코로나19 팬데믹으로 인한 실업·소득급감·소득단절의 고통이 불평등하게 배분되고 있다. 이대로라면 ‘위기가 불평등을 키운다’는 공식이 다시 한 번 입증되는 나쁜 선례가 생겨날 것이다. 이를 막는 방법은 사회보호 시스템(social protection system)이 적시에 제대로 작동하는 것이다. 그런데 한국의 경우 그게 원활치 못한 상황이다. 위기 시 가장 중요하게 작동해야 할 고용안전망과 소득지원체계는 불비하고, 위기 시 상식처럼 통용되는 적극적 재정정책(확장 재정정책)은 재정적 보수주의에 발이 묶여 제대로 가동되지 못하고 있다. 사회경제적 차원에서만 보자면 한국의 위기관리 및 위기 대응 능력은 좋은 점수를 받기 어려운 실정이다. 따라서 이 논문은 이런 한국의 사회보호 시스템을 어떻게 진화시킬 수 있을지 그 개혁 전략을 논의하는 데 초점이 있다. 특히 복지정치적 관점에서 어떤 기획이 필요한지 그 구체적인 방안들(프로젝트)을 제안하고자 한다. 또한, 최근 단행된 한국 사 회보호 시스템의 보강 조치들(예컨대 전국민 고용보험, 국민취업지원제도)을 톺아보고, 향후 어떤 점들이 보완되어야 하는지를 논의하고자 한다. 이 논문은 코로나19를 계기로 한국의 사회보호 시스템이 그 본연의 기능―‘위기조절기제’이자 ‘사회적 방파제’―을 제대로 수행할 수 있도록 가이드 하는 게 최종 목표이다.

Since the ISO decided to deal with rare-earth elements at the 298th Technical Committee (TC) in 2015, Korea has participated in four plenary meetings and proposed four standards as of June 2019. The status of ISO TC 298, the standards covered by the TC, and the standardization strategies of Korea are summarized. Korean delegations are actively engaged in WG2, which deals with recycling, proposing four standards for fostering the rare-earth recycling industry. However, the participation of domestic experts is still low compared with the increase in the number of working groups and the number of standards in TC 298. The aim of this article is to summarize the current status of ISO international standards related to rare-earth elements, to encourage relevant experts to participate in standardization, and to develop international standards that accurately reflect the realities of the industry.

Performance evaluation has been done using financial indices which are generally regarded as inappropriate for the organizations which are innovative and progressive. Thus, the Balanced Scorecard(BSC) was developed considering long term performance and invisible performance. This BSC has four perspectives of finance, customer, internal operation, and learning. Based on the BSC, a new BSC has been derived with a fifth view of environmental and social perspective, which is now called as a Sustainability BSC. In this study, we evaluated Green IT initiatives using the Sustainability BSC. The initiatives are categorized as RFID, telepresence, paperless office, logistics management etc. The initiatives were evaluated from the view of five perspectives, resulting in high cor relationships among finance, internal operation, and environmental and social perspectives. Namely, good initiatives from the view of environmental/social perspective are also evaluated as good from the view of finance and internal operation perspectives. In this study, we recommend organizations to introduce Green IT initiatives by showing how Green IT initiatives have contributed to the organizations.

우수한 교원을 양성하는 일은 국가적인 과업이 아닐 수 없다. 따라서 우수한 예비교사 인력을 확보하고 교육시키며, 임용제도를 개선하기 위해 정부에서는 많은 노력을 기울여 왔다. 그럼에도 아직도 예비교사 과잉공급, 프로그램의 전문성 미흡, 교원의 현장 적응력 부족, 미흡한 교수 확보, 교육여건 및 지원체제 미흡 등 숱한 문제가 제기되고 있다. 이러한 문제를 해결하기위해 그 동안 양성체제 개편에 관한 여러 방안들이 제시되었으나 아직도 논의 과정에 있는 것들이 많다. 앞으로 중등교원 양성교육의 발전을 위해서는 교육기간을 연장하고, 목적형과 개방형을 절충한 경쟁적 시스템을 구축하는 동시에, 임용 개선을 비롯한 관련 교원정책 추진이 필요하다. 이러한 방향 아래 양성인원 자율 조정, 프로그램의 특성화·전문화 강화, 교육실습 강화, 우수 교수요원 확보, 그리고 교육여건 개선 등이 지속적으로 이루어져야 할 필요가 절실하다.

In recent years community-based corrections can be expected to play a much greater role in the criminal justice. Community-based corrections seeks to keep criminals in the community by building ties to family, employment, and other normal sources of stability and success. At the heart of community penalty systems today are the myriad conditions attached to sentencing courts' probation orders, and to special purpose orders for community service, curfew and like. Of course, a sentencing court imposing conditions of probation or another community penalty may not believe or intend them to be subjectively or objectively punitive. The court may not be imposing a penalty in that sense at all. In the viewpoint such as those backgrounds, it is very important somewhat for 'community justice', 'public safety' and 'restorative justice' etc.. They have political value as well as substantive merit, which increasingly leads managers of community-based corrections agencies - and other criminal justice agencies and community structures - to try to operationalize and harmonize the ideas in their practice. Therefore I am concerned about the relationships between 'Element of a Sense of Community' and 'Community-Based Corrections'. A sense of community can be defined as "a feeling that members have of belonging, a feeling that members matter to one another and to the group, and a shared faith that members' needs will be met through their commitment to be together. McMillan and Chavis argued four elements of a sense of community, those are Membership, Influence, Integration and fulfillment of needs, and Shared emotional connection. This study is aimed to seek the meaningful connection between the theory of McMillan & Chavis and community-based corrections in Korea. I assume that the four factors having the greatest impact on community-based corrections in our country

