        최근 빅데이터 기술의 발전에 따라 보건의료 빅데이터를 헬스케어에 접목하여 부가가치를 창출하고자 하는 논의가 활발하다. 그러나 보건의료 정보는 민감한 개인정보로서 개인정보보호 규제를 받기 때문에, 개인정보보호와 보건의료 빅데이터 활성화 방안을 함께 검토할 필요가 있다. 이에 본 연구에서는 먼저 보건의료 빅데이터 관련 주요 개념을 살펴보고, 보건의료정보가 개인 정보보호와 보건의료법제에서 어떻게 규율되고 있는지 관련 법규 및 판결을 고찰하였다. 법원은 정보 활용시 얻을 수 있는 이익과 정보주체의 개인정보 자기결정권을 비교형량하여 정보주체의 동의 없이도 정보처리가 가능하다고 판시하였다. 그러나 개별 기업이 공개정보 등을 처리하려고 할 때마다 법익을 비교형량하여 판단하는 것은 현실적으로 불가능하다. 따라서 본 연구에서는 EU에서 진행된 시민 참 여형 보건의료 빅데이터 조성논의를 참고하여 동의 없이 어느 범위까지 정보처리가 가능한지에 대한 사회적인 합의가 선행되어야 한다고 보았다. 사회적 논의 이후 법제화 과정에서는 보건의료정 보의 세분화, 목적 외 처리가 가능한 정보의 범위 등 정보처리의 법적 근거 마련, 정보주체의 권리를 보호하면서도 악용을 방지하기 위한 보안장치가 필요함을 주장하였다.

        In this study, 594 questionnaires administered to men and women residing in the capital metropolitan area who work night shifts were analyzed in order to study the effect of health information cognition on healing needs in accordance with the type of food selection criteria of the night worker. The results of confirmatory factor analysis in deriving food selection type identified four categories, a safety seeking type, a food exploratory type, a habitual seeking type, and a rational type, and the cognition types on health information were classified into physical cognition and psychological cognition. The need for healing, which was the investigated factor, was found to have a high correlation between questionnaire items with high reliable consistency. The results of this study were as follows. First, the food selection types of safety seeking type and habitual food seeking type had significant positive effects on the cognitive level of physical health information, and food exploratory type and habitual seeking type had significant positive effects on the cognitive level of psychological health information. In addition, it was shown that food exploratory type and rational type had significant positive effects on healing needs. As a result of this study, it was found that the cognition level of physical and psychological information was different according to food selection type, and the higher the cognitive level, the higher the healing needs. In particular, the result that the level of psychological health information significantly affected healing needs signifies that there is a demand to develop programs and menus that satisfy various needs related to healing and recovery from fatigue. In addition, further interest and study on the health and healing of night workers are required.

        The applications of information and communication technology (ICT) into real industrial fields are getting great attentions in recent years. More and more industrial practitioners and scientific researchers are conducting studies and trying to adopt the technologies into diverse industrial fields. The purpose of this study is to review the technologies such as big data and smart sensors and to provide application cases in order to facilitate grafting the 4th industrial revolutionary technologies onto the safety and health systems. Based on the comprehensive reviews on literature, reports, and industrial cases, we found that big data technology has been used in industries for investigating work related disease. In addition, digital image technology and drone have been applied to establish safety system in construction industry. Lastly, some companies have tried to apply the technologies to build their own safety and health system.

        The purpose of this study was to find efficient and customized tools for delivering the benefit of health functional foods (HFFs). Delivery tools which could influence the impact of advertising were images, explanations of ingredients, diagrams of health benefit, patents, and comments from authority. Six advertisements were developed using these tools: “A”: relevant image + explanation of ingredients + scientific diagram of efficacy; “B”: relevant image + explanation of ingredients; “C”: relevant image; “D”: irrelevant image; “E”: irrelevant image + explanation of ingredient + patent; “F”: irrelevant image + explanation of ingredient + comments from authority. To analyze the consumer perceptions on HFFs and advertisement effects, 300 respondents were requested to answer a questionnaire comprising of the following questions: 5 questions of attitudes (necessity of HFFs, trust in HFFs, gathering information, watching advertisements and trust in advertisement claims) and 6 questions on the 6 developed advertisements (attention, understanding, sufficiency of information, sympathy, trust, and purchase). Scoring was done as per the 5 Likert scale. There was a higher proportion of females and the elderly, as compared to males and youngsters. The overall consumer attitudes were positive. Explanation of ingredients, scientific diagram of health benefit, patents and expert comments were helpful factors in increasing the advertisement evaluation by consumer, but the images were not. Advertisement evaluation of consumer did not differ with gender and age. However, differences were observed between some of the consumer attitudes (necessity of HFFs, trust in HFFs, gathering information and trust in advertisements claim) and advertisement evaluations (attention, understanding, sympathy and purchase). Our results indicate that for consumers utilizing the HFFs, advertisements with concrete tools such as diagrams, patent, and expert comments are more helpful. However, for consumers who do not have interest in HFFs, the scientific information was irrelevant. We believe that to maximize the effect of health information in advertisements, consumers should be segmented, and customized tools for each segment needs to be developed.

