        PURPOSES : In this study, the main factors affecting the severity of traffic accidents among elderly drivers were reviewed, and accident factors with a high accident risk were analyzed. This provided basic data for preparing a traffic safety system for elderly drivers and establishing policies. METHODS : Based on machine learning, the major factors influencing accident severity (from the analysis of traffic accident data for elderly drivers) were analyzed and compared with existing statistical analysis results. The machine learning algorithm used the Scikit-learn library and Python 3.8. A hyperparameter optimization process was performed to improve the safety and accuracy of the model. To establish the optimal state of the model, the hyperparameters were set (K = 5) using K-fold cross-validation. The hyperparameter search applied the most widely utilized grid search method, and the performance evaluation derived the optimal hyperparameter value using neutral squared error indicators. RESULTS : The traffic laws, road sections of traffic accidents, and time zones of accidents were analyzed for accidents involving elderly drivers in Daejeon Metropolitan City, and the importance of the variables was examined. For the analysis, a linear regression model, machine learning-based decision tree, and random forest model were used, and based on the root mean square error, the random forest accuracy performance was found to be the best. Ultimately, 18 variables were analyzed, including traffic violations, accident time zones, and road types. The variables influencing the accident severity were the speed, signal violation, intersection section, late-night driving, and pedestrian protection violation, with the relative importance of the variables in the order of speed (0.3490966), signal violation (0.285967), and late-night driving (0.173108). These can be seen as variables related to the expansion of life damage owing to physical aging and reduced judgment abilities arising from decreases in cognitive function. CONCLUSIONS : Restricting the driving of the elderly on the expressway and at night is reasonable, but specific standards for driving restrictions should be prepared based on individual driving capabilities.

        This study has found the socio-economic factors that affect occupational accidents and measured the influence quantitatively. We built the panel data of 4 countries (Japan, Germany, the U.S., and the U.K.) and the analysis model counted on the fixed effect model to reflect the countries' differences. The fatal occupational injury rates in the analyzed countries had a statistically significant relationship with the level of per capita GDP, the proportion of the construction industry, the rate of male workers, annual average working hours, the rate of workers in manufacturing and construction industries, etc. The annual average working hours have a positive correlation with the fatal occupational injury rate. To reduce occupational accidents effectively, we should be monitoring and researching various factors that can affect the occurrence of occupational accidents such as worker characteristics, changing industrial structure, and changes in working hours.

        PURPOSES : A highway operates in a continuous flow and has restricted access. When an accident occurs on a highway, the impact on the traffic flow is large. In particular, an accident that occurs in a tunnel has a more significant impact than an accident that occurs in a general section. Accordingly, the management agency classifies the tunnel as a dangerous section and manages a tunnel of more than 1000 m using the Tunnel Transportation Management System. The purpose of this study was to select dangerous tunnels that require intensive management for the efficient management of highway tunnels. METHODS : In this study, for the selection of dangerous tunnels for expressways, all highway tunnels were classified into five clusters by characteristics. The traffic accident severity — equivalent property damage only (EPDO) — for each tunnel cluster was derived through a traffic accident analysis. Based on the severity analysis results, the safety performance function (SPF) for each cluster was established, and the accident risk tunnel was selected based on the potential safety improvement (PSI) value of each tunnel calculated using the empirical Bayes (EB) method for each tunnel cluster. RESULTS : As a result of the analysis, accident risk tunnels were selected based on the PSI values of the tunnels for each highway tunnel group. Finally, 55 hazardous tunnels were identified as hazardous tunnels: 13 tunnels in Cluster 1, 3 tunnels in Cluster 2, 15 tunnels in Cluster 3, 18 tunnels in Cluster 4, and 6 tunnels in Cluster 5. CONCLUSIONS : After classifying all 1232 tunnels on the highway into five clusters according to tunnel characteristics, EPDO analysis was performed for each tunnel cluster. To this end, the SPF for each cluster was constructed, and accident risk tunnels were selected based on the PSI value of each tunnel calculated using the EB method for each tunnel cluster. The tunnel cluster was classified as a typical tunnel type. As a result, most of the first and second values were calculated from cluster E (long tunnel cluster).

