        This study aims to quantitatively evaluate the potential risks that may occur in liquefied petroleum gas (LPG) filling and storage facilities, to analyze the impact on the human body and surrounding buildings in the event of an accident, and to suggest safety measures. The range of damage from overpressure and radiant heat was estimated through ALOHA simulation. In the case of overpressure, damage occurred within a radius of 140 m for both scenarios at 8 psi, 141–191 m for 3.5 psi, and 192–408 m for 1 psi. Radiant heat affected up to 1.7 km for a large storage volume of 220.5 tons, and up to 1.6 km for 180 tons. It was confirmed that the damage radius tended to expand as the storage volume increased. This suggested the need to secure a minimum safety distance, strengthen fire resistance, and establish an emergency response system.

        This study aims to analyze the forest fire risk in the Gangwon region using FlamMap, a fire behavior prediction software. The research focuses on the large-scale wildfire that occurred in Gangneung on April 11, 2023. By comparing the actual fire spread data with the simulation results, the accuracy of the FlamMap model was evaluated. The actual fire exhibited a flame length of 5 to 10 meters, with a maximum of 15 meters, while the simulation predicted a range of 3.35 to 6.10 meters. The rate of spread in the actual fire reached up to 40 meters per minute, whereas the simulation forecasted a maximum of 27 meters per minute. Fireline intensity during the first 180 minutes reached 50,000 kW/m in the actual fire, while the simulation results varied between 3,500 and 25,000 kW/m, with some sections reaching up to 50,000 kW/m. Additionally, the actual fire reached nearby residential areas within 3 hours, while the simulation estimated a time range of 503 to 720 minutes. These discrepancies highlight the need for incorporating dynamic weather data and region-specific fuel conditions in future simulations for more accurate fire predictions. The findings suggest that improvements in the simulation process could enhance fire prevention and response strategies in forest fire-prone regions like Gangwon.

        This study quantitatively analyzes risks of industrial incidents to fisher on overseas tuna purse seiners and long liners. A Bayesian network is employed to analyze 478 cases of industrial incidents, comprising 401 cases from purse seiners and 77 cases from long liners, reported from 2019 to 2022. The highest risk of industrial incidents on purse seiners is attributed to diseases. Excluding diseases, risks are the highest during fishing: 5.31 times higher during catch handling, 2.05 times higher during maintenance, and 2.38 times higher during loading and unloading. The risk of industrial incidents caused by the hull is 9.50 times higher than those caused by fishing gear, 4.59 times higher than those caused by machinery, and 3.61 times higher than those caused by the caught fish. Among the types of industrial incidents, slips are the highest: 2.58 times higher than industrial incidents caused by being bump, 3.74 times higher than those caused by hit, and 3.94 times higher than those caused by imbalance and overexertion. For long liners, most industrial incidents are concentrated in diseases, with dental, musculoskeletal, skin, and respiratory diseases being the primary types of industrial incidents identified. This study aims to propose reduction measures for reducing the high-risk form of industrial incidents, specifically slips, and to present health management strategies for preventing diseases among fisher on overseas tuna fishing vessels. By addressing these aspects, this study seeks to contribute to the safety and sustainability of the overseas tuna fishing industry.

        This study employs Bayesian network analysis to quantitatively evaluate the risk of incidents in trap boats, utilizing accident compensation approval data spanning from 2018 to 2022. With a dataset comprising 1,635 incidents, the analysis reveals a mortality risk of approximately 0.011 across the entire trap boat. The study significantly identifies variations in incident risks contingent upon fishing area and fishing processes. Specifically, incidents are approximately 1.22 times more likely to occur in coastal compared to offshore, and the risk during fishing processes outweighs that during maintenance operations by a factor of approximately 23.20. Furthermore, a detailed examination of incident types reveals varying incidence rates. Trip/slip incidents, for instance, are approximately 1.36 times more prevalent than bump/hit incidents, 1.58 times more than stuck incidents, and a substantial 5.17 times more than fall incidents. The study concludes by providing inferred mortality risks for 16 distinct scenarios, incorporating fishing areas, processes, and incident types. This foundational data offers a tailored approach to risk mitigation, enabling proactive measures suited to specific circumstances and occurrence types in the trap boat industry.

