        Risk is the probability of an adverse event given exposure to hazard. There are many reason for unsafety situation without safety operation. The reason is no safety evaluation system in small enterprise. And then this study purposes safety management activities that is evaluation system for total safety efficiency's maximization. Therefore, in this study, this model that can evaluate quantitative activities in small enterprise that maximize safety efficiency wishes to do design using balanced scorecard. In other words, this study aims to suggest a performance measurement model reflecting the characteristics of safety evaluation system, especially the model for return manufacturing related to safety, and to develop the S-BSC(Safety-Balanced ScoreCard) measurement model using a weight lifetime value to which a relative weight is applied by using AHP based on the BSC.

        According to industrial disaster statistics by the Ministry of Labor in 2006, out of 11,688,797 people working at 1,292,696 business places that apply Industrial Disaster Indemnity Act, 89,910 workers were involved in an accident that more than 4 days of medical treatment requires. Among this figure 2,453 people lost their precious lives. "89,910 industrial disaster victims per annum" is showing the safety level of our industrial situation. To prevent such industrial disaster, the most typical and distinctive method is Accident-free Campaign. At the beginning, the movement arose with devotion through out the entire industry. But, the heartbreaking fact is that the fever is getting cool gown as times goes by. Therefore, opportunity for revitalization of this movement is required. The movement should be practically supporting principle of respect for human life and dignity. And it should be established with analysis on industrial disaster and systematize Accident-free Campaign totally in connected research.

        Recently, the strategy of the age of limitless competition for existence of manufacturing company appears for the enhancement of productivity through the automatic system, the reduction for the cost for standardization and the decision making process for the information system.         It calls for positive consideration of RFID technologies applying to the operation of the optimum VMI system for decreasing safety inventory. Based on the above-said considerations, the present author judges that the introduction of RFID into the consumer goods distribution industry is one of the important issues to be settled in the future.         It is necessary to deal with the process capability index carefully because it has been developed with certain assumptions. Companies make a decision on processes through the results obtained by using and treating data extracted from the processes. However if they have incorrect or wrong results, they cannot lead to proper outputs but also bring to loss of the competition in quality. Therefore, this study will show a method to analysis Cp (process capability ; CP) and an idea of mass-production on Pp (process performance ; PP) based on the Sigma Estimate which is one of the uncertainty in the process capability index and makes a lot of error. To apply this method, it is essential to understand and to analyze the processes exactly. Especially, it is required to establish the more accurate process capability index that can quickly and properly respond to changes on processes to recognize the small changes on the process which lies in specification in mass production system that the continual monitoring of quality managers is required.