        Safety and health related information for the proper use and handling of pesticides is usually printed on the surface of the pesticide products (bottle type or bag type) in the form of texts. But, the guidelines or standards for the appropriate presentation of the texts for the pesticide products are most vague or not practical. Thus, this study aimed to provide the preliminary guidelines for the text sizes based on the legibility experiments. Total twenty subjects from two age groups (young: n=10, old: n=10, five males and five females in each group) participated in the experiment. First, subjects read the text cards presented in the distance of 50cm from the eyes of the subjects. Eight different text card sets were prepared for different font type(thick gothic-type and fine gothic-type), thickness of font(plain and bold), and number of syllables (2 and 3 syllables). When subjects read the cards, the correctness of reading (correct or wrong) was recorded and the degree of discomfort (from 1: no discomfort at all to 4: can't read at all) was also evaluated for all the text sizes. Results showed that the character size should be 4 pt or larger for the young subjects to read at least one word correctly in all the text conditions. For the old subjects to read at least one word correctly, the character size should be five pt or larder. The average of the minimum character sizes for 100% correct answer is 6.1 pt for young subjects and 10.5 pt for old subjects, respectively.

        Texts and icons are used to deliver the safety and health information on pesticide labels. This study surveyed the standards or guidelines regarding the presentation formats of texts and icons used in pesticides. Also, the text and icon formats being used in the 50 pesticide products in Korea were investigated in the aspects of size, font (texts only), color. From the guideline survey, it was found that while the guidelines for the text fonts and colors in pesticides were suggested, there was no detailed guidelines about the text size. For the icon presentation, it was regulated that the icon size for the pesticides should be larger than 7mm×7mm, and this size was equivalent to the size when the reading distance of 28 ㎝ was applied to other two guidelines. From the sample survey of the 50 pesticides, it was found that the small text size being used in the 50 pesticides was 1mm (3pt), and this size was considered to be very difficult to be read, particularly by old people. The minimum size of the texts for the toxicity of the pesticide, the very important safety information, was found to be 1.5 mm, which is considered to be very uncomfortable to be read. The size of icons were varied from 2 to 12 mm, and the total average size was 4.6 mm. The 149 icons from a total 187 icons (80%) were smaller than the icon presentation guideline (7mm×7mm), and the reason for the small icon size might be the small area of the label of the pesticides. Thus, more detailed guidelines for the text size and more practical guidelines for the size of icons are required.

        In this study, we have developed the database of safety and health information for pesticide active ingredients used in Korea. There were 1,283 pesticide items among which 296 were found to be out of use in current. A total of 349 pesticide ingredients were being used in Korea. The database consists of 32 types of information including chemical characteristics, acute toxicity, chronic toxicity (carcinogenic and reproductive toxicity), specific symptoms by exposure route and first aid. When pesticide ingredients were assessed in terms of key properties such as color, odor, acute toxicity, carcinogenic and reproductive toxicity, they were white, colorless and odorless, in general. When ingredients were classified by category of acute toxicity, 'Non-hazardous' represented 29%, followed by 'Slightly hazardous' at 16%, 'Moderately hazardous' at 14%, 'Highly hazardous' at 5%, and 'Extremely hazardous' at 2%. 85 out of 349, or 24% of ingredients were found to be possibly carcinogenic to human. This database is expected to provide an easy access for farmers, agriculture supervisors, researchers and consumers, and it can ultimately be used as basic data on farmer's safety and health.

