        With the advent of the 4.0 era of logistics due to the Fourth Industrial Revolution, infrastructures have been built to receive the same services online and offline. Logistics services affected by logistics 4.0 and IT technology are rapidly changing. Logistics services are developing using technologies such as big data, artificial intelligence, blockchain, Internet of things, and augmented reality. The convergence of logistics services and various IT new technologies is accelerating, and the development of data management solution technology has led to the emergence of electronic cargo waybill to replace paper cargo waybill. The electronic waybill was developed to supplement paper waybill that lack economical and safety. However, the electronic waybill that appeared to complement the paper waybill are also in need of complementation in terms of efficiency and reliability. New research is needed to ensure that electronic cargo waybill gain the trust of users and are actively utilized. To solve this problem, electronic cargo waybill that combine blockchain technology are being developed. This study aims to improve the reliability, operational efficiency and safety of blockchain electronic cargo waybill. The purpose of this study is to analyze the blockchain-based electronic cargo waybill system and to derive evaluation indicators for system supplementation.

        PURPOSES : In this study, the causality between smart parking user services and its satisfaction level was analyzed statistically, and a smart parking priority decision model was established in terms of the user side. METHODS :The results of the Daegu Metropolitan City survey for the parking state, parking fee, transfer, convenience of use, facilities, and safety that could influence smart parking user satisfaction were used. A structural equation model in SPSS 26 and AMOS 26 programs that facilitates hypothesis testing and importance factor analysis between observed and latent variables was used. RESULTS : The results demonstrated that the importance factor loading on smart parking user services was in the following order: convenience of use (0.996), parking facilities (0.814), safety (0.803), parking information (0.706), transfer (0.618), and parking fee (0.426). Among them, the parking fee was not quite influential in decision making. CONCLUSIONS : The most influential user service on smart parking information systems was the convenience of use, in which congestion in parking lots and parking time were the most influential variables. The most influential variables were in the following order: in parking facilities, the route design of vehicle flow and size of the parking garage; in safety, the entrance location and the level of wear; in the parking state, the availability of parking space and parking fees; and finally in transfer, the convenience of transfer to other modes and the number of transfer parking lots.

        We conducted a study on the possibility of using the power plant's thermal effluent system by using a heating system to utilize the thermal effluent from Jeju Power Headquarters of KOMIPO. In this study, growth information such as the size, leaf area, fresh weight and dry weight of subtropical persimmon fruit (A) in the facility cultivation complex were measured. In the comparison group (B), the growth information of the same crop was measured and compared in an unheated greenhouse near Harye-ri, Namwon-eup, Seogwipo. Fruit size was measured at monthly intervals, and leaf area, fresh weight, and dry weight were measured at new shoot season. Measurement results of A and B growth information, 1) Fruit diameter & length, A grew 7.3% and 9.4% than B, 2) Leaf area, A grew 4.7% than B, 3) Fresh weight, the decrease was 8.9%, but the dry weight was 3.6%, indicating that A contains more nutrients than B. Therefore, if the heating control by supplying thermal effluent to the facility greenhouse, it can contribute to reducing the energy cost and improving quality.

        개방된 자유민주주의 사회에서 정보는 국민의 알권리와 행정의 투명성과 민주성 등에 근거한 ‘정보의 공개’ 요구와 국가안보와 사회안전의 목적을 위한 ‘정보의 보호’에 관한 필요라는 양면성을 동시에 가진다. 정보공개와 정보보호 사이의 적절한 균형점을 찾기 위해 미국의 정보공개청구 제도를 살펴보는 것은 의미가 있다. 이 논문에서는 미국의 정보공개청구제도를 살펴봄으로서 한국의 정보공개청구제도를 발전시키기 위한 시사점을 찾으려고 시도한다. 이를 위해 구체적으로, 미국의 정보공개 관련 법안을 살펴보고, 민간에 대한 정보공개를 정부기관이 거부할 수 있는 비공개 사유 관련 조항을 검토하고, 이러한 비공개 사유 조항과 관련된 미국의 정보·수사기관에 대한 정보공개 특례의 규정취지와 목적을 조사하고, 미국의 정보·수사기관이 그와 같은 특례 규정을 활용하여 민간인의 정보공개 청구에 대해 대응하고 있는 사례와 현재 쟁점이 되고 있는 판례 등을 살펴본다. 미국의 경우 정보보호는 정보공개에 대한 필요보다 더 오래된 원칙이자 전통이다. 건국 직후부터, 권력분립원칙에 따른 정보분야에서의 집행부 특권과 국가비밀특권의 원칙과 전통, 판례 등에 따라 특히 집행부의 정보와 관련된 비공개 원칙이 유지되어져 왔다. 상대적으로 정보공개청구에 대한 요구는 비교적 최근에 등장했다(1966년). 그리고 그러한 정보공개청구를 법제화한 정보자유법에서도 정보공개의 예외 조항들, 이른바 FOIA 예외조항들을 두고 있다. 많은 경우에 정보 또는 정보기관의 조직과 활동과 관련된 내용들은 법령과 판례, 그리고 관행 모두에서 정보공개로부터의 정보보류에 보다 더 무게가 실려 왔다. 미국의 사례조사를 통해 도출된 시사점들이 한국의 정보공개청구제도를 발전시켜 정보공개의 요구와 정보보호의 필요사이의 적절한 균형점을 찾는데 기여할 수 있기를 기대한다.

