        본 연구는 2024년 개정된 「어선원안전조업 및 어선원의 안전·보건 증진 등에 관한 법률」에 따라 도입된 어선원안전감독 관 제도를 대상으로, 제도의 정착 가능성과 실행력을 법제–운영–현장 간 연계 구조를 중심으로 검토하고자 하였다. 이를 위하여 법 령과 정책자료 및 선행연구 분석을 통해 제도의 법제적 구조와 운영 특성을 검토하였으며, 해사안전감독관과 근로감독관 등 유사 감 독 제도와의 비교·검토를 통해 어선원안전감독관 제도의 제도적 위치와 성격을 분석하였다. 분석 결과, 어선원안전감독관 제도의 성 과와 한계는 개별 제도의 미비라기보다는, 각 단계가 상호 연계되지 못한 채 분절적으로 작동하는 구조적 문제에서 기인하고 있음을 확인하였다. 이러한 분석을 토대로 제도의 안정적 정착을 위해 감독관 권한 구조의 단계적 정비, 인력 확충과 전문성 강화를 중심으 로 한 운영체계 정비, 교육 대상과 방식의 재설정을 통한 현장 적용성 제고, 자발적 안전관리 참여를 유도하는 안전문화 형성이라는 네 가지 개선 방향을 제시하였다.

        The purpose of this study is to evaluate the applicability of an unsupervised outlier-detection method as a surrogate safety measure (SSM) to estimate the effect of AI-based Bike-Safe monitoring system. An SSM that utilizes near-miss data immediately before an accident occurs must be developed to compensate for inadequate bicycle accident data and missing reports. In particular, the omission level of accident reports related to bicycle users is higher on bicycle paths, which implies that the importance of an SSM in safety management is much greater than in the general road environment. Therefore, the unsupervised outlier-detection method was set as the SSM because it can be learned without a label, is suitable for streaming data, and is generalizable under limited data. Additionally, the DeepAnT(deep learningbased anomaly detection) model was selected as the most appropriate time-series outlier-detection method. Using the time-series prediction module of the learned DeepAnT model, we analyzed the frequency of outliers or avoidance behaviors based on a linear relationship between estimated and observed values. The history data of the acceleration change rate of each bicycle were applied to the DeepAnT model to evaluate the possibility of using alternative safety indicators. Thus, those data are expected to be applicable as an alternative safety indicator for bicycle paths.

        In 2015, the safety refresher training system for seafarers was reformed with the aim of strengthening practical skills. However, a failure to forecast demand led to a chronic backlog of trainees. Furthermore, the uniform application of merchant vessel standards (STCW) to fishing vessels (STCW-F) created a qualitative problem, undermining the effectiveness of the education. This study aims to diagnose these issues and propose effective improvement measures. This research employed a mixed-methods approach. First, a comparative analysis was conducted between international conventions (STCW and STCW-F) and domestic regulations, institutional standards, and curricula. Second, an empirical analysis was performed through a survey of 220 merchant and fishing vessel seafarers, which was supplemented by in-depth interviews. The analysis revealed several critical gaps. The domestic legal framework does not distinguish between STCW and STCW-F and the curriculum is heavily biased toward theory, failing to meet international practice-oriented competency standards. The survey and interview results confirmed that the current fits all training is severely misaligned with the operational realities of fishing vessels, which have different equipment and environments. Based on these findings, this study proposes three prolonged improvement plans. First, the curriculum should be dualized to reflect the distinct characteristics of merchant and fishing vessels. Second, a hybrid training model that combines mandatory shore-based training for high-risk drills with flexible onboard training for basic skills should be introduced. Third, facility standards for training institutions should be converted from rigid mandates to flexible guidelines. These measures are expected to resolve the chronic training backlog and enhance the practical emergency response capabilities of all seafarers.

        Earthquakes can damage transmission system components, leading to extensive blackouts and disrupting essential societal functions. In urban areas, interruptions in power supply critically impact sectors such as industry, healthcare, and telecommunications, highlighting the need for quantitative and systematic analysis. Most existing research has focused on assessing seismic fragility at the individual facility level, with insufficient probabilistic safety evaluations that consider the connectivity of entire transmission systems. This study aims to quantify the connectivity-based seismic fragility and risk associated with transmission systems in Busan and its neighboring regions, Ulsan and Gyeongnam. To achieve this, a network model of Busan’s transmission system was developed using OpenStreetMap data. Damage probabilities were calculated using seismic fragility curves from HAZUS and reports from the Ministry of the Interior and Safety. Damage state-specific risks were then quantitatively assessed by combining these fragility values with Busan’s seismic hazard curves. The results showed High Confidence and Low Probability of Failure values ranging from 0.049 g (Slight) to 0.273 g (Complete), with median fragility values ranging from 0.143 g (Slight) to 0.605 g (Complete). The annual risk for each damage state was determined to be 4.151×10-4/yr, 1.177×10-4/yr, 3.667×10-5/yr, and 9.391×10-6/yr. This research quantitatively assesses the seismic fragility of Busan’s transmission system, providing a practical basis for disaster response strategies and risk-informed decision-making related to regional electric power infrastructure.

