        Since 1990, BSC system has been adopted all over the world as an important tool for organizational performance management. However, despite its merits and contribution for/to the organizational performance management, it is often reported that this system has some problems and limitations in several aspects. The purpose of this article is to depict the usefulness of BSC as well as its limitations, and suggest some direction for enhancing its effectiveness. To attain this purpose, several aspects of current BSC system are analyzed through case study and questionnaire when necessary, focusing on the public organizations.

        Risk factors exist on industrial life cycle whole of military use or common use system. Also, risks exist in project for system development. Therefore, PMs that develop system concentrate a lot of efforts in risk management that discriminate hazardous factors that always exist in industrial life cycle and solved this. Because risk factors that exist in project dominate project success or failure. However, various modern systems are becoming SoS that complex and interdependence between system is gradually high. So, Program Managers or System Engineers develop and apply effective new risk management process for complex system development. Risk management is one of the most important duty of System Engineer who wish to find risk factor and control this does by systematic thought and approaches influence for system industrial life cycle whole. Recently, paradigm conversion about these risk management is achieved. That is, divide to positive factors and negative factors and manage risk factors. In particular, opportunity management technique that is proactive risk management technique that find first system development early positive factors that appear much as it is is developed and is already applied actuality in several projects. There is frequently example that this opportunity government official technique is applied in Department of Defense's weapon system development. This paper wishes to search about opportunity management technique and example applied in actuality project that can change paradigm of risk management.

        이 글은 최근 검정을 마친 15종의 중학교『한문1』을 대상으로,개정 교육과정에서 설정한 ‘한문지식’영역의 내용 요소들이 적용된 양상과 그에 따른 문제점을 밝힌 것이다.개정 교육과정에서 설정한 ‘한문지식’영역의 내용 요소와 중학교 『한문1』에 제시된 내용 요소 사이에는 적지 않은 차이가 존재하고 있다.개정 교육과정에서 품사의 종류와 허자의 쓰임에 관한 내용은 ‘어휘’의 영역별 내용에 제시되어 있으나,중학교 『한문1』에는 ‘한자’에서 ‘한자의 쓰임’과 관련된 내용 요소로 제시되어 있다.또한 개정 교육과정에는 제시되어 있지 않은 ‘어휘의 음과 뜻’이 중학교 『한문1』에는 15종의 교과서에 모두 제시되어 있다.그리고 개정 교육과정에서는 ‘어휘의 활용’을 ‘어휘의 유형’과 ‘성어의 의미’와 관련시켜 익히도록 하였으나,중학교 『한문1』은 ‘어휘의 유형’과 ‘성어의 의미’와 연계시키지 않고 별도의 항목으로 제시되어 있다.개정 교육과정의 ‘한문지식’영역에 제시된 영역별 내용들은 주로 문법적 지식을 익히는 것에 초점이 맞추어져 있으나,중학교 『한문1』에 제시된 학습 요소는 문법적 지식보다는 어휘의 의미와 활용에 중점을 두고 있다.중학교 『한문1』에는 ‘단어의 짜임’과 관련된 내용은 14종의 교과서에 141개의 단어가 수록되어 있으나,‘어휘의 음과 뜻’과 관련된 내용은 15종 모든 교과서에 627개의 단어와 성어가 수록되어 있고,‘어휘의 활용’과 관련된 내용은 15종 모든 교과서에 781개의 단어와 성어가 수록되어 있다.또한 개정 교육과정의 편제로 보아 주당 1시간으로 배정된 한문 시간에 1학년 과정에서 ‘한자’와 ‘어휘’영역에 제시된 14개의 학습 요소와 ‘문장’영역에 제시된 2개의 학습 요소를 모두 익히는 것은 물리적으로 쉽지 않다.차후 교육과정을 개정하거나 한문교과서를 개발하는 과정에서 이와 같은 문제점들을 보완해야 할 것이다.