목적: 본 연구는 동작의 연속성과 속도에 따른 내적 타이밍 과제 수행의 정확성과 가변성 차이를 살펴보고, 그 결과를 바탕으로 메트로놈 동기화 훈련의 효과를 검증하고자 하였다. 방법: 연구 참여자(n=24)는 동작이 시작되는 지점에서 정지하는 구간의 유무에 따라 구분된 연속 동작 집단, 불연속 동작 집단에 각각 12명씩 무선할당 되었다. 두 집단의 연구 참여자는 무선으로 제공되는 세 가지(30bpm, 45bpm, 60bpm) 속도 조건의 청각신호에 따라 오른손을 연속 혹은 불연속적으로 돌리면서 목표물과 접촉하는 타이밍 과제를 수행하였다. 또한 감각운동 동기화 능력의 향상을 확인하기 위하여 상호작용 메트로놈(interactive metronome)을 활용한 4일간의 메트로놈 동기화 훈 련(synchronized metronome training)을 진행하였다. 타이밍 정확성은 시간의 절대오차, 가변성은 시간오차의 변동 계수, 수행 성공률은 15ms 이내의 시간오차로 산출하였다. 결과: 타이밍 정확성과 수행 성공률은 불연속 동작보 다 연속 동작에서, 그리고 동작의 속도가 빠를수록 높게 나타났다. 타이밍 가변성은 연속성에 따른 유의한 차이 를 보이지 않았으나, 속도가 증가할수록 유의하게 증가하였다. 동작의 속도와 연속성의 상호작용 효과는 타이밍 정확성에서 나타나지 않았지만, 타이밍 가변성은 속도가 빠를수록 두 집단 모두에서 높아지는 효과가 나타났다. 메트로놈 동기화 훈련 결과 연속 동작 집단의 경우 2일 이상의 훈련이 타이밍 정확성 및 수행 성공률의 향상을 가져왔다. 결론: 내적 타이밍 과제에서 연속적인 동작 조건에서 상대적으로 빠른 속도를 이용한 운동제어 및 학 습 전략이 수행의 정확성과 일관성에 효과적이다.

본 연구의 목적은 운동기술 학습에 있어서 자기조절을 통한 과제 난이도 선택의 효과를 규명하는 것이며, 구체적으로 학습자가 자기조절전략에 의한 난이도 선택에 있어서 난이도 선택 폭에 따른 정확성 과제의 학습 차이를 규명하는데 있다. 연구대상자(n=40)는 자기통제집단과 한 쌍이 되는 동반집단, 제한-자기통제집단과 한쌍이 되는 제한-동반집단 중, 하나의 집단에 10명씩 무선 할당되어 실험에 참여하였다. 실험과제는 골프퍼팅 과제로써 한번의 퍼팅으로 최대한 목표지점에 일치시키는 것이다. 사전연습단계 후에 각 네 개의 집단은 본 연습에 참여하였고, 약 24시간 후에 전이검사를 실시하였다. 종속변인은 2차원 과제에서 목표수행에 대한 절대적인 차이를 나타내는 반경오차와 수행의 일관성을 나타내는 이원변량가변오차이다. 통계분석을 위해 사전 연습단계와 전이단계에서는 각 종속변인에 대하여 집단 간 차이를 확인하기 위하여 일원변량분석을 실시하였고 습득단계에서는 집단과 분단을 독립변인으로 분단을 반복 측정하는 이원변량분석을 실시하였는데 연구결과는 다음과 같다. 첫째, 사전연습단계는 집단 간에 반경오차와 이원변량 가변오차가 통계적으로 유의한 차이를 나타내지 않았다. 둘째, 습득단계에서는 반경오차와 이원변량가변오차는 분단에 따른 통계적 유의한 차이를 나타냈지만 집단에 따른 주효과와 분단과 집단간의 상호작용 효과는 나타나지 않았다. 셋째, 전이단계1(근거리)에서는 집단 간에 반경오차와 이원변량가변오차가 통계적으로 유의한 차이를 나타내지 못했지만, 전이단계2(원거리)에서는 반경오차와 이원변량 가변오차가 집단 간 통계적으로 유의한 차이를 나타냈다. 이러한 결과를 통해 본 연구는 정확성 과제 학습에 있어서 자기조절 전략을 통한 과제 난이도 선택시 제한된 난이도 조건보다 선택의 폭이 넓은 난이도 조건이 운동학습 효과를 높일 수 있을 가능성을 제시해 주고 있다.

Recently leading edge companies use the Supply Chain Management as a competitive weapon to secure and maintain customer loyalty. As a consequency they are concentrating resources on the company’s core business and employing strategic alliances with third-party providers to ensure the company provides its customers’desired logistics service levels at acceptable costs. Under this circumstances this paper surveys the third party logistics as a leading edge logistics industry coping with the progress of the supply chain management. The status and the type of the TPL including the Forwarder are analyzed in the view point of global logistics. Also the development strategy of third party logistics in the future is suggested.