        항공기와 여객선과 같은 대형 여객 운송의 핵심 가치는 안전이며, 안전관리를 위해 국제조약을 기반으로 제정된 규칙에 따라 명시된 인원 이상의 훈련받은 승무원이 탑승해야 하는 공통점을 가지고 있다. 참사로 이어졌던 항공기와 크루즈 여객선 사고사례 분석을 통해 승무원의 역량과 교육 및 매뉴얼 관리가 안전에 지대한 영향을 미치고 있음을 확인하였으며, 사고 이후 관리부서를 일원화하고, 법 조항의 신설 및 강화와 함께 승무원 안전교육의 중요성이 대두되었다. 그러나 사고를 예방하고 비상 상황에 즉각 대응하기 위해서는 안 전교육 과정과 방식의 변화가 필요하며 이를 통해 교육 효과를 높여 승무원이 정확히 대응할 수 있도록 해야 한다. 첫째, 수직 형태의 구 조와 비슷한 공간의 반복, 화재 방지를 위해 닫힌 구조인 여객선의 공간적 특성은 여행객들이 쉽게 탈출하기 어려운 구조다. 따라서 이는 승무원의 공간적 이해의 중요성을 시사하며 탈출 교육에 확대 반영될 필요가 있다. 둘째, 항공기에 비해 승객의 이동 공간이 큰 여객선의 여객선 승무원의 비율을 높여, 안전관리 수행이 가능한 환경을 조성해야 하며 법률로 규제할 필요가 있다. 셋째, VR, 사이버, 메타버스 등 을 활용한 교육방식의 변화를 통해 승무원의 교육 효과를 높이고 실습 중심의 교육이 되어야 한다. 사고 사례분석을 통해 여객선 승무원 교육방식 및 방향 개선에 시사점을 제시했다. 이를 통해 대부분의 안전사고에 원인으로 지목된 인적요인 즉, 승무원의 안전관리 역량의 향상과 함께 대한민국 크루즈사업의 안전성 확보 및 완전한 성장에 기여하려 한다.

        Purpose: This study applied a mixed-methods design to examine the effects of the nurse shift system improvement pilot project, organized by the Ministry of Health and Welfare, on ward nurses’ quality of life, job satisfaction, and patient safety nursing activities, as well as to explore their overall evaluation of the project through in-depth interviews. Methods: Using a mixed-methods approach, this study simultaneously conducted quantitative analyses of ward nurses’ quality of life, job satisfaction, and patient safety nursing activities, along with qualitative research through in-depth interviews to explore overall perceptions of the nurse shift system improvement pilot project. Results: Patient safety nursing activities showed a significant positive correlations with quality of life (r=.24, p=.017) and job satisfaction (r=.21, p=.038). There was also a significant positive correlation between quality of life and job satisfaction (r=.63, p<.001). As a result of the qualitative analysis, eight facilitating factors and five hindering factors related to the pilot project were identified. Conclusion: Through the research, the effectiveness of the pilot project and the factors influencing nurses were identified. Accordingly, strategies are needed to enhance patient safety nursing activities by improving nurses’ quality of life and job satisfaction in pilot project wards.

        This study was attempted to solve the problem that the current training is not consistent with the actual working environment of the fishing vessel, even though the advanced fire extinguishing training for international fishing vessels is mandatory. As a result of the survey, the lack of timely use of fire extinguishing equipment and the difficulty of organizing the fire extinguishing organization were found, and the main problems were analyzed as low understanding of fixed fire extinguishing facilities, low awareness of fire-related laws and regulations, and inefficiency of fire extinguishing training. It was found that the current Seafarers Act does not clearly define the roles and responsibilities of advanced fire extinguishers, and lacks specific standards for designated educational institutions, so there is a problem that the accuracy and reliability of the training contents with the STCW-F Convention and STCW Convention are inconsistent. In addition, it has been confirmed that the fire extinguishing organization, internal communication, and fire extinguishing training in ships, as stipulated in international agreements, are not properly reflected in the domestic curriculum. In particular, the current training consists of general contents that do not take into account the characteristics of fishing vessels, so there is a lack of practical emergency response fire extinguishing training manuals. Therefore, this study proposes the development of customized training content for fishing vessels considering the special working environment and risk factors of fishing vessels based on international agreements, and emphasizes the need for policy support, such as strengthening participation of fishing vessels in education and training, and establishing a legal basis for the operation of emergency fire extinguishing organizations.

