        The purpose of this paper is to investigate English education experts’ current general views on the college English curriculum at Korean provincial universities and elicit their consensus of opinion on the distinctive characteristics of the curriculum. For that purpose, two rounds of the delphi survey were presented to forty experts, with thirty one experts’ responses in the first round and nineteen in the second. Based on their responses, the following characteristics of the Korean college English curriculum for provincial universities were deduced as a consensus of opinion: the curriculum is supposed to be more intensive, practical, proficiency-based, and university-specific than the curriculum for the universities in the Metropolitan area; it is supposed to be English for Specific Purposes (ESP) rather than English for General Purposes (EGP) in order to promote the future career of the individual provincial university students and the competitiveness of the provincial universities themselves.

        The purpose of this study is to investigate some problems about College Scholastic Ability Test(CSAT) on English listening and suggest its new approaches in the future. A survey, which was composed of 48 English teachers and 63 college students, was conducted to know about their opinions of the listening test. The results are as follows. First, the listening test is very important in learning English language, but it is not required to spend much time and efforts in listening class on account of its unvaried question pattern and lack of transferring into speaking ability. Second, the test should increase the number of the question and its total score. Third, it is necessary to provide the various questions related to the real life of English speaking countries implying not only linguistic knowledge but also non-linguistic knowledge like situation, socio-cultural background, and world knowledge. Fourth, sound phenomena may also be an important part in the listening test.

        The purpose of the present study was to examine the effectiveness of an English program called Global English. The fall, 2003, program at a 4-year university in southwest Korea, was designed for students to attain ability and confidence in both oral and written reports in English necessary to participate actively in everyday and business situations. The study described the educational principles and curriculum in detail and provided an overall evaluation of the program. Students' communicative competence was measured by the computer-based TOEIC both prior to and in the middle of the Global English instruction. Questionnaires were administered to 2,791 students and to 18 native English-speaking teachers to identify their satisfaction with the program. The results from the paired-samples t test indicated that the Global English program significantly affected students' English achievement scores. The students demonstrated satisfaction with the program in the analyses of the questionnaires: The students' motivation, interest, and attitudes towards learning English improved, and their anxiety in speaking English with native speakers was lowered; their confidence increased. On the basis of the findings, educational suggestions were made for improving the Global English program.

        This study is aimed to identify how college freshman English achievement correlates to two factors of high school English achievement: high school academic records of English and CSAT English scores. The subjects were 160 freshmen who enrolled in ‘English Conversation 1’ in their first semester and ‘English Conversation 2’ in their second. Of 160 students, 143 students, the regular admission group, were admitted to the university based on their high school academic records and CSAT scores, while the remaining 17 students, the early admission group, were admitted based only on their high school academic records. The subjects’college English achievements were divided into two categories: one was class preparation (including participation, attendance, and assignments), and the other was exams including the midterm, basically a listening test, and the final, composed of writing and grammar tests. Results showed that the regular admission group’s college English achievement correlated closely with the group’s CSAT English scores and high school academic records of English while there was a lack of correlation between the early admission group’s college English achievement and its high school academic records of English.
