본 연구에서는 소비자 지향적 마케팅시대에 직면하여 국내외 농산물 소비수요의 변화에 대응하고 친환경농산물의 유통개선을 도모하기 위하여 소비자들의 친환경농산물인증제도 및 정책에 대한 인식을 조사분석 하였다. 조사연구 결과에 의하면 첫째, 친환경농산물의 소비저변을 확대시키기 위한 가장 시급한 문제는 생산자인 농민들이 아니라 소비자들에 대한 신뢰성을 확보하는 것이 무엇보다도 중요함을 알 수 있다. 이를 위해서는 다양하고 안전한 판로개척과 품질경쟁력 제고, 소포장 규격화 판매, 품질인증제도를 통한 브랜드화 추진, 리콜제 실시 등을 통해 소비자들로부터 신뢰를 얻어야 한다. 둘째, 정부의 친환경농산물정책에 대한 지속적이 홍보와 교육이 이루어지고 또한 감독강화가 이루어져야 할 것으로 생각된다. 특히 친환경농산물 유통구조에서 농민들과 직접 거래를 하는 직거래나 인터넷 거래를 활성화시킴으로서 소비자들에 의한 신뢰도를 높일 수 있는 계기가 마련될 것이다. 셋째, 친환경농산물에 대한 품질관리가 지속적으로 이루어져야 한다. 이는 중앙정부의 감독관리도 중요하지만 지역별 품질인증기관을 육성하고 품질인증기관이 생산과정에 대한 투명성을 철저히 보장할 수 있도록 제도화하여 친환경농산물에 대해 소비자들로부터 신뢰를 얻어야 할 것으로 보인다. 마지막으로 친환경농산물 생산농가가 판매에 대한 어려움을 지자체 등이 적극적으로 지원할 필요가 있을 것으로 판단된다.

유비쿼터스 환경에서는 모든 사물이 소통할 수 있는 환경이기 때문에 사물과 사물 사이, 사물과 사람 사이, 사람과 사람 사이의 진정성을 확보할 수 있는 수단이 필요하며, 이를 위하여 종래의 단편적 서비스에 머무르고 있는 인증기능을 통합적으로 관리할 필요가 있다. 따라서 인증서비스는 인증에 필요한 인증대상, 등록(대행)기관, 인증서비스제공기관, 인증을 검증해주기 위한 검증기관, 인증서비스제공기관의 인증서비스를 평가하기 위한 제3의 기관이 요구된다. 나아가 이러한 인증서비스의 전 과정에 걸친 업무의 투명성, 진정성, 안정성 등에 대한 관리․감독 및 정책을 수립․수행하기 위한 관리감독기관의 설립이 필요하다. 한편 기기인증모델의 경우에 인증기관이 등록(대행)기관을 통하여 인증수단을 발급하거나 직접 인증수단을 발급할 경우에 어느 경우에나 허위 혹은 부정확한 인증수단이 발급됨으로 인하여 인증수단을 발급받은 자나 그와 법률행위를 함으로써 손해를 입은 경우에는 그에 대한 손해를 배상할 책임을진다. 인증수단의 발급 사무를 기기의 제조업체에서 수행하는 경우에 발급되는 인증서 자체에 문제가 발생한 경우에는 인증기관이, 발급과정에 문제가 발생한 경우에는 제조업체가 책임을 지게 된다. 더불어 종래 전자서명법에 규정되어 있는 공인인증기관에 한하여 인정되는 형식적 증거력의 인정 규정을 개정하여, 다양한 인증수단에 형식적 증거력이 부여되도록 하는 형태로 수정할 필요가 있다.

Recently, It is becoming the big issue internationally where the safety problem of the industrial product including the foodstuffs. The way is able to construct the trust of the consumer that the external specialized agency independently operating confirms what production process of the product keep a standard or a technical regulation. This is conformity assessment. In the many countries, agencies entrusted government authority do conformity assessment. Specially, `certification ' in one form of conformity assessment process is operating a certification system at the government and the non-government body in Korea. Also non-government certification is fixed by trusted system from consumer. He has to prepare a competitive power in liberalization time, so need the countermeasure urgently. This study purpose that develops strategy so as to activating of non-government certification system in gist of the origination called ‘self-control’.We present activation strategies using SWOT/AHP analysis.