        최근 5년간 발생한 해양사고를 분석한 결과, 소형선박은 전체 좌초사고의 77.0 %를 차지하고, 인명사상도 66.1%로서 매우 높았 다. 목포지방해양안전심판원은 2021년 72건을 재결하였고, 이중 좌초사건은 10건이었다. 그리고 좌초사건 중 8건은 소형어선에서 발생하 였다. 본 논문은 2021년 목포지방해양안전심판원에서 재결하였던 소형어선에서 발생한 8건의 좌초사고에 대해 분석하였다. 이 소형어선 의 좌초사고는 맑은 날씨에 시정이 2~4마일로 양호하고, 파고 1미터 이내로 양호한 해상상태에서 발생한 것을 파악되었다. 그리고 좌초사 고의 주요 원인은 피로에 따른 졸음 운항, 경계 소홀, 선위확인 소홀, GPS Plotter 과신, 해도도식 및 조석간만의 차에 대한 이해부족 등인 것으로 나타났다. 이에 소형어선의 좌초사고 저감을 위해 다음의 방안을 제시하였다. 첫째, 갑판부 항해당직 부원교육을 이수한 선원이 선장을 보좌하도록 하여야 한다. 둘째, 졸음 방지용 경보장치는 조타실에 설치하여야 한다. 셋째, GPS Plotter의 성능기준과 최신화를 위해 제도는 마련되어야 한다. 마지막으로, 소형어선 선장은 주기적으로 해도도식과 기초 지문항법을 숙지할 수 있도록 교육을 받아야 한다.

        The rate of industrial accident reduction is slowing down as the attention of the Ministry of Employment and Labor and related agencies on risk assessment systems decreased. this paper focuses on weakness of legal system for the risk assessment in recent years. A survey was conducted to identify the status and condition of the risk assessment system applying on small and medium-sized manufacturing companies. A set of questionnaires is designed to reflect various perspectives of the companies regarding the problems and solutions of the system. The results refer that differentiated instructions and support systems in response to the actual conditions of the companies are mandatory to reinforce the efficiency of risk assessment system.

        PURPOSES : In this study, we quantitatively prove the rubber necking phenomenon for highway traffic accidents and develop a calculation model based on the influencing factors. METHODS : Vehicle detector speed data in the opposite direction to the accident point were used based on the accident data on highways over the past three years, and a comparative verification was performed between nearby vehicle detector data to verify the reliability of the data. Accordingly, a binomial logistic model, ordinal probit regression model, and multilinear regression model were developed to compare the orientation. RESULTS : There was a difference in the influencing factors based on the dependent variable, and the day of the week, vehicle type, weather, longitudinal slope, and median height had an effect. Through a regression analysis, an influence coefficient was derived to calculate the driving speed deceleration value by rubbernecking. The results of the model analysis proved that the speed reduction caused by rubbernecking was more evident during the daytime than at night, during weekends compared to weekdays, and the speed reduction was more obvious for heavy vehicles compared to other types of vehicles. It can also be concluded that longer clearance time, higher accident severity, and higher traffic volume affect traffic delay. To verify the data and model equation, the mean prediction bias (MPB) and mean absolute deviation (MAD) were calculated for hundred cases randomly extracted from the collected accident data. These results were excellent. CONCLUSIONS : It can be developed into a human-engineered model that reflects various road/facility conditions, such as highways, other lanes, general roads, and roads without a median strip. This study is meaningful as a basic study on the quantitative effect of rubber necking.

        Fisheries is known as a high-risk industry in Korea, and various efforts have been made to reduce occupational accidents. Trap fisheries represent crustacean production, accounting for 4.7% of total fisheries production and 10.7% of its production value, which is classified as a relatively high-risk industry. With the disaster insurance payment data of the National Federation of Fisheries Cooperatives (NFFC) from 2016 to 2020, the accident rate of the entire fishery, the accident rate of trap fisheries, and the type of disasters in the past five years were analyzed. As a result, the average fishery accident rate for the past five years was 5.31%, but it was high at 6.15% for coastal trap fisheries and 5.59% for offshore trap fisheries. Slips and trips, struck by objects and contact with machinery were the most common types of the accident according to the characteristics of the work, and hand injuries were analyzed the most. Additional efforts, including education for accident prevention, development of personal protective equipment and improvement of the working environment, are needed to prevent accidents caused by repeated types of disasters.