        국제해상충돌예방규칙은 선박이 다른 선박이나 해저 등 어떠한 물체에도 충돌하지 아니하도록 제정된 국제협약이다. 선박의 충돌예방을 위한 규칙은 19세기 중반부터 성문화되고 다듬어져 현재에 이르고 있다. 따라서 COLREGs에서 사용된 용어와 문장 또한 뚜렷 한 학문적, 법률적 의미를 갖고 있다. 그러나 COLREGs를 국내법으로 반영한 해사안전법에서는 ‘충돌의 위험성’과 ‘충돌의 위험’을 구분하 지 않은 채 혼용하고 있다. 이에 ‘위험성’의 정의에 대하여 국제연합 산하의 권위 있는 국제기구인 국제해사기구 및 널리 알려진 비정부 간 기구인 국제표준화기구에서 정의한 내용을 살펴봄으로써 ‘위험’과 ‘위험성’의 차이를 분석하였으며, COLREGs에서 관련 문장을 살펴봄 으로써 이를 구분해야할 근거를 제시하였다. 안전한 항해라는 측면에서 볼 때 향후 해사안전법에 ‘위험’과 ‘위험성’의 구분이 명확해 짐으 로써 이를 준수해야 하는 해기사들의 해상충돌예방을 위한 노력이 한층 체계화되기를 기대하였다.

        지난 10여년간 성범죄자 재범위험성 평가는 학문적으로나 실무적으로 많은 발전을 이루어 왔다. 이러한 비약적 발전에도 불구하고, 선행연구들은 재범위험성 평가도구의 한계 중 하나로 범죄자 유형론에 관한 고려가 부족하다는 점을 지적하고 있다. 본 연 구는 이러한 주장의 타당성을 검증하는 것을 목표로 한다. 이를 위해‘한국형 성범죄자 재범위험성 평가도구(KSORAS: Korean Sex Offender Risk Assessment Scale)’ 를 활용하여, KSORAS가 아동/청소년 상대 성범죄자와 성인 상대 성범죄자의 재범위 험성을 적절히 예측하는지를 검증했다. 본 연구문제에 답하기 위해 전자감독명령이 부과된 성폭력사범 866명의 재범상황을 추적했다. 데이터 분석결과, KSORAS는 아 동/청소년 상대 성범죄자의 재범은 잘 예측함에 반해, 성인 상대 성범죄자의 재범은 상대적으로 잘 예측하지 못했다. 두 집단의 재범을 예측하는 문항들도 상이한 패턴을 보였다. 연구의 후반부에서는 성범죄자 유형론의 주장을 고려하여, 아동/청소년 상대 성범죄자 평가도구(KSORAS-MINOR)와 성인 상대 성범죄자 재범위험성 평가도구 (KSORAS-ADULT)를 각각 구성하고 그 예측타당도를 분석하였다. 분석 결과, 성범 죄자 유형론을 고려하지 않은 기존의 접근법에 비해, 기존 도구를 수정 개발한 성범죄 자 유형별 평가도구의 예측타당도는 통계적으로 유의미한 수준까지 향상되었다. 이러 한 결과를 바탕으로 향후 성범죄자 평가와 관련된 정책방향 및 후속연구의 제안점을 논의하였다.

        선박의 주묘 위험성을 평가할 수 있는 프로그램이 개발되어 있지만 선박의 제원에 해당되는 다양한 입력요소들을 직접 찾아서 입력해야 하므로 VTS 관제사가 정박지에 정박 중인 선박들로부터 이러한 입력요소들을 모두 확인하여 프로그램을 활용하는 것은 현실적으로 어려운 상황이다. 이에 본 연구에서는 VTS 관제사 입장에서 선박으로부터 쉽게 획득할 수 있는 총톤수(GT)를 독립변수로 설정하고 프로그램 입력요소들을 종속변수로 하여 선형 및 비선형 회귀분석을 실시하였다. 다항식 모델(선형)과 멱급수 모델(비선형)의 적합도를 비교한 결과, 컨테이너선과 벌크선의 경우에는 모든 입력요소에서 멱수급 모델이 적합한 것으로 평가되었다. 하지만 탱커선의 경우에는 수선간장, 선폭, 흘수는 멱수급 모델이 적합하고, 정면풍압면적, 앵커의 무게, 의장수, 묘쇄공으로부터 선저까지의 높이는 다항식 모델이 더 적합한 것으로 평가되었다. 또한 탱커선의 정면풍압면적 요소를 제외한 다른 나머지 종속변수들은 모두 결정계수가 0.7 이상으로 높은 적합도를 보였다. 따라서 주묘 위험성 평가 프로그램의 입력요소 중 외력 요소, 해저 저질, 수심 및 앵커 체인의 신출량을 제외한 나머지 입력요소들은 선박의 총톤수만 입력하면 회귀분석 모델식에 의해 자동으로 입력됨으로써 주묘 위험성 평가가 가능할 것으로 판단된다.

Then it classified experimental results to implement analysis comparison about weight, X-ray imaging, battery decomposition. With these experiments, the study analyzed combustion-possibility and fire patterns. These statistics will be used to measure and verify the cause of a fire when identify wearable devices using Lithium-polymer batteries.

