본 연구는 농촌중심지활성화사업의 목적과 추진전략에 맞추어 사업계획 초기단계에서부터 문제점을 점검할 수 있는 지표를 살펴보고, 농촌중심지 활성화사업에 대한 개선방향을 살펴보고자 하였다. 연구의 결과는 첫째, 중심성 분석결과 중심지구내 계획이 500m구간 내에 설정되어 집중도가 높게 나타나고 있는 지구는 전라남도 옥곡면과 성전면지구와 충남 금산읍지구의 사업들이 집중도가 높게 설정되어 추진되고 있다. 둘째, 하드웨어사업비와 소프트웨어사업비를 년도별로 살펴보면, 기초생활사업비는 전체사업비의 50%이상을 차지하며, 지속적으로 증가하고 있고, 지역경관개선사업비는 지속적으로 20%아래로 줄어들고 있는 실정이다. 반면에 역량강화사업비는 사업의 유지 및 성장동력으로서 지역주민들의 역략강화 프로그램이 지속적으로 개발되고 있다. 셋째, 기초생활기반확충의 하드웨어사업 예산이 비중이 높으므로 증가할 경우 자연히 타사업의 예산이 줄어들고 있다. 사업목적의 성취를 위하여 역량강화사업의 활성화를 꾀하여야 하나 오히려 시행계획단계에서 역량강화사업비가 줄고 있다.
본 과업은 핵심적인 농촌자원이자 경관생태자원인 마을숲 및 주변의 시설을 활용하여 지역 및 마을의 경관생태적 복원 및 공동체성 회복을 위한 경관계획적 대안을 제시하는 것을 그 목적으로 하고 있다. 대상지는 장수군 장수읍에 위치한 노하숲으로, 현재 이곳을 포함한 장수읍 일원은 2017년부터 농촌중심지 활성화사업 선도지구사업이 활발히 진행 중에 있다. 계획의 비전 및 방향을 “사람과 숲이 어우러진 행복공감 커뮤니티 숲 조성”로 설정하였으며, 훼손되어온 노하숲의 생태적 가치를 보전하면서도 주민 활용성을 극대화할 수 있도록 계획하였다. 장수군 노인/장애인복지관, 행복나눔센터(계획) 등 주변시설의 앞마당 공간을 제공하여 휴게, 놀이, 여가 등 다양한 활동을 수행할 수 있도록 하며, 동선계획의 경우 무장애 순환형 동선을 구축하여 다양한 계층의 이용 편의성을 향상시키며, 동선계획으로 주 진출입부와 단절된 내부동선을 연결하였으며, 인접한 시설들과의 접근성을 향상시켰다. 기본 구상으로 첫째, UNESCO MAB의 기준에 따라 핵심구역은 생태숲으로, 완충구역은 정원숲을 그리고 협력(전이)구역은 피크닉숲으로 조성 및 유지·관리하고자 한다. 둘째 남동, 북서측에 진입마당을 설치하여 개방감을 확보하고 진입인지성과 편의성을 증진한다. 셋째, 나무놀이터, 그늘쉼터를 조성하여 아이들과 젊은 엄마들의 휴게, 놀이 및 정보공유의 공간으로 활용하도록 한다. 기본구상에 따른 주요 공간은 진입마당, 정원쉼터, 건강쉼터, 숲학습장 및 피크닉숲 등으로 구성하였다.
본 계획은 진안군이 가지고 있는 깜도야 브랜드를 활용한 부가가치를 창출하기 위하여 깜도야 농촌테마공원을 조성하는 것이다. 대상지는 전라북도 진안군 진안읍에 위치한 마이산도립공원 인근의 북부예술관광단지 일원이며 면적은 81,403㎡이다.계획을 수행하기 위해 입지환경, 자연환경, 인문환경의 현황을 분석하여 기본구상안을 도출하고 기본계획을 수립하였다.본 계획은 진안이 지니고 있는 양돈산업과 관련한 깜도야 브랜드 이미지를 극대화할 수 있으며 국내외 다양한 돼지관련 문화를 소재로 활용하여 기본계획 및 운영프로그램을 수립하였다. 또한 최근 관광추세인 체험관광, 가족단위 관광을 수용할 수 있는 시설과 프로그램을 도입하여 진안군의 휴양관광자원 및 역사문화자원과 연계를 위한 매개공간으로 계획하였다. 아울러 깜도야 홍보 및 브랜드 가치 제고를 위한 시설을 계획하여 장소마케팅을 통한 직거래 활성화로 지역경제활성화를 도모하고자 하였다.