        The decommissioning of Kori unit 1 is just around the corner. Accordingly, it is required to construct a hot cell facility for decommissioning nuclear power plants to analyze the characteristics of intermediate-level waste and low-level waste generated in the decommissioning process. In this study, a Design Base Accident (DBA) scenario of the facility is developed. To identify and characterize potential hazards at the facility, a Preliminary Fact Sheet (PFS) is filled out and consider external events in consideration of the surrounding site environment. The external event screening and evaluation method is based on the external event evaluation method covered in the probabilistic risk assessment. In PFS, only natural and artificial hazards that may have a meaningful impact on the facility are considered as the sources of the accident, and accident prevention and mitigation systems, etc., which exist in each compartment or facility, are described. Based on PFS and external events, potential hazard assessment is systematically performed using each potential hazards, impact and defense function identified using the preliminary hazard analysis (PHA) methodology. The potential hazard analysis methodology applied to this assessment is a qualitative assessment method consistent with the US DOE Hazard Analysis methodology (DOE 1992b; DOE 1994b). After that, the potential mitigation functions that can be used under normal, abnormal and accident conditions are examined, and the contribution of public and workers to safety is evaluated. The results of the PHA are basic data that prioritize potential hazards and can be used to develop potential accident scenarios. Among potential hazards generally considered for non-reactor facilities, only possible accidents during operation of the facilities are selected as potential hazards. The level of potential hazards is obtained by qualitatively examining the frequency and consequence estimates for each hazard or accident scenario developed in PHA. Based on the results of the potential hazards assessment, representative accidents that require further quantitative analysis are screened. Selected accidents are DBA and are the most dangerous and most significant impacts on workers.

        The type of accidents associated with the operation of a melting facility for radioactive metal waste is assumed to only marginally differ from those associated with similar activities in the conventional metal casting industry or the current waste melting facility. However, the radiological consequences from a mishap or a technical failure differ widely. Three critical and at the same time possible accidents were identified: (1) activity release due to vapor explosion, (2) activity release due to ladle breakthrough, (3) consequences of failure in the hot-cell or furnace chamber not possible to remedy using remote equipment.

        Glass fiber, which was used as an insulation material in pipes near the steam generator system of nuclear power plants, is brittle and the size of crushed particles is small, so glass fiber radioactive waste (GFRW) can cause exposure of workers through skin and breathing during transport and handling accidents. In this study, Q-system which developed IAEA (International Atomic Energy Agency) for setting the limit of radioactivity in the package is used to confirm the risk of exposure due to an accident when transporting and handling GFRW. Also, the evaluated exposure dose was compared with the domestic legal effective dose limit to confirm safety. Q-system is an evaluation method that can derive doses according to exposure pathway (EP) and radioactivity. Exposure doses are calculated by dividing into five EP: QA, QB, QC, QD, and QE. Since the Q-system is used to set the limit of radioactivity that the dose limits is satisfied to nearby workers even in package handling accidents, the following conservative assumptions were applied to each EP. QA, QB are external EP of assuming complete loss of package shielding by accident and radiation are received for 30 minutes at 1 m, QC is an internal EP that considers the fraction of nuclides released into the air and breathing rate during accident, and QD is an external EP that skin contamination for 5 hours. Finally, QE is an internal and external EP by inert gases (He, Ne, Ar, Kr, Xe, Rn) among the released gaseous nuclides, but the QE pathway was excluded from the evaluation because the corresponding nuclide was not present in the GFRW products used for evaluation. In this study, the safety evaluation of GFRW was performed package shielding loss and radioactive material leakage due to single package accident according to assumption of four pathways, and the nuclide information used the average radioactivity for each nuclide of GFRW. As a result of the dose evaluation, QA was evaluated as 2.73×10−5 mSv, QB as 1.06×10−6 mSv, QC as 7.53×10−3 mSv, and QD as 2.10×10−6 mSv, respectively, and the total exposure dose was only 7.56×10−3 mSv, it was confirmed that when compared to the legal limits of the general public (1 mSv) and workers (20 mSv) 0.756% and 0.038%, respectively. In this study, it was confirmed that the legal limitations of the general public and workers were satisfied evens in the event of an accident as a result of evaluating the exposure dose of nearby targets for package shielding loss and radioactive material leakage while transporting GFRW. In the future, the types of accidents will be subdivided into falling, fire, and transportation, and detailed evaluation will be conducted by applying the resulting accident assumptions to the EP.
