『Act on Facilitation of Purchase of Small and Medium Enterprise – Manufactured Products and Support for Development of Their Markets』 was created and implemented. The act states that the materials designated by the Small and Medium Business Administration are directly purchased from the small and medium enterprises and provided to the construction companies so that the materials can be provided as GFGI (Government Furnished and Government Installed) in the case of a public construction project. This thesis is aimed to analyze the current status on the problems of each project party and understand their improvement requests so that mutually beneficial plans can be sought and improved process is presented for the continuous development of the direct construction material purchase system as well as successful construction projects. And This thesis summarized the purpose of the institutions and their change histories, and related law as well as codes for the better understanding of administrative procedures for the purchase system and the analyses as well as the improved process on the difficulties in complying with the current institutions.
고유가의 영향으로 서남아프리카, 브라질 연안, 멕시코만 그리고 북해 등에 필요한 해양플랜트 생산시설의 수요는 매년 증가하고 있다. 따라서 다양한 종류의 해양플랜트와 이와 관련된 선박의 꾸준한 발주가 예상된다. 또한 장기적으로 기존의 연근해에 집중되어 있던 해상유전의 상당부분이 성숙단계로 접어들면서 심해저 유전에 대한 개발 요구는 한층 더 증가될 전망이다. 최근 글로벌 조선업계를 선도하고 있는 국내 조선사들은 중국 조선업계와의 기술력 격차를 벌려 해양플랜트 분야에서 우위를 선점하고자 기술과 특허를 보유한 해외 업체의 인수 및 합병을 비롯한 자체 기술 및 기자재 국산화에 노력하고 있다. 그러나 실제로 해양플랜트공사에 대한 경쟁력은 공사시설물의 제작 능력과 더불어 해양플랜트의 이동, 현장, 시운전 및 유지보수에 수반되는 각종 사고에 대한 빠른 처리를 통해서 발주자와 합의한 계약 인도 일자에 정확하게 보험목적물을 인도하는 것을 기본으로 한다. 현재 국내 상황은 해양플랜트공사에 필요한 구조물의 제작에 대한 경쟁력은 상대적으로 우수하나, 여전히 해양플랜트공사전체를 안전하게 관리하는데 필수적인 담보를 제공하고 사고발생에 따른 빠른 보험처리를 담당할 수 있는 전문인력과 서적 그리고 학계의 연구가 부족한 실정이다. 따라서 이 논문은 피보험자와 보험자 사이에서 가장 빈번하게 분쟁이 발생할 수 있는 물적 손해 약관상의 개별 조항들에 관한 쟁점사항에 대해서 해석론적으로 고찰하고자 한다.
The First Generation Digitized Sky Survey (DSS-I) is a collection of digitized photographic atlases of the night sky taken from the Palomar Observatory (northen sky) and the Anglo-Australian Observatory (southern sky). DSS-I is widely used by the astronomical community for a number of applications including object cross-identification and astrometry. However, accessing and retrieving the actual images are nontrivial owing to the huge size (> 60 GB) of the dataset. To facilitate retrieval process of DSS-I data for the public, Korean Astronomical Data Center (KADC) developed a web application that provides not only data retrieval but also visualization functions. The web application consists of several modules developed using Java Applet, Jave Servlet, and JaveServer Pages (JSP) technologies. It allows users to retrieve images efficiently in various formats such as FITS, JPEG, GIF, and TIFF, and also offers an interactive visulization tool, ImgViewer, for displaying/analyzing FITS images. To use the web application, users require a Java-enabled web browser.
This study delivers the actual condition of investment for industrial accident prevention based on survey of 526 construction sites. The various research techniques were used such as technical statistic analysis for construction industry, construction and civil engineering works, cost comparison of industrial accident prevention and accident loss. A formula was deduced to calculate accident loss and accident frequency by accident prevention cost through regression analysis.
This paper reviews and classify fault-tree analysis methods developed since 1960 for system safety and reliability. Fault-tree analysis is a useful analytic tool for the reliability and safety of complex systems. The literature on fault-tree analysis is, for the most part, scattered through conference proceedings and company reports. This paper classify the literature according to system definition, fault-tree construction, qualitative evaluation, quantitative evaluation, and available computer codes for fault-tree analysis.
The cause of the falling of the girder of a PSCI bridge under construction was investigated to prevent from similar accidents. The I-type bridges are the most unstable phase after the girder construction and before the installation of concrete slab. Generally the bridges are taken into consideration in order to secure stability in the construction process. However, this bridge was found to have fallen in a rainy and strong wind with some neglect of the procedures and methods presented in the design.
This study evaluated the lateral thermal deformation induced by environmental factors for a precast I-girder. Lateral temperature gradients across the cross-section of the girder were calculated using analytical equations based on daily solar radiation, temperature variation, and wind speed. Then the lateral thermal deformation showed an average of approximately 40% to 71% of the tolerance for the initial lateral deformation of the girder, defined in the PCI bridge design standard.

이 논문은 대한민국 해양사고 예보 시스템 (K-MACFOS)을 개발하기 위한 해양사고 수량화 D/B (N-D/B) 구성과 분석에 관하여 기술하였다. K-MACFOS의 주목표는 일기예보와 같이 해양사고의 예측건수와 위험수준을 방송하기 위한 것이다. 해양사고 데이터는 1990년부터 2000년까지 1년간 위도 33oN∼35oN와 경도 124oE∼127oE의 대한민국 서남해안 일대에서 발생한 총 724건을 수집하였고, 14가지 수량화변환 척도를 이용하여 양적 데이터로 변환하였다. 컬러 콘도-맵 가시화를 이용한 통계분석을 통하여 N-D/B의 유효성과 연구대상 해역의 사고특징을 검토하였다. 또한, 올바른 N-D/B 분석과 정확한 해양사고 건수 예측을 위한 최적 적용기간 선정 방법을 제안하였다.
The change of water level at Mokpo Harbour and its adjacent coastal area due to the construction of the Youngsan Estuary Barrage and the Third Land Reclamation Work of estuary barren had been roughly expected. Periodical floods, which occur 2 times per month, are also being observed at the low lying commercial areas near the Mokpo Old Harbor. Although it is said that the highest tidal current component among the tidal current records at the approaching channel to Mokpo Harbor is reduced to 6 kts, because of the esturary barrage, they do not give any precise statement or a deep analysis for the flooding and periodical water level change under certain environmental conditions. Moreover, they never tried the analysis of development plan considering the natural disaster such as typhoon or other extreme conditions. Thus, it is necessary to collect and analyze the data related to floodings, harbor oscillations, currents, and water quality , etc. because of the development considering the extreme condition. This study deals the problem of the water level change among the integrated analyses of the coastal area changes.