        This paper recognizes the risk of ignition of air fryer (machine that can cook fried dishes with hot air without oil) that is far exceeding the sales rate of microwave ovens, which is necessary to modern household kitchen, and identifies fire risk through the operation principle of the process of heat transfer, and the main structure of the machine. The fire test that we conducted is to observe the risk of ignition of the machine due to the damage to the safety system and the possibility of igniting oil paper along with food, to experiment with the possibility of ignition due to blockage of the exhaust due to obstacles, and accumulation of oil stains on the hot wire, and to present the method of fire control and devise countermeasures.

        항공교통 수요 증가로 항공기의 운항이 증가하면서 항공기 동체와 조류가 충돌하는 조류 충돌 사고가 매년 증가하고 있다. 이에 각 공항에서는 조류 충돌 사고기록을 바탕으로 항공기에 피해를 줄 것으로 예상되는 조류 종을 파악하고 순위를 매겨 충돌 위험을 효과적으로 평가 및 관리할 수 있는 연구를 수행하고 있다. 본 연구는 김포, 김해 및 제주국제공항에서 2005년부터 2013년까지 수집된 통합운항정보시스템 (Integrated Flight Information Service, IFIS) 자료를 바탕으로 항공기 에 피해를 줄 것으로 예측되는 조류 종을 파악하고, 단일 및 다중 매트릭스 모델 간 위험성 평가 결과를 비교 분석 및 고찰하기 위해 수행되었다. 단일 매트릭스 모델을 통한 평가 결과 김포국제공항 및 김해국제공항에서는 왜가리, 독수리 2종과 백로류, 기러기류, 오리류, 갈매기류, 비둘기류 및 까마귀류가, 제주국제공항에서는 독수리, 까치 2종과 기러기류, 오리류, 갈매기류, 비둘기류 및 까마귀류가 ‘매우 높음’ 또는 ‘높음’으로 평가되었다. 다중 매트릭스 모델을 통한 평가 결과 김포국제공 항에서는 왜가리, 독수리, 까치 3종과 백로류, 기러기류, 오리류, 도요류 및 비둘기류가, 김해국제공항에서는 왜가리, 독수리, 찌르레기, 까치 4종과 백로류, 기러기류, 오리류, 도요류 및 비둘기류가, 제주국제공항에서는 왜가리, 까치 2종과 오리류, 도요류, 비둘기류가 ‘매우 심각’ 또는 ‘매우 높음’으로 평가되었다. 모델 간 예측 결과에 있어 김포국제공항과 김해국제공항은 차이가 없었으나, 제주국제공항은 유의한 차이가 있었다. 이는 김포와 김해국제공항은 모두 하천의 하류에 위치하고 있어 대형 수조류들이 주로 관찰된 것에 반해 제주국제공항은 바다와 도심에 가까이 위치하고 있어 몸무게가 작은 소형 조류들이 많이 관찰되었기 때문이다. 이러한 종들과의 충돌이 항공기 동체에 미치는 영향이 적어 모델 간의 공통된 변수의 영향은 적었고, 추가적인 변수에 의해 두 모델의 평가 결과 간 큰 차이가 발생한 것으로 판단된다.

        PURPOSES: This study aims to review the concept of emergency road networks through previous studies and propose a risk and resilience evaluation method for selecting an emergency road network in the event of an earthquake disaster in major highways in Daejeon. METHODS : Risk assessment in consideration of the possibility, exposure, and vulnerability of relatively weak spots and sections in the event of an earthquake disaster on major highways in Daejeon Metropolitan City, and responsiveness, mitigation, and accessibility for urgent response to disaster recovery and management. The emergency road network selection method was proposed by taking into account resilience evaluation. Five levels of links were classified using the P-I method and the overall scores were calculated by considering the weighting factors. RESULTS : In the selected emergency road network, the main roads located near major disaster prevention facilities (public institutions) and response facilities (firefighting and emergency facilities) exhibited a high priority during the earthquake. In addition, highways that emphasized the speed and connectivity between the local emergency road network and the surrounding suburbs exhibited a high priority. CONCLUSIONS : To designate the emergency road network in advance, evaluation of vulnerable facilities and exposure points in the event of a disaster needs to be considered, which can be used to establish a disaster safety plan, thereby ensuring speed and continuity in disaster response.

        As preventive measures have received tremendous attention to prevent any possible accident in advance, many work places have introduced safety and health management systems. However despite of this government's effort, the industrial accident rate of small-scale businesses with less than 50 employees does not decline, which is mainly because the projects are not differentiated according to the risk level of individual business. To evaluate the risk level of small-scale businesses with less than 50 employees and then establish effective safety and health management systems according to the risk level, this study has conducted the following processes. The small-scale businesses with less than 50 employees were evaluated through accident type, and potential accident risk factor was evaluated through location, business type, and business size. The results of this analysis are expected to make contribution to improving the effectiveness of the safety and health management supports to small-scale businesses with less than 50 employees.