본 연구는 우포지역에 적합한 생태관광 기본계획을 수립하는데 그 목적이 있다. 이를 위해 기 수행된 연구에서 제시된 생태관광계획모형의 순차적 단계에 따라 사례연구로서 수행되었다 우포지역에서의 자연환경 및 인문환경을 비롯한 제반여건을 분석한 결과, 우포지역에서의 친환경적인 생태관광지 조성의 필요성과 당위성이 인정되었다. 이에 따라 기초환경 조사 결과를 토대로 생태관광 주제를 설정하고 이에 적합한 시설 및 프로그램에 대한 공간계획안을 제시하였다. 그러나 본 연구에서 제시된 계획안은 개념적 계획안으로서 실제 적용을 위해서는 법률적, 행정적, 재정적 한계 등 공공부문의 제약요인에 대한 체계적인 검토가 요구된다.
본 연구에서는 중지역 특성, 유리한 자원 및 산업 레이아웃 등에 따라 하이난의 복숭아 정원 공유 농장의 계획 및 설계를 예로 들어 계획의 적용에 대해 연구 분석한다. 연구 분석은 정책 기반, 농촌 활성화 철학, 건설 판매 및 건설 내용과 같은 측면과 연구는 분석 및 요약을 통해 수행하였다. 하이난 도화원 프로젝트는 먼저 국가 산업 정책을 준수하고 산업 통합 및 개발을 촉진한다. 둘째, 1 차 산업과 2 차 산업을 완전히 주도하고, 3차 산업을 보다 강력하고 긍정적으로 만들어 농촌 경제 발전에 도움이 되고, 농민들이 서비스 산업과 가공 산업으로 전환하고, 농촌 재 활성화에 이르게 할 수 있는 결론을 도출하였다.
After it was reorganized as the rural center revitalization project recently, there is an opinion that the nature of the project was changed to solve long-time aspired projects of some districts unlike various projects according to the previous project purposes. Therefore, this study analyzes the current status of revitalization project plans and operation monitoring to make rural center villages, establishes plans that can be applied to the rural center village revitalization project and suggests the improvement plans for monitoring. With the necessity of connectivity with centrality analysis for long-term and sustainable growth of the rural center revitalization project, the analysis on the 8 districts' centrality analysis and the function of the master plan were compared and analyzed, but there is not enough interrelation. Regarding the consulting methods for weak districts to activate facility operation after the project is implemented, the field consulting performed by the collaboration of Gyeongsangnam-do government, Gyeongnam Rural Revitalization Support Center and Gyeongnam branch of Korea Rural Community Corporation shows 87.6% of satisfaction level, which indicates it is the most effective. Based on the above results, it is necessary to reinforce the methods on resident demand survey, dimension and the reflection process of the project when preliminary plans are established for effective implementation of the rural center village revitalization project. It is also necessary to revise relevant standards not to change preliminary plans excessively during the master plan establishment process, and to oblige preliminary investigation of experts. The joint monitoring and consulting systems of experts and local governments should be applied from the establishment stage of the master plan, so that it can be sustainable rural center village revitalization project.
There has been a growing concern on ontology especially in recent knowledge-based industry and defining a field-customized semantic word network is essential for building it. In this paper, a word network for ontology is established with 785 publications of Korean Society of Rural Planning(KSRP), from 1995 to 2017. Semantic relationships between words in the publications were quantitatively measured with the ‘normalized pointwise mutual information’ based on the information theory. Appearance and co-appearance frequencies of nouns and adjectives in phrases are analyzed based on the assumption that a ‘noun phrase’ represents a single ‘concept’. The word network of KSRP was compared with that of WordNetTM, a world-wide thesaurus network, for the verification. It is proved that the KSRP’s word network, established in this paper, provides words’ semantic relationships based on the common concepts of Korean rural planning research field. With the results, it is expecting that the established word network can present more opportunity for preparation of the fourth industrial revolution to the field of the Korean rural planning.
