        PURPOSES: This study dealt with traffic accidents occurring within roundabouts. The objective of this study was to analyze safety effect by introduction of roundabouts. METHODS: In pursuing the above, traffic accident data on roundabouts are collected and compared. For the analysis, collected data were separated as all intersection points, turning lane accident, approach lane accident by geometric design. RESULTS : Through the study results, it was found that the total accidents decreased by 55 accidents/2 year with safety effect of roundabouts. Also the result shows that accidents by point of two-lane roundabout at turning lane(0.26) and approach lane(0.27) is risky than total accidents by point(0.09). Moreover, accidents by point shows high value as diameter of a roundabout is bigger. CONCLUSIONS: When a roundabout is introduced at the intersections there are safety effects by reduction of traffic accidents.

        최근 제품의 개발 주기가 지속적으로 단축되고 있으며, 많은 기업에서는 이에 따른 제품개발 프로세스의 혁신을 위한 노력을 끊임없이 하고 있다. 현재의 공학기술측면과 새로운 기술개발측면에서는 고객의 요구사항 분석, 기술개발 실현 등 많은 발전이 있 었지만, 제품의 안전성이나 신뢰성 측면의 기술 개발 속도는 여전히 더딘 실정이다. 이러한 문제점을 해결하기 위한 가속신뢰성시험 중에 초가속수명시험(HALT : Highly Accelerated Life Test)은 최단기간에 제품의 신뢰성을 확보 할 수 있는 신뢰 성시험 기법이다. 이에 따라 최근에는 대기업을 중심으로 HALT의 수요가 급격히 증 가하고 있다. 하지만 국내 연구소와 시험 서비스 기업에서 보유하고 있는 HALT 장비 는 매우 제한적이며, 대부분 수입에 의존하기 때문에 구입과 설치에 많은 비용이 필요 하다. 이러한 이유로 중소기업에서는 HALT 장비의 효과적 활용에 많은 어려움을 겪 고 있다. 정부에서는 이러한 문제점을 해결하기 위해 HALT 장비의 국산화 개발을 추 진 중이다. 본 논문에서는 HALT 장비의 안전성을 확보한 국산화 개발을 위해 리스크 분석 방 법을 조사해보고자 한다.

        Universal Design involves designing products and spaces so that they can be used by the widest range of people possible. Universal Design evolved from Accessible Design, a design process that addresses the needs of people with disabilities. This paper introduces the universal design concept through analysis of causes of railway accident within the urban railway station. Railway accident analysis was performed by the internal facilities. We analyzed the standard of accident type, accident cause and accident subject such as elevator, escalator, stairs etc.

        Successful development of weapon systems requires a stringent verification and validation (V&V) process due to the nature of the weapons in which continual increase of operational capability makes the system requirements more complicated to meet. Thus, test and evaluation (T&E) of weapon systems is becoming more difficult. In such a situation, live fire tests appear to be effective and useful methods in not only carrying out V&V of the weapon systems under development, but also increasing the maturity of the end users operability of the system. However, during the process for live fire tests, a variety of accidents or mishaps can happen due to explosion, pyro, separation, and so on. As such, appropriate means to mitigate mishap possibilities should be provided and applied during the live fire tests. To study a way of how to accomplish it is the objective of this paper. To do so, top-level sources of hazard are first identified. A framework for T&E is also described. Then, to enhance the test range safety, it is discussed how test scenarios can be generated. The proposed method is based on the use of the anticipatory failure determination (AFD) and multiple event tree analysis (ETA) in analyzing range safety. It is intended to identify unexpected hazard components even in the environment with constraints. It is therefore expected to reduce accident possibilities as an alternative to the traditional root-cause analysis.

        The efficient safety estimation for a business should analyze an accident data by considering every possible and potential factor. Thus, we consider several factors to build the safety estimation model to meet fairness and rationality. This paper present the yearly statistic data of accident from KOSHA analyze the data by industry, scale, year of service of a employee, age and other factors; build the safety estimation model for the business based on the accident report derived the analysis. The estimation model is established by the weights for accident type, degree, scale, industry, year of service, and age of the employee derived from ANP(Analytic Network Process).

