But small & medium enterprises (SMS) has many difficulties to set up the OSHMS system because of limited natural and human resources. In this study, the rating system as a judgment method of an OSHMS based on the certification standard of the OSHMS, which was suggested in previous study, was developed for SMS to adopt voluntarily the OSHMS, certify KOSHA 18001, and improve the safety and health level.

Therefore, this study is developed and proposed the certification standard of an OSHMS for SMS based on the case study on advanced countries, actual conditions of SMS in Korea, and opinion of specialists.

1995년 제정된 "시설물의 안전관리에 관한 특별법"에 근거하여 일정 규모 이상의 1종 및 2종 시설물을 대상으로 정기점검, 정밀점검, 정밀안전진단이 관련전문가에 의하여 주기적으로 수행되고 있으며, "재난 및 안전관리 기본법" 에 의하여 특정관리대상시설을 지정하여 주기적인 안전점검이 수행되고 있다. 그러나 수작업에 의한 안전관리 업무 수행과 점검 및 진단 결과에 대한 사후 관리로 관계 업무 주체들에게 과다한 업무가 부과되면서도 안전관리가 효율적이고 효과적으로 이루어지고 있지 못한 상황이다. 또한 관련 업무가 서로 다른 법령 및 기관에 분산되어 업무의 비효율성을 야기하고 있다. 이에 본 연구는 국가지리정보시스템(NGIS)이 제공하는 시설물에 관한 지리정보를 중심으로 서로 다른 법령과 기관에 의하여 수행되는 시설물 안전관리 관련 정보를 통합 관리할 수 있는 시설물 안전관리시스템 개발을 목적으로 수행되었다.

초 록 현재 우리나라는 1997년 7월부터 KOSHA18001 인증제도를 운영하여 사업장의 안전보건경영시스템 구축을 지원하고 있다. 그러나 사업장 규모에 따라 그 수준이 현저하게 차이가 있을 뿐만 아니라 안전보건경영시스템의 평가기준이 복잡하고, 어렵기 때문에 담당자들이 시스템 인식에 어려움을 겪고 있다. 특히, 중소규모 사업장은 한정된 자원과 인력으로 자율안전보건경영체제를 구축하기에는 더욱 어려움이 크다. 따라서 본 연구에서는 국내 중소규모 사업장의 자율안전보건경영체제 구축을 지원하기 위해 선진국의 안전보건경영 관련 사례와 국내 사업장의 의견을 바탕으로, 중소규모 사업장용 안전보건경영시스템 인증기준(안)을 개발하였다.

This study's purpose centers plant management activities that is management system for total plant efficiency's maximization, plant evaluation system that production and safety management activities factor that is enforcing in manufacturing industry can develop evaluation model that can evaluate quantitative activities in process that maximize productivity and safety efficiency wishes to do design.

There are something unreasonable, unsatisfactory on the law system for laboratorial safety enforced by the government from April 2006. Therefore, the system should be reviewed and revised to be satisfactory for current research condition. This study is to analyze research areas for improving laboratorial safety and to show safer ideas. With more detail, more practically improving ideas have been shown for systemizing safety assessment in advance, effective organization of laboratory, safety committee and their regulation. It is expected that better safety level all the concerned engagement, reasonable revision of safety regulation of laboratory, can be made by this research result.

본 연구에서는 국내 해운회사의 안전관리를 위한 여러 가지 투입요소와 산출요소들에 대한 자료를 설문조사하고, 각 해운회사간의 안전관리체제 이행에 따른 효율성을 DEA 분석법을 사용하여 분석하였다. 1998년~2004년까지 각 해운회사의 안전관리체체의 운영효율성을 DEA 모형으로 분석한 결과, 효율성 평균지수가 매년 감소하는 추세를 나타내었다. 효율성 평균지수가 매년 낮아지는 경향을 보이는 이유는 해양사고 건수, PSC지적 건수, 선박보험료, P&I 보험료는 매 년 감소하는 것에 비해 선박수리비, 선용품비와 선박 불가동일수는 매년 감소하지 않고 오히려 증가하는 경향을 보이고 있는 것이 주요한 원인으로 분석되었다.

본 연구에서는 해운기업의 안전관리체제 운영 지원과 시스템 운영 모니터링 및 운영성과 평가도구로 활용할 수 있는 안전관리체제 운영평가 지표를 개발하였다. 이 지표를 이용하여 안전관리체제 도입을 준비하고 있는 기업이나, 기도입하여 유지 발전시키고자 하는 기업에게 운영 단계별 필요한 지식을 알기 쉽게 종합 수록하여 상시 활용할 수 있는 지침서 내지 컨설턴트 역할을 할 수 있을 것이다. 또한 자체 내부심사 시 및 시스템 운영성과 평가 시 평가도구로 활용하여 시스템의 지속적인 개선 및 발전에 기여할 수 있을 것으로 보인다. 이 지표는 크게 대 기준 11개 항목, 중 기준 33개 항목, 소 기준 447개 항목으로 구성되어 있다.