Recently, ASP (Application Service Provider) as new information technology outsourcing method appears due to development of network technology and spreading of peculating software. ASP defines as a software leasing service which is supplied through networks instead of purchasing application software with high price. For successful implementation of ASP, it is necessary to develop a certification program to ensure safety and reliability of ASP. This paper provides the safe and reliable certification program for ASP. In order to develop it, the critical issues related to service quality and certification of ASP are identified and then evaluation methodology for ASP certification program is proposed. This paper presents application certification as the part of ASP certification program.

Web-based services have fundamentally confidential problems due to characteristics of internet environment such as anonymity. These problems are serious obstacles to grow the web-based services. The security and confidence of web-based services rely on both service provider and users' opinion. But the former has difficulty in trusting the service provider and the latter takes too long time to propagete all users after converging their opinion. Therefore it is necessary to establish the objective and confidential evaluation and certification program for web-based service. In this paper, the internal and external web-based services evaluation and certification programs are compared and analyzed. The critical factors and evaluation methodology for secure and confidential web-based service are identified. Finally, this paper provides the improvement and strategy for web-based services evaluation and certification program.

Nowadays, there are many issues in introducing accreditation of occupational therapy education in Korea. Accreditation is a system for recognizing educational institutions and professional programs affiliated to those institutions on a level of performance, integrity, and quality which entitles them to the confidence of the educational community and the public they serve. I believe accreditation system in the United States is well-established through nongovernmental, voluntary institutional or professional association. On the basis of analyzing accreditation system of the United States, this study introduces the arrangement for establishing of accreditation policy in Korea.

The purpose of this study is to develop an insurance system for product quality liability(PQL) by reviewing some legal issues concerning the product liability It is concluded that the purpose and the function of PQL insurance have to be considered with robust experience data for the life of product, quality system of the company, size of company, the number and amount of products produced by a company and the type of company etc. And this article reviews some problems of policy including the possibility of anti-selection and reverse selection.

Main aims of environment-friendly agriculture (EFA) are increasing functions for environmental conservation of agriculture and building consumer confidence for agricultural products safety. The low-pesticide certification will be abolished in 2016, and this will give rise to much confusion to low-pesticide certification producers. The non-pesticide agriculture doesn’t mean organic farming, and the EFA standards of Korea don’t match up to international standards to organic agriculture. The system improvement directions for EFA are to devide into two types of organic farming and EFA, and EFA includes non-pesticide and low-pesticide farming both. These types must have legal grounds respectively.

1994년 성수대교 붕괴사고 이후 강구조물의 품질 관리를 위해 철강구조물제작공장 인증제도가 건설기술관리법에 도입되어 법정임의 인증제도로 운영되고 있다. 그러나 콘크리트 부재의 공장 생산 방식인 PC (Precast Concrete)에 대해 국가적인 품질인증 체계는 마련되어있지 않다. 이에 건축 구조용 PC를 대상으로 적절한 품질인증제도 도입을 위해 북미, 유럽, 일본 등의 PC 품질인증제도를 조사하였다. 북미에서 PC 공장인증제도를 운영하고 있는 곳은 PCI, NPCA, CPCI 등이 있다. 유럽에서 PC 제품을 판매하기 위해서는 CPR 305/2011을따르도록 법으로 정해져 PC 제품을 포함한 모든 건설 제품은 2013년 7월부터 CE 마크를 의무적으로 부착해야 한다. 일본의 경우 토목용PC 제품은 제품인증인 JIS 마크 인증을 받도록 되어 있고 건축 구조용 PC를 생산하는 공장은 일본 프리패브협회의 심사를 받고 있다. 이런 조사 결과에 근거하여 국내 인증 체계에 부합될 수 있도록 건축 구조용 PC 제품의 인증제도의 도입 방향을 이 논문에 제시하였다.

To strengthen the competitiveness of the domestic precast concrete industry, any legal or institutional measures for a guarantee of quality and safety standards are required. So, the overseas cases for precast concrete certification program were investigated and analyzed to present the new certification program in Korea.