Sustainable development is no longer an option, but a requirement. Under this awareness, UN adopted 17 goals for a new sustainable development agenda on September 2015, named ‘Sustainable Development Goals(SDGs)’. The Korean Society of Rural Planning(KSRP) is established on July 1994 for the sustainable development of rural areas. On the purpose to quantitatively analyze the research trend of KSRP’s publications with the viewpoint of SDGs, the qualitative documents of 17 SDGs and 771 publications were mathematically transformed into vectors and the similarity was numerically measured with the ‘Vector Space Model(VSM)’. The results show that ‘Sustainable cities and communities(SDG 11)’, ‘Zero hunger(SDG 2)’, ‘Life on land(SDG 15)’ and ‘Responsible consumption and production(SDG 12)’ have strong relationships with KSRP, while those of ‘Affordable and clean energy(SDG 7)’, ‘Peace, justice and strong institution(SDG 16)’ and ‘Gender equality(SDG 5)’ are weak. It is also found that the relationships of KSRP publications with ‘energy’ and ‘climate change’ issues(SDG 7, 13) were greatly increased during the period of 1995-2016, in spite of their weak relationships.
Landscape elements of historical and cultural value and elements that have negative impact on landscape due to reckless development teem in rural area. Due to this, local government has established a visual landscape plan. The purpose of this study is to analyze the process and content of domestic rural landscape planning process and to suggest improvements for it. For that, this study measure guideline of Ministry of Agriculture, Food and Rural Affairs against guideline of Ministry of Land, Infrastructure and Transport. To analyze the landscape planning guideline of australia which is similar to domestic rural landscape planning process, and to compare both guidelines. The results of this study are as follow. The stage of landscape resource survey and assessment progressed systematically, but it was not practical because for the lack of survey and assessment method. Therefore, it should be suggested for the survey and assessment technique. The rural landscape plan, established in master planning stage, do not necessarily reflect local government’s landscape management on the ground of abstract technic of landscape management. For this sake, to develop evaluation method for development of landscape element seems necessary.
The analysis of research trends is used to identify key subject areas, research trends over time, and new discussions in a study field. The purpose of this study is to examine the characteristics of research articles published in the area of rural planning using bibliometric methods. Research articles published in the Journal of Korean Society of Rural Planning 「Rural Plannin g」 from 1995 to 2014 were analyzed to determine the annual publications, the number of periodical contributions, the authorship patterns, and popular research subjects and keywords. The results of this study are as follows; (1) The number of research papers and authors has increased over the 20 years periods (1995-2014); (2) The most published authors are associated with the study of rural planning. Seoul National University, Rural Development Administration, and Chonnam National University have highly contributed to the paper publications; (3) The most frequent word in titles is “Rural“ for the whole period from 1995 to 2014. The most frequent words are “Village“ and “Planning“ from 1995-2006, and “Landscape“ and “Village“ in 2007-2010, and “Village“ and “Area“ from 2011-2014; and (4) The most used keywords are “Rural amenity“, “Rural village“, and “Rural landscape“ for all of the different time frames.
This study has been done to have a good grasp at the importance among the constituent elements of the rural healing tourism for working out the rural healing tourism planning. The above constituent elements were produced from the survey targeting the rural area-visiting visitors. For this study, 350 questionnaires were distributed to them and 306 out of them, valid, were collected. For the analysis of correlation among each item in the questionnaires, T-test, ANOVA were carried out. The results of the analysis of the questionnaires show that the consumers of the rural healing tourism have interest in the rural healing tourism regardless of their gender. The results also show that the consumers lay stress on the aspect of the infrastructure(H/W) more than contents-based aspect of the healing tourism(S/W). While especially, regarding healing tourism facilities or infrastructure, this study shows that there is significant difference in every item except gender item, regarding the contents and purpose of the rural healing tourism there is a significant difference among groups only in the item of age.
This study discusses developing historical trails and ecological trails in rural area. Since the leisure time and interests in environment and health have been increasing, the number of hikers who enjoy the beautiful landscape and regional culture through the exploration of natural regions has been growing. However, these various road haven't been related to the rural village in many cases, so it is necessary to make some alternatives for revitalizing the region and improving incomes of non farm. Therefore this study suggested the applications of rural trail plan that fits for a scale of the rural village and local characteristics. This research divided forms of the rural village road into type of the natural landscape resource (Gangreung Anbandegi Village) and that of the historical culture resource (Yongin Hakil Village) according to amenity resources of objective village. The plan for village road basically made by the best of valuable resources of village unit, connected existing 'Trail' of other departments to the village and suggested a case of plan applied to the field so as to emphasize characteristics of rural area. It should be possible to induce hikers to rural area and be suggested as a measure for improvement of village image, regional vitalization and incomes of non farm.