        게임은 가장 중요한 콘텐츠로 자리매김하였다. 이러한 중요성에 따라, 패턴 인식 기술을 활용한 컴퓨터 게임 제작 사례가 점점 늘고 있다. 이것은 게임 속에서 벌어지는 세계가 점점 복잡해지고 게임의 흥미도에 대한 사용자의 욕구 가 증대하기 때문에 생기는 자연스런 현상이다. 이 논문은 신경망과 HMM을 이용한 사례를 집중적으로 살펴보며, SVM과 결정 트리를 사용한 경우도 언급한다. 최근의 논문에 대해 어떻게 특징을 추출하였는가, 어떤 분류기를 사용하 고 그것의 구조가 어떤지, 그리고 활용한 결과로 얻은 효과에 집중하여 사례를 조사하였다. 토론에서는 향후 전개 방 향과 연구 주제에 대해 언급한다.

        Unknowingly, the relationship between IT departments and their internal customers becomes that of client-supplier based on the mechanisms of marketing and competition. In addition, due to enhanced focus on the customer in the planning, development, and delivery of information service, IT service management(ITSM) has become increasingly important. These days IT management is focusing particularly on the 'de-facto' standard ITIL (IT Infrastructure Library) for implementing ITSM. It is linked as a part of CobiT’s 'deliver and support' domain, which is a framework of IT governance, and ISO/IEC 20000 is a unique international certification standards on the ITSM. This paper proposes the strategy and procedure for ITSM implementation based on ITIL with consideration of IT governance structure for manufacturing industries. It also presents a case study to share the lessons learned and results of an ITSM project.

        Today's fierce competition and global economic recession make most of manufacturing companies in the world difficult to gain a profit. In order to survive such a environment and increase competitiveness, manufacturing companies have to continuously eliminate their wasteful factors through an efficient process analysis, improve quality of products, increase the flexibility of manufacturing processes. In this paper, we consider a case study for the Shanghai New Auto which is a subcontractor of MOBIS in China, to improve productivity by using therblig method, one of the motion analysis, to minimize the work-in-process inventories and to shorten the manufacturing cycle times. We also try to relocate the facility layout to increase the efficiency and flexibility of manufacturing processes.

        국내에 설치될 강구조 스타디움에 향후 신재생에너지 중 하나인 태양광 발전을 위한 PV 시스템을 적용하는 것에 따른 강재 어레이에 관한 기초 연구로 해외의 사례를 토대로 구성되었다. 연구를 진행하기 위하여 1990년대 이후 PV 시스템이 적용된 강구조 스타디움 20건을 사례 분석 대상으로 선정하였다. 선정된 20건의 강구조 스타디움을 PV 모듈을 고정하기 위하여 설치된 레일 시스템에 따라 분류해 보았다. 그 결과 격자고정방식 중 선형모듈고정방식과 지붕 통합형이 전체의 28%에 해당되는 것으로 조사되었으며 그 뒤로 레일 고정형 17%, 세로 고정방식 중 모듈그룹 고정 11% 순으로 조사되었다. 또한 스타디움 내부에는 주로 격자 고정방식 중 선형모듈 고정방식과 지붕통합형이 적용되고 있었으며 스타디움 외부나 그 외 부분에서는 앵글 브라킷으로 PV 모듈이 고정되고 있는 것으로 조사되었다.

        To research indoor air pollution in the training rooms of technical high school, the temperature, air current, humidity, CO2, CO, O3 were measured by Indoor Climate System(ICS 500, Casella, UK) at each classroom, scientific laboratory, electricity training room, electronic equipment training room and welding training room. The change of air pollution concentration and its correlation were additionally compared and analyzed. At closed small space such as classroom, scientific laboratory, electronic equipment training room and electricity training room, the CO2 concentration was obtained to the 2,030ppm(max.), which is higher than notified and recommended standard value(1,000ppm) by Ministry of Health and Welfare and Ministry of Environment, Korea. At welding training room where is larger and more ventilated than general classroom, CO concentration was measured to the 3.6ppm, which is higher than average 1ppm measured at other training rooms. The concentration of O3 is not yet regulated from the standards of underground air quality, but at welding training room it was measured as 0.11ppm(max.) that is higher than 0.01ppm measured at other training rooms. The higher value of temperature, air current, radiant temperature and CO2 concentration was shown at scientific laboratory, electricity training room and electronic equipment training room where are closed and same with the scale of classroom. And the higher concentration of CO2, CO and O3 was shown at welding training room which was opened larger classroom. The indoor air pollution by CO2, CO and O3 may directly affect on the training room where many students work at a small space, and they should be controlled appropriately. Each experimental formulas were made for the estimation of CO2, CO and O3 concentration depending on some kinds of variables at each training room. It is found that indirect ventilation system with a filter will be needed for regular and constant ventilation and the ventilation system should be applied to protect and make clean and comfortable environment of training rooms at technical high school.