        This study analyzes the aerodynamic and structural characteristics of an H-Darrieus vertical-axis wind turbine (VAWT) under varying inlet velocities using transient analysis. The k-ε turbulence model and six-DOF were applied to simulate urban environments in the flow analysis, while the structural analysis considered blade momentum of inertia and RPM conditions. The numerical results showed that the drag and lift forces increased by 60% and 53% respectively from the nominal wind speed to the cut-off wind speed conditions. Structural analysis indicated that the maximum Von-Mises stress in the blade did not exceed the yield strength of 69 MPa of PC-ABS, ensuring structural stability. However, the connecting rod exceeded the yield strength of SPCC 270 MPa, suggesting potential failure due to repeated rotational loads. This study confirms that materials with a yield strength of more than 1,100 MPa required for connecting rods to ensure reliable operation at high wind speed. These findings provide important insights for the design of robust VAWTs suitable for extreme environments.

        This study attempted to solve the problem that the current education does not match the actual working environment of the fishing vessel despite the mandatory lifeboat training of international fishing vessel. The survey analyzed the difficulties of using life rafts and communication facilities and found that the main problems were the launch of life rafts, lack of communication equipment proficiency, and absence of emergency training scenarios. Due to the lack of standards for designated educational institutions, the current Seafarers Act has been discovered to be a problem that the accuracy and reliability of education are not consistent with the international fishing vessel agreement and the merchant vessel agreement. Additionally, the training for retreat and emergency response as stipulated by international agreements were not properly reflected in the domestic curriculum. In particular, the current training consists of general contents without considering the characteristics of the fishing crew, and there was a lack of practical emergency response training manuals. Therefore, based on international agreements, this study proposes the development of customized training contents for fishing vessel that takes into account the special working environment and risk factors of them. In addition, it emphasizes the need for policy support, such as strengthening participation of fishing boats in education and training and establishing a legal basis for the operation of emergency life raft organizations.

        In this study, fire extinguisher system to which form fire extinguisher agents were adopted was applied to the combat vehicle crew room to apply fire extinguishing performance and acid gas safety that meet the national defense standards. As a result of evaluation and verification, the following conclusions were drawn. For standard fire sizes in the combat vehicle crew's standard model, we ignited using a mixture of Novec 1230 and Halon 1301 form extinguisher agent and released form extinguisher agent after 30 seconds to determine the fire extinguishing time. The amount of acid gas generated met the criteria in all cases. When the fire size was increased to 0.12m2 and a 2.0mm nozzle was used, all of the extinguishing time, the amount of acid gas generated, and the concentration of Novec 1230 met the criteria. Despite the more difficult conditions to extinguish the fire by making the fire larger, it was possible to confirm the extinguishing performance of the Novec 1230 form extinguisher agent and its safety against acid gas.

        우리나라 헌법 제107조 제3항은 재판의 전심절차로서 행정심판을 할 수 있 으며 절차는 법률로 정하되, 사법절차가 준용되어야 한다고 규정한다. 그리고 행정심판법 제4조 제1항에서는 사안의 전문성과 특수성이 인정되면 필요에 따 라 개별법이 정한 특례절차에 따라 심판을 할 수 있도록 규정하고 있다. 이러 한 특례절차에 따른 행정심판을 특별행정심판이라 하는데, 해양안전심판, 특허 심판 및 조세심판 등이 있다. 특별행정심판 중에서도 해양안전심판은 해양사고의 원인규명재결뿐만 아니 라 해기사 등에 대한 징계재결까지도 심판의 결과로 도출하는 특별한 형태의 행정심판으로서 구술변론주의, 대심주의 및 조사관의 청구독점주의 등을 채택 하고 있다. 그러나 조사관은 해양사고관련자를 조사하는 권한을 가지고 있어 해양사고관련자와 대등한 입장이라 보기 어렵다. 그러므로 상대적 약자인 해양 사고관련자의 정당한 권리구제와 방어권을 보장하기 위해서는 심판변론인 제 도의 적극적 활용이 무엇보다 중요하다. 이 연구에서는 해양사고심판의 심판변론인제도를 다양한 측면에서 살펴보 고, 다른 특별행정심판인 특허심판과 조세심판 제도와 비교·분석하여 해양안전 심판의 심판변론인제도에 대한 문제점을 도출하고 개선방안을 제안하고자 한다.
