박물관은 과거의 단순한 유물의 수장과 전시라고 하는 전통적 개념에 더하여 일반 대중에게 휴식과 교양을 제공하는 문화시설로서 현대인의 심리를 충족시키는 사회교육기관으로까지 그 기능이 확대 되고 있다. 이러한 요구에 비하여 현존하는 지역 박물관은 기능을 충족하기 어려운 현실이고 이를 해결할 방안이 모색되어야 할 시점이다. 이에 본 연구는 이러한 기존 박물관의 문제점을 지역 사회의 특징을 고려하지 않은 사업 시행의 결과로 파악하고, 이를 바탕으로 새로운 박물관의 계획 및 기존 박물관의 리모델링에 있어서 기초적으로 고려하여 야 할 사항을 문화 정책과 장소 마케팅 차원에서 접근하였다. 이러한 이론적 조사를 토대로 지역 박물관의 계획의 중요 요소를 도출하여 기초 자료로서 제안하고자 한다.
개발이 허용된 지역이라도 개발로 인해 발생되는 기존의 환경파괴에 대해 외국의 경우 보상계획을 통한 개발 계획을 수립하는 것이 보통이다. 그러나 국내의 경우 개발지역내의 환경계획은 주로 개발용도에 따른 법적 테두리안에서 녹지면적을 채우는 것으로 일관하고 있다. 따라서 본 연구에서는 대학 프로젝트의 한 사례를 중심으로 대상지의 환경을 Hemeroby등급을 이용하여 평가하고 파괴에 따른 보상계획을 제시하였다. 대상지는 수원시 권선구 금곡동에 계획된 대단위 아파트단지 개발지구이다. 우선적으로 개발전의 대상지를 Hemeroby등급으로 평가한 후 아파트단지 개발안, 즉 LG빌리지안을 Hemeroby등급으로 비교평가하여 LG빌리지안에서 보상되지 않은 기존 환경 파괴에 따른 보상안을 양적인 측면에서 산출하였다. 산출근거는 개발전의 대상지는 β-/α-euhemeroby가 전체의 80.1%였는데 LG개발안은 β-/α-euhemeroby가 43.7%로 낮아지면서 meta-hemeroby가 개발전 17%에서 56.3%로 증가하였으므로 보상안은 LG개발안의 건축물을 수용하되, β-/α-euhemeroby비율을 올릴 수 있는 보상계획, 즉 하천복원, 지상주차장의 녹화, 옥상녹화 및 절토면의 녹화 등을 제안하였다.
After it was reorganized as the rural center revitalization project recently, there is an opinion that the nature of the project was changed to solve long-time aspired projects of some districts unlike various projects according to the previous project purposes. Therefore, this study analyzes the current status of revitalization project plans and operation monitoring to make rural center villages, establishes plans that can be applied to the rural center village revitalization project and suggests the improvement plans for monitoring. With the necessity of connectivity with centrality analysis for long-term and sustainable growth of the rural center revitalization project, the analysis on the 8 districts' centrality analysis and the function of the master plan were compared and analyzed, but there is not enough interrelation. Regarding the consulting methods for weak districts to activate facility operation after the project is implemented, the field consulting performed by the collaboration of Gyeongsangnam-do government, Gyeongnam Rural Revitalization Support Center and Gyeongnam branch of Korea Rural Community Corporation shows 87.6% of satisfaction level, which indicates it is the most effective. Based on the above results, it is necessary to reinforce the methods on resident demand survey, dimension and the reflection process of the project when preliminary plans are established for effective implementation of the rural center village revitalization project. It is also necessary to revise relevant standards not to change preliminary plans excessively during the master plan establishment process, and to oblige preliminary investigation of experts. The joint monitoring and consulting systems of experts and local governments should be applied from the establishment stage of the master plan, so that it can be sustainable rural center village revitalization project.
