의 보호를 받지 않는 원저작물 속 인물 요소들을 사용한 팬픽션에 대해 부정경쟁방지법으로 규제하는 것이 타당한지에 대한 논의를 촉발했다. 해당 논문은 ‘차간적소년 사건’을 통해 저작권 법의 보호를 받지 않는 원저작물속 인물 이름⋅ 인물관계 등 요소들을 사용한 팬픽션을 부정경쟁 방지법으로 규제하는 것이 타당한지에 대해 살펴 보았다. 피고는 <차간적소년>에서 원고의 원저작 물속 인물 이름, 인물관계 등 추상적인 요소만 차용하였고 구체적인 인물이나 스토리 면에서 원작과는 뚜렷한 차이점이 존재한다. 저작권법의 보호가 부여되지 않는 성과를 부정경쟁방지법의 일반 조항으로 넓게 해석하여 쉽게 확대 적용하는 것은 타당하지 않다.

This study aims to examine the sociolinguistics of the abusive language used by NAVER news commentators. The results are as follows. First, it can be seen that there are many comments on political articles, and criticizing the government's policies or accusing the former and present presidents. Those who wrote those comments were usually in their forties, and the commentators who add profane comments were in their fifties. Moreover, the percentage of males who comment using profanity is quite high. In the case of commentaries on political articles, the ratio of male authorship was overwhelmingly high, however, in the case of social/cultural articles, the proportion of women who wrote commentaries was higher. The most frequent type of profanity was of the “mental deficiency type”, followed by the “sexual phenotype.” People commenting on news articles used abusive words, but they change their forms in various ways, this tactic is derived from the response to blocking profanity. Second, according to the analysis of the survey results, the respondents stated that they occasionally wrote comments on internet news but did not use profanity in the internet space. The most common reason for using profanity on the internet was “habitual”, followed by “trying to relieve stress”. The reaction to such profanity was intensive and ambivalent at the same time. The reason for using profanity was mainly attributed to positive and insensitive reactions. However, the result of a regarding how to cope with the abusive use language in internet comments showed that the respondents should mostly refrain from using it or should not use it. Also, the respondents thought that it was necessary for the manager to adopt measures to change the forced conversation on the internet site. Due to the high rate of responses to “striking out”, “strong regulation”, and “abusive deletion programs” in an effort to prevent the abusive language use in the internet space, the respondents generally did not seem to have any objection to these regulations.

On December 27, 2017, the Ministry of Education in Korea published a policy intended to ban English education in public kindergartens and day-care centers. The policy instantly sparked a strong backlash from the public, who voiced concerns and opposition to it in online news comments. This study analyzed 5,815 online news comments to identify public perception of the ban in particular and early childhood English education in general. The findings revealed that the number of opponents of the ban was much larger than that of supporters (85.1% vs. 14.9%). The opponents disapproved the ban for the following reasons. First, the ban would make parents turn to private education and eventually end up widening the gap between those who can afford it and those who cannot. Second, the ban clearly infringes on the basic right to get an education. Third, English is being taught through play-based curriculum, which causes little stress and emotional burdens for children despite the concerns of the government. On the other hand, the supporters underscored the role of parents and the importance of children's native tongue to back up their arguments for the ban. Overall, this study may provide insights about how to utilize online news comments to study public perception of English education.

The purpose of this study is to categorize intention of comment writers by analyzing frame of swearing comments in response to internet news articles. To accomplish this purpose, this study looks into the general trend of the studies regarding swearing comments and finds out the concepts of frame and framing especially useful for the news comments studies. And then, a model for frame analysis and intention categorization about the comments are made. This study particularly focuses on the comments about the internet news articles for “animal welfare” and “climate and weather” and uses the frame of the swearing comments provided by NAVER are analyzed. The findings show that the fame of “family, life respect, social welfare, economic feasibility” is evoked in the animal welfare, and the frame of “hardship of life, regional emotion, weather agency, money loss,” in the climate and weather. This study also shows the intention category of comment writers, “blame, disgust, curse, grumble, ridicule,” grounded in respective frame analysis.

The sugar beet cyst nematode (SBCN), Heterodera schachtii is a well known pathogen on Chinese cabbage in thehighland fields of Korea. However, recent reports have shown a coexistence of SBCN with the clover cyst nematode,H. trifolii in Korea. This study aimed at detailing and reviewing morphological and molecular characteristics conceivablyessential in differentiating the two nematode species. A comparison of morphometric measurements of both infective juvenilesand vulval cones of cysts showed significant differences between the two cyst nematodes. Indeed, using assorted cystsfrom field populations for molecular analysis resulted into a mixture of bands after gel electrophoresis, indicating a combinationof the two species. Thus, this study confirms the coexistence of the two species on Chinese cabbage fields in Korea.