This study aims to analyze the affecting factors-construction of collaborative planning process and effect on Comprehensive Rural Village Development Project. To this end, targeting the 36 districts which were selected for 2004 Comprehensive Rural Village Development Project and completed their 2010 5-year projects, components of collaborative planning process and planning effect will be drawn and the affecting factors-construction of collaborative planning and effect on Comprehensive Rural Village Development Project will be analyzed below. According to the results of this study, the affecting factors of collaborative planning process of Comprehensive Rural Village Development Project on planning effect, The level of effect of individual component on endogenous variable appeared greatest mostly in the upper groups. In terms of the level of individual component effect, social learning process and interaction among participants affected greatest. The process of Comprehensive Rural Village Development Project is evaluated that it reflected collaborative planning theory of Healey enough. Therefore, in the course of Comprehensive Rural Village Development Project progress, collaborative planning model must pass social learning process and interaction among participants which are the most important components out of collaborative planning process as we saw in the upper groups. And in order to maximize the performance and results of Comprehensive Rural Village Development Project, the following sequential affecting factors model as Figure 7 must be suggested as optimal collaborative planning models of Comprehensive Rural Village Development Project. Based on the results of the study, the policy implication was drawn as follows. First, systematic supplementations in the form of a consultative body are required to perform Comprehensive Rural Village Development Project efficiently. Second, network needs to be built among different participants in Comprehensive Rural Village Development Project process. Third, systematic mechanism is required to improve social learning among different participants. Fourth, systematic rearrangement is required to guarantee the residents' realistic participation in the course of Comprehensive Rural Village Development Project process.
The purpose of this study is to examine the effects of the rural community planning focusing on the stepwise empowerment system in Jinan-gun, Jeollabuk-do province. This paper also tries to examine how this system affect the awareness for community planning and empowerment of the residents. The satisfaction of the people who join this program were also investigated. The subjects of the research were divided into two groups. Group A consisted of the people who join the system from the first stage, and group B consisted of the people who joined the fourth stage directly. The differences of the recognition, capability changes and satisfaction between two groups were compared and analyzed by questionnaires. The results of this research can be summarized as follows. The first, group A recognized the community planning system in Jinan-gun more positively than group B. They thought that it's very useful and beneficial for their community and this system should be continued further. The second, group A considered that they achieved bigger advancement in community design capabilities in terms of personal, relational and social aspects than group B. In addition, group A also showed higher satisfaction for rural community planning than group B. Based on the results, alternatives for rural community planning were drawn as follows. The first, considering that group A showed more positive responses, starting from the first stage is more stable way to succeed in rural community planning. Which means the critical condition of community design is not the community business but the improving the public awareness and community mind. The second, it's considered that the number of participation is proportional to the advancement of capability in community project, so improving residents' opportunity to participation in community design might be effective. The third, community leader is another critical condition. It is needed to pay more attention to the education for the rural community leader with good experience and capability of community affairs.
Owing to increase of meteorological disasters by climate change, it needs to study of climate change which will be able to deal with adaption for basic local authorities. A case study area of Yesan have been impacted by land-use which alter natural environment demage. It has led to micro-climate change impacts in rural area, Yesan. In order to adapt to the effects, this paper estimated temperature change in productivity of fruits and conducted decline of nonpoint pollutant loadings. As the results of temperature change of effecting on growth of apple, since a rise in temperature have not increased high, therefore the apple productivity could not be influence until 2030s. While the apple productivity could be declined 14.8% in 2060s. In addition, it supposes that the productivity would be decreased 44.5% in 2090s. Furthermore, it showed that the apple maturity has become worse, because length of high temperature has dramatic increased 54.2% in 2030s, 103.2% in 2060s and 154.0% in 2060s beside 2000, respectively, compared with 2000. As results of analysing between the future rainfall characteristics and nonpoint pollutant loadings, the subject of reduction of nonpoint pollutant was efficiency when it implemented around Oga-myeon or Deoksan-myeon Dun-ri. This study classified the region more detail each Eup and Myeon after that it analysed the rural region impacts of climate change for basic local authorities. Hence, this study is able to predict adaptation of rural region impacts of climate change. Due to increase of green house gases emission, meteorological disasters could often occur in the future. Therefore, it needs follow-up studies that assess climate change of effecting on rural region.