In this study, seasonal customs are analyze the appropriate festival for each 24 seasonal divisions of the year. Recover the intrinsic value of the festival and selected the target villages and each village should investigate elements of the festival. The village were sought activation of a rural village by setting the festive season. ① 24 seasonal divisions of the year festival is a small town festival, the festival's program is based on the experience-oriented. Based on period seasonal customs and season plays are set up 24 seasonal divisions of the year festival's program. ② Survey area is the rural tourism village carried seven villages at Cheongju-si in Chungcheongbuk-do. ③ 24 seasonal divisions of the year festival establish as possible to the festival program is based on 24 seasonal divisions of the yearfestival seasonal customs, seven villages were set on the festival. on the season sesipung through the festive season as possible to the festival program was set up, seven villages were set on the festival. The common interests of the rural town of experience, the rising interest in each town and village festivals activation of the network can be achieved.
This study aims to analyze the affecting factors-construction of collaborative planning process and effect on Comprehensive Rural Village Development Project. To this end, targeting the 36 districts which were selected for 2004 Comprehensive Rural Village Development Project and completed their 2010 5-year projects, components of collaborative planning process and planning effect will be drawn and the affecting factors-construction of collaborative planning and effect on Comprehensive Rural Village Development Project will be analyzed below. According to the results of this study, the affecting factors of collaborative planning process of Comprehensive Rural Village Development Project on planning effect, The level of effect of individual component on endogenous variable appeared greatest mostly in the upper groups. In terms of the level of individual component effect, social learning process and interaction among participants affected greatest. The process of Comprehensive Rural Village Development Project is evaluated that it reflected collaborative planning theory of Healey enough. Therefore, in the course of Comprehensive Rural Village Development Project progress, collaborative planning model must pass social learning process and interaction among participants which are the most important components out of collaborative planning process as we saw in the upper groups. And in order to maximize the performance and results of Comprehensive Rural Village Development Project, the following sequential affecting factors model as Figure 7 must be suggested as optimal collaborative planning models of Comprehensive Rural Village Development Project. Based on the results of the study, the policy implication was drawn as follows. First, systematic supplementations in the form of a consultative body are required to perform Comprehensive Rural Village Development Project efficiently. Second, network needs to be built among different participants in Comprehensive Rural Village Development Project process. Third, systematic mechanism is required to improve social learning among different participants. Fourth, systematic rearrangement is required to guarantee the residents' realistic participation in the course of Comprehensive Rural Village Development Project process.
이 연구는 산림치유마을을 계획하는데 있어서 치유공간의 위계를 구성하는데 요구되는 개념을 모색하고 이를 적용하는 과정을 다룬 것이다. 여기에 필요한 개념은 사례연구 대상지인 향도원 마을의 원형을 엿볼 수 있는『桃花源記』로부터 추출하였으며, 이 개념을 회화로서 구현하고 있는『夢遊桃源圖』의 구도를 치유공간의 위계로서 적용하였다. 도연명이『도화원기』를 통해서 노래한 동양적 이상향인 도화원(또는 도원경)의 의미는 장생불사, 무병장수의 선경으로 해석한다. 이것을 공간적으로 구현한 것이『몽유도원도』이다. 현실세계-전이지대-이상세계에 이르도록 표현한『몽유도원도』의 구도는 산림치유마을이 지향해야 할 구도와 매우 흡사하고 대상지의 현실적 상황에도 매우 근사하다. 이에 도원도의 구도를 향도원 마을에 중첩시킴으로써 산림치유마을의 공간분화에 적용하였다. 분화된 산림치유마을의 공간구도는『몽유도원도』와 같은 현실세계-전이지대-이상세계 등 3개 구역으로 자연스럽게 구분되었다. 현실세계는 치유서비스지구와 물놀이지구, 전이지대는 물치유지구와 솔밭치유지구, 그리고 이상세계는 도원경지구 등 5개 지구로 세분하여 치유활동을 배분하였다. 도원경지구는 원터가 있는 제1도원경과 굴바위가 있는 제2도원경으로 구분하고 두 지역을 닥터발트(Dr. Wald) 숲길로 이어지도록 구상하였다. 각각의 지구는 오감체험을 중심으로 활동이 일어나도록 구상하였다. 도원경지구의 굴바위지역은 심원경이고 도화원으로서 가장 고요한 곳이어서 굴바위 이야기를 듣고 영적 치유의 세계로 몰입이 가능한 곳이다. 치유의 마지막 단계가 진행되는 곳이다. 따라서 제1도원경지구를 지나서 닥터발트 숲길을 통과할 때는 명상과 사색으로 소요유(逍遙遊)함으로써 마지막 치유단계로 가기 위한 준비를 하도록 유도하여야 한다. 이 연구가 아직 준비 단계인 산림치유마을 조성계획에 있어서 치유공간구도와 공간별 치유활동 수립에 기여할 수 있기를 기대한다.