Data analysis and theoretical arguments support magnetic reconnection in a chromospheric current sheet as the mechanism of the observed photospheric magnetic ux cancellation on the Sun. Flux pile-up reconnection in a Sweet{Parker current sheet can explain the observed properties of canceling mag- netic features, including the speeds of canceling magnetic fragments, the magnetic uxes in the fragments, and the ux cancellation rates, inferred from the data. It is discussed how more realistic chromospheric reconnection models can be developed by relaxing the assumptions of a negligible current sheet curvature and a constant height of the reconnection site above the photosphere.

2012년 대륙붕한계위원회는 일본의 대륙붕 연장 신청에 대해서 권고를 내렸 다. 일본은 7개 지역에 대해서 대륙붕 연장을 신청하였는데, 이 중에서 1개 지 역에서는 연장 신청에 대한 심사가 이루어지지 않았고, 4개 지역에서는 연장신 청을 받아들이는 내용의 권고가, 2개 지역에 대해서는 연장을 인정하지 않는 내용의 권고가 내려졌다. 연장 신청에 대한 심사가 이루어지지 않은 지역은 큐 슈-팔라우해령(KPR) 해역으로 이 지역은 오키노도리시마를 기점으로 대륙붕 한계 확장 신청이 이루어진 곳이다. 그럼에도 불구하고 오키노도리시마에 관한 대륙붕한계위원회의 판단에는 문제점이 존재한다. 대륙붕한계위원회가 시코쿠 해분(SKB) 해역의 심사에 있어서는 오키노도리시마를 기점으로 200해리를 반 지름으로 하는 동심원 형태의 대륙붕의 존재를 인정한다는 전제에서 심사를 진 행한 것이다. 시코쿠해분 해역의 연장 신청에 대한 심사에 있어서 대륙붕한계 위원회는 이 해역에서 몇몇의 ‘60해리 고정점’이 오키노도리시마 기점 200해리 이내 대륙붕 위에 존재한다는 이유로 권고문에 그 좌표점을 확정하지 아니하였 다. 이러한 점 때문에 오키노도리시마를 기점으로 한 200해리 대륙붕의 존재를 대륙붕한계위원회가 사실상 승인해준 것은 아니냐는 의혹이 제기될 수 있으며 일본 외교부도 이러한 견지에서 오키노도리시마를 기점으로 한 대륙붕이 인정 받았다는 성명을 발표한 것으로 추론된다. 하지만 대륙붕한계위원회가 200해리 대륙붕의 존재를 전제로 심사한 것은 위원회의 직무상의 한계에 기인한 것이지 오키노도리시마가 200해리 대륙붕을 가질 수 있다는 사실을 인정한 것이라고 보아서는 안 될 것이다. 왜냐하면 대륙붕한계위원회의 임무는 어떠한 섬이 200 해리 대륙붕을 가질 수 있는지 여부를 결정하는 것이 아니라 200해리 밖의 대 륙붕 ‘연장’ 신청이 유엔해양법협약에 합치하여 이루어졌는지를 심사하고 이에 대한 권고를 하는 것이기 때문이다. 또한 명시적으로 대륙붕한계위원회가 오키 노도리시마를 기점으로 한 큐슈-팔라우해령에 대한 일본의 대륙붕 연장 신청 에 대해서 오키노도리시마가 200해리 대륙붕을 가질 수 없다는 점을 지적한 한 국과 중국의 외교서한을 제시하면서 이 문제가 해결되기 전까지는 권고를 할 수 없다고 결정한 사실도 이러한 입장을 뒷받침해주고 있다.

