Underwater heritage is the term commonly used to mean material found underwater. Many states have heightened of underwater heritage remains unprotected. The UNESCO 2001 convention on the protection of the underwater cultural heritage is the foremost international legal reference for the protection or salvage of underwater heritage. This study examines the design intent and the construction background of the UNESCO House in Korea planned in the 1950s, with a focus on the initial plans of the House by Kuzosa Architects & Engineers in 1959. To this day, the House has been evaluated as a representative example of an office building in the 1960s, and an early case of introducing curtain walls in Korea. However, only its technical characteristics have been explored with less emphasis on further research data. This study attempts to demonstrate the social and cultural expectations and the demands of the construction of the House by examining the documents produced at the time and the initial plan. This study also highlights the fact that the House was the first project of the architect Pai Ki Hyung to realize high-rise reinforced concrete construction in Seoul’s dense center. In the 1950s, the House was planned as a modern building with a complex of various cultural facilities and offices due to the character of activities of the Commission, and the lack of public cultural facilities in Korea. The plan of the Kuzosa Architects & Engineers was selected through a design competition held in 1959. The House was completed in 1967, which took about eight years from planning to completion with design modification in the 1960s. The initial plan submitted before the design modification shows that Pai used the vocabulary and logic of modern architecture and planned the House not as a simple office building but as a complex cultural facility.
Ms. Hee Choon Oh was a Jeju Haenyeo(woman diver) and one of the few surviving victims of the Jeju 4.3 (1948). As a Haenyeo: Jeju society was very poor at the time during the Japanese colonial period and the division of the two Korea, especially after the Korean War, so she had to work regardless of gender. It was hard to go into the sea, but it was the only thing to support my family. In retrospect, Going out to work in the sea was like a life-threatening adventure every day. While there were many emergency moments, She becomes one with the sea and forgot all the pain. After having spent a lot of time together with the sea, I had to stop working as a Haenyeo because it was hard to take care of nine children after having heart surgery. I was able to receive Honorary Haenyeo through continuous exchanges and dedication to the society. As a victim of the Jeju 4.3: I had no choice but to explain it why I had to do work as a Haenyeo and to understand my life. I am a woman who chose the job of Haenyeo, but I have lived through the pain of the dark modern and contemporary history of Korea. The unfair one-year prison life that I wanted to hide even from my children hurt me all my life. Over the past 70 years, sharing pain with the sea, neighbors, and family, serving the region, and hopefully waiting for a better society and justice to come. and finally It was not until 2019, 70 years after 1948, that I was officially acquitted by a Korean court. I regained my honor as a Haenyeo and was able to get rid of my deep sadness.

In this article, firstly, we talk about why we respond to “climate change impacts in nature and society” educationally. Secondly, we try to find ways that Jeju also has the ability to halt biodiversity loss and apply nature-based solutions to conserve biodiversity, enhance resilience, and so improve the well-being of the people on the island and in turn to improve the well-being of the people on the planet at the grass roots level of UNESCO internationally protected areas. Thirdly, we try to develop World Environment University Online School Leads Establishment of World Environment University so called “Lead WEU.” We will announce “World Environment University Online School Leads Establishment of World Environment University” at Private Meeting of the 2020 World Conservation Congress on September 9, 2021 in Marseille of France. We propose ”Jeju Global Governance of World Heritage; Climate Change Impacts and Integrated Management of UNESCO internationally Protected Area, at the graduate class of Jeju National University from September 2 to December 9, 2021. The core program centered at the University itself would be developed initially on the basis of the comparative advantage offered by its location in Jeju and the quality of faculty, full and part time, that could be recruited to the University.
The April 3 victim records are a collective history of victims, including the background of the incident, the history of the victims in the process of investigating the truth and restoring honor, the process of establishing the April 3 Special Act and resolving civil-private cooperation. The Jeju 4.3 Incident occurred on Jeju Island, a small South Korean island ruled by U.S. Government amid the global Cold War and the division of the Korean Peninsula after World War II was the second most serious casualty in modern Korean history. Of the island's total population of 280,000, between 25,000 and 30,000 were found to have been killed. Nevertheless, 50 years after the incident, no specific and comprehensive fact-finding has been made, and the truth and justice have been concealed. Since the late 1980s, the damage has gradually begun to be revealed as a fierce campaign to reveal the truth of Jeju civil society, including bereaved families, students, civic groups, media, cultural circles, and academic circles. On January 12, 2000, the Jeju April 3 Incident Truth and Victim Honor Recovery Committee was launched with the enactment of the "Special Act on the Truth and Restoration of Victims". The findings were announced at the time Roh Moo-hyun, the Korean President to visit Jeju Island at a “In the past power of the state of sympathy and heartfelt apology to family and the Jeju for a mistake to say.” and came to a formal apology. In addition, the government has taken steps to overcome past tragedies and move toward the future, including the creation of Jeju April·3 Peace Park in 2003, the establishment of Jeju April ·3 Peace Foundation in 2008, the designation of national anniversaries by the government in 2012, and the declaration of formalization between the bereaved families. The April 3 victim records are a collective history of victims, including the background of the incident, the history of the victims in the process of investigating the truth and restoring honor, the process of establishing the April 3 Special Act and resolving civil-private cooperation.
The rocky vegetation area of Sanbangsan is designated Natural Monument No. 376 and No. 3 National Scenic Site No. 77, and Yonggi is designated as Natural Monument No. 526 (January 13, 2011) and UNESCO World Geological Park (October 2010). Also, Yongmuri coast is the first candidate to become a World Natural Heritage site such as Mt. Halla, Seongsan Ilchulbong, and Geomun Aulm. As it is a place with excellent cultural value, we need Conservation Policy of Sanbangsan and Yongmari Coastal Heritage.
Even though we had a lot of obstacles to solve these issues, Jeju National University , Hokkaido University, Hawaii University, American Graduate School of the Paris, and University of Sydney have raised reparation topics through the Peace Island Forum, Peace Island Leadership School and Global Peace Bultuk Assemblies (Bultuk being a meeting place of Jeju woman divers surrounding stones at the sea side) since July of 2010. It was a cornerstone achievement that we presided over at "SOCIAL HEALING THROUGH JUSTICE: THE MASS KILLING OF KOREA JEJU ISLANDERS DURING U.S. PEACETIME OCCUPATION" with the University of Hawaii Law School and Hokkaido University together. Based on these gatherings we can start the Petition by Jeju people on Jeju Island Korea, which is calling for A JOINT SOUTH KOREA AND UNITED STATES JEJU 4.3 INCIDENT TASK FORCE TO FURTHER IMPLEMENT RECOMMENDATIONS AND FOSTER COMPREHENSIVE AND ENDURING SOCIAL HEALING THROUGH JUSTICE to advance the mutual interests of Jeju residents and the governments and people of South Korea and the United States ( March 27, 2014).