이 연구의 목적은 지자체의 계획수립 정책과 마을주민의 요구를 분석하여 농촌마을 재개발을 위한 지역계획 방향을 제시하는 데 있다. 마을재개발 주요 내용으로는 생활편의성 향상 뿐만 아니라 자연환경, 역사문화와 같은 어메니티 자원과 경관자원 등의 보전과 활용이 포함되어야 한다는 관점을 취하였다. 마을주민에 대한 설문조사와 마을재개발 계획수립 과정 및 결과에 분석을 토대로, 농촌마을재개발 계획의 특징을 파악한 후, 향후 발전을 위한 과제를 다음과 같이 제시하였다. 첫째, 마을재개발시 국토이용계획과 농촌특성을 반영할 수 있도록 토지이용 및 농촌개발 관련법을 보완해야 한다. 둘째, 농촌지역에 주거 및 취락지구를 도입하여 체계적인 마을정비가 이루어질 수 있도록 유도해 나갈 필요가 있다. 셋째, 지역계 획수립 체계를 토지이용계획과 마을재개발 추진에 적합한 형태로 확립, 운영토록 한다. 넷째, 마을개발 부지 확보를 원활하게 할 수 있는 방향으로 농지교환분합 제도를 활성화해 나가도록 한다. 다섯째, 지역계획과 마을재개발이 유기적으로 연계되어 추진될 수 있도록 우선 개발 마을을 선정하고, 마을주민의 요구를 반영한 마을발전계획을 수립하며, 농촌취락지구와 같은 농촌토지 용도지구를 도입, 운영할 필요가 있다. 여섯째, 마을재개발 시범사업의 추진 및 평가를 토대로 체계적인 본 사업을 확대, 시행해 나가는 방안 마련이 필요하다. 일곱째, 농촌지역의 낙후도를 고려한 사업지원 및 추진에 차등화 방안을 마련할 필요가 있다.
This study aims to perform the economic analysis to the use of solar power facilities in rural villages considering the climate change scenario. IPCC climate change scenarios in the recently adopted the RCP scenarios (RCP8.5, RCP6.5, RCP4.5, RCP2.6) was used. By RCP scenarios, solar radiation, depending on the scenario in 2100, respectively, 3.6%, 2.5%, 1.9%, 1.1% was assumed to increase. From the economic analysis(payback period is 25 year) on 8 points of each province, in all cases of normal data and four RCP scenarios, at all points analyzed were NPV indicate a negative, BC ratio less than 1.0, respectively. In the case of Mokpo, Chunnam RCP8.5, BC ratio were found to be up to a 0.92, followed by 0.89 in the case of RCP8.5 in Jinju, Kyungnam shows, while the minimum was in Jeju. BC ratio is 1.0 or bigger, in order for the normal solar radiation data in Mokpo, Chonnam was the minimum that it takes 37 years. Similarly, in the case of RCP scenarios, 30 years in Mokpo, Chonnam RCP8.5 and 31 years in the cases of Jinju, Kyungnam and Jeonju, Cheonbuk RCP8.5 were analyzed. It was analyzed that RCP8.5 has the highest value. BC analysis models for each of the factors, the results of the sensitivity analysis, the initial installation costs, electricity sales price, discount rate in the order of economy showed higher sensitivity, and the rest factors showed lower changes. Although there are some differences of solar radiation by region, but in Korea most facilities in rural areas, the use of solar power was considered to be economical enough, considering change of several factors with high sensitivity, such as increasing of government subsidies for the solar power installation of the facility, rising oil prices due to a rise in electricity sales price, and a change in discount rate. In particular, when considering climate change scenarios, the use of solar energy for rural areas of the judgment that there was more economical.