        BRIS has been established by the Ministry of Agriculture, Food and Rural Affairs since 2011 under Article 21 of the Act on the Preservation, Management and Utilization of Agricultural Life Resources. It is an information service that provides information related to agricultural life resources in connection with the Rural Development Administration, the Forest Service, and Korea Seed & Variety Service, Agricultural Resources and Agricultural and Livestock Quarantine Headquarters. The purpose of this study is to evaluate how the users assess the information system quality (information quality, system quality) for the current Bio Resource Information Service (BRIS). Ultimately, the structural equation modeling analyzes the causal relationship between each variable and how it responds to the user's continuous use intention. As a result, information quality among information system quality and information quality among system quality used as the main variables for the evaluation of BRIS were statistically positively influenced by users' perceived usefulness, while system quality It has been analyzed to have a positive effect on the sustained use intention. The user's continuous use intention is positively influenced by the information system quality and perceived usefulness at a statistically significant level. Especially, the perceived usefulness plays a role in mediating the user's continuous use intention.

        Various artificial reefs provide the fish habitat and nursery, and contribute the improvement of fisheries productivity. The evaluation methods of fishery resources in the artificial reefs have been done by fishing, scuba diving, underwater camera, and scientific echo sounder/sonar. There are a number of studies using echosounders on the quantitative and qualitative evaluations of artificial reefs in various seas around the world. This study focused on the spatial distribution of fishes around artificial reefs and the influential area of reefs off Bukchon, Jeju Island. Not only acoustic data but also various properties of artificial reefs were used in the geographic information system to extract relevant results. As a result, the major material of reefs on this study site was concrete and the number of reefs with that material was the most. The volume of reefs consisted of steel only and steel with riprap was considerably large compared to other reefs. The average NASC in the vertical distribution of fishes in artificial reefs was 31.6 m2/nm2 in April, and that was 61.3 m2/nm2 in June. The distance between the fish school and their nearest reef in June morning had a wide range from 750 to 3250 m. On the basis of the influence ray of artificial reefs, it had a tendancy of NASC to decrease with distance from the reef in the June morning. It is a preliminary study to present the geospatial analysis example to understand a better way of comprehensive artificial reef environments.

        In the field of optimization, many studies have been performed on various types of Vehicle Routing Problem (VRP) for a long time. A variety of models have been derived to extend the basic VRP model, to consider multiple truck terminal, multiple pickup and delivery, and time windows characteristics. A lot of research has been performed to find better solutions in a reasonable time for these models with heuristic approaches. In this paper, by considering realtime traffic characteristics in Map Navigation environment, we proposed a method to manage realistic optimal path allocation for the logistics trucks and cargoes, which are dispersed, in order to realize the realistic cargo mixing allowance and time constraint enforcement which were required as the most important points for an online logistics brokerage service company. Then we developed a prototype system that can support above functionality together with delivery status monitoring on Map Navigation environment. First, through Map Navigation system, we derived information such as navigation-based travel time required for logistics allocation scheduling based on multiple terminal multiple pickup and delivery models with time constraints. Especially, the travel time can be actually obtained by using the Map Navigation system by reflecting the road situation and traffic. Second, we made a mathematical model for optimal path allocation using the derived information, and solved it using an optimization solver. Third, we constructed the prototype system to provide the proposed method together with realtime logistics monitoring by arranging the allocation results in the Map Navigation environment.