        In the steel industry, steel is manufactured and processed to produce a variety of steel products. The industry provides fundamental materials to the whole range of industries including car, ship, electric appliance and construction industries, so that it is very important as an infrastructure industry. The steel manufacture process involves aerial work, many danger factors caused by the treatment with hazardous gases including BFG and COG and by high pressure gases including H2, O2, N2 and LPG. It requires the management over the large area because many workers work in a plant. The potential dangers in the steel plant were identified and the effect of the danger assessment was verified through the analysis of the danger assessment for the steel plant. The allowed degree of danger was lowered after the improvement through the danger assessment in the plant where the case studies were conducted, which indicates that the danger assessment is highly effective.

        到2000年为止, 中国政府正在与40多国家和地区缔结或进行FTA谈判。中国现在以地区均衡发展为目标,全国性的更换和采购了社会间接设备。尤其是随着2008年北京奥运会,2010年上海世博会,广州亚运会等国际型的活动即将到来,对韩国企业来说, 参加中国政府采购市场的非常好的机会。 因此,为了进军中国政府采购市场了解中国招标投标制度是非常重要的。 关于政府采购市场的市场接近(Market Access)方面,中国一直采取了建设以及机械设备市场的进入壁垒,而且中央和地方政府都有着不同的特点和管理机制。比如,不同的申报和许可制度,地方保护主义等。中国政府已经制定和实施了2000年 <招标投标法>,2003年 <政府采购法>。  因此,本论文是研究和分析中国<招标投标法>,<政府采购法>实施以后,在招标投标过程中的透明度和规范化方面的问题和变化。为了进一步分析其问题和变化采取了案例调查方法。  本人搜集了庞大的有关资料以及亲自到中国去进行实地考察。 在中国进行招标投标时,大部分政府和企业之间的行为。一般来说,有中国特点的招标机制上不是按照有关法律和政策来决定,而是大部分按照个人的人情和关系网来决定中标的可能性较大。 本论文的特点是第一,有关研究中国投标招标的制度的非法性,非合理性方面,可以说头一次进行实地考察。第二,在韩中FTA谈判方面给韩国政府提供了实质性的资料。与此同时,给韩国企业提供了战略性的进军方案。

        The purpose of this study was to introduce the toxicological study review to evaluate the safety of PDMS on the 69th JECFA meeting. Polydimethylsiloxane is a polymer and its ADI was established at 23rd JECFA meeting in 1979. The ADI was maintained although the specification was expanded at its 26th, 29 th, 37 th meetings. Recently, it was reported that PDMS with low molecular weight and viscosity has high absorption rate and different toxicity, so it was submitted at 69th meeting. Toxicological studies of PDMS were submitted from the sponsor and additional information is collected from a document searching. The toxicological studies were reviewed in accordance with the 'Guidelines for the preparation of toxicological working papers for the Joint FAO/WHO Expert Committee on Food Additives'. In the available acute, sub-chronic and chronic toxicity studies on PDMS, dose-related increases in incidence and severity of ocular lesions(corneal crystal, inflammation of the corneal epithelium etc.) were consistently observed after oral dosing. It seems to be a local irritant effect, but the mechanism by which the ocular lesions arose is unclear, although the lack of absorption of PDMS indicates that it is unlikely to be a direct systemic effect. Consequently, the relevance of the ocular lesions for food use of PDMS could not be determined. The ADI of PDMS was re-established from 0-1.5 mg/kg bw/day to 0-0.8 mg/kg bw/day by applying additional safety factor 2 based on its ocular toxicity. The result of 0-0.8 mg/kg bw/day is a temporary ADI until further data are provided to 2010.