This study has been performed with the purpose of making Rural Village Development Project Landscape Plan in which landscape characteristics in rural villages are reflected so that landscape in the medium to long term shall be established and managed. The issue that has been brought up is that procedures of Rural Landscape Plan and Rural Village Development Project Landscape Plan have been focused on facilities. The study carries out resources survey in agriculture, daily life and history and culture to make Rural Village Development Project Landscape Plan in O-chon district. Through landscape evaluation map participated by local residents, landscape management areas which they can form and manage have been established. The study also suggests Projects and guidelines appropriate to management areas. The study has a different signification from the existing Rural Village Development Project Landscape Plan which is fundamentally devoted to specific projects. The study shows Landscape Plan in the medium to long term and suggests guidelines available to be used by residents.
Eco-village has been regarded as an alternative to accomplish sustainable development for rural village. This study has intended to develop comprehensive planning indicators to establish an eco-village based on such aspects of sustainable development as economy, environment, and society. To reach this objective, this study has set up six goals as follows: 1) ecological production activities for agriculture, 2) resource circulation and energy independence in the economic domain; 3) building cultural and historical succession and community activation, and 4) living together with surrounding regions in social domain; and 5) maintaining environmental habitat, and 6) restoring natural ecosystem in environmental domain. Based on these goals, this study has developed the planning indicators to build an eco-village through case study, literature review, survey for suitability, and factor analysis. This study has found 17 strategies and 47 planning indicators in accordance with the six goals.
The purpose of this study is to develop planning technique for low carbon rural village planning. planning techniques (169 cases : waterside Technique 87, inland Technique 82) were extracted through a various previous studies and literature. planning techniques of 43 cases for low carbon rural village have been developed by the importance validity evaluation for planning techniques using the Delphi Method. Developed techniques can be utilized to plan low carbon rural village for Sustainable Rural Development. In addition, these techniques will be able to contribute to recognition of the need about low carbon rural village and the development of national green strategy.
Based on the critical review of previous new village planning proposals in Saemangeum Farming Zone, this study tried to derive rational and realistic planning/design criteria for new villages firstly through home-and-abroad case studies analysis, interview works on farmers in two villages located in the existing reclaimed farming areas and influential zone analysis from neighborhood villages in old land. By applying these criteria(population structure, farming size, maximum distance between farmland and home, village site size, number of new villages planned) on Saemangeum Farming Zone, basic new village planning framework was proposed finally.
The Purpose of this study is to develop indicators for low carbon planning in rural village. We made two indicators for inland area and waterside area to consider regional disparities. To develop indicators, a draft of the indicators was estimated with collected research materials and 52 experts reviewed this draft three times with Modified Delphi Technique to check the validity and revise the draft. As a result, the inland indicators were settled with 4 domains 8 items 20 indicators and the waterside indicators were 4 domains 8 items 22 indicators. The final indicators will be used to realize low carbon rural village planning in future which the government is pushing forward with construction of six-hundred low carbon green village.
The purpose of this study is to analyze the present condition of the landscape plans(LPs) established in the Rural Village Development Projects(RVDPs) and to propose the ways to improve the LP. Toward this end, the legal system related to rural landscape and the RVDP were examined. Also, the current condition of the LPs was diagnosed through making researches on the RVDP and LP of the 10 regions. The results of examining the legal system showed that the suitable types of the LPs is 'the Specific Landscape Plan' in Rural Area. Of the development projects that have been in operation, RVDP was found to have been equipped with the system. Because the LPs can be established and the contents of formation and readjustment of rural landscape elements were broadly dealt with in RVDP. And the RVDPs consisted mostly of scenery facilities, rural village sightseeing, and income-growth. The results of examining the plan establishment procedures showed that the LPs were set up as subordinate plans of the RVDP, so structural problems such as the positions of the plans, inadequacy in the procedures of approval and collecting opinions were identified. Such problems were pointed out as the cause of the LP to deal with the contents of the basic designs of the RVDP. The schemes to resolve the problems are to give equal positions to the LPs and to the basic plans of the RVDP. When the results of this study are reflected on the policies, the LP will effectively carry out the functions of formation and management of continued scenery preservation of rural villages.