        PURPOSES : Before-and-after studies of red light cameras were conducted with the aim of reducing the number of side right-angle collisions. Three different methods were used for the before-and-after studies, and the analysis results were compared. METHODS: This research used the naive before-and-after method, the comparison-group method, and the empirical Bayes method to study the effects of red light cameras on side-angle collisions. The results of the three before-and-after methods were compared and interpreted in terms of safety indications at signalized intersections. RESULTS: The research results showed that side right-angle collisions can be reduced by installing red light cameras at signalized intersections. All three methods guarantee safety improvements of 25~30% on average. With regard to the results of each method, the naive before-and-after method, the comparison-group method, and the empirical Bayes method showed safety improvements of 25.6%, 27.8%, and 29.7%, respectively. CONCLUSIONS: It was concluded that red light cameras are an effective countermeasure to improve intersection safety. In particular, by installing red light cameras, side right-angle collisions can be reduced by up to approximately 25~30%.

        Safety management is becoming one of the most hot research issues in Korea. We collected the researcher information in two safety related journals of the journal of the Korea safety management & science and the journal of Korean society of safety. Social network analysis was used to analyse the research relationship among the authors in each journal. The degree centrality, the betweenness centrality, the closeness centrality and the proximity prestige centrality on each researcher were calculated to find out most influenced researcher. Biggest research groups in each journal were introduced by clustering technique.

        Children’s play facilities have changed over a decade from the traditional play facilities in the front yard to the new type of commercial play facilities which install more exciting and enjoyable facilities, such as Kids Park. The more diversified in the type of facilities, the more difficult in the safety management by the existing system. The ‘Safety Management System of Children’s Play Facilities’ of MOSPA(Ministry of Security and Public Administration) has provided the safety information uni-directly by government sector to the private communities. Recently, multi-directional information sharing methods, such as community mapping are adopted actively in the social activities which have common purpose for making the better community by information sharing with government and private sector. On the purpose of citizen’s participation for safe play facilities and preventing accidents, this study investigated the status of child accidents and safety standards, especially focused on the children’s play facilities. And the way for sharing safety information among the communities with the GIS mapping skills is suggested in the respect of more easily monitoring and practically inputting the comments on the status of management of play facilities by real users based on their experiences. It is expected that more activities from the private sector would participate to the safety management of children’s play facilities by realizing the suggested system.

        Aviation safety is increasingly important to secure the safety of the Republic of Korea Air Force (ROKAF). A critical activity for enhancing aviation safety is to analyze an accident throughly and to identify causes that can explain it reasonably. The results of such a systematic accident investigation can be effectively used for improving information displays, task procedures, and training systems as well as for reorganizing team structure and communication control system. However, the current practice of analyzing aviation accidents in ROKAF is too superficial and simple to diagnose them systematically. Additionally, the current practice does not give a full consideration to human factors that have been identified as main causes of most of the aviation accidents. With this issue in mind, this study aims to suggest a new approach to analyzing aviation accidents related to human factors.The proposed method is developed on the basis of several models and frameworks about system safety, human error, and human-system interaction. Its application to forty-two human factors-related accidents, which have occurred in ROKAF during the last ten years, showed that the proposed method could be a useful tool for analyzing aviation accidents caused by human factors.

        Modern systems can be characterized by ever-increasing complexity of both the functionality and system scale. Thus, due to the complexity the chances of accidents resulting from systems failure can then be growing. Even worse is that those accidents could result in disastrous damage to the human being and properties as well. Therefore, the need for the developed systems to be assured with systems safety is apparent in a variety of industries such as rail, automobiles, airplanes, ships, oil refinery, chemical production plants, and so on. To this end, in the industry an appropriate safety standard has been published for its own safety-assured products. One of the core activities included in the most safety standards is hazard analysis. A conventional approach to hazard analysis seems to depend upon the scenarios derived from the ones used previously in similar systems or based on former experience. The objective of this paper is to study an improved process for scenario-based hazard analysis. To achieve the goal, the top-level safety requirements have first been reflected in the scenarios. By analyzing and using them, the result has then lead to the development of safety-assured systems. The method of modeling and simulation has been adopted in the generation and verification of scenarios to check whether the safety requirements are reflected properly in the scenarios. Application of the study result in the case of rail safety assurance has also been discussed.