        This study surveyed the reading discomforts and the reasons for discomfortable reading of the safety and health information (texts and icons) presented on the agricultural vehicles/machines, pesticides, fertilizers, and feeds. Eighty seven people residing in rural area participated in the survey interview. Questionnaire survey showed that the most discomfortable product in reading the texts was pesticides. Forty three (49%) among participants had very-discomfortable or discomfortable in reading the texts used in the label of pesticides, and the main reason for the discomfort was small text size. The reading discomforts in reading the texts (varied from 4 point to 19 point and presented in 50 cm reading distance) showed different pattern according to the age groups. Three age groups (50s, 60s and older than 70s) showed a similar discomfort pattern, but different from the group of 30s and 40s. Forty four people (51%) had a problem in understanding the meaning of the icons and the main reasons were the small size and the difficulty in inferring the meaning of the icons. Thus, the more detailed and practical guidelines for the presentation format, particularly about the text heights and the size of icons, are required. Also, more comprehensive research is needed to investigate the readability and legibility of texts and icons.

        교량 건전성 모니터링은 응답 데이터를 활용한 구조모델링기술, 신호분석, 정보처리 기술의 발전에 따라 손상추정 및 안전성평가와 함께 중요한 연구주제로 부각되었다. 교량 모니터링 시스템은 일반적으로 센서, 데이터 취득장비, 전송시스템 등과 같은 하드웨어와 신호처리, 손상추정, 전시 및 데이터 관리 등과 같은 소프트웨어로 구성된다. 본 논문에서는 교량의 건전도 모니터링을 위한 정보처리기술에 대한 연구 개발 활동을 정리하였다. 교량 건전성 모니터링의 과정에 대한 간단한 소개와 함께, 다양한 신호처리 및 손상추정 알고리즘을 포함한 정보처리기법에 대해서 소개하였다. 현 교량 건전성 모니터링 시스템에서의 주요 문제점과 향후 연구개발활동을 논의하였다.

        The paper aims to examine the association between information and communication technology (ICT), economic growth and population health based on health production model in Malaysia. This theoretical health production function is represented as follows: where the output is an individual health outcome, and the inputs are determinants of health, such as income, education, health care costs, medical facilities, the environment, and lifestyle. The development of information and communication technologies are represented as of mobile cellular subscriptions (per 100) and fixed telephone subscriptions (100) using time series data from 1993–2017 from the World Bank database. Using the bound testing technique of cointegration, this study finds that ICT affects population health significantly and positively in the long- and short-run. This is because ICT inclusion improves human health and longevity. Whereas, economic growth has no significant impact on the population‟s health both in the short- and long-run. The findings indicate that a weak global economy affects Malaysia‟s economic growth and reduces the health expenditure per capita. The results of this study suggest that policymakers must develop policies that improves public health by increasing health literacy, disseminating health information and facilitating medical facilities. This study also suggests that health care systems should to concentrate on digital inclusion.

        Heat watch warning systems are operating in Korea and several other countries (China, the United Kingdom, France, the United States, Germany, Australia, and Japan). The heat wave indices used in this system are the heat index, perceived temperature, the wet bulb globe temperature, and the daily maximum temperature. To improve the heat wave advisory and warning system, some suggestions have been made. The meteorological-health index (i.e., indirect index), has especially been proposed in previous studies. This information should be provided not only to vulnerable groups (seniors, infants, and children), but also to outdoor workers who may be particularly exposed to heat waves. In addition, to have sufficient preemptive response times, the need for an extension of the heat watch warning period was suggested. Finally, the subdivision of administrative units and risk stages was proposed.

        Provider-oriented weather information has been rapidly changing to become more customer-oriented and personalized. Given the increasing interest in wellness and health topics, the demand for health weather information, and biometeorology, also increased. However, research on changes in the human body according to weather conditions is still insufficient due to various constraints, and interdisciplinary research is also lacking. As part of an effort to change that, this study surveyed medical practitioners at an actual treatment site, using questionnaires, to investigate what kind of weather information they could utilize. Although there was a limit to the empirical awareness that medical staff had about weather information, most respondents noted that there is a correlation between disease and weather, with cardiovascular diseases (coronary artery disease (98.5%) and hypertension (95.9% ), skin diseases (atopic dermatitis (100%), sunburn (93.8%)) being the most common weather-sensitive ailments. Although there are subject-specific differences, most weather-sensitive diseases tend to be affected by temperature and humidity in general. Respiratory and skin diseases are affected by wind and solar radiation, respectively.