The layer technique is to produce many memorable scenes by generating layers of new experiences on the existing ones as it is adding the cognitive layers on to the visually seen landscape. Its need is high for places whose landscape itself influences perception, value or expression and which determines the spatial and quality standards. The existing floor plan-based design methods have failed to be useful in generating complex visual experiences. In order to maximize the aesthetical landscape experiences in landscape planning, cognitive layers are needed which complement the input of adequate cognitive elements and the inter-element relationships. Here, layers are utilized to change the arrangement of the landscape elements and coordinate the cognitive flow so that the images could be connected and imagination could occur. A case in point is Anhyun Village in Gochang where physically distinctive layers are additionally set to make a visual experience enriching. The new landscape layers discover the fact that it provides diversity in experiencing the village landscape and forming the sense of beauty and that it is deeply immersed into the daily life of the village. Meanwhile, Guwau Village in Taebaek is an example showing the usefulness of various-layer setting in landscape planning in setting effective circulation planning. That is, the bottom line is the spacing-starting where and making it stay where for a few seconds, and the visual layers. It is also critical to encourage inducing circulation so that layers of the senses stimulating five senses could intervene. Lastly, Mulgeon-ri in Namhae is a case which directly made a parallel of the physical layers of the landscape composition and the cognitive layers of the landscape experience. Artificial landscape planning is mostly about manipulating of visual traits that people feel beautiful, but the layer technique is linked to how to make experiences enriching and renewed.
Wind energy, which is one of renewable energy, would be useful resources that can be applied to making energy recycling villages without using fossil fuels. This study analyzed energy potential on wind power considering weather condition in three rural villages and compared with energy consumption surveyed. A wind turbine system in the 5kW class can generate 26.1%, 73.9% and 39.5% of the yearly mean consumption of electric power per house in Makhyun, Boojang and Soso respectively. A 750kW wind turbine system can generate 1.7%, 30.3% and 22.1% of the total amount of electric power consumption in three study villages respectively. Wind power energy density was too low in Makhyun and Soso, so it is determined that the application of wind turbine system is almost impossible. Wind energy potential was generally low in Boojang either, but it is evaluated that there is a little possibility of wind power generation relatively. For practical application of renewable energy to rural green-village planning, assessment of energy potential for the local area should be preceded.
Recently the number of rural development plans are increased and projects supported by government are various. These makes rural plans important. But there are many gaps between proposed plan and implementation. These gaps were wasteful in terms of resource management. This study examines differences between plan and implementation and the reasons why they are occurred. For this purpose, we did a case study which is focused on the four-year implementation of 2004-2006 "Unique Experience Village Master Plan" of Seochon, Chungbuk. As a result, we verified facts of gaps and causes, and two major causes were detected : one is the absence of operating and managing body(such as promoter of project, village leader, residences), and the other is inadequate master plan.
This study aimed at derivation of planning factors and applicable planning factors of residential environment for the elderly in Korean rural village in the more detailed level. Literature review, questionnaire and depth interview with the elderly of case rural villages keeping face with investigation of residential environment was carried out for the derivation of planning factors. Study of related legal factors and interviewing with experts for advice was conducted also for the verification and complement of planning factors. The goal of this study was improvement of residential environment for the elderly or existing rural village not the new one and planning factors was intended to include all the considerable elements. Planing factors was classified two groups which were factors of village outdoor and the inside and outside of a house. The former was also divided into spacial factors and facilities factors and the latter was divided into inside factors and outside factors. The results may contribute to improving residential environment for rural elderly with relation of health and medical service.
Practically, it is very hard to investigate the rural villages in North Korea. The Korean rural village in Yanbian is proximate from North Korea and most of inhabitants of the village have been emigrated from Hamgyeong-Do and Pyeongan-Do. In this sense, it can be meaningful to study Korean villages in Yanbian is an alternative approach toward researches of North Korean rural villages. In this study, spatial characteristics of the Ryongsan village, Ryongjeong city was studied as a representative korean rural village in Yanbian. The Ryongsan village has been formed based on the traditional culture and custom of North Korea. The case of planning and design is provided through drawings of components for planning of rural villages based on the results of spatial characteristics analysis.