우리 정부와 해운기업은 해상에서의 인명 및 환경보호를 위해 노력하고 있지만 아직까지 내항선에서의 안전관리가 미흡하여 내항선에 맞는 체계적이고 현실적인 안전관리체제 운영의 내실화 방안이 절실하다. 본 논문은 관련기관 및 해운기업에 설문조사를 하였으며, 실증분석을 통하여 현 내항선안전관리의 문제점을 파악하고 개선하여 우리나라 내항해운에 적합한 안전관리체제의 내실화 방안을 제시하고자 한다.

The purpose of this research is to understand the role of safety climate in the safety management system. Based on the 121 responses from facilities got Occupational Health & Safety Assessment Series (OHSAS) 18000 certification, the results of statistic analysis show that there is significant relationship between safety climate, work attitudes and Organizational Citizenship Behaviors (OCB). The most important finding is the relationship between safety climate and organizational commitment will mediate the relationship.

According to Korea was re-elected as ICAO council member state at the 35th session of the assembly, there are more contributions and roles of international aviation society. Being developed technology and grown international transportation, world is focusing to aviation safety, Safety Management System(SMS) is systematic approach to manage risks caused by human and organizational factors. ICAO is specified that 'As of 24 November 2005, certified aerodrome shell have in operation a safety management system.' at Annex 14 to implement it airports as a first step. This study introduced SMS principle, analysed SMS's of advanced states and developed appropriate Korean Aerodrome SMS Model in our cultural and industrial circumstances.

Recently in Korean Society, risk and safety has become a central discourse in not only the social and natural science but also political decision making. The efficient organizational management contributes to controlling the risk factors in the workplace. For the management is influenced and improved by the organizational culture, the alternatives more than simply improving the work environment or enforcing the education of safety on each workers are required. This study was the status of safety culture in organizational members(managers and workers, and specialist) including the attitude on the safety atmosphere and risk perception, and experiences, knowledges, motivation etc. For this part, the method of questionnaire and statistical analysis are mobilized. The degree of safety commitment of organization members appears relatively high (3.97 in five scale estimation), but there are variations in this results according to socio-demographic characteristics. At the same time, managers and professionals actively participation in the program related to safety than workers in production/sales. The higher income level and career is the more attention to the safety is. Based on this survey, we make an rough suggestion of several tasks to the policy -makers: improvement of communication on the risk and safety is required and in particular, the workers in the relatively low level in production/sales. The education system about safety which is, with one-side, provided by government or managers turns out to be inefficient. Rather, small group performance of the organizational members which they participate in the communication with interaction in the various discourse are able to provoke the safety mood in workplace.

This paper is to construct the integrated sustainable management (ISM) system. This research focuses on the intergration of two concepts - balanced scorecard management system and the three pillars of sustainability. The system certification, product certification, innovation and participation tools are considered in constitutional elements for ISM system. Finally, this paper proposes the causal analysis, the third assessment, reporting for ISM system.

TPM(Total Productive Management) that is enforcing introducing more than 80% in domestic manufacturing industry is using total plant efficiency by the evaluation index, and as a result, can see a lot of examples that plant productivity is increased. This study's purpose centers total productive management activities that is management system for total plant efficiency's maximization, plant information system that total productive management activities factor that is enforcing in manufacturing industry can develop evaluation model that can evaluate qualitative activities by quantitative activities in process that maximize total plant efficiency wishes to do design.

Safety management cost, US one thousand billion has been input to the construction area from 1995 to 2000 but the management quality is still in the developing country level. The above mentioned increase of accident rate are attributed to the generous code regulation, net fit to the sense, varying with time change, but the more fundamental reason of this is no practical construction safety management system, up to now. Hardware-orienting operation for the system could be a main reason of this problem. In this paper, we developed a model for efficient construction safety system. It was found from the case study that the A Study on Introduction Application of Occupational Health & Safety Management System for Construction Industry.

It is difficult to put it into practice in that it requires bearing too much burden to draw out the planning itself in a case of large construction work. Consequently in this paper we select evaluation criteria by construction progress, classify into several categories, and regard potential danger which often occurs, as a evaluation criterion. Further step is to allow workers or collaborated companies to express their expert opinions or experiences and to encourage quality and process control and autonomous safety control by applying PSM(Process Safety Management) method using AHP(Analytic Hierarchy Process) and to development of PSIM(Process Safety Information Management) evaluation method in the construction. The reason why PSIM method should be quantitative and substantial progress is because it contributes Korean constructing companies to enhancing their safety control ability and to taking an equal stance just like developed countries, thereby strengthening their competitive edges.

Construction Management(CM) that is the business innovation and method of construction management is introducing and implying the needs to improve high cost and low productivity structure and cope with very variable changes of construction market in construction industry within the country. But, safety management system is a very insignificant thing under CM. Consquently, We had been needed for the improvement about what the problem was. Therefore, My study raised the problem to the system and management by making a comparative study of the feature of the management method and the content of the accomplishment of safety management by using the consideration of the case about a big field of construction work implying CM within the country and proposed the active method of safety management.