        The use of Project Management Information System (PMIS) is increasing in project management industries such as construction, defense, manufacturing, software development, telecommunication, etc. It is generally known that PMIS helps to improve the quality of decision making in project management, and consequently improves the project performance. However, how much and which parts of project management performance are affected by PMIS still need to be studied further. The purpose of this study is to investigate the impact of PMIS quality on project management performance. We collected data from various project based industries such as construction, defense, manufacturing, software development and telecommunication by using survey questionnaire. PMIS quality was measured in three dimensions. They are system quality, information quality and service quality. Project management performance was measured in nine variables such as time reduction, work accuracy, cost management, etc. Statistical analyses such as multiple regression were used to analyze the data. The results showed that PMIS quality had significant impacts on the project management performance and user satisfaction. It was notable that only two dimensions out of the three PMIS quality dimensions, system quality and information quality, affected the project management performance. Also, it was found that PM performance played a mediating role between PMIS and user satisfaction, and between PMIS and reuse intention. The contribution of this research is that it helps to clarify what aspects of PMIS affect the project management performance and user satisfaction.

        본 연구에서는 정치관련 이슈정보에 대해 기초적인 게임메커닉스를 활용하여 정치인(정당)을 평가하는 블 록제인 기반의 게이미피케이션 시스템과 방법을 제안하고자 한다. 게이미피케이션은 플레이어들의 자발적 참여와 문제해결을 위해 게임적사고와 게임메커닉스(순위표, 점수, 단계, 가상증표, 아이템 등)를 적용하는 개념 이다. 게이미피케이션 연구에서 '플레이어'는 사용자, 관객, 고객, 손님, 구매자, 학습자, 환자, 군인 등을 포괄하므로, 이 논문에서 플레이어는 유권자(혹은 투표자)를 말하고, 이 표현들은 같은 의미로 병기하였다. 게이미피 케이션의 이론배경은 '게임요소'나 MDA프레임워크(게임메커닉스,게임역학,게임미학) 등의 '게임학 연구'를 기반 으로 한다. 이 논문에서는 효율적인 연구를 위해, 우선 기초적인 게임메커닉스만을 정치인(정당)의 성공적인 평가 시스템에 적용하였다. 정치인(정당) 평가에 게이미피케이션를 적용하려는 주목적은, 유권자(투표자)의 자 발적 정치참여를 독려하기 위함이며, 이 논문에서 제안하는 시스템과 방법이 적용된 이슈정보는 더 유익한 플 레이어 경험(PX) 창출에 도움을 줄 것이다. 끝으로, 본 정치 평가 인터렉티브 게임화 시스템과 방법 연구는, 보 안에 취약할 수밖에 없는 웹 또는 앱서비스의 한계를 보완하고자 블록체인을 기반으로 신뢰도를 높이고자 하였다.

        본 연구의 목적은 문헌고찰을 근거로 보호관찰정보시스템 입력 정보 중 전자발찌 부착 성폭력범죄자의 재범 유발 변인을 선정하고 해당 변인과 재범 여부의 관련성을 실증적으로 확인하는 것이다. 이와 같은 목적을 달성하기 위해서 본 연구는 보호관찰 정보시스템에서 총 440명의 전자발찌 부착 성폭력범죄자를 무작위로 추출해서 DB를 구축하였다(비재범자: 220명, 재범자: 220명). 구축된 DB를 대상으로 이항 로지스틱 회귀분석을 실시한 결과, 전자발찌 부착 성폭력범죄 이전의 범죄 경력 중 이전 총 범 죄횟수와 이전 성폭력범죄횟수는 재범과 유의미한 정적인 관련성이 있었다. 또한 처벌 강도 중 전자발찌 부착기간은 재범과 유의미하게 정적으로 관련된 것으로 나타났다. 반면 사회적 결속과 관련해서 전자발찌 부착 성폭력범죄자가 직업이 있거나 배우자가 있는 경우가 직업이 없거나 배우자가 없는 경우보다 재범률이 유의미하게 낮았다. 마지막으로 이상의 연구 결과를 토대로 본 연구는 전자발찌 부착 성폭력범죄자의 재범 예방 정책을 제안하였다.

        For the German energy transition, offshore wind energy is a significant factor of success. The number of installed offshore wind energy turbines is steadily increasing. Currently, the subject matter of offshore wind energy turbine maintenance and its optimization is increasingly in the focus of research and development work. The present contribution examines the logistics of offshore wind energy turbine maintenance and the impact of the actual sea state and of sea state forecasts. To this end, the coordination processes between the players involved in the planning of service operations will be presented and analysed. Based on this, the impact of the quality of wave height forecasts on operation decisions and the mean time to repair will be determined as well as the availability of the turbines at different forecast quality levels. Proceeding on the basis of these results, the concept of a decision-making support system for operative logistics planning will be presented.