This study aims to perform the economic analysis to the use of solar power facilities in rural villages considering the climate change scenario. IPCC climate change scenarios in the recently adopted the RCP scenarios (RCP8.5, RCP6.5, RCP4.5, RCP2.6) was used. By RCP scenarios, solar radiation, depending on the scenario in 2100, respectively, 3.6%, 2.5%, 1.9%, 1.1% was assumed to increase. From the economic analysis(payback period is 25 year) on 8 points of each province, in all cases of normal data and four RCP scenarios, at all points analyzed were NPV indicate a negative, BC ratio less than 1.0, respectively. In the case of Mokpo, Chunnam RCP8.5, BC ratio were found to be up to a 0.92, followed by 0.89 in the case of RCP8.5 in Jinju, Kyungnam shows, while the minimum was in Jeju. BC ratio is 1.0 or bigger, in order for the normal solar radiation data in Mokpo, Chonnam was the minimum that it takes 37 years. Similarly, in the case of RCP scenarios, 30 years in Mokpo, Chonnam RCP8.5 and 31 years in the cases of Jinju, Kyungnam and Jeonju, Cheonbuk RCP8.5 were analyzed. It was analyzed that RCP8.5 has the highest value. BC analysis models for each of the factors, the results of the sensitivity analysis, the initial installation costs, electricity sales price, discount rate in the order of economy showed higher sensitivity, and the rest factors showed lower changes. Although there are some differences of solar radiation by region, but in Korea most facilities in rural areas, the use of solar power was considered to be economical enough, considering change of several factors with high sensitivity, such as increasing of government subsidies for the solar power installation of the facility, rising oil prices due to a rise in electricity sales price, and a change in discount rate. In particular, when considering climate change scenarios, the use of solar energy for rural areas of the judgment that there was more economical.
This study has been performed with the purpose of making Rural Village Development Project Landscape Plan in which landscape characteristics in rural villages are reflected so that landscape in the medium to long term shall be established and managed. The issue that has been brought up is that procedures of Rural Landscape Plan and Rural Village Development Project Landscape Plan have been focused on facilities. The study carries out resources survey in agriculture, daily life and history and culture to make Rural Village Development Project Landscape Plan in O-chon district. Through landscape evaluation map participated by local residents, landscape management areas which they can form and manage have been established. The study also suggests Projects and guidelines appropriate to management areas. The study has a different signification from the existing Rural Village Development Project Landscape Plan which is fundamentally devoted to specific projects. The study shows Landscape Plan in the medium to long term and suggests guidelines available to be used by residents.
The main contents of revision of the rural landscape planning according to Landscape Law discussed in this study show that the urban landscape and rural landscape have a propulsion system which integrate them into the national landscape and manages through the landscape planning. However, management and conservation reflecting the fundamental difference between urban and rural areas are needed. Planning the landscape by generalizing the size of the population, administrative district, the surface area does not meet the ultimate purpose of the Landscape Law that tries to establish differentiated local landscapes. Therefore, the association of professionals who can support and establish a propulsion system for landscape planning with the consideration of regional characteristics. For the urban landscape, the landscape committee is fulfilling the role, but none is available for the rural areas. This study is mostly based on previous literatures, however, in the future, it is desirable to have selected pilot areas for different landscape types and review problems that may occur during the application and process, in order to establish the landscape guidelines for the rural landscape plan.
In 2003, "The National Land Use and Planning Act" (NLUP Act) was enacted unifying two old laws; "The Urban Planning Act" enacted in 1962 and "The National Land Use and Management Act" enacted in 1972. One of main reasons of unifying two acts was to extend urban planning-based development systems to rural areas for preventing uncontrolled urban sprawl in rural areas and enhancing or settlling plan-based land use system in rural areas. This paper is conducted with the following specific objectives: i) to critically review the contents of NLUP Act in terms of rational rural land use planning; ii) to evaluate plan-based land use practices in rural area by NLUP Act; iii) to appraise performance level for prevention against unplanned development activities in rural areas by NLUP Act. To accomplish these objectives, we surveyed actural state of rural land use and development system by the new act in two case study areas. Ansung city in Gyeongi province as an urban sprawl region and Hamyang county in Gyeongnam Province as a remote rural area. Study results ascertained that the new act can not effectively control rural land use and not prevent over-use of agricultural land in the positive and effective ways because of followering three points.
The purpose of this study is to develop planning technique for low carbon rural village planning. planning techniques (169 cases : waterside Technique 87, inland Technique 82) were extracted through a various previous studies and literature. planning techniques of 43 cases for low carbon rural village have been developed by the importance validity evaluation for planning techniques using the Delphi Method. Developed techniques can be utilized to plan low carbon rural village for Sustainable Rural Development. In addition, these techniques will be able to contribute to recognition of the need about low carbon rural village and the development of national green strategy.