불교가 인도 문화권을 넘어서 다른 문화권으로 전파됨에 따라서 불교설화도 각국의 자연환경과 사회문화적 풍습과 접목되는 방식으로 다양하게 변용되어 각 문화권에 스며들었다. 중국, 한국, 일본으로 불교가 전래된 이후에 많은 불교설화가 만들어졌다. 그리고 한국과 일본은 중국에서 개작되고 윤색하여 새로 만들어진 불교설화집들이 유입되면서 또 조금씩 다른 이야기들이 첨가되는 형태로 변용된 것이 많다.한국<우목낭상>형 계모설화가 인도의 구랑나태자설화를 재편하는 과정에서는 “우목낭상”의 의미에 꼭 맞도록 도려내어진 눈은 바늘질통에 보관되고 그 눈으로 광명을 되찾는 것으로 변화시켰다. 이리하여 우목낭상의 고사로 양식화되었고, 양식화된 설화들은 또다시 역사적인 인물을 가미시킨 새로운 이야기를 파생시키며 오늘날과 같은 유형이 된 것이다.중국의 서천문불형 계모설화와 인도의 가마니찬다본생설화를 비교해 보면 불교설화로서의 특수한 형식성의 탈피는 물론, 화소와 내용면에서도 상당한 차이를 보여주고 있다.한국과 중국계모설화에서는 불전설화가 인용되어 주제의 일관성과 줄거리의 통일성에 별 도움이 안 되는 단락과 화소가 생략되어 명료한 주제, 긴밀한 구성을 실현하고 있음으로써 더욱 일반화된 구전설화로의 전환을 이루었다.

한라산 국립공원의 양서 파충류상을 파악하기 위하여 1100고지, 어승생악, 돈내코, 어리목, 영실, 관음사, 성판악 주변을 2006년 4월부터 2007년 1월까지 조사하였다. 한라산 국립공원에서 발견된 양서류는 총 4과 5종, 파충류는 4과 8종이었다. 내륙 지방에서는 개체수가 적은 대륙유혈목이(Amphiesma vibakari ruthveni), 줄장지뱀(Takydronus wolteri), 도마뱀(Scincella vandenburghi), 실뱀(Coluber spinalis), 제주도룡뇽(Hynobius quelpartensis)과 한반도에서는 제주도에만 서식하는 비바리뱀(Sibynophis chinensis)을 확인하였다. 제주도는 한반도에서 유일하게 남방한계와 북방한계인 양서 파충류가 서식한다. 제주도의 양서 파충류는 오랜 격리와 기후에 의한 차이를 보이며 생물지리학적으로 매우 중요한 위치에 있다. 또한 기존 문헌에 기록되어 있지만, 서식여부가 명확하지 않은 두꺼비(Bufo gargarizans), 옴개구리(Rana rugosa), 금개구리(R. plancyi). 무자치(Elaphe rufodorsata), 아무르장지뱀(T. amurensis)의 현황에 대한 연구는 시급히 이루어져야 한다.

Whether a ship is sub-standard or not shall be finally decided by the minimum standards laid down in international conventions or national standards having the same effects. The flag State is primarily responsible for implementing these standards as far as its own ships are concerned. And the port State shall, in the exercise of its rights under international law, take appropriate measures (including detention of ships identified as sub-standard), which are regarded as port State's supplementary role aiming at implementing these standards. The international standards are implemented by the regional co-operation in the form of the MOU(Memorandum of Understanding) on Port State Control in the Asia-Pacific Region on the ground that the PSC enforcement of only one country does not enable the eradication of sub-standard ships. Recently, EQUASIS which is an international database covering the whole world fleet change the regionalism of PSC into the globalization of PSC. However, there are many problems in Tokyo MOV and Korean PSC regime. In order to ensure the implementation of the standards laid down in international conventions and Tokyo MOU, the Korean and other country in Asia-Pacific shall settle the alienation from the actuality of the law, namely the problem of maritime administrative structure of non unifying PSC affairs.

해상교통법에서는 다른 선박을 피하여야 하는 의무를 가지는 서로 다른 두가지 그룹의 선박이 있다. 하나는 다른 선박의 진로를 피하여야 할 선박이고, 다른 하나는 통항을 방해하지 아니할 선박이다. 통항불방해의 무선박의 개념은 1972년 국제해상충돌방지규칙의 1987년 개정에서 제8조 (f)항을 채택함으로써 분명하여졌다. 그러나, 한국정부는 이러한 규정을 한국의 국내법에 현재까지 수용하지 아니하였다. 그리하여 통항불방해의무선박의 정의와 적용에 대하여는 학계에서조차도 크게 논의되지 않고 있다. 최근 대법원은 통항불방해의무선박이 관련된 충돌사건에 대한 판결을 내렸다. 필자는 외국 학자들의 논문과 국제해사기구의 문서를 참조하면서, 통항불방해의무선박에 대한 자신의 견해를 밝히면서 대법원의 판결을 비판하고 있다.
